suzanne malveaux in washington. suzanne, good morning. this passed 71-28 in the senate despite rand paul's best objections and long they were. what is the likelihood of it sailing through the house? >> reporter: we don't think it will sail through the house. there is more work to be done. we expect it will pass. it will be more mysogny. you saw nancy pelosi urging people to think about the daca and dreamers and how they are related to the debate and how it will unfold is a series of procedural matters and a debate on the deal. the vote expected in the hour or the next hour. the 5:00 hour. all of this last-minute drama while the government is shutdown. again for the second time in three weeks.

what happened overnight is the senate passed the two-year bipartisan deal 71-28. this was after the midnight deadline. this was because kentucky senator rand paul, republican, took to the senate floor many times refusing to agree up the time to vote on the bill which required you nunanimous consent all senators. he forced the voting to be delayed and he protested about the huge amount of government spending that is in the bill and the hypocrasy his party is drawing. >> this is something that is important. we waited all week long to put it at the very end of the week and expire as people get tired and everybody says you don't want to shutdown government do you? i don't. my intention is never to shutdown the government. my intention is also not to keep it open and borrowing $1 million a minute.

my intention is not to vote for bills to keep it open, but bills to spend so much money they endanger our security. >> reporter: getting the budget bill through the house is not a done deal. speaker paul ryan is confident they are in a good place to get to the finish line. the fiscal hawks and freedom caucus are against it. he will need some democrats to break-away. you have house democrats frankly who are livid there is no commitment to the dreamers or daca deal in the spending bill. their caucus led by pelosi meeting behind closed doors holding cards close to the vest. pelosi talked about the letter she sent to speaker ryan telling him they do want a firmer commitment to daca and bring legislation to the house floor. we saw overnight senator mitch mcconnell announcing he would keep to his word that he will be opening debate on the immigration issue on the senate

side on monday. so what is at stake now? we are looking at the massive spending bill to provide $160 billion in defense spending. $128 billion. raises the debt ceiling until march 2019. providing 20 billion dp$20 bill infrastructure. and a ten-year reauthorization of c.h.i.p. most importantly, dave and christine, it gets the government running again. we he wie will see how quickly happens. >> major objections on both sides in the white house. they need to thread the needle. suzanne malveaux in washington. thank you. >> nice to have suzanne with us from capitol hill. white house chief of staff john kelly's job is safe for now although mounting frustration in and out of the white house over the abuse allegations against former staff secretary rob porter.

kelly's job is secure because no one can identify a natural replacement. cnn learned that president trump telling associates he is disturbed by the porter scandal, but not sure how to fix it. he spend the night phoning friends and including reince priebus. on thursday, deputy press secretary was asked about the porter debacle. >> it is fair to say we all could have done better in the last few hours or few days. >> sources tell cnn that shah's admission of error did not sit well with the president. kelly has known about the accusations for months. experienced in our marriage. >> kelly has sent a long memo addressing the allegations against porter calling them shocking and troubling and insisting the administration takes matters of domestic violence seriously. the stock market is officially in correction. wall street woes have spread overseas. asian markets plummeting 2% and 3% overnight. europe opened lower one hour ago. u.s. futures though are up a little bit. both the dow and s&p 500 simply tanked yesterday. closing in correction territory. a technical term for when an index or average drops 10% from a recent high. the nasdaq shy of a correction. the dow fell 1,033 points yesterday. on the lows for the day. it closed weak. this is the second time in history it lost more than 1,000 points in a single day. the other time is monday.

that puts the dow and s&p on the worst week since 2008. when with i say that, it makes you twitch -- when i say that, it makes you twitch. fears of soaring bond rates. on wall street, that threatens the nine-year old bull market. it means higher mortgage rates. interest rates affect borrowing costs. it hits the highest level in two years. the benchmark 30-year rate is up 30 points this year. home buyers, don't panic. mortgage rates are still h historically low. look at that. that is since 1999. >> i'm still supposed to feel comfortable that the fundamentals are healthy? >> the fundamentals are so strong that the mortgage rates and bond market are rising. >> ear muffs. don't listen to the crazy.

in south korea, opening ceremony for the winter olympics kicking off at 6:00 a.m. eastern time. the games begin in pyeongchang with political overtones. we start coverage of the winter olympics with will ripley outside of the stadium where the opening ceremony is happening in a few hours. will. >> reporter: and politics are overshadowing the opening ceremonies. people will watch to see where vice president pence is sitting and the north korean delegation is sitting. and south korea's president moon is sitting. he is caught in the middle of the sides. the vice president with fred warmbier, the father of otto warmbier who died six days after being released from north korean custody. at one point, the vice president cea 's communications edirector sai we stand with the freedom. you had kim jong un's sister

federal courts remain open during a government shutdown which we are right now. there is an interesting case in san diego today. it will be heard by district court judge gonzalo curiel. you will remember him. he was questioned by then candidate donald trump who cited his mexican heritage. he is from indiana. the case brought by the state of california and groups are challenging the department of homeland security's power to

wave environment al laws. and the possible location of the remains of the western hostages which were beheaded by the british isis operative known as "jihadi john." officials needed more details to launch a search and officials say this is early in the process. the remains need to be recovered and identified. "jihadi john" was killed in syria in 2015. a california state assembly woman at the front of the me too movement is now herself under investigation for alleged sexual misconduct. christina garcia is accused of groping a former staffer in 2014. he claims she cornered him after the annual softball game and squeezed his buttocks and

my colleague caught up with steve scalise moments ago and asked if he was confident if the votes were lined up. he replied yes. you have the freedom caucus against it. they will need some democrats to break-away and join the republicans on the house side. there are some house democrats who frankly are livid there is no commitment to the dreamers or the daca deal in the spending bill. pelosi as i mentioned before, sent a letter to speaker ryan telling them they wanted a firmer commitment. he will bring immigration legislation to the house floor. in the meantime, we have a development on the senate side. senate majority leader mitch mcconnell announcing he will keep his word by opening debate on the immigration issue on the senate side on monday. so what's at stake with the spending bill? $160 billion in defense. $128 billion in non defense. $80 billion in disaster relief. it raises the debt ceiling.

an injury kept her from competing in 2014. she he lost her grandfather here a couple of months ago. she wanted to bring him with her to cheer her on. when i asked her a few hours ago how his memory is resonating with her in south korea without him. she broke into tears. listen to this. >> i want so badly to do well for him and i miss him so much. he's been such a big part of my life. i really hoped he would be alive to see me, but i know he's watching and i know he will help me. i'm going to win for him. >> reporter: that's powerful stuff. it will be incredible to watch

correction. that's the tech callinical term. the dow alone fell 1,033 points yesterday. it was ugly last half hour of trading. the second time in history it lost more than 1,000 points in one day. the other time was monday. blame fears of soaring bond yields and inflation. could force faster interest rate hikes. and asia marketing plummeting 4% overnight. we could see a bit of a rebound in the u.s. with the futures up a bit. air travelers. in 2017, fewer passengers were bumped off flights than the last 20 years. for every 10,000 passengers, just 0.34 were denied boarding. that rate is half the year before. the lowest on record since 1995. the forcible removal triggered public outrage and forcing
