can do with the budget. reallocate the spending as any family or business would do. >> the federal government is not a family and it is not a business. while supporters say it cuts wasteful programs, there is an lots of backlash. meals on wheels. the white house says there is no evidence that meals on wheels works. the program and many independent studies obviously disagree. this started in 1954. it supports 5,000 community organizations. helps 2.4 million seniors get meals and safety checks and visits. they say it is an investment. every dollar you spend there is hundreds and hundreds of dollars you are not spending in an emergency room if the person slips and falls. another move with push back is the cut to the national institute of health. a 20% budget reduction. american medical association says this. we have grave concerns of the

deep cuts to the nih and impact on patient health. it conducts vital research of cancer and vital diseases which are drivers of health care costs. the bill to replace obamacare hanging in the balance with the growing number of republicans voicing opposition to the plan. house speaker paul ryan clinging to hope his measure will surv e survive. he cannot afford to lose support from more than 21 republicans. right now exactly 21 republicans have gone on record to oppose the measure or leaning against it. president trump sounding hopeful. tweeting great progress on health care. improvements made. republicans coming together. >> let's bring in greg valliere. a friend of the show. he has been with us this whole trump ride. here we go with health care. the president tweeting support for it. paul ryan two days in a row on cnn praising the president for

leadership. saying they are working together. are you concerned about the health care overhaul that it won't make it? if it doesn't, what does that mean for the agenda? >> first of all, i'm half irish and do not own a green tie. i apologize. >> come on, greg. >> i think this wiretapping story is now starting to me t metabolize in other issues. now they can criticize him on obamacare and on the budget which is dead on arrival. i think all of a sudden people who are scared to take him on in his party feel they can. >> you have the wiretapping allegations. you have the health care struggle. of course, the travel ban which was shot down by two federal judges. how desperate do you feel the president is for a win? any win? a man who is consumed and obsessed by that word winning?

>> reporter: it certainly is. the u.s. is looking for a lot from north korea. they are willing to give anything in advance of that. this is the time to sit down for talks and north korea is not at that place. they ratcheted up the missile defense program. ratcheted up nuclear ambitions. the secretary of state at the dmz. the border between north korea and south korea to get very close to the threat. he returned to seoul to say the north korean threat is no longer a regional concern. it say conceis a concern for th. kim jong-un is working to test a ballistic missile capable of carrying a nuclear-tipped warhead all the way to the united states. it is threats like that, dave, that prompted the secretary of state to say the patience ascended. the u.s. and allies will look for a new and different approach to dealing with north korea.

health. he cuts from the environmental protection agency and department of health and human services. there are cuts to the new york city police department. it gets federal funding for counterterrorism. the commissioner says nearly all of that will disappear. for all of the funding and programs the budget slashes, the administration says it is out dated or ineffective. no question, there is waste and redundancy in government. advocates for the poor and science and doctor groups are out spoken here if this budget is put in place. a growing number of republicans voicing opposition to the plan. house speaker paul ryan cannot afford to lose support from more than 21 republicans. right now, exactly 21 republicans have gone on record opposing the measure or leaning against it. president trump still sounding

hopeful tweeting great progress on health care. improvements being made. republicans coming together. let's bring in greg valliere. chief strategist for horizon investme investments. what improvements are made in the bill? >> something gentler on medicaid. the improvements to me are not sufficient to get this bill passed. it needs a lot more work. they have to go back to the drawing board. if it fails in the next few days, then i think the whole thing gets rewritten. >> what does it say about the president's legislative agenda if he has trouble with this? >> it does not bode well for the budget cuts you mentioned earlier. it was really eye opening yesterday to see how many republicans said we're not going to go along with this. we will not go along for cuts to housing or cuts to meals on

wheels or national insurance du institute of health. >> the cuts come to fund build up in military and v.a. and law enforcement. nothing for the deficit. nothing for the national debt. which donald trump promised he would get rid of in eight years. >> that can't happen. i give trump some credit because he promised during the campaign he would not cut medicare and social security. he did not in this budget. unless you are willing to take on those entitlements, you never get close to a balanced budget. >> some cuts, not just ripe for congressional democrats, but late night comedians. here is seth meyer's take. >> meals on wheels? meals on wheels? how dead inside do you have to be to not want old people to get food? you're heart is so small, it makes your tiny hands look like catcher mitts. there is no more low than lying to the elderly.
