>> dramatic moments at a iowa town hall. joe biden gets in a heated exchange with a voter. welcome to our viewers in the united states and around the world. i'm christine romans. >> happy friday, everybody. i'm dave briggs. december 6th. we're 59 days to the iowa caucuses and one step closer to impeachment. house speaker nancy pelosi has officially directed the judiciary committee to lay out the charges against the president in articles of impeachment. just hours ago, at a live cnn town hall, pelosi said the constitution and the facts are now clear. >> this is a very sad day, i think, for our country. it's something i would hope we could have avoided. but the president's actions made it necessary. you cannot violate the constitution in full view. >> here are the next steps in the process. the white house has until 5:00 p.m. this afternoon to decide whether they will participate in

a hearing on monday. lawyers from the intelligence and judiciary committee will present their findings from investigations into the president. monday's hearing sets up a issue judiciary vote with a vote of the full house possible the week before christmas. lauren fox with more from capitol hill. >> reporter: dave and christine, nancy pelosi, the speaker of the house, making it clear, the democrats are moving forward with impeaching the president. >> the president leaves us no choice but to act, because he is trying to corrupt, once again, the election, for his own benefit. >> reporter: now, what we do know is that next week is going to be another explosive one on capitol hill. on monday, the house judiciary committee will hold another hearing, this one to discuss that 300-page report from the house intelligence committee, all revolving around that july 25th phone call between donald trump and ukraine's president, zelensky. the democrats will have to be

drafting the articles of impeoplement. we have a sense of where they are going. whether or not the president obstructed congress, not allowing witnesses or information to be revealed to the intelligence committee. we know they're looking at the abuse of power charges against the president. and there is a debate within the democratic caucus whether to broaden this out to include anything in the mueller report. we know that could potentially come in the form of an obstruction of justice article of impeachment. all that will have to be voted out of the house judiciary committee. and then, the week after, they vote on the house floor whether or not to impeach president donald trump. if that's the move the democrats want to move, it would make donald trump the third in history be to be impeached. speaker nancy pelosi had this scathele answer to a reporting. a reporter from the sinclair broadcast group asked if she hates president trump. she came back with a passionate

his heart to meeting the needs of people in our country. >> after months of trying to stop the impeachment in the democratic house, the president and his aides and allies have accepted it's all but certain and are turning their attention to his trial in the republican-led senate. the white house signaling it will try to turn the tables on democrats, aimed not only to stop the president's reprooufl but to turn the senate trial to his political advance. that story at the white house. >> reporter: dave and christine, with impeachment likely a foregone conclusion, the senate is mounting a robust defense of president trump. the white house is going to try to use this as an opportunity to bash democrats and score points. the president tipping his hand a bit on twitter, writing he may compel some prominent democrats to testify. he writes, schiff, the bidens,

pelosi and many more testify and we'll reveal for the first time how corrupt our system is. i was elected to clean the swamp and that's what i'm doing. trump later tweeting it's a good thing that republicans have never been more united. trump will lean on senate republicans to bide a senate trial in a way that's favorable for the white house. and to potentially call up the roster of witnesses he says he would like to hear from. notably the white house counsel, pat cipollone, whomembers of th white house communications team has been meeting with republicans for weeks trying to iron out strategy and messaging and fix problems before they pop up. disagreements whether that whistleblower whose complaint led to the impeachment process should testify. plenty for the two sides to iron out. the president, though, sounding confident he was asked on thursday, if he believed that impeachment would be a stain on his legacy. listen to what he said.

>> is this a stain on your legacy? >> not at all. it's a hoax. a big, fat hoax. >> reporter: one other note. while we've been hearing from forces that the president is unlikely to grasp the reality that he will be impeached from the white house, he is hiring dozens of attorneys for what will come in january. >> thanks, boris. new developments on trade. china is considering tax exceptions on some pork and soy products from the u.s. the tariff waivers were based on applications of individual firms for park imports. that's what the finance ministry said in a statement. tend of the year is coming and president trump has not closed on two big deals he campaigned for in 2016. china and the north america trade deal. for china, the tariffs on chinese good is december 16th. "the wall street journal" reports the hangup here, the u.s. hangup, is on the size of

the farm goods purchases. chinese state media said china wants current tariffs rolled back, specifically the ones that rolled in september. that's their hangup. the president said this about additional tariffs. >> right now, we're moving along. we're having major discussions. on december 15th, something could happen. but we're not discussing that yet. >> bottom line, everything is up for grabs here. trump said a deal was imminent in october. back in june, the treasury secretary said the deal was 90% complete. thursday, talks were progressing. then, trump's north american deal the usmca. they are trying to ratify that deal before the holiday recess. the president complained that house speaker nancy pelosi is holding up the deal. it is clear that trade wars are not easy to win. and competing headlines will be the market drivers until something is decided. >> back to the usmca, what's the hold up in that deal?

a frightening fatal gun battle breaks out when armed robbers hijack a u.p.s. truck during rush hour and led police on a dramatic chase. it started when two men robbed a coral gables jewelry score. one woman at the store was hurt. minutes later, the police said they took a hostage at gunpoint. and they led police on a breakneck 20-mile chase, driving on sidewalks and through a barricade with dozens of emergency vehicles in pursuit. >> this is what dangerous people do to get away. and this is what people will do to avoid capture. if people give up and are held accountable for their crimes, we wouldn't put these many people in danger. >> police approached the truck when it got stuck in heavy

assault during 2017 and 2018. uber said it would release the report a year ago, in response to a cnn investigation. that investigation found 103 uber drivers in the u.s. had been accused of sexually assaulting or abusing their passengers in the previous four years. uber attempts to put the number of sexual assaults in a context as a percentage of total rides. saying that 99.9% of rides occur without incident. last year, uber had a partnership with rapid s.o.s., that sends a rider's location to a police station when the rider uses an emergency button in the uber app. lyft says it will release a safety report by tend of the year. >> do you let your kids take an uber or lyft? >> no. in my town, they really pushing it in my town. they don't want the kids dropping kids off with uber or lyft. they say, it's -- >> safety is their priority.

collapsed and alerting officials. he was laying unresponsive for four hours. border patrol logs say three welfare checks were done during that time. the logs do not indicate that anything was amiss. they say he died from the flu, complicated from an immune disorder. the investigation into the teen's death is ongoing. a photo showing a class of correction officers trainee officers giving a nazi salute is showing two dozens of class members in uniform, with their faces blurred. the photo says heil, byrd, a reference to their training instruct instructor. the governor has called for those involved to be fired. joe manchin says the actions warrant an immediate

teargas and bricks flying in the streets of paris. hundreds of thousands of people across france, protesting president emmanuel macron's plans to reform the national pension system. police in the capital have detained dozens of people so far and stopped to question thousands of protest

organization organizers say they will lost through monday. jim is in paris for us this morning. what do the protesters want? >> reporter: basically, they want to see the government withdraw its plan to reform the pension system. the government hasn't detailed what the pension plan reforms they have in mind are. they're not going to do that until next week. the unions are keeping up the pressure. over the weekend, the strikes will continue. there's no demonstrations today, like the ones we had yesterday, that brought 800,000 people. and like you said, there were 71 people arrested overnight and held overnight. the question is, whether there will be further demonstrations over the weekend. some unions are talking about it. and whether the strikes will continue into next week. all this is preventative to stop

than $1 trillion for the first time. up 4.4% from last year. overall, health care spending rose to $3.6 trillion last year. that's a little over $11,000 a person. the cost of health care has been a key issue for democrats on the campaign trail. some want to strengthen obamacare and some want to scrap it in favor of medicare for all, eliminating private insurancers and medicare for everyone. the jobs report is due today at 8:30 a.m. eastern time. the labor department is said to have found its footing again. the labor market, rather. economists say 180,000 jobs were added. something to watch for in this report, manufacturing. that sector is struggling, contracting for the fourth-straight month in november. it's in a mild recession in manufacturing in this country, the sector that president trump sought to favor with his tariffs and tough talk is shrinking because of the higher tariffs and slowing global growth.
