good morning and welcome to "early start." i'm abby phillip. >> i'm christine romans. it's 5:00 a.m. in the east. all right. the balloons are ready. but will they fly? kids love them. but admit it, you do, too. 3 million people on the streets. tens of millions at home, eagerly awaiting them and the floats and the marching bands. did i mention the balloons? they fly only if the weather cooperates. cnn's miguel marquez is live on the parade route. miguel, i know if it's too windy these are not going to go up. >> reporter: i would have said there's no way on earth these balloons would go up the way the wind was howling at home this morning. right now, it is calm, cool and collected. there's the tom turkey all ready to go.

and one of the new big balloons, astronaut snoopy. that's ready to go. they're now trying to figure out. they'll make that call close to parade time. 23 miles per hour gusts up to 34. they want to avoid a situation like in 1997, when a woman was critically injured along the parade route when a gust up to 40 miles per hour hit. part of the problem is, that wind is blowing from the west. as they go down, they're fine behind the buildings. when they go into the intersections, those balloons with take a life of their own. they have their work cut out for them. there will be tons of volunteers to keep the balloons down. the bands, the cheerleaders, 1,200 cheerleaders and 1,000 clowns. it's not just about balloons. we have clowns, as well. speaking of clowns, back to you. >> 1,000 clowns and 1 miguel marquez. >> we're keeping our fingers crossed for the good weather

behalf. not only contradicting what the president said in the past but also what his aides said. in the july transcript of the call that the president ordered to be released, he urges the ukrainian leader not once, twice, but three times, to speak to giuliani. talking about the debunked theory of ukraine interfering in the election instead of russia. the president is now telling bill o'reilly in a new interview, he wasn't the one that told giuliani to do his dealings in ukraine. >> you have to ask that to rudy. i know he was going to go to ukrai ukraine. i think he canceled a trip. rudy has other clients other than me. >> that goes against what the president said in that july phone call with the ukrainian leader, and a les what gordon sondland, the ambassador to the european union, testified, that aides were instructed to work with giuliani. a lot of parallels what the president said about michael

cohen and the hush money payments to stormy daniels. he pleaded ignorance and didn't know where the money came from but why michael cohen made those payments. michael cohen is serving three years in prison and we did learn about the president's involvement in all of that. >> kaitlan, happy thanksgiving. asian markets slid thursday, after the president, president trump, signed the hong kong human rights decency act. siding with pro-democracy activists in hong kong and potentially complicating trade talks. this sanctions chinese officials for cracking down on the protesters. and it confirms that special freedoms are being maintained by beijing. that would be a huge blow to its important international economy. the hong kong government blasted the bill and said it was unnecessary and unwarranted.

from beijing. cnn's will ripley live in hong kong for us. this is one look at the americans bullying the chinese. >> the streets of hong kong will look like one of president trump's campaign rallies. a lot of people praising signing this bill into law. if he didn't sign it, he would have gone against everybody in the house and the senate. it passed unanimously in the senate and almost in the house. after the announcement that the bill was signed into law, he put up that statement, trying to tread carefully with his supposed friend, president xi jingpi jingping. let me break down what the bill does. it authorizes sanctions on chinese and hong kong officials that may be involved in human rights abuses. police officials, the government itself. it requires the state department to review hong kong's special

trade status. one thing that makes hong kong so important to china is it has the special trade status. if that was taken away, it could have consequences for the territory and for the united states, as well. less than a week ago, pro-democracy candidates had a landslide victory in district council elections. this is the second boom for the protest movement in a week. and now, china's foreign ministry, publicly supporting violent criminals. the chinese government summoned the u.s. envoy to china, terry branst branstad, days after they warned him that the u.s. needs to stay out of this situation. we need to watch how beijing and washington's disagreement could affect the sensitive trade negotiations. >> it was the president himself on the phone in a tv interview. he said if it weren't for the trade deal, the chinese would have gone into hong kong and obliterated it in 14 minutes.

that's trumpi iaian hyperbole. wouldn't it have quelled the protest? >> frankly, no. anybody that lives in the city knows that is ridiculous. when the umbrella movement shut down the city for several months, people's liberation army was just a few blocks down the road and they didn't move in that situation, either. a lot of people were saying they would. that's president trump being president trump. there's a lot of gratitude here in hong kong for the president of the united states, for siding with the protest movement, obviously, which infuriates beijing. this is a city that held the election. 90% of the vote went to pro-democracy candidates. highest voter turnout ever. the people on the streets are not mad at the protesters. they're mad at the police and the government. >> will ripley, thanks for that. things going from bad to worse for rudy giuliani. that the economy grew by 2.1%. that's just about above the 2% growth rate. if you look at the bar chart, you see the growth has slowed down since the start of the year. manufacturing has been hit hard from the u.s./china trade war. and the positive effects from the 2017 tax cuts have tapered off. consumer spending has kept the economy going. holiday shopping is expected to be strong again this year, before the round of tariffs kicks in next month. analysts have become more concerned that weakness and manufacturing could spill into other sectors and eventually weigh on spending. the trump administration is slashing its contribution to nato. this comes a week before the president attends a summit in london to mark the 70th anniversary of the u.s. transatlantic alliance. the u.s. defense officials tell cnn the payments are now being cut to about 16%, which brings

former president jimmy carter is home from the

hospital, more than two weeks after a procedure to relieve pressure on his brain. he and his wife look forward to time at home where carter will continue to recover. elizabeth cohen joins us now. jimmy carter is 95 years old. the longest any president has ever lived. what does his recovery look like? and are experts hopeful he can recover at 95? >> let's talk about what happened. the reason why his blood had accumulated, it was forming pressure on his brain because he had taken a fall. a dramatic fall. you can see he has a black and blue eye. he is wearing a bandage. and before that, he had taken another foul shortly before that. and in may, six months before that, he had taken another fall. so, three foul falls in a peri six months, including two operations, one on his hip and one on his head. that's a lot in a period for six

months for someone who is 95 years old. why did he have all of the falls? do they need to tweak his medications? the second thing would be rehab. >> he's so active. he's not in a rocking share, like a typical 95-year-old. >> he has been bouncing back after all of the medical challenges. are we at a point where he has to change his habits? >> i spoke to people who treat people this age all the time. and they were hopeful he could get back, if not to where he was before, then pretty close. they said, don't look at the age. that's just a number. look at what he was able to do before he had these falls. as you noted, abby, he was traveling. he was at habitat for humanity. he was walking and going places. he would use a cane sometimes. it's what people were able to do before the fall that matters. and he was able to do quite a bit.
