all right. it is finally here. yes, the republican plan to replace obamacare is public. can republicans overcome party division and find support they need to get the bill passed? and the president's new travel ban rolling out with substantial changes from the first one. how does it impact national security and will it hold up in court? thanks for getting an "early start" with us. i'm dave briggs. >> i'm christine romans. a lot of news on this tuesday morning. after years of promises to repeal and replace, the republican plan to dismantle

obamacare is at the starting gate. republican leaders face a tough job rallying support on their side. this may be branded as repeal, but this plan keeps several popular components of obamacare. it would bring major changes in two key areas. the insurance mandate and medicaid expanse. allowing insurers to hike premiums for people who allow their insurance to lapse. >> and a tweet with the house introduce the bill to repeal and replace obamacare. time to end this nightmare. nothing from his personal account. today marks an important step toward restoring health care choices and affordability back to the american people. president trump looks forward to repeal and replace obamacare with both chambers. they have their work cut out for

them with reservations. our coverage starts with phil mattingly on capitol hill. >> reporter: dave and christine. this is the moment republicans promised would come for years. election cycle after cycle, the obamacare repeal bill is here. it is public. it includes a lot of provisions. republicans say it will make the insurance market better for those who benefitted. the core components are not new. republicans have stated they would be in many of the plans before. repeal of the individual and play employer mandate. including the current ban on denying individuals with pre-existing conditions coverage. all of those are key elements were in obamacare. two major issues in the bill that republicans need to reconcile. how they provide subsidy for americans. repealing obamacare subsidy over

three areyears, replaced by tax credits. goes up from $2,000 to $4,000 based on age and capped depending on income level. the other issue is medicaid. a number of states took that offered in obamacare. now those states will be allowed to continue growing those roles until january 2020. that is language trying to reach out to red state senators. those states that did not expand, they will get money as well so they are not punished for not taking them. what is the pathway forward? it will be difficult. something senate majority leader mitch mcconnell made clear. >> the house will work with legislation that under a new president who will actually sign it can finally help us pursue smarter health care solutions in place of the failed partisan

experiment. we know the task is daunting, but it is just as necessary. >> reporter: guys, it is not just the u.s. senate that republicans have to worry about. they control the senate and house, but the house republican conference they have to worry about. still unclear if house speaker paul ryan will have the number of votes to actually move this through. we will get answers quickly. house republicans return tonight. house republicans start moving and marking up this legislation in the two committees responsible for it on wednesday. after that, house republicans want this on the house floor within the next couple weeks. what that means is house republican leaders need to get members in line. still a lot of concern that conservatives go along with it or moderates go along with it. those are answers that paul ryan needs fast. >> thank you, phil. republicans start the public sales pitch this morning with an

11:00 a.m. news conference. paul ryan saying it will drive down costs and give americans access to affordable health insurance. key republicans are holding out. jim jordan who cited the taxes the bill keeps in place. jordan telling cnn, quote, i don't see anything changes here. it is significantly the same thing. it doesn't change my position. we put on obama's desk the bill that got rid of the taxes and a republican president's desk a bill that keeps taxes in place? the democratic side nancy pelosi who helped pass obamacare eight years ago slamming the bill. >> republicans will force tens of millions of families to pay more for worse coverage. republicans decided affordable health care should be the privilege of the wealthy. not the right of every family in america.

>> big changes of medicaimmedim. the plan covers 70 million people expanded. medicaid expanded under obamacare. 16 states led by republicans chose to expand medicaid under obamacare and pressuring not to appeal the federal funding. the new proposal rolls back the expansion gradually. remaining untouched until 2019. the following year, republicans plan to eliminate enhanced federal match. putting states rather than the federal government on the hook for the costs. something that concerns governors. since the states don't have the money, they would curtail benefits or cut payments. all this could hurt not only poor adults, but low income children and women and seniors and disabled. that is the analysis from cnn

trump signing a new revised travel ban. that would be our top story, but further down. vowing another long legal battle against this version of the ban. there are key changes this time. among them the version drops iraq. so the ban now blocked people from six countries. syria, iran, libya, somalia and yemen. it sub spends admissions for 120 days. travelers can be granted waivers to come to the united states with that decision made on a case by case basis. it removes language prioritizing the religious minorities. it does exempt green card holders. >> and the revised ban will be phased in. march 16th.

contacts to the committee were quote correct. he said he did not mention two meetings with the russian ambassador because the question did not ask about them. he was not at the meetings as a member of the trump campaign. ben carson trying to clarify his remarks likening slaves to immigrants who choose to come to america. he was speaking at the staff on monday. he was praising the work ethic of immigrants before comparing them to slaves who were forced to come here in bondage. >> this is what america is about. a land of dreams and opportunities. other immigrants who came here in the bottom of slave ships and worked harder for less. but they, too, had a dream. >> they didn't have a choice. after making that remark, dr. carson had a chance to explain what he meant in the radio

iraqi forces taking control of mosul's main government buildings in the overnight raid. soldiers seized the complex and court building along with the museum. this gives iraqi forces better access to fight isis militants near the old city. the advance comes on the same day iraq was removed from the travel ban from president trump. senior international correspondent ben wedeman is live in irbil with more. >> reporter: good morning, dave. we learned the iraqi prime minister labadi is in mosul

visiting the troops and commanders in the area. this is the day of forces in mosul. we have seen them go to the edges of the old city of mosul. that's where it is believed many of isis fighters are holed up. they have taken the government complex in the last 24 hours rece, which includes the central bank and museum. just a few years ago in 2015, isis madmen vandalized the statues and looted everything of value. at this point, it appears that iraqi forces control three father quarters of mosul since the offensive of 17th of november last year. we are hearing extensive civilian casualties in the western part of the city as a

from tokyo. >> reporter: dave and christine, i want you to look at this behind me. this underscores the danger this country faces from north korean missiles. these areintercepters. they are here to protect the people in the tokyo area from the threat from pyongyang and kim jong-un. he ordered a ballistic missile test. there were four missiles launched toward japan. three landing within 200 miles of the japanese coast. as add vavanced of the systems,s system could be overwhelmed. they may not be able to stop a nuclear-tipped missile from raining down on a highly populated area. that is why the japanese prime minister says this is a new threat they have not seen before as north korea's technical capacity increases. we know president trump on the

more lower income folks could be left uninsured. obamacare expanded medicaid to subsidize health care costs for low income adults. 11 million people right now. people making $20,000 a year take a hit under the gop plan. on average, a 27-year-old would get $2000 back. good news for young americans. under obamacare, people subsidized older and sicker americans. now they could save $700 to $4,000 a year according to a study. the rich will get a tax cut. taxes on the top 1% pay for obamacare. now they get a tax cut averaging $33,000. the other day, president trump signing the travel ban would be the top story. now it is further down. another long legal battle against the version of the plan. there are changes this time. among them the version drops iraq. now the ban blocks from six

iraqi forces taking control of mosul's main government buildings in an overnight raid. soldiers seized the complex and court building along with the museum. this gives iraqi forces better access to fight thousand of isis militants near the old city. we have senior correspondent ben wedeman live in irbil. we know the iraqi prime minister is in mosul. >> reporter: he has come to see the progress and battle. the progress is impressive. offensive to take west mosul began two and a half weeks ago. they have taken part of the

city. since october, three quarters of mosul has been liberated from isis. as you mentioned, they made progress in the last 24 hours taking this government complex which is just adjacent to the old city where it is believed many of the isis fighters have retreated to. among the buildings they took was central bank and museum of mosul until isis took over the city. it was full of treasures going back 5,000 years. in february of 2015, isis members went in with sledgehammers and power drills and destroyed many of the priceless artifacts that are there and it is believed those that they could, they sold on the black market for antiquities. as far as iraqi reaction to the country's removal from the executive travel ban, executive

order, iraqis yesterday expressed satisfaction and relief that the country is no longer banned from traveling to the united states. it seems that 24 hours later, they refocused attention on mosul. this morning, i had a look at the front pages of the baghdad newspapers and not a single mention of the travel ban. >> interesting. thank you so much, ben wedeman. dialogue about north korea at highest levels following the missile launches. the prime minister and acting president of south korea in discussions. now a central defense system deployed to south korea. we have will ripley with more from tokyo. >> reporter: dave and christine. i'm at the japanese defense ministry. i want you to look at this behind me.

this underscores the danger the ree region faces from north korea. these are two intercepters. more than 20 million people living in the tokyo metro area from the threat of pyongyang and unpredictable leader kim jong-un. there were four ballistic missiles launched. three landing within 200 miles of the japanese coast. as advanced as the systems are, i'm told they are not foolproof. this system could be overwhelmed. they may not stop a nuclear-tipped missile from raining down on the highly populated area. that is why the japanese prime minister saying this is a new level of threat they have not seen before or as north korea's technical capacity continues to increase. we know president trump spoke on the phone with the japanese prime minister reassuring him that japan has the united states 100% support.

snap soared 44% of the ipo on the first day of trading and 11% on friday. critics are concerned about the user growth and hype. snap only started making money two years ago and struggling to turn a profit. silicon valley not a fan of the revised travel ban. top executives are out against it. they were quick to speak out against the executive order. lyft says the company stands against the order. lyft will meet with the aclu to talk about the ban. uber also speaking out. our sentiment has not changed. it is unjust and wrong. more than 100 companies joined a legal fight against trump's original travel ban. that included apple and microsoft and google. silicon valley may not like many of the trump policies like the travel ban, but investors in tech stocks are happy. here's why. facebook, amazon, netflix and
