here. he said the talks with the north kore koreans and south koreans. she is calm and she doesn't speak very much. when she does, she is accurate in her words. it was clear she was speaking for her brother kim jong un. and talking about whether the u.s. is left on the sideline. they are still in tandem. >> thank you, paula. >> let's bring in josh roggin. >> good morning. >> you are the guy who broke the story. north korean diplomacy news. united states potentially could sit down with the north koreans without any pre-conditions? >> i spent five days in japan and south korea with vice president pence. he was sending a clear message about the brutality of the north

korean regime and the charm offensive should not work. behind the scenes something else going on. in two meetings with moon jae-in, one at the blue house and one in the figure skating house, they agreed on moving forward with the engagement with pyongyang after the olympics. more meetings and then potentially down the line with direct talks with the united states and north korea. the agreement was this. south korean president agreed not to release pressure or sanctions on north korea just for talking. based on that assurance, vice president pence encouraged him to continue with the engagement and said the united states is open to talking with north korea. it is a small window and opening after months and months of tension. it is something that's different and significant that happened

privately in south korea. >> a major reversal. the vice president telling you quote the maximum pressure campaign will continue and intensify. if you want to talk, we'll talk. what happened to fire and fury and all the rhetoric from president trump? >> two things. i would say there is a lot of different messages from the administration. last month, president trump said he doesn't see anything wrong with talking to the north koreans per se. he said talking is fine. secretary of state rex tillerson said we should have the talks about talks. talks without pre-conditions. what is new here is we worked that out and endorsed that the at white house level in conjunction the south koreans. the break with south korea and the united states. this goes a long way to fixing that. that is what mike pence was doing in south korea. making sure the south korean government and u.s. government were on the same page. there are a lot of pitfalls coming.

sanctions and north korea could shoot a missile anytime. they probably don't want to talk about denuclearization. they want all of those good caveats to say we are not at peace yet. if you want to avoid war, you have to sit down and talk. that's what mike pence is saying. >> if you have the north and south talking and potentially talking after the olympics, does that leave the u.s. on the outside? is that the north koreans screwing a bit with the americans? >> that was the north korean goal and that is what the south korean president and mike pence are trying to avoid. there is still some game left to be played. keep in mind that the north koreans are trying to split the alliance. president moon is trying to pursue the narrow opening to avoid war without leaving the u.s. behind. that is difficult to do. what mike pence is saying as long as you keep up the pressure

and stay together on increasing the sanctions on north korea while we're talking to them, which is new, we put off the pressure and then talk and release the pressure in change for talking. mike pence says if we keep the pressure and talk at the same time, he is okay with it. >> extraordinary. considering these games opened with north korea putting on a military parade showing off the long-range ballistic missiles. have they laundered their crimes and reputation through the olympics? >> interesting. >> it is a great question. because that was what mike pence was doing in public and negotiating in private. he is trying to stop them from doing that. all of the coverage was kim jong un's sister is nice. she smiles. look at her. she manages to say a few nice things. that's out of mike pence's control. he cannot make people listen to his mantra of the brutal north korean regime. they are a brutal and evil regime. you don't make peace with your
