trump tower in new york. before trump packs up for the mar-a-lago resort in florida for thanksgiving. the transition's public focus was on policy with an early look at the plan for the first 100 days in office. sara murray has the latest from trump tower. >> reporter: good morning, boris and christine. the revolving door continuing to churn in candidates for a trump cabinet on monday. among the meetings was with tulsie gabbard. the announcement we are looking for now is commerce secretary. multiple sources say donald trump has all but settled on wilbur ross. it is unclear if we will get that announcement. while donald trump is avoiding the press mostly, he is laying

out strategy with executive actions through a video he shared on social media. >> on regulation, i will formulate a roll for every one regulation, two old regulations must be eliminated. so important. on national security, i will ask the department of defense and the chairman of the joint chiefs of staff to develop a co comprehensive plan to protect america from sicyber attacks. on immigration, i will ask the department of labor to investigate all visa abuse programs that under cut the american worker. on ethics reform, as part of our plan to drain the swamp, we will impose a five-year ban on executives from becoming lobb lobbyists after they leave office and lobbying on behalf of a foreign government.

n moderates. the treasury secretary is a cabinet position requiring senate confirmation. i say it is probably the most powerful financial position second to the fed chief. the fed chairman is the most powerful position in the world. this is someone who will work separately, but closely with the fed. it will be interesting to see how trump addresses the fed. one photo op with a possible cabinet pick is revealing. trump posing with kris kobach. he is under consideration to head a department. how do we know for sure? photos he is holding show his strategic plan. they detail the entry of potential terrorist entry. some are vetting illegal aliens

will be filled by china. what the tpp did, boris, you can argue the pros and cons whether it is good or bad for american jobs. it did create an american-led level playing field in environmental standards and labor standards in the 12 countries. if they were in the tpp, they had to reach certain standards for expeporexport. that is all gone. china can step into the breach and lead by the sheer says of the economy with the next round in asia. that is not to say china will do bad negotiations. they believe in a multilateral trade platform. president-elect trump says as i s say, this is potentially dis disast disastrous for the u.s. what is more disturbing is not just pulling out of the tpp, but

a chattanooga bus driver arrested for a deadly bus crash that killed at least six school children. the bus was carrying 35 kids all in kindergarten what it flipped over and slammed into a tree. 23 children had to be transported to the hospital. this tragic accident leaving the community just stunned. >> this has been a great tragedy for us. we suffered a great loss today. everyone in the community, this is one of the worst days we had in hamilton county. >> conditions were clear and dry at the time of the crash. the driver is 24-year-old john anthony walker. he has been charged with five counts of vehicle homicide,

reckless endangerment. a manhunt for the killer of a 20-year veteran of the san antonio police department ended with a capture of the suspect yesterday. the city's police chief believes it was a targeted killing. we get more from dan simon in san antonio. >> reporter: unbearable sad news ness here in san antonio. the police tell us they were able to quickly develop leads and have the suspect under surveillance. he was pulled over. this is a traffic stop in the vehicle. you had the suspect along with an adult female and child just 2 years old. the suspect was taken into custody without incident. >> this is the person whose image we saw on surveillance. this is also the person we believe is responsible for the cold and calculated murder of detective marconi. there are many facets of the

case which still need to be investigated. this investigation is by no means over. >> reporter: so while this active manhunt is over, we still don't know the motive. why the suspect fired on this particular police officer. was there a personal grievance or a grievance with the police department as a whole. that we don't know. as the mayor of san antonio said, at least the city can breathe a little easier that the suspect has been captured. boris and christine. >> dan simon, thank you. hundreds of workers at o'hare hartsfield-jackson international airport o'hare airport today set to strike a week from today in the fight for 15 movement to raise the minimum wage. organizers are expecting tens of thousands of people to participate. they want better working conditions and higher wages.

since the election, donald trump has said nothing about the u.s. military posture to the biggest rival in the far east. china. that mission was highlighted as the u.s. and chinese military in disaster relief efforts last week. that contrast sharply with the standoff in the two countries in the south china sea.

how will this change with the trump administration? let's bring in cnn's matt rivers. the trump campaign said part of the reason china kept pushing into the south china sea is obama did not stand up to him. the implication is he would. how is this being received there? >> reporter: well, china's leaders are just as curious as the rest of the world as what the trump administration plans to do when it crafts the policy toward china. when donald trump talked about china on the kpacampaign trail, was about the economics about all of this. the chinese economy heard the u.s. economy in the words of the president-elect. we heard him talk less about the military side. and so really in order to determine what he will do next, we have to look for clues. he did talk about the south china sea a little bit, but if

donald trump follows through with the rhetoric where he says put america first. if he focuses domestically, maybe he pulling back from the south china sea and doesn't engage as the obama administration did. that leaves china the ability to perhaps further its own goals of building up the artificial islands. you have to look at who the trump administration macy consit of. general flynn has been anti-china and one of the top defenders for another post. james mattis. so boris, we have a lot of speculation right now. there are a few clues here and there, but this is one of the big open-ended questions facing the trump administration as they are set to take power. >> and one question of many. that and the tpp. matt rivers from beijing, thank you. at least three people injured after a 6.9 magnitude

so you don't have really cheap labor exploited to the detriment of american workers. a lot in here. it looks like it is all but dead. >> reporter: absolutely. it does. and don't forget. it is also getting rid of 18,000 tariffs. it opens up 11 markets for u.s. exports. it opens up further, i should say. many of the markets are already open to u.s. exports. allows american made goods to get deeper into the countries. we can't say at this stage whether as donald trump says that this is going to be a disaster for american jobs if it went through because there will also be an opening up of the u.s. economy to the other 11 countries. what we can say is that the tpp as it stood, christine, was as you said, a lot of it was about protecting labor rights and environmental issues. it did have its critics. it is a contentious policy and

there has been a lot of people in japan and australia and other countries expressed concerns about it. where it leaves us now and this deal is effectively dead. there is a vacuum as the prime minister of new zealand said in asia pacific in the trade economic policy. that vacuum is more than likely to be filled by china. china has said in response to the trump information that it wants to see a multilateral as in many countries involved in one big overarching trade deal. it doesn't want to see a fragmentation. that is what donald trump is talking about. the chinese said we want one big deal. how that one big deal looks with china in the driving seat is the question. >> it is fascinating to see what the trump cabinet looks like and who handles trade and who runs treasury. that is a clearly the trade

in hamilton county. >> conditions were clear and dry at the time of the crash. the bus driver has been identified as 24-year-old johnthony walker. he is charged with five counts of vehicle homicide. federal agents will arrive on the scene later this morning to investigate. a manhunt for the 20-year veteran of the san antonio police department ended with a capture of the suspect. the motive still not known. the police chief believes it was a targeted killing. let's get more from dan simon. >> reporter: boris and christine, unbearable sadness and relief that the suspect has been captured. identified as 31-year-old otis tyrone mccain. they had the suspect under surveillance. he was pulled over. this was a traffic stop inside the vehicle. you have the suspect along with an adult female and child just 2 years old.

cooperative venture. that is a change from the tension in the south china sea. that raises the question how will the relationship change with the trump administration? we will bring in matt rivers with more. we are showing pictures of the man made islands in the south china sea. china is building fixed aircraft carriers, if you will. fixed military installations. it raised concerns of the neighbors. it is an important and pressing issue to balance with china. we know china often security, economic and human rights, all this stuff is one subject for china. how donald trump will take care of that remains to be seen, matt. >> reporter: that's absolutely right. the south china sea is one of the big hot zones. one of the tension zones in the world in terms of geopolitics. we have not heard much from

donald trump. post election and on the campaign trail. trump did not shy away from talking about china on the campaign trail. it was mainly rhetoric on the economy here. when it comes to the military, we didn't hear any specific policy proposals. that leads us to try to guess and read the tea leaves to see what the trump administration would do. you are hearing one he disengages from china. pulls back from the south china sea and let's china continue with that artificial island building. because he is focused on other areas and turning more attention to iran and isis. the flip side is look at the people he is putting around him. general flynn in the national security advisor. china is an enemy of the united states. one of the top candidates james mattis said the united states should pursue a strategy of counter balancing of china's
