good morning. welcome to "early start." i'm christine romans. >> i'm john berman. nice to be with you again. it is monday, august 3rd. the political world buzzing over a possible shake-up in the 2016 race. the new york times reporting vice president joe biden has begun actively ex-ploreing a white house run. the democrats close to biden said he has not made up his mind. a biden spokeswoman says the family is still grieving and the rumor is premature and inappropriate. he would face a daunting prospect taking on hillary clinton who has ramped up in a number of states. the clinton campaign is not

worried. >> we will let him make a decision. however hard it is to secure a democratic nomination it is hard. there are views in the democratic party. we will be prepared to handle whatever comes our way. >> the clinton campaign rolled out the first set of television ads in iowa and new hampshire. there is just as much drama on the republican side where frontrunner donald trump ensnared in a scandal over facebook posts. sunlen serfaty has the latest. >> reporter: john and christine, the donald trump campaign saying they have fired one of the political advisors sam nunberg over facebook postings of his racially charged dating back to 2007. now he has denied any wrongdoing. said the posts weren't his. on friday the campaign said

they would investigate these claims and by sunday he was gone. now all of this controversy comes as the spotlight is on trump as he enters the debate stage as the frontrunner with the understanding he has a tar target on his back. he said he predicts his opponents will come after him. he says he will not throw any punches. at least not the first one. >> i always counter-punched. i'm not looking to start anything. a lot of people say they are getting ready and they have their lines given to them by the pollsters. everything is perfectly put down by a pollster what to say and how to attack me. if that comes, it comes. i'll have to handle it at the time. >> and chris christie downplayed the trump rise in the polls saying anyone can do well for a month. it is up to trump if he wants to be a serious candidate. here's what he told jake tapper

on "state of the union." >> i think donald will be as serious a candidate as donald wants to be. he will determine through the depth of his answers whether he is a serious candidate. anyone can do well for a month in this business. especially if you have talent and personality. donald has both of those things. let's see how it goes. >> reporter: on the democratic side sources telling cnn that vice president joe biden is considering a run. he is being encouraged by friends and advisors. it seems at the heart of this is what his son beau biden thought before he passed away in may. he encouraged his father to run. he is expected to potentially decide in the next month or so after discussing it with family. thank you for that.

the senate votes on a bill to halt funding for planned parenthood. democrats are confident it will not get the votes needed. rand paul is not one of them but he wants funding pulled after a series of undercover individual wroevideos appearing to show staffers talking about selling fetal issue. >> they manipulating the baby to get to body parts and selling the liver and the doctors cavalierly saying livers are popular for sale. i don't think most don't want their tax dollars going to this. i think what is some more morally re repungnant why fund it.

today, the white house will reveal the climate change plans for president obama. the plan calls for a 32% reduction in power sector pollution by 2030 and more aggressive transition to renew renewable energy. the senate majority leader has sent the letter to governors in all 50 states urging them not to comply. the president authorizing the use of air power to fight back in syria. that is raising the risk of the u.s. drawn into direct combat with the assad regime. if they are attacked by either air power will be used. new information on the investigation into malaysia airline flight 370. preparations in france to begin examining the flaperon that

washed up in the indian ocean. the flaperon is from a boeing 777, but word on if it is from mh-370 itself will have to wait until the examination starts on wednesday. let's get the latest from sameima mosa in toulouse. >> reporter: the flaperon arrived with a sealed container and escort. everyone who comes near it has to be registered. it is so sensitive, of course that paris authorities are remaining tight lipped. we have not had much out of them. we have spoken to the prosecutor's office who confirmed they will meet with the officials flying in from around the world part of the investigation. in paris, they will meet to

exchange information that they have and to decide how they will move forward. how they will analyze the piece. are they agreeing on what they want from the analysis comes wednesday when they arrive here. now joining them will be malaysian authorities. malaysia airline people. a specific team that looks at mh-370. french authorities and air transport police and a french prosecutor leading the investigation here in france, john. that is an interesting angle. four french nationals on board mh-370. their families have brought a civil case. they brought forward manslaughter with regards to hijacking or terrorist activities on board mh-370. that is why the french prosecutor's office will be involved. they are leading the investigation and members of the

malaysian malaysian judiciary will be there. you have mentioned the flaperon part of the 777 aircraft. it is yet to be confirmed as part of mh-370. that is the definitive analysis that will happen over the next few days. of course there is a lot of debris now. the people are out looking for on reunion island. local people have been out. cnn crews have seen them combing the area trying to help the investigation and see if they can find anything else. so far, nothing else found has been identified as part of a plane or indeed any mh-370 debris. this morning, the malaysian transport minister in a tweet said the debris is consistent with drift analysis determined by experts. how this is the time that any kind of debris from a potential crash in the indian ocean where we believe mh-370 went down may

have washed up close to reunion island island. he says we have to wait for complete analysis. >> that comes wednesday. the renewed focus on the islands. thank you so much. time for an early start on your money. asian shares are lower. european shares and u.s. stock futures are optimistic. in greece stocks plunging 30%. the stock market reopened today after being closed for five weeks. there are restrictions on local investors to keep money from flooding out of the greek banks. they are only allowed to buy with existing cash. the stock market and the banks shutdown at the end of june to prevent collapse. withdraws are still limited to 420 euro a week. that is what happens when you shutdown for five weeks. when it opens, it plunges. >> 20% drop. happening now, dozens of

all of california or at least 21 wildfires are burning right now. the fires threaten thousands more. hundreds of families have been evacuated. the rocky fire 100 miles north of san francisco is barely 5% contained right now. let's get more from stephanie elam. >> reporter: we are inside the evacuation area for the rocky fire. above us is active fire. it has plenty of fuel that it can burn at this point. this is why we are seeing so many firefighters out here monitoring this line. we are standing along highway

16. california 16. what they want to do is contain the fire so it doesn't jump across the road. a lot of back fires built on the back side. as you look at the active fire here you can see the wind is pushing it. that is a big part of the problem. when there is this much wind and low humidity this is the perfect fire. this is the perfect environment for the fire that has ballooned as quickly as that. >> let's go to meteorologist derek van dam. >> good morning, john and christine. we have over 20 fires raging across california as we speak. we focus in on the rocky fire. look at the terrain across the area. almost 3,000 firefighters having difficult time navigating the steep cliffs and getting at the individual spot fires.

only 5% contained at the moment. 54,000 acres have been burned so far. look at that. 6,000 plus structured threatened. the weather will not play along too much. sunny and dry for the week. it appears the humidity levels will stay low and the wind remain light to moderate. this is what the ground looks like in the arid parts of california. 46% of the state is in exceptional drought. this nasa video shows the rainfall conditions over the past six months. notice the colors over the eastern half of the united states compared to the west. we certainly wish we had that rainfall in california but that's not the case. conditions across the new england area is damaging winds and possible dangerous conditions for pittsburgh. back to you. derek, thanks.

africa illegally hunted. wildlife officials say it happened in april and his guide was hunting without a permit. this is on the heels of the death of a lion at the hands of another american. we have david mosko live in johannesburg. >> reporter: good morning, christine. they say another american was involved in the illegal hunt back in april. they arrested the safari owner who organized that hunt. it puts in question in general the dodgy practices seem to go on in zimbabwe of during the lions out of national parks and killing them. of course this issue of cecil the lion has drawn worldwide response. they have banned the hunting of big game on the margins of the park in zimbabwe and bow hunting

all together. it was with the bow that walter palmer wounded cecil and killed him. christine. >> a lot of attention on lions, but hunting and poaching in africa effects a lot of different animals actually. >> reporter: that's right. we have been talking about lions a lot in the last few days. that is a serious issue. lion numbers have dropped 90% in the several decades. lions itself are not endangered in southern africa. what we have seen is them being hunted and poached. also huge poaching in zimbabwe and other parts of africa of rh rhino and elephant. it is often weak environmental management that is causing the poachers to come in and sending goods to china. this is effecting the

and malaysian judicials. they will be joined by air transport police from france as well. chinese officials will join the team because, of course, the majority of people were from china. the flight from kuala lumpur to beijing. the flaperon is part of a 777 aircraft but not yet confirmed of mh-370. that will be determined inside the lab. hopefully there will be definitive answers on that. to that end, the malaysian transport minister tweeted that look this piece is in line with drift analysis by experts saying they were determined given the analysis of where we believe mh-370 could have gone down this piece would have drifted across the indian ocean toward reunion island where this piece

a state of emergency has been declared for all of california where at least 21 wildfires are burning right now. the worst of them destroyed two dozen homes and threatens thousands more in northern california. hundreds of families have been evacuated. authorities say the rocky fire 100 miles north of san francisco, is barely 5% contained. let's get more this morning from cnn's stephanie elam in lake county california. >> reporter: we're inside the evacuation area for the rocky fire. as you can see, right here above us that is active fire where it has plenty of fuel that it can burn at this point. this is why we are seeing so many firefighters out here monitoring this line. we are along highway 16 or california 16. what they want to do is contain this fire so it doesn't jump across the road. a lot of back fires built on the

this morning we are learning of a second lion hunted illegally in africa and an american is wanted for the killing. wildlife officials say it happened in april and the guide was hunting without a permit. this on the heels of a death of a lion at the hands of another american. we have david mckenzie live with more from johannesburg. >> reporter: john it does appear based on the evidence suggested by the zimbabwe parks authority there was a long trend of illegally hunting animals or at least hunting without the proper permits on the margins of the park. they named another american they
