stay on the job. good morning, everyone. welcome to "early start." i'm christine romans. >> i'm dave briggs. it was a fascinating boy scouts jamboree. we'll get to it in a moment. tuesday, july 25th, 5:00 a.m. in the east. a lot to get to. we start with this health care plan. is it a plan? a make-or-break day for senate republicans on health care. a showdown vote scheduled today on whether just to begin debate on repealing obamacare. chief among the many, many obstacles, no clear word on what g gop leaders have in start if they vote to move forward. that's in doubt. >> president trump raising the stakes and pressure on fellow republicans to keep their promise to repeal and replace the health care law. the president driving the point home while speaking at the boy scouts jamboree with this direct threat to health secretary tom price. >> by the way, you'll get the votes -- >> hopefully. >> he better get them. he better get them. he better -- otherwise, i'll

say, "tom, you're fired." i'll get somebody else. [ cheers ] >> we've learned senator john mccain will return to the senate for today's crucial health care vote. mccain's first time back at the capitol since his brain cancer diagnosis. our coverage begins with cnn's jeff zeleny at the white house. >> reporter: good morning. all eyes in washington today from here at the white house over to capitol hill are focusing on that critical vote in the senate on health care. the senate is scheduled to vote this afternoon on proceeding to debate on the actual bills. it's a two-step process. but yesterday here at the white house, we saw president trump engaged in this issue, engaged in this matter, more so than ever before, using the power of the presidency. that unique megaphone, to make the case for why republicans, he says, should vote for this bill. >> for the last seven years,

republicans have been united in standing up for obamacare's victims. remember repeal and replace? repeal and replace? they kept saying it over and over again. every republican running for office promised immediate relief from this disastrous law. we as a party must fulfill that solemn promise to the voters. >> reporter: president trump engaged in this. vice president mike pence generation e engaged, as well. we -- engaged, as well. we received late word that senator john mccain will be on hand today in the united states senate to also cast a vote in this. of course, he is recovering and in fact in treatment for an aggressive kind of brain cancer. his vote is needed on this. it -- if the republicans get the votes to move forward, the white house will get a much-needed win here. this health care bill and the outcome will say a lot about president trump's agenda and the republican party's agenda going forward. christine and dave? >> thank you for that.

let's bring in analyst and correspondent for the "washington examiner," david drucker. there's going to be a vote, a vote on keeping going on health care. we don't know what -- what is it? what are you voting to keep moving? >> i can understand why people are a little confused here. the senate is a very odd place. you're going to have a vote, number one on, what we call a motion to proceed. for short, we like to call it a key procedural vote that will let us know if health care is moving forward. what that means is they're going to vote on whether or not to debate all sorts of health care proposals. and then once they get the votes for the motion to proceed which i think they're going to get and they need -- if mccain is back, they'll need 51 votes for that. >> right. >> then they will open on all sorts of amendments. they will open debate on the house health care bill. then they'll have a debate on the straight repeal bill. so they could end up voting on straight repeal from 2015. they could also end up voting on the latest version of the better

care reconciliation act which is the senate republican version of the house health care bill that already passed. and they could debate all sorts of additional amendments for changes that people are going to want to make to these proposals that may never happen. because they're doing this through reconciliation which means the democrats or anybody cannot filibuster this with a 60-vote threshold, you have a vo vote-a-rama. you could have 200, 250, 300 amendments brought to the table. a lot could be tabled, so not an official vote. >> keep it alive -- >> my head hurts. you see what i'm saying? >> keep it alive. >> this is why i cover the senate. so you don't have to. >> this might be the most consequential vote these senators ever take, and they have no idea what it is they're voting on. let's talk about john mccain.

returning after his brain cancer diagnosis. we just presume he's going to come back and vote yes. this is the maverick. and this is a guy who doesn't just go along with party lines and do the safe thing. how much does he control? >> there are two things here. they do know what their options are. it's not like they don't know, they've never seen a bill. >> right. >> they just -- they don't know yet if -- >> they don't know which path -- >> they don't know if the better care reconciliation act, which is really the only thing that's going to end up happening on final passage, they don't know if it's done yet. there are still negotiations going on. there are not the vote for straight repeal. the only way is repeal and replace. john mccain will vote, i believe, for the motion to proceed. you will get -- >> to begin debate. >> you will get the key vote on opening debate. there is some question as to where he is on the final version of the bill. it would be my prediction that it won't fail. f it fails because of a -- it won't fail if it fails because of a lack of his vote. you're looking at susan collins,

rand paul, mike lee -- >> terry moran -- >> lisa murkowski. moran had procedural problems. >> okay. >> if faced with a -- so he said. he didn't like the way the process was running. if faced with a vote, o repeal and replacing the affordable care act or not, i don't think it's going to die if it does because of his vote. >> we had a couple of public events yesterday with the president on camera. one, he stood in front of white house interns at the kwho-- int at the white house, and had a memorable eye roll when asked about the future of jeff sessions. let's listen. >> mr. president, should jeff sessions resign? [ laughter ] >> on health care -- >> be quiet. he was asked about what do we do next on health care he said, "be quiet." he told people they're not supposed to be asking those

questions. even though he invited the press in. two questions here -- jeff sessions, with friends like these, who needs enemies? he's -- he -- this is his most loyal supporter early on. is he waiting for jeff sessions to resign? what's happening there? >> well, it sure appears like he's trying to push him out the door. and we know that the president's been unhappy with how sessions has handled his job as it relates to the russia investigation. he recused himself. even rudy giuliani told cnn that was the proper thing for jeff sessions to do. and i think the question is how badly jeff sessions wants to remain on the job because of all of the other things he's actually doing in relation to immigration and sanctuary cities and drug enforcement. drug policy. so there's a very interesting sort of dichotomy going on where the president is solely focused on jeff sessions as it relates to russia and possibly removing jeff sessions which -- jeff sessions removing himself -- >> could he get somebody confirmed? he could have a confirmation fight with the new a.g. >> you would, but imagine a new a.g. promising not to remove

mueller. i suppose that person could get confirmed. >> well, a recess appointment is what some fear, i know, in washington. let's move to the other public appointment at that president had yesterday at the boy outjamboree -- boy scouts jamboree in washington. 40,000 eating up this message. listen -- >> you want to achieve your dreams, i said, who the hell pths -- who the hell wants to speak about politics when i'm in front of the boy scouts? we ought to change it from the word swamp to the word cesspool or perhaps to the word sewer. it's not good. [ applause ] not good. did president obama ever come to a jamboree? [ boos ] do you remember the incredible night with the maps and the republicans are red and the democrats are blue, and that map was so red it was unbelievable? and you know, we have a tremendous disadvantage in the

electoral college. popular vote is much easier. >> the boy scouts were forced to issue this statement. they are wholly nonpartisan. they do not promote any one position, product, service, political candidates, or philosophy. this was a crowd some 30,000, 40,000 people. they loved every minute of this. what does it reveal about the president of the united states that he has taken this political message to these teenage boys, and is it appropriate? >> you know, i don't know if it was so much a political message as it was a personal message. and president trump's personal message about him and his victories and everybody else is rotten and needs to go away. i think this is not surprising. and i think republicans on capitol hill struggling with health care policy and if they're lucky soon to be struggling on tax policy would prefer that the president use the bully pulpit and his unique ability to garner attention to

try and create political space to take the tough votes and get a lot of things done. there were complaints that president obama was political in settings he shouldn't have been. >> true. >> this president takes that to a different level. these were kids. not tiny little kids, but kids nonetheless. >> middle schoolers. >> he bashed the media, the president of the united states. in terms of civility to 12 to 18-year-old future leaders of america, the civility message was not there. >> no. but this is who we like the president and these kids don't live in a vacuum. they see it every single day. and so i don't think it was surprising is all that i am saying. >> right. >> i think that as a matter of politics and what's happening in washington the president would probably be more effective for his agenda and party as opposed to himself if he were able to talk policy a little bit more and then take slings and arrows

for pushing health care policy in front of a bunch of boy scouts. how dare you do that, as opposed to pushing his personal policy. >> and we're six months in. let's get past the election and crowd size -- >> no. let's not. this is way too much fun. let's keep talking about how great our volcanos are. >> boy, all right. we'll talk to you in about 20 minutes. nice to see you. democrats are pitching a new economic agenda. a reboot, a rebranding. so what about it is new really? democratic leaders gathered in virginia yesterday to unveil this new plan. this reclaiming the populist progressive message, calling it a better deal. populist message to appeal to the same working class voters that drove president trump into the white house. it's -- it's a lot of what we've heard from them before. scrutinizing big mergers, boosting wages, retraining workers, and lowering drug prices. the aim here is to create ten million jobs over the next ten years. now is that a better deal? what's better about that?

recently installed metal detectors from the entrance to the mosque in jerusalem. those metal detectors triggering protests and violence over the past two weeks in jerusalem and the west bank. i want to go live to jerusalem and bring in cnn's ian lee. it appears there's anger despite israel's move. >> reporter: that's right. you see behind me, the protesters have been here since the early morning hours. they've been chanting against the metal detectors, also video cameras that were installed over near the entrance to the temple mount. also known as the noble sanctuary. those metal detectors were removed late last night. israel's security cabinet says they'll install more sophisticated equipment that can scan people. what that exactly means we do not know at this hour. it was seen as a move to try to calm the situation here. we know that american officials have been talking with

how to attack the atlanta falcons. unthinkable -- sorry for the sports analogy. that's what i do. >> i like sports analogies. >> the "wall street journal" said the larger stakes, the obamacare fight, are whether republicans can be a governing party k. they? >> we'll find out. these are problems that house republicans had. we remember famously when their obamacare repeal bill came crashing down. a partial repeal, not a full repeal. it was dead for six weeks. they kept talking and eventually got a bill passed. now the republican bill has been dead for a week. they've continued to talk, and we're going to find out if they can get something done over the next few days. now look, i wouldn't say as much as i love analogies, that it's belichick arriving without any game plan. i think it's belichick arriving at the game -- >> the 17 game plans? >> a couple of game plans. the first is kick the ball off.

it will be which amendments they vote for, which repeal and replace do they vote for. it may be votes to satisfy republican members who as a condition of voting to open the debate want a chance to lay down a marker of where they stand. i could see them voting on the straight repeal bill from 2015. somebody like rand paul votes, it fails. they go to the latest phase of the better kale reconciliation act which is -- better reconciliation act which is a partial repeal and replace bill. i think that's the only bill in whatever final form it takes that has a chance to pass. >> let's torture this analogy some more and talk about all of many quarterbacks. you've got the president yesterday trying to push republican senators to move this direction. and you have a very important republican senator coming home from arizona to washington who you think, john mccain, will vote to move this forward. >> i think that he will vote to open debate on the health care bill. i love your analogy because that's the deal with congress.

it's everybody's a quarterback. everybody has their own idea about what should be done, and they answer to the voters. and so we can kind of understand why they feel that way. but they're going to have to compromise among themselves, republicans will, because there won't be democratic votes. republicans have never sought any democratic votes for this. for them it will come down to medicaid. of all the votes in the house and senate this year by the republicans and the difficulty they've had with repealing obamacare which maybe some would have thought would have been an easy thing to do, it's because republicans since obamacare was passed seven years ago, have different, diverse views on medicaid and the medicaid expansion passed under the affordable care act. some of them want to keep it, some of them don't. >> well, one guy we're not sure if the president wants on his team any longer is sessions, the attorney general. after tweeting that he is the beleaguered attorney general and telling "the new york times" a couple of days ago that if he'd of known he'd recuse himself from the russia investigation,

he wouldn't have picked him. here's a couple of conservatives who weighed in. new gingrich saying he strongly opposes firing sessions. he thinks the base likes him. a guy named rush limbaugh said it's discomforting, unseemly for president trump to go after a person this way. and steve king, no one can match the excellence of jeff sessions as a.g. i could go on and on with conservatives standing up for jeff sessions. what would it mean if the president fired him, and what's his future? >> i think that if the president fired jeff sessions or if he resigned after this be leaguered treatment, if you will, that you'd have republicans on the hill, number one, that would be petrified that mueller was next. that what the president was doing is trying to finds a way to get to robert mueller, the special counsel. number one, they don't want to have anything to do with the investigation. and robert mueller gives them cover. a way for them even though you have a house and senate intelligence committee investigation in each house,

they don't really have to deal with this. it's mueller's issue. the minute mueller's fired or pushed out, all of a sudden people will look at republicans and say what do you plan to do about this. that is not a position they want to be in. >> the well -- let's talk about the boy scouts. the president in the jamboree in west virginia. he went off script clearly and talked about personal politics. listen. >> you want to achieve your dreams, i said, who the hell wants to speak about politics when i'm in front of the boy scouts? is immaterial to him. the message -- >> the people are the oxygen. >> yeah. look, you have a bunch of kids, and here's a famous guy. and i mean, i saw this a little bit in california when arnold -- when arnold schwarzenegger was governor. he showed up for a political rally and people were like, hey, there's the movie star. he did give the kids a civics lesson on the electoral college. there's value in that, i suppose. >> in six years the youngest of the attendee vote. 12-year-olds in the crowd. >> it had the feel of a wwe event. i've been to one of those. it felt similar from the crowd just waiting for the low-lying fruit. but let us know what you think about it. the president in ohio today with rob portman. thank you. >> thank you. >> nice to see you. stocks, the stock market again ignoring the turmoil in washington. oblivious to the turmoil in washington. the nasdaq hitting a record high. the dow and s&p 500, they're down slightly. you know, they're still close to record highs. i'll tell you why in a few minutes. first, to housing.
