welcome to "early start." i'm john berman. >> i'm christine romans. tuesday, june 16th 5:00 a.m. in the east. joyce mitchell the prison worker who helped two convicted killers escape from the prison in new york. mitchell was sexually involved with one of the inmates and helped them break out and may have been involved in a plot to kill her husband. here is what the local district attorney had to say about that. >> in agreement between joyce mitchell and both matt and sweat as to whether they were going to harm lyle mitchell i'll not comment. >> mitchell is held in a six by nine foot cell. she is calm and cooperative according to authorities. the search for the escaped convicts may have gone cold. these two men have vanished. we get more from cnn's miguel marquez. >> reporter: christine and john

we know a sexual relationship was had between mitchell and matt and sweat. we are being told that the relationship between all three of them was somewhat more complicated than we understood at first. she befriended them. the sexual relationship with richard matt. then she helped them. along the way, she had second thoughts about all of this and the relationship turned. it became more of a blackmail situation where the inmates were telling her if she did not continue to help them they would turn on her and tell authorities what she was doing. at some point, the source says they may have even turned on her husband who worked in the prison telling her that they will kill him if she doesn't continue to help them. this went all the way to the night of the escape where she agreed to be their get way driver and backed out getting cold feet. finally going to authorities

after checking herself in to the hospital for anxiety. we spoke to the sheriff in the county. he said the escapees he is not sure if they are in the woods behind me or gone all together. >> there is no physical evidence to indicate they are and no physical evidence to indicate they are not. >> reporter: joyce mitchell is being held at the clinton county jail for now according to the sheriff sheriff. he says she is under 24-hour supervision in a small six by nine cell with a person sitting in the doorway watching her every 30 minutes. they write down whatever is happened and take a log. she is not on suicide watch, but they are watching her closely because they are not sure how well she will take all of this stress. christine, john.

breaking overnight, serious storm preparations in texas. a tropical storm making landfall this morning. such a dangerous situation with all of the rain they have already had. a new round of heavy rain and high winds are expected. really over the next few hours. tropical storm bill barrelling through the gulf of mexico. flood watches are in effect for houston. houston was under water, austin not far from where the deadly flooding and san antonio. everyone there, it seems, is preparing for the worst. >> these guys are helping us put -- we bought 1,000 sand bags because it is the only measure we can take. >> the storm is about to make landfall we will not be able to go out and execute rescues. everything is after the storm passes. that is why we are urging the community to shelter in place and put yourself in a safe place. >> it is not just the winds, but floods. landfall expected soon.

let's get the latest from cnn's meteorologist pedram javaheri. >> good morning, john and christine. another potentially worst-case scenario over texas because of what occurred here several weeks ago. you know a 1 in a 100 year event with the amount of rainfall that came down. 20 plus inches in texas and southern oklahoma. the soil moisture is through the roof. 140% above normal. river gauges above capacity. 32 are at this point. you know any sort of rainfall a couple of inches per hour could trigger flash flooding. that is why the national weather service is issuing the flash flood warnings here. the track as far as the official landfall here is not important with the storm system but the rainfall is possible and what we are watching carefully. 10 plus inches west of texas and

south of dallas models of another 6 to 10 inches of rainfall. a concern here fascinating is the brown ocean effect. think of the soil brown. the ocean gives you the heat and moisture content you need. because of the moisture content in the soil we have seen storms come ashore and gain energy and strengthen at times. we will watch this. guys. >> pedram thanks. breaking this morning, al qaeda in the arabian peninsula confirming a top leader in yemen has been killed. wahavhi has been killed. what does this mean about the success of wiping out aqap? we have jomana karadsheh tracking the latest for us from jordan. this is the number two.

>> number two in al qaeda worldwide. >> this is the second you know major takedown in the last couple days. jomana. >> reporter: this is christine a huge blow for al qaeda in the arabian peninsula and you mentioned for al qaeda globally. it comes at a time with the chaos and turmoil in yemen to expand presence. the territory control in the country. in the past few hours, we have seen the media of aqap coming out with a video statement confirming that their leader along with two other jihadists were killed in a u.s. strike. they don't say when this happened or where. they also announce a new leader for the group. this is the former military chief of aqap. he was the obvious successor for leadership. the u.s. has yet to confirm this

strike last night when the news first came. u.s. officials were looking into it. they did not confirm a drone strike. we heard from two senior yemen officials who told cnn this drone strike took place in yemen on friday and it killed wahayshi. this is a major blow to the group that is considered the most dangerous branch of al qaeda by the united states. they were behind the three attacks of u.s. airlines in the recent years. and the number two leader of al qaeda worldwide. experts say this is the biggest blow to al qaeda since the killing of osama bin laden, christine christine. >> these are terrorists who want to take on america in their own backyards and homes. they have the ability and bomb

making capability. what does this is a about american and western intelligence in yemen? >> reporter: christine, this is a great achievement at a time we saw the reduced footprint. as you know over the past few months with the deteriorating security situation and the war taking taking place in yemen. the u.s. pulling out troops. there is no real u.s. intelligence presence on the ground. yet we are still seeing these attacks and targeted drone strikes taking place. we are still waiting for u.s. confirmation at this point. in recent months christine, we have seen last month another senior commander of aqap announced killed in a u.s. drone strike and another one before that. despite that it does seem we are seeing these targets of killing taking place despite the

current situation. if we look at what's going on in libya. the targeting of aqim. al qaeda in the islamic muslim. we are waiting for confirmation that the u.s. strike did kill the target of that operation, the notorious aqim leader. definitely a ramped up effort. it is not clear if this is linked or the strikes are taking place around the same time. a ramped up effort against al qaeda. >> the biggest accomplishment since the killing of osama bin laden. thank you, jomana. >> this is the man who worked for osama bin laden. they have been able to spread their terror operations around the world. details. new questions about e-mails to and from hillary clinton. more than 120 pages between the former secretary of state and a close confidant have been turned over to committee investigating the attacks in benghazi. they include information about weapons in libya and security situation in benghazi in the year and a half before the attacks. bloomenthal will face a closed door hearing today. president obama and republican allies in congress abandoned plans of a vote today. boehner decided to impose a temporary rule to bring the deal back up between now and july 30th. that gives them six weeks to resurrect the measure. that means a lot of work from the president with democrats who had open rebellion against their boss. >> a lot of work. the white house is giving

approval to pennsylvania and delaware to set up exchange for obamacare to protect residents who already signed up. the supreme court is nearing a ruling on a lawsuit that arguing that federal subsidies can be paid to states that operate their own marketplace. if that lawsuit is upheld americans enrolled in obamacare in states that do not have exchange they could lose health insurance. time for an early start on your money. u.s. stock futures are lower. dow down 107 points. now lower for the year. weighing down markets. a standoff between greece and creditors and looming interest rate hike in the united states. with a tropical storm threatening houston, oil prices are up. the government's rescue of aig in 2008 was illegal. not for the reasons you might think. critics have argued government

intro verted to seize the presidency you need to do in today's day and age. this miami-dade college gymnasium was filled with people. he had speakers to get the crowd riled up. he was a lot more pointed, a lot more aggressive than we have seen him in the past. he clearly is not somebody who is comfortable reading teleprompter. that part of the speech is not what you would see from marco rubio who is a gifted orator. he definitely gave the argument that his aide said he needed to give. first and foremost about his name. making clear to people why he is different, why he is his own person with regard to his record here and with regard to his cultural experiences. speaking spanish and saying clearly he is going to go out and campaign in every part of the country with minorities and others in a way we don't

necessarily see republicans doing in general. also in terms of substance. he really went after hillary clinton by name. he went after some other people who are democrats who are kind of easy targets. he also had some veiled swipes talking about the club in washington aimed at some senators who are running. this is the first big event he has going on. he is going to new hampshire later today. that is a must-win if not do very well. that will be key. he will go to iowa and south carolina. in all of those places he will not have this kind of speech. he will not use a teleprompter. he will have town halls and be in his comfort zone with dialogue. they realize that is where jeb bush is his best. john and christine. >> when he has dialogue he speaks spanish at home with his

we are on galveston island. you can see behind me a nasty gulf of mexico. the water coming in. we are right along the sea wall. the 17-foot high sea wall that was built in the '60s to protect galveston island from storms like bill. you can see the water coming in. normally this is all beach down here. the tides are running 4 to 5 feet above normal this morning. we are expecting the high winds, but more importantly the flooding. we have seen flooding across texas and less than a month ago. now we are expecting more major flooding across texas. we could see anywhere from 4 to 8 inches of rain in this area once the storm pushes inland it should become a tropical depression later this evening. the flooding will remain. we could see up to a foot of rain in the dallas area. that will pump moisture in portions of oklahoma and missouri as well.

so the main threat with this will be the rain. let's look at the radar now. we can show you that we are seeing a couple of those squalls come in. this morning, we had one 20 minutes ago. that will continue with the storm 50 miles offshore. it should make landfall in the 8:00 hour local time a couple miles to the southwest of us. we are exacting to see this continue with the flooding and then the winds dying down gradually throughout the day. john and christine, i cannot stress enough. texas has gone through enough when it comes to the water. once this heads into the red river valley we know the red river is running very high over the last week or two. this is going to be devastating for portions of texas. >> schools are closed. businesses are closed. we know oil is up because refineries are closed along the coast there. again, those rescuers are saying we are not going to be able to

in the same statement, they announced a new leader for the group. he is the former military chief of aqap and was the obvious successor for the group. the u.s. has yet to confirm this drone strike and give out details on what happened. what we heard last night was two senior security officials in yemen told cnn that it was a suspected u.s. drone strike that killed wayhayshi in yemen on friday. this would be a significant blow to a group that the u.s. considers the most dangerous branch of al qaeda that has really focused its efforts on targeting u.s. and international interests worldwide. this is a group that has attempted three thwarted attacks in the recent years against u.s. airliners. as you mentioned, this man was also the number two leader of al

we could hear as soon as this morning from rachel dolezal. she resigned from the spokane chapter of the naacp. dolezal put out a statement saying she will never stop fighting for human rights and insists the full story has not been told. her parents say she is white and they are white. they have no idea why she is trying to convince everyone she is black. >> she has put on dark makeup on her face and parading around saying she was born black.
