27 people were taken to hospital, two of them, including a child, were seriously injured. merseyside police have arrested a 53-year-old white british man, believed to be the driver of the car, and say the incident is not being treated as terrorism. my colleague rajini vaidyanthan is in liverpool for us. in terms of what you were saying in the headlines, we are expecting an update from the police in the next little while? we are indeed, matthew. let's remind our viewers a bit about where i am. i am on the junction of water street, where the incident took place on monday evening. it is raining heavily, as you can see. it was raining yesterday but it was a different mood to 24 hours ago as thousands of supporters of liverpool football club gathered here in celebration. people had come from all over the world. today i've spoken to fans who came from china, from

thailand, from ireland, and of course from across the uk as well, all to celebrate a big moment for their team. now, as we look at the scene behind, it really is a contrast. i will move away from the camera so we can show our viewers exactly what we can see. this is water street. as you can see, police tape closing off this street. witnesses say that thousands of people were celebrating, letting off red flares and having a really good time when the car ploughed through the crowd. now what you have it's a scene of celebration which is an active crime scene. behind that police van, you may catch sight of a blue tent. in that tent is the vehicle which careered through those football fans. it is, of course, a major piece of evidence in this ongoing investigation, and you

can see police officers in high viz jackets there walking around the scene. we have also seen forensic teams in white come in and out of the scene throughout the course of the day. if we move the camera over, you can see how people just fled in panic. you can see scooters and bikes all just scattered as people ran, not really sure what was happening as that car careered through. there were families here, young children, as we know. some young children have been injured. this really struck me, and we will move the camera down to the ground, and you can see the champagne bottle, beer bottles, drinks cans, the remains of flares that people let off with the red smoke in the sky. a liverpool flag is tied to the traffic light there, just a reminder of how different this street looks just a day ago.

a crime scene remains in place where joyous celebration ended in tragedy. a forensic tent covers the car that drove into a crowd, injuring dozens of people - two seriously. debris from the parade is visible. the atmosphere, subdued. today the prime minister said that he has been kept updated. scenes of joy turned to utter horror and devastation and my thoughts and the thoughts of the whole country are with all of those that are affected - those injured, which of course includes children, their famililes, their friends, the whole community, liverpool fans every where and liverpool stands together and the whole country stands with liverpool. crowds of liverpool fans had gathered to celebrate the club winning the premier league. when a car made its way along a closed road.

what we are about to show you is distressing. oh, my god! there was panic and chaos. i can't explain it to you. we were stood here one minute having fun and the next minute everyone is losing their minds, like just running all directions, screaming, i didn't know what was going on. i heard people i hadn't spoked to for ages, my phone was going, are you all right, are you ok? i'm yeah, what is going on, what is happening. i think we were the last ones to know what was happening. moments after the crash, this video shows people surrounding the car. the back window was smashed as police struggled to hold people back. i spoke to the prime minister and the home secretary was also

concerned and getting updates. the prime minister said anything we wanted as a city just to let him know. there is a thing called mutual aid with other forces, that may well be something that merseyside police look into. but the government have said they will be there. merseyside police arrested a 53-year-old white british man from the liverpool area. we believe this to be an isolated incident and we are not currently looking for anyone else in relation to it. the incident is not being treated as terrorism. liverpool football club has thanked the emergency services and fans who helped each other and on social media former manager jurgen klopp said our thoughts and prayers with those injured and aaffected.

he will now begin the inspection. as i was saying, all of this is in advance of that speech in parliament, and so many eyes are going to be on that, because the backdrop, of course, is everything that has been going on between canada and america and donald trump, and the tariff war he started, and the continual reference to canada becoming the 51st state of america. he has said that repeatedly, the us president, in front of mark carney, when mark carney went to the white house. but, of course, a robust defence we heard from canada's new prime minister, and that whole battle between canada and the us, that backdrop, in a way, catapulting mark carney

and the liberals to winning that election only a few weeks ago. so it will be fascinating listening to what king charles says as head of state of canada, how he frames and alludes to all of that, all of the politics that has been going on. and of course this will be a speech that is not written by him. it is written by the canadians, but it will be very careful in terms of how it navigates all of those political issues. but, of course, also offers basic, fundamental support to canada, with all of that going on. we think that speech will be in about 60 minutes' time. we can see pictures coming in from a variety of sources, because still the military honours, the guard of honour being inspected by the king. so all of this in

the 60 minutes before that speech. here with me watching these pictures is our chief international correspondent, lyse doucet. mark carney summed it up rather neatly earlier, saying it was an historic corner that matches the weight on our times. i think the majority of canadians would say there has never been a way to your moment in canadian history, and because of that, there is a head of state, aching, and if there was ever a moment to say, we have a king for a purpose, it is today, to emphasise, as mark carney said at the same time he made that remark, it is about our sovereignty. when he made that remark, it was his first press conference after being elected in a historic surge for the liberal party. and it was the first thing he said, right at the top of the press

conference, telling journalists in ottawa that the king and queen would be coming to the capital to open parliament, which is what is happening today. matthew, i don't think we have ever seen the palace act so quickly. you will remember that when president trump was invited to visit for the second time, buckingham palace, president trump assumed it would be this year, but they said, no, we have to organise it, it will be next year. in a matter of weeks, they have organised this visit. it lasts less than a day, but you cannot underestimate the symbolism of this moment. and a constitutional monarchy is all about symbols. you are absolutely right because i was talking about people watching in the next hour did king make this speech, the words he chooses to use, but the very fact that he is there in person says a huge amount, despite all of those words. yes, because leading up to this, the king is very much, obviously head of the commonwealth, is very much about soft power. but he has

been trying to harden this power as much as he can. canadian officials and diplomats have been saying, oh, look, he wore red tide when he met prime minister carney, he planted a maple tree in the grounds of the palace. look, princess catherine is wearing a red dress and hat, but those symbols only went so far. now in his tool box, a very limited tool box, this is the biggest signal of all. people speak in english as well as in french, speech largely prepared by the government of the day, which is the first time as a politician from mark carney in the parliament. he is very chatty and relaxed, a reminder to our viewers, 76 years old, still being treated for cancer, a long trip to canada, and look at him in the bright auto our sunshine. he seems very happy to be there. --

... i want to bring in royal commentator amanda matter, who is also waiting to talk to us. you are watching this visit as well as we are here. what are you watching out for? i'm watching out for these soft power symbols that are being sent to the us government, president trump especially, to underscore canada's shared history with the united kingdom and the commonwealth. we have had president trump say that canada might be better off as america's 51st state. i think this visit is a symbol that canada would very much disagree with that statement. it is not the first time a monarch is actually making a speech like this in the canadian parliament, but as lyse was talking us through, it comes at a really delicate time, doesn't

it? absolutely, yes, and i think it is notable that this is the first time mark has given the speech from the throne. the other time this speech was given was to celebrate the queen's silver jubilee in 1977, so quite a gap, which i think tells us how much pressure was put on this moment, that this is the move being pulled out as charles is embarking on what could rightly be called a charm offensive to north america right now. it is, and we have already seen a number of moments in the first day of this trip, but tell me just generally, where are canadians when it comes to the monarchy? you know, i've heard a lot of canadians express enthusiasm at this visit, because it is rare that this momentous occasion happens, a royal visit in canada. it is

charles's first visit to canada as sovereign. i think across the board canadians do aim for a little bit more reconciliation with the crown and their shared history, particularly when it comes to indigenous communities, and that is something that charles himself has expressed a wish for as well. i am american myself but my canadian friends are cautiously optimistic that these types of royal visits will go a long way to underscore and move that shared history forward. stay with us, and under, because we are just seeing the pictures change as the king, who is inside the building. the military parade part of proceedings has concluded. lyse, you touched on it, and also amanda, that part of the backdrop to all of this is the us president continually talking about canada becoming the 51st state. i have to say, when i first heard him say that, i thought he was joking,

but then he has returned to it and returned to it, and he is deadly serious. we saw them at the white house, where mark carney pushed back in absolutely blunt terms. even after that, the president said, never say never. first of all, people thought, oh, it is a joke, a president trump way of thinking, the 51st state. at that time, it was prime minister trudeau and he called him governor trudeau when prime minister trudeau went to president trump's florida home. it was a humiliating moment, but prime minister trudeau came back and it was like that when he spoke to the business community, he said, we have to take this seriously. first, canadians laughed, then got angry, then got really, really angry. there has been a rallying around the flag. if you needed proof of that, it is this poll surge for the liberals, who went from being down by double digits against the conservatives and choosing a man who has had no political

experience, an economist, former central banker for britain and canada, choosing him for the top job, even quebec, which has little love for the liberal party, was willing to give mark carney a pass on his less than perfect french, although his french is good. they gave his liberal party twice the number of seats than the cadet party. viewers who have studied canadian history will know that there were two referendums in quebec which were defeated, one very narrowly. canadians worry, including those in quebec, that there is this threat from across the border. let's wait and see whether there are any protests, including right in the house, when members from the quebec assembly, who don't like these are symbols of the british crown, they see it as a foreign monarch, but it will emphasise that if there is any threat to the sovereignty of

canada, it is not from a foreign king but from the leader from across the border. we can see mary simon, the king's representative in canada, the governor general. to pick up on what we have been saying, i sat down with mary simon when they are the tributes to the queen at the time when she died, and she talked about how she had met prince charles when he had come. he visited indigenous communities, and she said he understood the need to recognise the feeling of anger and betrayal that the treaties were very unjust, but other treaties have been broken. in 2022, she expressed hope that with prince charles as king charles, he would be able to deal with this issue in a way that perhaps queen elizabeth had not been able to during her

tenure. i will pick up with amanda on that point, but before i do, i want to put the microphones up and allow viewers to just take in some of what is actually happening there in the building. well, i think, if the itinerary in front of me is correct, we are going to see in the next few moments the lighting of a ceremonial fire. the proceedings just continuing there, the king and the queen

just enjoying the last few moments. amanda, let me bring you in on the point that lyse was making, which is that the king has really been quite careful around making sure that as part of this visit, he is listening to the indigenous communities there and some of their historic concerns. i will pause here for just a moment or two, because we need to just leave the scenes there. we will return in a second, but that police press conference in liverpool is about to get under way. sadly, just after 6pm, the joy of the day dissipated quickly after more than 50 people were injured when a car collided with people gathered on water street. we had worked extensively with event organisers and key partner agencies in the months ahead of

the potential parade. and a robust traffic management plan was in place, which included a number of local authority road closures throughout the route and the city centre. this included water street, which was closed to traffic. it is believed the driver of the ford galaxy car involved in this incident was able to follow an ambulance onto water street after the roadblock was temporarily lifted so that the ambulance crew could attend to a member of the public who was having a suspected heart attack. as with many large events, with event organisers, we planned for all contingencies, and this included the implementation of road closures to protect pedestrians, and an armed policing presence was also in place throughout the day. there was no intelligence to suggest an incident of this nature

would take place, and as we have previously stated, the incident is not being treated as terrorism. an extensive investigation into the precise circumstances of the incident is ongoing, and we continue to ask people not to speculate on the circumstances surrounding the incident and refrain from sharing distressing content online. i have no doubt regarding the impact that this appalling incident has had on those who were injured, their family and friends. and for those who witnessed the incident unfolding in front of them. it is so heartening to hear that the public has also recognised the human impact on our attending officers, staff and other emergency service colleagues from north west ambulance service and merseyside fire and rescue. and i want to personally thank the public for their support of

first responders who were on scene in a matter of seconds. following the incident yesterday, i can confirm on behalf of the national health service that we are aware of 50 people who were treated at hospital for ongoing treatment. of those, 11 remain in hospital for ongoing treatment. they are all in a stable condition, and i am pleased to say that they appear to be recovering well. i want to take the opportunity to pay tribute to the brave members of the emergency services who were on the scene of yesterday's incident within a matter of seconds. following such a shocking incident, they immediately ran towards an extremely uncertain and potentially dangerous situation, in an effort to protect members of the public and fellow emergency responders

driving whilst unfit through drugs. he remains in custody, where he is being interviewed. we have a total of 65 confirmed casualties, many of whom required hospital treatment, and our officers and family liaison officers are providing specialist support to a large number of these victims. further work is ongoing to identify other people affected, and we will continue to support these individuals in the days and weeks to come. due to the number of victims in this case, we have received assistance from our neighbouring forces, for which we are extremely grateful. our detectives are speaking to any witnesses, including those injured, witnesses at the scene and emergency responders, as we seek to get a full picture of exactly what happened. in addition, extensive cctv inquiries are being carried out across the city to establish the movement of the car, a ford galaxy, before the incident took place. we have already had
