berman. >> i'm christine romans in for christine romans. it is 4:00 a.m. in the east. migu miguel, nice to see you. let the recount begin. setting timeline for the recount of the votes from november 8th. that is setting off a trump twitter storm. the longest since he has been president-elect. he is calling the recount a scam and hillary clinton a hypocrite for getting around it. and in winning the electoral college in a land side, i won the popular vote if you count the people who voted illegally. he is claiming serious voter fraud in virginia, new hampshire. why is the media not reporting this? serious problem. trump offers zero evidence to support these claims. we get more from cnn's ryan nobles in palm beach, florida.

>> reporter: donald trump has wrapped up his holiday at mar-a-lago in florida. we did not see or hear from the president-elect that much, but we did hear how he learn ed about the recount in wisconsin started by jill stein. trump tweeted about the topic 12 times. more than he tweeted about any topic since being elected. he suggested he may have won the popular vote if votes cast illegally were not included. the clinton campaign say they don't find any evidence that anything wrong happened with the vote, but they want to rule in or rule out that possibility. trump has a busy monday planned at trump tower. eight people will come to meet with him and the vice president-elect mike pence. among them milwaukee county sheriff david clarke. also on tap, kathleen harnett

fidel castro's funeral set for sunday. over the next six days, cubans will celebrate his life in a series of events. his ashes will begin a journey 700 miles across the island nation. more from patrick oppmann in havana. >> reporter: havana still is grieving the passing of fidel castro. no music played and no sale of alcohol. they want to give the picture of the world of a country in deep mourning. we have seen candlelight villgi. people who are grief-stricken by the former president's loss. others seem indifferent. i don't remember seeing less people on the streets.

people seem to stay in the homes during the nine-day mourning period. there will be a 21-gun salute to honor his life. he was cremated and ashes expected to be on display in revolution square. we expect raul castro and other officials to attend and really speak to the nation about fidel castro. then from there, his ashes will be transported across the island. 700 miles in total. on that route they arecreating journey he took to power. they will salute the head of state who was so controversial. he will get to the second largest city in san antonio ati.

miguel, christine. >> thank you, patrick. the scene is anything but somber in south florida. cuban exiles dancing in the streets. waving flags and banging pots and pans. cnn's boris sanchez tells us many have waited decades. >> reporter: christine and miguel, it is hard to believe the response from people in cuba and here in miami is the response to the death of the same person. there is a dee jay set up to play music and some holding up signs of loved ones who could not be here. many say they have been looking forward to this for a long time. no better story captures the divide with the passing of fidel castro than elian gonzalez.

claiming two areas in aleppo. pushing the civilian death toll to over 500 in just the past two weeks. that's raising concerns a long ground assault is about to hit high gear. cnn's fred pleitgen has the latest from london. good morning, fred. >> reporter: good morning, christine. it looks like it has hit high gear. this looks it could be a pivotal moment in the syrian civil war. it is interesting and surprising, frankly, to see the pace at which the rebels are losing ground in aleppo. the reports we are getting that the syrian government has taken over eight neighborhoods in the past 24 hours. other reports indicate they may have lost the entire northeastern part of the city in the last 24 hours. it seems the government forces are moving quickly. as you mentioned, a lot of civilians killed and wounded.

a lot of civilians at risk. apparently up to 250,000 people trapped in eastern aleppo. we got information from unicef yesterday and they say it could be up to 100,000 children trapped in there as well. a dire situation. many people are fleeing to the government held areas. some all to kurdish held areas. it is certainly a devastating situation for the civilians on the ground. it looks like it is a collapse by the rebel forces which have held out in aleppo since 2012. >> we have been talking about this for years. we have watched pictures of people fleeing for years. on the diplomatic front, is there any feeling as though anybody is doing anything to stop this history from unfolding? to change the course of history? >> reporter: the u.s. administration is still trying

to get some diplomatic, i won't say solution, but diplomatic pause in aleppo going. it seems at this point in time, the chances are very, very slim. what you had over the past couple of weeks is the russians have said they would stop bombing the eastern districts of aleppo. they set up humanitarian corridors for civilians to get out of the area. not many civilians did that because they don't trust the syrian regime. they believe they could be captured and killed. a lot of diplomacy has been tried, but failed. at this time, the russian government and syrian government are looking for a military solution if you will to the crisis in eastern aleppo. it is causing a lot of agony for the people trapped inside. >> military solutions. sometimes that feels like an oxymoron. fred pleitgen, thank you. breaking overnight in the

philippines. improvised explosive device found near the embassy in man a manila. it was placed by a person riding in a taxi. police consider it an act of terrorism. the ied had the same design in the deadly marketplace bombing in september that killed 14 people. the army corps of engineers is asking people to move to the free speech zone by december 5th for the dakota pipeline area. native tribes and activists have clashed with authorities in recent days. many fear the pipeline could contaminate the missouri river and disrupt tribal burial grounds. it is cold out there. there are all these people who camped out. these are inside pictures here. encampments outside where they

i'm christine romans. >> and i'm miguel marquez. it is 30 minutes past the hour. six hours from now, the wisconsin election commission will meet to set up a timeline to recount the votes from the november election. that is bringing on a donald trump twitter rant. calling it a chascam and hillar clinton a hypocrite for getting behind it. in addition to winning the electoral college, i won the popular vote if you count the people who illegally voted. >> there is no evidence of that. >> he also alleging quote serious vowter fraud in new hampshire, virginia and california. asking why the media is not reporting on this. trump is offering no, nada, nothing, in terms of evidence to support either of those claims.

events. on wednesday, the dictator's ashes will go across the island nation. more from cnn's patrick oppmann in havana. >> reporter: a somber cuba observes the news of fidel castro's passing. officials decreed clubs cannot play music. there is no sale of alcohol. very much want to give the picture to the world of a country in deep mourning. we have seen candlelight vigils. people who are very much grief-stricken by the former president's loss. other people seem somewhat indifferent. i don't remember seeing less people on the street. people seem to be staying in the homes while the nine-day mourning period is going on. on monday, a 21-gun salute to honor his life. people will pay respects. castro's ashes are expected to be on display in revolution square.

government offensive is going into high gear at this point in time. as you mentioned, a lot of air strikes and a lot of people killed. also a lot of territory lost by the rebels. most of the areas have been held by the rebel forces since 2012. now they're losing them quickly. the syrian government has made more advances in the past 24 hours over the past four years. they say they have taken back ten districts of eastern aleppo. there are reports saying the rebels have now lost all of the northeast of aleppo. that is significant. eastern aleppo is the last urban strong hold that the rebels have. we could witness a major turning point in the syrian civil war in favor of bashar al assad. all of this with devastation for the civilians on the ground there. the u.n. saying there could be up to 250,000 people trapped. you mentioned some fleeing.

unicef says they believe of those 250,000, 100,000 may be children. for them, the situation is even worse than the adults trapped. miguel. >> the dynamic here, fred, if there is no place for the rebels to go and u.s. and russians cannot come up with some sort of deal to how you go forward here, where does this thing go? >> reporter: i think a lot of it right now seems to be looking in the direction that the syrian government and the russians and their backers, iranians and hezbollah are looking for the solution to the situation in aleppo. they will fight until the rebels lose the territory. the russians and syrian regime set up humanitarian corridors for civilians to go to other rebel held areas in more than western syria and civilians to

get out. civilians don't trust that. the rebels don't trust that. they believe they'll be killed and captures. there is not many places to go. you see secretary of state kerry pushing the diplomatic efforts to get a halt to the fighting in aleppo going. with the situation on the battle field, going in the favor of syrian regime forces, it seems they will keep pushing on their offensive. that is or appears to be very much in high gear. >> the humanitarian horror we have seen will only get worse. fred, thank you. in breaking overnight. ied found a few feet from the u.s. embassy in manila. the bomb was placed by a person riding in a taxi. police consider it an act of terrorism. it has the same design as the one that killed 14 people in

storms and heavy rain for the drought stricken southeast. let's get the latest from meteorologist pedram javaheri. >> miguel and christine, good morning. the drought area is expansive. it is larger than the drought situation across portions of california when it comes to the extreme element of that. you notice places like birmingham. it has been september since we last saw rainfall. 41 consecutive days and counting is the number of days in atlanta without rainfall. over 50,000 days in the city. the largest gap has been preside39 days. we get a secondary batch of moisture from the gulf of mexico. it could bring rainfall and snowfall across the northeast. the rainfall potential is impressive. 4 to 6 inches in northern alabama. parts of northern georgia could

get a couple inches out of this. the fire situation would be alleviated. thank you, pedram. the dow, nasdaq and s&p all sitting at record highs this morning. investors setting to take a step back. dow futures set for losses this morning. the shares in asia lower and oil prices are the reason. it now appears opec countries will not reach a deal to cut production. investors can be thankful for gains last week. something we have not seen in years. the stock market has been quiet thanksgiving week. slim gains or losses each of those weeks. the dow is up this year. 1.5% over just the past four sessions. the down side to the stock market rally. mortgage rates are spiking. the average 30-year fixed rate is 4.19%. on election day, it was 3.62%.
