experts examining a plane piece washed ashore in the indian ocean as the search widens for debris that could be from mh-370. we have live team coverage breaking down the developments. california on fire. dozens of homes destroyed. thousands evacuated. this morning, the flames are spreading. we have an update just ahead. >> dramatic situation. welcome to "early start." i'm christine romans. >> i'm john berman. it is monday august 3rd. >> the political world buzzing over the 2016 race. the times reporting that vice president joe biden has begun exploring a white house run. the vice president's late son beau lobbied his father to run in the months before he died. a biden spokeswoman says the family is still grieving and speculation about a white house run is quote premature and

inappropriate. the 72-year-old vice president would face a daunting prospect catching up with hillary clinton who raised millions. she has staffed a field operation in early primary states. the clinton campaign is not worrying about a decision by biden. >> we will let him make his decision. however hard it is to secure the democratic nomination is however hard it is. we have no illusions. we never thought this was going to be easy. there's a lot of views in the democratic party. you know we'll be prepared to handle whatever comes our way. >> the clinton campaign rolled out the first set of tv ads overnight with a $1 million ad buy in iowa and new hampshire. in one ad clinton tells the story of her mother dorothy who grew up in poverty and helped by a teacher. >> when she needed a champion someone was there. i think about all of the dorothys all over america who fight for their families who never give up.

his back being the frontrunner. he said he predicts a lot of opponents will come after him. he says he will not throw any of the punch, at least not the first one. >> you have to counter-punch. i'm not looking to start anything. a lot of people say they are getting ready and they have their lines given to them by the pollsters. everything's perfectly put down by a pollster. what to say and how to attack me. you know if it comes, it comes. >> chris christie this weekend downplayed the recent rise in the polls by trump saying anyone can do well for a month. he said it is up to trump if he wants to be a serious candidate to bring it to the debate stage. here is what he told jake tapper on "state of the union." >> i think donald will be as serious a candidate as he wants to be. he will determine through the depth of his answers whether he is a serious candidate or isn't.

that is what i mean by campaigns mattering. anyone can do well for a month in this business. especially if you have talent and personality. donald has both. >> reporter: on the democratic said a potential for a shakeup. sources tell cnn that vice president joe biden is being encouraged to run by friends and advisors. it does seem at the heart of this is what his son beau biden thought before he passed in may. we do know that biden has not made up his mind at this point. he is expected to decide in a month or so after he discusses it with family. the senate votes on a bill to halt federal funding for planned parenthood. the democrats are confident it will not get the votes needed to advance. some republicans are calling for a government shutdown if it is defeated. rand paul is not one of them,

but he does want the funding pulled after the series of undercover videos that shine the spotlight on planned parenthood. >> they manipulating the baby and turning the baby around to get to body parts and the doctors saying liver is popular for sale right now. i don't think americans don't want their tax dollars going to this. when this is morally at issue, why fund it? >> and instead fund thousands of community health centers that provide the same services without performing abortions. the obama administration will announce the climate change plan to reduce greenhouse gas emissions from coal burning plants. it is the biggest and most important step to combat climate change. the plan calls for a 32% reduction in the carbon pollution by 2030 and more

aggressive transition to solar and wind. the congress is looking to take over the plan. mitch mcconnell has sent letters to all 50 governors. and the u.s. to defend the fighting. the u.s. could end up in direct combat with the assad regime. the u.s. forces are committed to fighting isis not government troops. if the u.s.-backed forces are attacked by isis or assad troops they will use air power. the investigation into the malaysia airline flight 370. preparations under way in france to examine this part of the aircraft wing. the flaperon that washed up last week on reunion island in the

inn indian ocean. conclusive word if it is from mh-370 will have to wait until wednesday. for the latest, let's bring in saima mohsin in toulouse. >> reporter: good morning, christine. scientists in the most specialized labs in the world will look at the flaperon from a 777 aircraft. not yet confirmed from the mh-370. this is the place to do it. it arrived under lock and key under sealed container with a police escort. this is the first time this lab opened since it arrived here. a team of experts flying from around the world. ntsb and french authorities and civil aviation authorities in

france and malaysia. malaysia transport police and malaysia airline officials. and a new addition. chinese authorities. they will gather in paris for an initial meeting. the french prosecutor has remained tight lipped releasing some statements. we managed to get through to them today. they say today they will be swapping information. they have so far from the investigation. they will decide together how they want to proceed. now one point is to remind everyone. there are two parallel investigations going on. a reason i mentioned the french prosecutor. that is because the passengers' families from france on mh-370 from france have launched a civil case of manslaughter related to potential hijacking to terrorist activity. the french prosecution is leading the investigation and joined by malaysian officials as well. meanwhile, there is another

piece as well delivered to france. you will remember it may have been a piece of suitcase. that is examined in paris. christine. >> saima, thank you. the search for aircraft debris is expanding and intensifying this morning. on reunion islands, teams scouring the beach. a dozen objects have been brought to police. none of the objects has anything to do with mh-370. at least not yet. for the latest let's turn to erin mclaughlin live on reunion island. erin. >> reporter: good morning, john. they are not just searching here on reunion island, but also searching on the nearby mauritius and seychelles island. searching for includeclues.

the transportation minister says this is similar to drift analysis. malaysian authorities asking authorities in the area for help in identifying any potential debris. now over the weekend, volunteers scouring the beaches of reunion island. this is a difficult task especially when you consider the ocean is very very large and large amount of garbage as well. there's plenty of room for false alarms. yesterday, some eight police officers were called out to a nearby beach. they identified and collected a piece of metal calling that metal an object of interest. now afp released a photograph of the metal. it shows twisted metal with chinese characters. that created a lot of buzz online and social media sites in china. people speculating that metal is

look at the terrain. almost 3,000 firefighters have a difficult time navigating some of the steep cliffs and really getting at the individual spot fires. only 5% contained at the moment. 54,000 acres have been burned so far. look at that. 6,000 plus structures threatened from this. the weather will not play along too much. still sunny and dry through the rest of the week. the humidity levels will stay low and the winds remain light to moderate. this is what some of the ground looks like in the arid parts of california. we have 46% of the state under an exceptional drought. take a look at this incredible video from nasa. this shows the rainfall accumulation over the past six months. notice the colors over the eastern half of the united states compared to the west. we certainly wish we had that rainfall in california but that is not the case. chance of severe weather today

it is open now first thing monday morning. it was closed while it arrived over the weekend. we believe today everyone who has flown in from around the world to be part of the team to analyze it here wednesday is meeting in paris. at the paris prosecutor's office. they will discuss and share information about the investigation so far and decide how they want to go about analyzing this and proceed. there are two investigations john. one analyzing the piece and investigating the plane disappearance and whether it crashed and where it might be and then there is a civil case for manslaughter. that is started up by the four french nationals on board mh-370. their families. manslaughter should it have been a hijacking or terrorist activity on mh-370. that is why the paris prosecutor's office is leading the investigation. chinese officials decided to join them as well. a large group the people joining

the united states ntsb to analyze the piece. they will be looking, john, to see where the flaperon tore wayaway from the main body of the plane. did it tear off in air or did it tear off in the ocean. this morning, the malaysian transportation minister released a tweet reminding everyone not to speculate that they do not yet know if in is indeed from flight mh-370. john. >> saima, the entire aviation world focused on where you are. and the search for aircraft debris is expanding this morning. on reunion island teams are scouring the beach. a dozen objects found along the shore have been brought to police. including a piece of metal stamped with chinese lettering. authorities say none of these have anything to do with mh-370.

let's turn to erin mclaughlin with more from reunion island. >> reporter: good morning, christine. the search under way here on reunion island. it is also happening in nearby maritius and seychelles islands. this morning, the transportation minister tweeting out saying the area is consistent with drift pattern analysis. malaysian authorities are asking authorities in the area for help in identifying potential debris. now over the weekend, a team of volunteers combing the beaches for any signs of a plane. there is plenty of room for false alarm. this is a tiny island surrounded by the vast ocean that's full of garbage. for example, on the nearby town

california where at least 21 wildfires are burning right now. the worst destroyed two dozen homes and threatening thousands more in northern california. hundreds of familyiesyies evacuated. let's get more from stephanie elam from lake county california. >> reporter: we are inside the evacuation area for the rocky fire. as you can see above us that is active fire where it has plenty of fuel that it can burn at this point. this is why we are seeing so many firefighters monitoring the line. we are standing along highway 16 or california 16. what they want to do is contain this fire so it doesn't jump across the road. a lot of back fires built on the opposite side. as you look at the active fire you can see the wind is pushing it. that is a big part of the problem with fires like this. when there is this much wind and

low humidity it is the perfect environment for a wildfire for one that is ballooning as quickly as this one has. >> it still burns overnight. we will bring you the latest on that. will the weather help the firefighters there? let's go to meteorologist derek van dam. >> good morning, john and christine. unfortunately, over 20 large wildfires raging out of control across california. we focus in on the rocky fire because it has spread exponentially over the weekend. upwards of 54,000 acres have burned so far. 5% containment. over 6,000 structures threatened from the individual spot fires. look at the rugged terrain. very difficult for the 3,000 or so firefighters battling the blazes. the weather will stay sunny and dry and low humidity for the week. the winds will be a factor light to moderate out of the

this morning, we're learning of a second lion illegally hunted in africa. now a second american wanted for the killing. it happened in april and his guide hunting without a permit. this comes on the heels of the well known lion killed by a dentist dentist dentist. we have the latest with david mckenzie.
