parliament. right now, according to some projections, the conservatives stand to gain a majority seats in parliament. shocking many people. prime minister tweeting out a picture of himself as well as his wife samantha in celebration. promising a better future for everyone. >> some people say, in fact i often said there is one opinion poll that counts. that's the one on election day. i'm not sure that has ever been truer than today and tonight. >> reporter: meanwhile, up north, the revolution. scottish national party. the party responsible for the referendum referendum they wanted independence for scotland. they now have 56 seats. the most that party has ever had

called isis poison online. multiple officials tell cnn that simpson was in private contact with overseas jihadists encourageing some attacks. also learning the fbi did warn police in garland, texas about simpson's interest in the cartoon contest. let's get more from pamela brown. >> reporter: john and christine, james comey met with a small group of reporters and said the fbi actually sent a warning to local authorities in garland, texas, three hours before elton simpson arrived with the accomplice and opened fire. we learned that the fbi sent a picture to local authorities and a possible license plate. this was just a bulletin. the fbi apparently had no idea that elton simpson had left his home here in phoenix, arizona and was driving to dallas in order to launch this attack.

it saw simpson's social media post talking about the event. the concern was he was someone, an extremist they had their eyes on that they had an investigation on tweeting about this. so they alerted authorities. apparently the fbi had a list of people of possible extremists who may want to target the event and elton simpson was part of that list. also director comey talked about the hundreds if not thousands of people in the u.s. following isis online. he says it is a big concern and there are hundreds of investigations into possible extremists. he said it is like finding a needle in a haystack and increasingly that needle is invisible. john and christine. >> pamela, thank you for that. senior commander for al qaeda killed bring a u.s. drone strike. nasser al ansi had become a public face in the terror group.

appearing in high profile videos, including the one taking credit for "charlie hebdo." al ansi his son and six fighters died last month in the port city of makala. the senate has overwhelmingly passed ia bill to give the congress the right to overview any agreement with nuclear. it would give the lawmakers time to decide to disapprove or take no action. if congress disapproves, the president could veto that action. the nsa phone surveillance operation is illegal. that's the finding of a federal appeals court in new york. a three-judge panel says the program exceeds the scope of what congress authorized. let's get more this morning on the story from correspondent michelle kosinski.

>> reporter: john and christine, the federal appeals court re veals the stockpiles of telephone data is illegal under the patriot act. the collection exceeds the scope of the law as intended. the judge wrote the sheer volume of information sought is staggering. the court did not rule it was unconstitutional unconstitutional. they sent it back to the lower court. the section of the patriot act that the government interpreted to collect the phone data expires next month anyway. it is up for review. the patriot act was established in 2001 after september 11th. it was renewed by president bush and president obama. president obama says now it is expiring it should be reformed. there has been legislation proposed and ideas such as this data could be collected, but stored by a third party so the government would not own it and control it.

the u.s. military is now training syrian rebels for the fight against isis. this program launched wednesday in jordan. the pentagon plans to train more than 5,000 hand picked syrians each year at locations in qatar

and saudi arabia and jordan. >> these are highly vetted individuals. that's an important part of the program. second, the training takes place in a secure location. third, our people participating in the training are very experienced. >> i want to bring in senior correspondent nick paton walsh. nick how are they deciding who to train and arm here? >> reporter: a complex vetting process which is involving psychological testing and background checks. at this stage, it is 90. we are losing power here. you may not be able to hear me. we are talking about 90 in the first wave initially trained of a group that will go on to be 400 strong in terms of the vetted on the list. that is a list of 3,000 who applied to be part of the program.

the 400 u.s. military trainers. the question is does that 3,000 expand to other numbers? there are tens of thousands of rebels of various description that play on the syrian battle field right now. the question is what to do. the u.s. trained troops will be better equipped and have better weaponry. the radios and medical training as well. vehicles. do they though as initially thought, just end up defending their towns from isis or be dragged into other fights that may have more radical ideology than them? the second question the u.s. must be asking is what happens if these rebels come under attack and they spent all this money and time training. do they come to defense with power and artillery? some say it is far too little as far as western intervention. over a four-year long conflict.

we have breaking news for you just in to cnn. at least six people are dead in pakistan. a military helicopter carrying foreign diplomats crashed. cnn has learned among the dead are two ambassadors and wives of two others.

the nationalities of the victims have not yet been confirmed. there are conflicting claims on the cause of this crash. the taliban claims it shot this helicopter down. the pakistani military says it was a technical problem. i want to get more information on this because at least two ambassadors were killed in the crash. you are looking at crashes of pictures. cnn's michelle stockman joins us right now. michelle. >> reporter: john, let me give you a bit of background. the military confirmed to cnn a party of foreign diplomats on a helicopter that has crashed. there have been fatalities among that party of foreign diplomats. this was a helicopter in a convoy of four helicopters that were on a goodwill tour within the pakistani valley. it was a four--day tour to promote tourism. they were expected to arrive there today and go to a posh

hotel and await the arrival of the prime minister who officially kick off the tour. instead, one of these helicopters has crashed. so instead of a goodwill tour to show off the crown jewel of pakistan the province has turned into a tragedy. john. >> we do not know the nationalities of the ambassadors on the helicopter. michelle have we contacted the embassy in pakistan? do we know the whereabouts of the pakistani ambassador? >> reporter: we are awaiting word of those who were on the trip. we are still waiting from the military to let us know they contacted family members to confirm who died in the crash and further injured. that's what we know so far, john. >> michelle thank you. the ambassadors in many
