good morning. welcome to "early start." i'm christine romans. it is monday, november 17th. 5:00 a.m. the family of an american aid worker peter kassig coping with his death at the hands of isis terrorists. the islamic militant group showed the video of kassig's body after the beheading. president obama called it a quote, act of pure evil. kassig's parents release a statement saying they are heartbroken. joining us now from london with more is cnn's atika shubert. atika, the spokesman for isis on the beheading video speaks with a familiar english accent. there is some similarities to other beheadings on tape, but differences as well. >> reporter: that's right. the masked militant known as jihadi john here in london shows the beheading of peter kassig.

in previous videos, we have seen the hostages dressed in orange jumpsuit and speak to the camera and killed. in this one, it is 50 minutes long and most of it is propaganda from isis until the end when you see peter kassig's body. he never speaks to camera and we never see him alive. jihadi john delivers the speech to camera. a lot of questions as to why this may be. one of the key factors may be that peter kassig, also known as abdul rahman, converted to islam while he was held hostage. there has been some talk about the fact that they never acknowledged the fact that he converted and they don't talk about the fact he was an aid worker. there has been widespread condemnation from the muslim community. this may be isis responding to that criticism by not acknowledging that he was muslim. >> a tragic situation. somebody doing humanitarian work in syria and his family is

expected to speak later today. thank you for that, atika shubert. aid agencies say isis has been stealing food and other foreign aid to redistribute it to hungry syrian families and take credit. isis has diverted some of the aid to its own fighters and their families. america's top unformed officer says momentum in the war on isis is starting to turn. joint chiefs chairman martin dempsey making a surprise visit to baghdad over the weekend. telling u.s. marines that victory might take several years. president obama at the g-20 summit responding to the dempsey earlier suggestion that some day he might have to send ground troops to fight isis. >> there are always circumstances in which the united states might need to deploy u.s. ground troops.

if we discovered that isil had gotten possession of a nuclear weapon and we had to run an operation to get it out of their hands, then yes, you can anticipate that not only would chairman dempsey recommend me sending u.s. ground troops to get that weapon out of their hands, but i would order it. negotiators head back to e vienna this week. they are up against a current deal that expires later this month. the advisors are putting an agreement at 40%. state department rushing to upgrade security on the e-mail system after detecting signs of possible hacking. department officials say only unclassified systems were affected. officials were not saying if the apparent intrusion over the weekend was a work of a foreign

government. a senior official tells cnn it is related to an earlier hack of white house computers and russian hackers were suspected. near the top of the president's inbox is immigrat n immigration. president obama pushing back hard on the republican claims that he lacks the authority to take executive action if congress doesn't do something. cnn's erin mcpike is at the white house. >> reporter: christine, president obama has long said once he returned from the swing through asia, he would say the kind of executive action he would take on illegal immigration. we are now hearing we could hear something by the end of the week. both sides drew lines in the political sand on what they would like to see on immigration reform. listen to senator-elect james langford. >> the american people believe in the rule of law.

they have a problem with illegal immigrati immigration. for the president to say i'll remove the word illegal and transition this and ignore the law, a lot of people have a problem with that. >> reporter: and while overseas, president obama said what he would like to see in a bill from congress that could then nullify the actions that he will take on immigration reform with the executive actions. listen to those comments. >> if congress passes a law that solves our border problems and improves our immigration system and provides a pathway for the 11 million people here working in the kitchens and farms and making beds in hotels. everybody knows they're there. we're not going to deport all of them. we would like to see them out in the open pay their taxes and pay a penalty.

deadly blast of winter weather paralyzing communities in the country. six more people killed in weather-related accidents as ice and snow froze roadways. snow hitting as far as texas where four people died in lubbock. police reported dozens of accidents. at least 17 states remain under winter weather advisories. in oklahoma, snow packed and icy roads hampering the commute. crews have warned of black ice conditions on highways and interstates. urging drivers to take caution. in new mexico, temperatures plummeted to single digits following the snowstorm there. snow causing dangerous conditions. 13 inches of snow fell near a key resort near angel fire. this is colorado. they are digging out from the second snowstorm of the week. another round of ice and snow

and cold hit colorado springs and surrounding areas. several inches of snow covered streets and roadways. again disrupting commutes. how long will drivers have to contend with this big mess? indra petersons has the early look at your forecast this morning. i still can't figure out what happened. it was fall and it was overnight. we keep talking about snow and a lot of it over the next several days. more snow is expected to fall. especially around the great lakes. we are talking about feet of snow because as the system clears by, the cold air rushes behind it and it enhances the lake-effect snow coming our way. 30 million people today have the threat for winter weather. from new england, back down to the mississippi valley. notice down to the south, rain showers. it is not stopping there. we have the threat for severe weather. this huge contrast temperature wise. we have tornado watches out in through thing south right now through the morning hours.

in fact, another 20 million of us will have the threat of severe weather, including that threat for tornadoes. strong thunderstorms and strong winds out there as well. a lot going on across the country. easy to see where you are getting the snow and warmer weather. miami, 84 today. minneapolis hanging out in the teens. this is the starting point. you can see in the northeast, we rebound above normal for a day. look at this carefully. that quickly changes as early as tomorrow. look at that drop. new york city, your high in the 30s. below freezing in one day which is a significant 25-degree temperature drop by tomorrow. temperatures, look at the morning lows. single digits are going to be out there. all of that cold air enhances the lake-effect snow. what a change very quickly. >> we are prepared with the information. thanks. the surgeon diagnosed with ebola in sierra leone is in

before. there are similarities here, but differences. >> reporter: there are striking differences. in previous videos, we have seen the hostages in orange jumpsuit and spouting isis propaganda. this time, we never see peter kassig speak. you don't see him alive at all. only his body. standing over him is the man known in the british press as jihadi john. the masked militant with the accent that delivers that propaganda speech. it is not only peter kassig who is killed in the video, but in the preceding 15 minutes, a highly choreographed and style murder of a dozen syrian soldiers, again, led by the militant known as jihadi john and a number of other isis militants who are not masked. investigators are now poring over that video to try to identify all of the isis

fighters in the video. >> that's right. we know the governments are looking to see if there is a french citizen among the unmasked people in the video. we have to wait and see what that shows. what i think is interesting here is that we don't know why we don't see peter kassig speaking. it could be that he would not say the propaganda that they wanted him to say as the others had. it could be that something else happened or could be also that the public relations value of killing him is just not good for this group. he is a man converted to islam and someone helping the syrian people. >> reporter: exactly. his case in particular has evoked widespread condemnation in the muslim world. to see somebody who is out there helping the syrian people and time of need, who converted to islam. he was known as abdul rahman

there is shocking new video that shows how close malaysia airline flight 17 came to smashing into houses in the ukraine village. this amateur footage shows flaming wreckage yards from homes in that town. four months after the jetliner was shot out of the sky, the wreckage is starting to be recovered. two-thirds of the passenger killed were dutch. the dutch government is paying for the recovery operation in war-torn eastern ukraine. the wreckage sent to the netherlands. the battle of ukraine over a frosty reception at g-20 summit. russia has steadfastly denied it has any troops or military hardware in ukraine. cnn's phil black is in donetsk.

phil, this video shows the moments after that crash. >> reporter: christine, extraordinary pictures. extraordinary it has taken four months for these to come to light. what you are seeing there is that crash site just moments after the largest piece of mh-17 struck the earth in those fields in eastern ukraine. mh-17 broke up in the sky. pieces scattered over a wide area. that is where the bulk of the plane hit. wings and engines and landing gear. the better part of the economy class section. it is kocoincidence. that is the area that is collected to be sent back to the netherlands. that is expected to take a few days. it is late in coming. it is crucial it is happening now. pretty soon that landscape will be blanketed in snow.
