juli juliana's brave recommendation. >> oh, my goodness. for everything she has done for me. i have done something for her that no one else did. it felt really good. >> do you know someone who deserves to be a cnn hero? nominate them at cnnheroes.com. that's it for us tonight. thanks for watching. turmoil at the white house. now stretching around the globe. the white house announcing tariffs on steel and aluminum that could raise prices and kill jobs. the policy is not yet ready, but allies angry, global stocks tumbling. i miss every one of you every day. >> a joke or something worse? chaos at home shows no signs of letting up and the national security adviser appears to be

heading out the door and one of ivanka trump's business deals is under the fbi microscope. a day after appearing to back gun reform, the surprise sit-down with the nra. now the president does not want gun control. this is a 180 far faster than it was on i mmigration if the nra s right. welcome to "early start." i'm dave briggs. >> i'm christine romans. it is friday, march 2nd. 4:01 in the east. big news here. president trump slapping tariffs on steel and an aluminum. sparking pefears of a trade war. 25% on steel and 20% on aluminum to help those struggling industries. >> when it comes to a time when our country can't make aluminum and steel and somebody said it before and i will tell you, you
1:02 am
almost don't have much of a country. >> trump gave no further details. he said the policy is still being written and this decision makes good on his promise, it was made against the wishes of the top advisers. people close to the president, titans of industry. people in the republican party are against this. it could bring a host of negative consequences. traditional wisdom is tariffs are bad for the u.s. economy. "the wall street" editorial board is the biggest blunder to punish american workers and divide the political coalition at home and anger allies abroad. if you drive a car, fly, drink a can of beer, anything can go up. anything made with steel or aluminum would go up.
1:03 am
companies could raise prices or cut jobs. it is not clear if the tariffs will exempt key allies. this could spark retaliation. especially from china. china is the top climate for u.s. soy. that damage is a theory. global stocks are down sharply. asian and european markets down overnight. the announcement sent the dow down 420 points. shares of plane and carmakers were hit hard. boeing, gm and ford. i have to be honest with you, a lot of uncertainty with the plan here. >> just from a process standpoi standpoint, it was surprising. no one knew this was going to happen yesterday and the way he shocked his administration. republican reaction with ben sasse from nebraska. the policy is something from the
1:04 am
democratic administration, not a republican one. this is a huge job killing tax hike. this is drawing condemnation from the trading partners around the world. the president of the european commission denouncing the move as intervention to beiprotect american industries. we have china weighing in as well. we will go live to beijing and matt rivers. what is the reaction overseas? >> reporter: china has weighed in. we are interested in two reactions from china. what they side todaid today and will happen down the road. the foreign affairs minister said it doesn't help and it will hurt global trade and put a dent in u.s. and chinese relations. that is what we heard from the chinese government when they were asked about the u.s. stylist policies. you heard christine. it is what is going to happen
1:05 am
down the road. how, if any way, does china retaliate? they have a lot of tools in their tool kit to hurt american companies. you heard christine talk about soy. billions and billions of american soy is bought by chinese buyers every year. one of the biggest exports to china. china can decide to buy from argentina or brazil instead. that will have an affect on the tens of thousands of u.s. jobs supported by the soy industry and by the way, most of the jobs are in states that voted for donald trump in 2016. the chinese government knows that. they know where to apply political pressure points. maybe that is what one avenue they could take. other issue? airplanes. they buy a ton of aircraft from boeing. they could restrict access from there. the chinese government has ways to retaliatretaliate. the question is will it do that? only time will tell. we will watch closely. >> interesting, matt.
1:06 am
china is not even in the top ten of u.s. steel imports. it is 11th on the list. this policy appears aimed at china. we will check back in with you later in the program. the nra claims it has the president on its side after huddling at the white house last night with the president and vice president, the lobbying arm chris cox tweeting a blunt message. insisting oppose gun control. a senior official would say the president quote believes in the second amendment. >> last night's meeting with the nra follows mr. trump's freewheeling meeting with the bipartisan group of lawmakers to discuss gun reform. florida congress member and vet brian mast believes the president will take action. >> we said clearly if we get him a bill that addresses bump stocks and background checks and buying age, he will sign it. >> the nra met with the
1:07 am
president and the vice president. do you think the president may tack back to his original positions which were more in line with the nra positions? >> i certainly hope not. he has had a great deal of strength in the issue telling the lawmakers you have to be strong. you cannot be afraid. you have to go with your gut. you can't say that and walk away from that. >> many of the president's suggestions at the meeting, bipartisan meeting, were in line with democratic positions. now officials scrambling. the rollout of gun violence measures will not be released today as planned. mitch mcconnell says they will take up a banking bill next week dashing hopes of the quick action of the school shooting in florida. the president said common sense sin things he could do. he said that people who were mentally ill should have guns taken away before due process. he was specific, the president

was, on his plans. maybe those ideas went away after the meeting with the nra. imagine how happy you would be at the white house? we have learned national security adviser h.r. mcmaster is set to leave at the end of the month. sources say it is likely mcmaster will retire as a three-star general instead of returning to the military. two sources say mcmaster has spoken to top officials at the hoover institution about a job there. > sources telling cnn that ivanka trump's business dealings is under skrcrutiny. the fbi looking into the trump tower in vancouver. the timing of the negotiations and financesiing for the deal cd be of interest. this could create a hurdle for ivanka as she tried to gain

permanent security clearance. >> the first daughter says no red flag has been raised with the security clearance. this is after the report several said countries used business dealings to manipulate jared kushner. another sign of turmoil, cnn has learned the president was fuming after jeff sessions pushed back against him with the statement defending his integrity and honor. it was a rare defiance after the president called him disgraceful. the press secretary sarah sanders did not give a ringing endorsement here. >> does the president want to get rid of the attorney general? >> not that i know of. >> and jeff sessions vented a little. >> i miss every one of you every

day. s>> truly, six months, the last thing i want to do is walk away from one of the great honors of high life. i did something wrong and god punished me, i guess. >> just a joke. trump allies describe a feeling of meltdown at the white house. the president wants to do something to turn the tide, but it is not clear what it would be. the u.s. is looking for a new ambassador to mexico. jacobson is a seasoned diplomat who was nominated in 2015. relations with mexico have been strained over trade and the border wall. jacobson ending the announcement written in spanish. we are stronger together.

let's not hyperventilate over this. i think the department of defense knew he was developing weapons. some of them as he suggested, are further along than others. i don't think any of them, if they were fully operational changes the strategic balance between us and russia. >> that is former cia director michael hayden. he and others expressing skepticism of russian military

1:17 am
re-election. he is certain to win that election. he is still taking the opportunities to project himself as a strong president and leader who is mindful of the russian military and has national security on his mind much like president trump likes to present himself as well. he was messaging the west and adversaries in the united states. i don't think it is a coincidence that florida was chosen as the hypothetical target for the invincible missiles in the computer generated display that he put out. at the same time, messaging the west, but this was a political speech. a chest thumping speech here in moscow. >> is there any suggestion that there is science and technology behind the missiles or they exist? >> reporter: those doubts have
1:18 am
been raised in the u.s. and have not been raised here. people tend to take what the president says at face value you. there is -- face value you. there is no doubt people working behind the scenes to one-up their adversaries. it is interesting here. why is russia and why is the president projecting itself as a threat to the west when it should focus on the economy and trying to attract foreign investment? this could back fire is the criticism in the russian press about the speech. >> matthew chance, thank you. the president of the united states not tweeting on this. nothing from the president on this. >> not yet. ahead, a very ugly day for millions along the east coast. rain, dangerous wind, snow, possible flooding, flight cancellations building up. the nor'easter forecast is next.
