allegations. a white house press briefing for the ages. christine romans calls epic. sean spicer pushing back who all say there is no evidence president obama ordered a wiretap of the campaign. house speaker paul ryan speaking out. >> we have not seen evidence of a wiretap or fisa court order of trump tower. >> that was paul ryan on cnn after the briefing. ryan backed up by chairman richard burr and marc warner. based on the information available to us, we see no indications that trump tower was the subject of surveillance by any element of the government before or after election day 2016. our friend jim acosta was in the line of fire at the white house. here is his report.

>> reporter: dave and christine, the white house is trying to dig in to talk about the baseless claim of the wiretap in the 2016 campaign. at the briefing, sean spicer predicted the president will be vindicated after the committees on capitol hill investigate the matter. here is what he had to say. >> the president said clearly when he referred to wiretapping, he referred to surveillance. >> it sounds like, sean, we don't mean wiretapping anymore. now we will say this other forms of surveillance. what is it next? >> jim, i think that's cute. at the end of the day, we talked about this for three days. what the president quote wiretapping in quotes. he was referring to broad surveillance. we talked about this self day days ago. the investigation by the house and senate has not been provided all of the information. where was the concern -- hold on. no, no. i think the president addressed that last night and said there is more to come.

these are pointing out widespread reporting that throughout the 2016 election there was surveillance that was done on a variety of people that came up. jim, i find it interesting that you somehow believe that you -- okay. i get it. somehow you seem to believe you have all of the information and you have been read in on all of these things which i find interesting. >> reporter: president trump will have another opportunity to soundoff when he holds a conference with angela merkel later on today. dave and christine. thank you. james comey will testify before the house committee on monday. the ranking democrat on the committee telling cnn he expects comey will also say he sees no evidence to support the president's wiretapping claim. >> if the deep cuts in the budget are also hardhearted? >> i don't think so. i think it is probably one of the most compassionate things we

can do with the budget. reallocate the spending as any family or business would do. >> the federal government is not a family and it is not a business. while supporters say it cuts wasteful programs, there is an lots of backlash. meals on wheels. the white house says there is no evidence that meals on wheels works. the program and many independent studies obviously disagree. this started in 1954. it supports 5,000 community organizations. helps 2.4 million seniors get meals and safety checks and visits. they say it is an investment. every dollar you spend there is hundreds and hundreds of dollars you are not spending in an emergency room if the person slips and falls. another move with push back is the cut to the national institute of health. a 20% budget reduction. american medical association says this. we have grave concerns of the

deep cuts to the nih and impact on patient health. it conducts vital research of cancer and vital diseases which are drivers of health care costs. the bill to replace obamacare hanging in the balance with the growing number of republicans voicing opposition to the plan. house speaker paul ryan clinging to hope his measure will surv e survive. he cannot afford to lose support from more than 21 republicans. right now exactly 21 republicans have gone on record to oppose the measure or leaning against it. president trump sounding hopeful. tweeting great progress on health care. improvements made. republicans coming together. >> let's bring in greg valliere. a friend of the show. he has been with us this whole trump ride. here we go with health care. the president tweeting support for it. paul ryan two days in a row on cnn praising the president for

leadership. saying they are working together. are you concerned about the health care overhaul that it won't make it? if it doesn't, what does that mean for the agenda? >> first of all, i'm half irish and do not own a green tie. i apologize. >> come on, greg. >> i think this wiretapping story is now starting to me t metabolize in other issues. now they can criticize him on obamacare and on the budget which is dead on arrival. i think all of a sudden people who are scared to take him on in his party feel they can. >> you have the wiretapping allegations. you have the health care struggle. of course, the travel ban which was shot down by two federal judges. how desperate do you feel the president is for a win? any win? a man who is consumed and obsessed by that word winning?

>> i think they will have really good gorsuch hearings. i think that is a plus. i don't rule them out winning in the white house. the paul ryan bill will be close. the senate fight is a tougher fight. he may get a win or two. critics are out in force in his own party. >> let's talk about the sean spicer press briefing yesterday. you watched these for years. never can i remember, except in the run-up to the war in iraq, do i remember being appointment viewing of the press secretary and the press secretary being a household name. listen. >> you are mischaracterizing what happened today. where was your passion and concern when they all said there was no connection could russia? where was it then? crickets from you guys. i'm trying to answer your question, jonathan, if you can calm down.

but i think a lot of the budget which maybe pleased his base is dead among republicans right now. >> that meals on wheels cut really resonated online and social media yesterday with people picking it apart. here is budget director mick mulvaney explaining and justifying the cut. >> you can't spend money on programs because they sound good. meals on wheels sounds great. a state decision to fund that particular portion. take the federal money to give it to the states and say we give you money for programs that don't work. i can't defend that anymore. >> congress handles budgets. what does this tell you about president trump's issues? >> he cuts domestic spending. he would not touch social security and medicare. he didn't. i give him credit for keeping

promises. the problem is the budget writers in both houses are republicans who don't like this. >> greg, he did not keep the promise to get rid of the national debt in eight years. he would balance a budget. he knows thousand do that. he knows that better than anybody else. he can mix can fix it and make happen. people on the left are horrified by what this says. people on the right are saying this is the big pile of money. >> this is one reason to bring it back to the markets which i follow. one of the reasons interest rates are going up because the deficit is going up. nothing in the budget that will significantly reduce the deficit. >> hard choices. nobody makes the hard choices yet. you think there are hard choices in this budget? wait until we have to get rid of the deficit. and i want to talk about the white house later today. the meeting with trump and

angela merkel. how crucial is that for our standing and relationship in the world? >> i think germany feels isolated now. he has been critical of her. she has been criticized for being too generous with immigrants. it could be one of the testier meetings. the differences between trump and merkel are significant. >> i have been told she is reviewing his speeches and watching interviews trying to get a sense of what it is mr. trump represents. >> what is the common ground you think they find? u.n., nato, refugees? what is the common ground they find? >> i think fighting terrorism. they will probably talk about that. i think on many other issues, economic issues and defense of western europe. donald trump would like to push that into the self reliance

>> reporter: it certainly is. the u.s. is looking for a lot from north korea. they are willing to give anything in advance of that. this is the time to sit down for talks and north korea is not at that place. they ratcheted up the missile defense program. ratcheted up nuclear ambitions. the secretary of state at the dmz. the border between north korea and south korea to get very close to the threat. he returned to seoul to say the north korean threat is no longer a regional concern. it say conceis a concern for th. kim jong-un is working to test a ballistic missile capable of carrying a nuclear-tipped warhead all the way to the united states. it is threats like that, dave, that prompted the secretary of state to say the patience ascended. the u.s. and allies will look for a new and different approach to dealing with north korea.

20 years of diplomacy amounted to failed efforts. what exactly is the approach? the secretary of state hasn't specifically outlined the elements. he came here today and say it would include diplomatic and security and economic measures. i had a chance to ask a question of at what point is a military option on the table given the threat of retaliation that could impact 20 million people that live in the seoul area. he said a military option would be on the table if north korea took action that threatened south koreans or u.s. troops that are stationed here. or accelerated the nuclear program to cause the u.s. to consider that possibility. dave. >> fascinating trip. it will continue in china. 18 minutes past the hour this morning. for the first time, northwestern reached the big dance. for the first game for the

fbi director james comey will testify monday. the ranking democrat on the committee telling cnn he expects comey to say he sees no evidence to support the wiretapping claim. the white house budget blueprint is the campaign promises turned into numbers. some of what is in the wish list goes against the president's agenda. let me give you examples. in the inauguration, the forgotten men and women will be forgotten no longer. cuts to programs to meals on wheels and funding of rural airports could hit those who put him in office. president trump wants to spend big on infrastructure, but there are cuts to the transportation department. third, trump champion innovation in science to find miracle cures, but slashing $6 billion from the national institute of

health. he cuts from the environmental protection agency and department of health and human services. there are cuts to the new york city police department. it gets federal funding for counterterrorism. the commissioner says nearly all of that will disappear. for all of the funding and programs the budget slashes, the administration says it is out dated or ineffective. no question, there is waste and redundancy in government. advocates for the poor and science and doctor groups are out spoken here if this budget is put in place. a growing number of republicans voicing opposition to the plan. house speaker paul ryan cannot afford to lose support from more than 21 republicans. right now, exactly 21 republicans have gone on record opposing the measure or leaning against it. president trump still sounding

hopeful tweeting great progress on health care. improvements being made. republicans coming together. let's bring in greg valliere. chief strategist for horizon investme investments. what improvements are made in the bill? >> something gentler on medicaid. the improvements to me are not sufficient to get this bill passed. it needs a lot more work. they have to go back to the drawing board. if it fails in the next few days, then i think the whole thing gets rewritten. >> what does it say about the president's legislative agenda if he has trouble with this? >> it does not bode well for the budget cuts you mentioned earlier. it was really eye opening yesterday to see how many republicans said we're not going to go along with this. we will not go along for cuts to housing or cuts to meals on

wheels or national insurance du institute of health. >> the cuts come to fund build up in military and v.a. and law enforcement. nothing for the deficit. nothing for the national debt. which donald trump promised he would get rid of in eight years. >> that can't happen. i give trump some credit because he promised during the campaign he would not cut medicare and social security. he did not in this budget. unless you are willing to take on those entitlements, you never get close to a balanced budget. >> some cuts, not just ripe for congressional democrats, but late night comedians. here is seth meyer's take. >> meals on wheels? meals on wheels? how dead inside do you have to be to not want old people to get food? you're heart is so small, it makes your tiny hands look like catcher mitts. there is no more low than lying to the elderly.

you should know that. don't you hate it when people lie to you and say i'll try to make it next week. >> look. late night comedians are in their glory day right now. largely, in terms of the narrative, once this gets to congress, how will the priorities be followed or completely changed once they produce their budget? >> everyone from marco rubio on said in the last 24 hours, they will write the budget and make it their own. you have to say meals on wheels could become the metaphor for bad branding. here is the genius at branding and he cuts meals on wheels? in the reagan administration, they tried to label catketchup a vegetable. some things are innocuous and become symbolic. he will suffer defeat on that. meanwhile, guys, the story the markets care about. tax reform. nowhere to be seen.

white house have i seen a press secretary at the briefing be appointment viewing. in particular, he had a long list of where the president was getting information to come up with the claims about surveillance. listen. >> the new york times reported the following, sean hannity. andy mccarthy. >> he was trying to really show where the president got all of this information and show it was out there. people were reporting and writing about this. what does it say to you about the president of the united states who has access to this information about how he is making decisions and opinions? >> what's the old adage? when you are in a hole, stop digging. they keep digging into a deeper hole. we discussed earlier, the story here is the republicans, when they see stuff like this, attack trump with impunity. they are running away from him.

of option. he said there are other avenues like a mix of economic and security and diplomatic measures. this is part of the trip that the secretary went this morning to the dmz. it is where you most clearly feel the threat from north korea. they accelerated the development of the missiles and kim jong-un declared he is ready to test an intercontinental ballistic missile some point this year. that is one reason why secretary of state rex tillerson came here to say security threats are no longer a regional concern. this is a concern for the u.s. with that, the u.s. and south korean officials are continuing to move forward with a missile defense system that china objected to. secretary tillerson will continue to asia with a visit to beijing tomorrow to express the importance of what he feels that system represents. he is asking china to stop
