it is certified. the security council will now begin its consideration of item two of the agenda. i now give the floor to ms. dicarlo. >> mr. president, as we are painfully aware, the war in ukraine continues to rage. since i breach this council on 24 august, because of the fighting, at least 104 civilians including ten children have died, and at least 253 civilians, including 25st children, have been injured according to the office of the high commissioner for human rights. this brings the total number to 13,917 civilian casualties, 5007 of 18 killed, including 372 children and 8199 injured, including 635 children.

on the actual numbers are likely significantly higher. the war has also continued to drive a larger scale displacement. over 6.9 million people are internally displaced, a jump of 330,000 since my last refrain. most of the newly displaced are coming from eastern and southern ukraine. the current number of ukrainian refugees recorded across europe have surpassed 7 million. up from 6.7 million just two weeks ago. women who constitute half these refugees continue to face significantly increased security risks including trafficking and abuse. thousands of people in the conflict affected areas and most

acutely in the city of mariupol lack access to running water increasing the risk of disease. all these numbers cannot convey the full scale of the tragedy. but in the face of the international community, in capacity to stop this senseless war, we must continue to record its horrific consequences as accurately as possible. it is our responsibility and indeed the very least we can do to help prevent the war from escalating further and to deter other potential violent conflicts. mr. president, the u.n. continues to mobilize to address the massive impacts of the war on civilians. it the u.n. development program has launched living conditions, access to education, livelihood,

food insecurity, social status as well as overall levels of poverty and human development. results are expected to be be -- to be available in december december 2022. as humanitarian needs rapidly rise, the yuan response has scaled up and now reaches 12.7 million people with various forms of assistance. over 560 humanitarian organizations, more than 60% of them national ngos are now operating countrywide. this fully complements the incredible work that thousands of ukrainian volunteers are carrying out in their country. the u.n. is actively seeking to ensure that protection in the system are available in all areas of ukraine. we remain extremely concerned about the lack of access to ukrainians living in areas that are currently not undercut the -- under the control of the

government of ukraine. our humanitarian response includes one million people in these areas despite the firmed humanitarian need. mr. president, the secretary-general has spoken at length about the impact of war around the world, especially on shortages of food and fertilizer. as we have stressed before, the effects on countries already severely hit by climate change, drought and instability have been extremely worrying. somalia, country that before february sourced at least 90% of its wheat from russia and ukraine is on the brink of famine. the united nations office with the coronation of humanitarian affairs warns that there are concrete indications that famine will occur later this year in the southern bay region of the country. thousands are dying in historic route made worse by the effects of the war in ukraine.

we are grateful that the black sea initiative continues exports from ukraine. that's august, 100 ships have left ukrainian ports, carrying over 2,300,000 across three continents including 30% to low and lower middle income countries. the food program has charted three vessels to transport wheat from ukraine in support of its humanitarian operations. thanks in part to the black sea rain initiative, world food commodity crisis -- prices are coming down though they remain elevated. to be sure that food reaches all in need, russian fertilizers and food products must reach foreign markets. the u.n. continues its efforts to facilitate access to these products which are not under international sanction to world markets.

mr. president, though power plants remains a concern. the council heard briefings yesterday from the secretary-general and the director general of the international atomic agency regarding the dangers of continued military activity at the lance. -- at the plants. as the secretary general said yesterday we welcome the iaea mission to de-escalate the situation at zaporizhzhia. the iaea report has recommendations to further de-escalate the plant including , our proposal to create the nuclear safety and protection to ensure the safety of the operating staff and maintain physical integrity of the plants. as an immediate step, i reiterate the secretary-general 's urgent skull of a succession

of military activity in and around the plant. demilitarization is the only answer to ensure the safety of this facility. mr. president the fact-finding mission is set to deploy in the coming days to look into the incident on 29 july that led to the death of 53 ukrainian prisoners of war. between 75 and 130 more were injured. the head of the mission, attorney general carlos alberto is accompanied by an experienced team of senior officials and experts. the mission must be able to conduct its work without any interference and have safe, secure and unfettered access to people, places and evidence. i want to thank ukraine and russia for their constructive approach in preparations. we count on their continued support.

at my last briefing, i stressed concern of prisoners of war on both sides. i want to reiterate that the international committee of the red cross and the u.n. human rights monitoring mission in ukraine must have unimpeded access to all individuals attained in relations to the ongoing war. this access includes physical access to places of ukrainian prisoners of war. and civilian detainees in the russian federation. both sides of the conflict must fully abide with their obligations under international law. i welcome the party's continued engagement to prison exchanges. just last friday 14 prisoners were exchanged in this region. mr. president the persistent allegations of force to placement, deportation and so-called filtration camps run by the russian federation and affiliated local forces are

extremely disturbing. such reports must be investigated with the cooperation of authorities. the sin secretary-general to provide a more -- the assistant secretary-general will provide more information. we have repeatedly discussed in this chamber how the war in ukraine is devastating that country and endangering regional and global stability. as you heard from the secretary-general yesterday last week, the conference of the parties to the treaty on the nonproliferation of new weapons cannot produce substantive outcome after consensus was blocked after issues related to the war. the failures only the latest example of how the conflict has affected international relations and cooperation. the longer it continues, the greater the risk it poses to international peace and security.

you send ukraine, peace founded on respect for the u.n. charter and international law. all wars are tragic. but none more than wars of choice, thank you mr. president. >> the attack by the federation by ukraine which began on february 2022 has resulted in mass force of civilians in ukraine. people are internally displaced a forced many people to flee their home. human rights

by the russian federation orti controlled by armed groups have also called people to flee. these conditions led to a situation which those fling danger often felt compelled to evacuate in whichever direction was possible come irrespective of their preferences. a significant number of cases from civilians who were displaced to the russian federation including about a dozen cases were members of the russian armed forces and affiliated armed groups ordered civilians in mariuopol, and brought them into territory in ukraine under their control or to the russian federation. once displaced in the territories of the russian federation, and the cases documented, civilians have had limited movement. many ukrainians have chosen to travel onward to other countries or to return to ukraine.

however, those who chose to return to ukraine were not provided with financial resources or other support to do so. for those who have been taken to remote regions of the russian federation, the cost of return have been particularly prohibited. in situations where a person has been ordered by the occupying power to evacuate for their own safety or for imperative military reasons, those who wish to return must be brought back to their homes as soon as hostilities have ceased. there have been incredible allegations of a forced transfers of unaccompanied children to russian occupied territory or to the russian federation itself. we are concerned that the russian authorities have adopted a simplified procedure to grant russian citizenship to children without parental care and that these children will be eligible for adoption by russian families. under article 50 of the fourth

geneva convention, the russian federation prohibited from taking these children's personal status including nationality. moreover, we are particularly concerned that the announced plans of the russian authority to have the movement from ukraine at two families in the russian federation did not appear to include for family reunification or in other ways to ensure respect for the principle of the best interest of the child. mr. president, our office has verified that russian armed forces and affiliated armed groups reject civilians for filtration, system of security checks and personal data collection. individuals subjected to filtration include those leaving areas of ongoing those residing in territories controlled by russian armed forces and affiliation on -- armed groups. although security checks are not

prohibited under international humanitarian law, we are concerned that such checks and attention that may follow that place outside an equal framework and do not respect the principal of necessity and proportionality. it has resulted according to credible reports received by oh hr in numerous human rights violations including of the right to liberty, security of persons and privacy. in cases that our office has documented it during filtration, russian armed forces have suggested -- subjected persons to body searches, forcing nudity and interrogations of a personal background, family ties, political views and allegiances of individuals. the examined person's belongings including mobile devices and data, pictures and fingerprints.

in some cases those awaiting filtration spend the night in vehicles, unequipped or an overcrowded premises, sometimes without adequate access to food, water and sanitation. there are particular concerns that women and girls are at risk of sexual abuse during these procedures. if documented that men and women perceived as having ties with ukrainian armed forces or state institutions or as having pro ukrainian or anti-russian views were subjected to arbitrary detention, torture, ill-treatment and disappearance. they were transferred to the now infamous colony and pretrial detention centers. where they were interrogated and sometimes tortured to extract so-called confessions of their active cooperation with the government of ukraine.

some detainees were released after one or two months, while others remain detained as of today, with no or little information for their families about their whereabouts and fates. our focus has been seeking access to individuals attained after failing to pass filtration and to those who reportedly as filtration but were detained, to a center for evacuees in the donetsk region close to the russian federation. and has not been granted access to these individuals and concern ed they may be subjected to torture or ill-treatment while being held. mr. president, forced displacement entails great risk for civilians. it is not only gravely impacting their lives, dignity and health, but also negatively impacts their socioeconomic rights.

we have documented a significant deterioration and access to adequate housing, social security and livelihood opportunity for displaced persons, in particular for people and groups in vulnerable situations including persons with disabilities, and older persons. many of them are staying for prolonged periods of time in degrading conditions and ill-equipped shelters. we also have concern that the deterioration of the economic situation, mass displacement and the destruction of social ties has high numbers of sexual trafficking for women's -- women and girls. we are closely monitoring the situation in ukraine and the broader region, paying particular attention to groups in vulnerable situations and at higher risk of human rights violations, including trafficking. risks of trafficking can also

arise in later phases when people have exhausted their savings or when states reduce their protection or social assistance. proceeding states should put in place systemic -- systematic protection and security measures such as gender-based values with prevention, reporting and services for survivors of violence, including trafficking and other forms of exploitation. members of the council, we urge the russian federation to grant unimpeded and confidential access to our office and other independent international monitors to all places of detention of their control, notably to places where people who underwent filtration are being detained. the russian federation is also called upon to provide representatives of the international human rights and organizations with unhindered, timely and safe access to persons from conflict affected

areas of ukraine that are now in the russian federation or in areas of ukraine occupied by the russian federation. lastly, we urge the international community to continue to support citizens and residents of ukraine who have the flee their homes. thank you, mr. president. >> i thank you for your briefing. we can't hear you. >> [speaking foreign language] >> you might need to press a button, we cannot hear you, your

microphone is muted. >> mr. president, members of the council. during the six months of the full-scale russian invasion of ukraine, civil liberties, the partners from the initiative which is the coalition of ukrainian human rights ngos has documented over 17,000 times of potential international crimes committed by the russian army in ukraine. initiative contains information around 30 different types of crimes including damage of civilian objects, death and injuries because of schelling's, weapons causing severe injuries, damage to buildings dedicated to education and the disappearance of persons and occupied. willful killing of civilians in

the prevention of liberty of civilians. it often takes place during filtration, which include -- which russia has been implementing during the last eight years as a monetary -- monitoring of civil liberties. russia has scaled this experience. temporarily occupied territories of ukraine with the full-scale invasion of february this year. just to give you a taste of what this process looks like for ukrainians today, here are some of the stories of those who passed through filtration and were brave enough to share the story. some names are changed for security reasons. this man testified that he was interrogated by the russian military and russia control forces it when they found out his wife ashley called her

fascist and attempted to take away their child for -- called her a fascist and attempted to take away their child. russian the attained occupied territory. they decided they would rather kill themselves then giveaway the child, however russians were interested in the professional skills. they continued interrogations by asking questions about defenders of mariupol. he did not belong to the ukrainian military, they started kicking him in the groin and connected electricity to his neck. when he recovered after the electric shock he started , coughing. it turned out that it was his dental fillings. they fell out during his torture. lying on the floor, there was blood but not his. those there before him.

the russians got him and pointed to the long -- log not far from the handcuffs. it was all covered with blood with pieces of white, resembling fragments of bone. the man was only saved by the russian military officers who wanted that dashing to work with him. ash that wanted to work with him. the whole family managed to escape to europe. another stories of -- another stories of a 21-year-old, who speaks about his real name because he has nothing to lose anymore, father was shot by a russian folder -- soldier. after hiding in the basement for weeks, he was taken with his 80-year-old grandmother who has cancer to go through the filtration twice.

first to donetsk, and to the russian border. he was interrogated of the former ukrainian military, he was a russian wearing civilian wells. he was also asked to refuse the ukrainian passport but he denied in cap the passport. as soon as it was possible, he was out of russian made his way to turkey and then to germany. another stories of a 17-year-old mission. his entire family went through the similar humiliating procedure. the only difference is that she was also sexually harassed during the interrogation and avoided violence because russian soldiers did not find her pretty enough. maybe the next one will be prettier, they said to her. while her father had to go through all the steps of the humiliation procedure only because he had his own before the filtration.

that, russians did not like. those who have passed through filtration can be detained, from their they may go to the centers in the occupied areas of russia. you can imagine from the survivors, of 16-year-old who was detained when attempting to leave. yet to leave -- live in the prison cell with no working toilets and almost daily he would hear the torture, and then was forced to clean the torture room of blood. in case, when these people get out, while many like those that detained in crimea, and been

captured in detention centers since april 2022. all this time his relatives have not had the opportunity to speak to him him a learn his condition or get contacted all. some civilian hostages are being tortured to admit they have relation to ukrainian military. like from the testimonies provided by b survivor -- the survivor who was a hostage on the 25th of march in the zaporizhzhia region. that the detention center in russia. he and other hostages were beaten on the hands, legs, tortured, forced to crawl on the floor, with no medical assistance provided at all. some of these tortures, he testified, were aiming to for civilians to admit they have relations to the ukrainian army. these hostages, russia needed to prepare and to exchange.

it is not that rare that in testimonies from those who pass filtration, that information those failing to pass filtration were killed. at a light image there are mass graves close to filtration camps which might mean that some might be killed or tortured to death. all of these people who went their so-called filtration procedures find themselves in the position of civilian hostages. humiliated, kept in inhumane conditions with no access to humanitarian needs, no access to medical care, being tortured and witnessing the torture of others. they have no legal status because according to the international law, they can't get help in rush at all. that is not all the hostages on

occupied territory. when the air being kidnapped, taken from their homes. they disappeared from the occupied territories until we find out there being detained in one of many detention centers. these are just not we are seeing all cases. alone, one human rights organization has received information about at least 600 cases. often from relatives of these ukrainians being detained. moreover based on the information collected by the ash in the previous -- in the previous eight years, it has not started in since the full-scale invasion of ukraine in february but instead russia has been practicing this in occupied territory since the first letter invasion of ukraine in 2014. then at scaled this experience

to all temporary occupied citizens of ukraine. dozens, hundreds to thousands of ukrainians are kept in filtration camps or detention centers on territories occupied by russia which has developed into an organized system of facilities covered in recent reports by observers, which in many instances -- russia has established lawlessness on the occupied territories. by declaring this occupied territory independent, russian government attempts to lift responsibility from itself to monstrous atrocities that are being committed there. there occupied by russia which is, responsible of the occupying power to adhere to the international law.

instead, russia political military leadership is neglecting, ignoring be provisions of international law, completely irving the purpose of its propaganda and basically doing whatever they want -- serving the purpose of its propaganda and basically doing whatever they want. russia has always got away with it. that is why russia has to be stopped. russia will not be brought to justice, otherwise these atrocities will continue and hundreds of thousands of military civilians will continue to suffer, as russia will continue to do whatever it wants and invade countries whenever it wants. if russia is not stopped, how do you know russia will not come to your country to liberated first. that is why we call on the

council to create effective mechanisms monitoring russia's compliance with the laws of international war. namely, termination of the legal determination of ukrainian citizens who have not passed filtration. physical violence, threats, humiliation. provisional and comprehensive information on filtration and send a state of help to the detained person

no one has been allowed to review those camps, which to us are black holes of human rights where ukrainians faced torture. those that pass through the camps have reported humiliation, verbal abuse and physical torture which ranges from electric shock and face russian affiliates have forced the transfer of ukrainians -- in russia or the russian federation. madame curie just confirmed transfer of adults and children. data has been collected, including fingerprints. further, further, based on

the full geneva convention. the russian federation is a party to all these instruments and it violates them just like it does with everything else at will. we call international organizations, independent agencies and encourage ukraine and others to collect documentation available of the need to use in the accountability process. violation of international law will not remaine unpunished and crimes committed in ukraine will huntru those responsible until e last days. mr. president, does a lot that is come into the open but -- about these unlawful policies of ukraine but what we may know may only be the tip of the iceberg. there is certainly significantly much more we don't know and this is the biggest story in the bigger worry. this is why if russia has nothing to hide as they claim, it should enable immediate and unrestricted access to the u.n.

bodies, the ohchr in the first place but alsoo to international actors include the so-called filtration centers and the forced deportation -- in russia where the civilians, ukraine civilians are being filtered, interrogated, humiliated, denied the rights and unlawfully detained. will russia do that? i thank you. imagine for a moment you are a parent in mariupol. you and your partner are young and healthy. you have a 10-year-old son and and a two-year-old daughter. you're happy. you are not particularly political but you love your life in ukraine. and suddenly a russia invades. russian forces bonior schools and hospitals. they destroy your peaceful city. still, you have done the best to keep yourpe family safe. you huddled in shelters. you triedup to survive, and one day you and your family are trying to scrounge up some food and your stop on the streets by russian forces. you are escorted against your will to a center to undergo filtration. you are terrified about what happens next because your grandmother told you stories of her friendsds and neighbors

disappearing under thehe soviet union. and even what russia did to its own citizens during the war in chechnya. you are separated from your partner and your children, your personal biometric information is recorded. your ukrainian driver's license and passports are confiscated. your cell phone is searched for perceived anti-russian messages. you are stripped of your clothes. your interrogated. you are beaten. you hear gunfire and screams from rooms next door. others deemed more threatening are being tortured and killed. because you are of fighting age you are asked to fight for russia. when you refuse you are given a russian passport and sent deep into russia against your will, far away from your family and with no means to communicate with anyone you know or love. you havesa been filtered.

this is the picture that many credible reports from diverse sources present of the so-called filtration operations that russia has set up in ukraine. we now havee eyewitness testimoy from victims and increasingly detailed recordings from groups such as human rights watch, the organization for security and cooperation in europe, the yale school of public health, humanitarian research lab, , and you have heard two of our briefers today share this information. even the russian state managed task- news agency has reportedn the many ukrainians that a been relocated to russia. and these filtration locations, russian authorities or proxies search, interrogated, colors and reported sometimes torture

subjects. butt these horrors are not limited to the centers that have been set up. filtration may also occur o at checkpoints, routine traffic stops, or on the streets. in an interview conducted by human rights watch, a man from mariupol said he and dozens of mariupol residence were forced to stay inna a schoolhouse underfill the conditions, and thats, was before they even were taken to undergo filtration. he said many got sick. he said, quote, we felt like hostages. these operations aimed to identify individuals russia deems insufficiently compliant are compatible to its control. and there's mounting and credible evidence that those considered threatening to russian control because of perceived pro-ukrainian leanings are disappeared or further

detain. one eyewitness said that she overheard a russian soldier say, i shot at least ten people who had not passed filtration. estimates from a m variety of sources, including the russian government, indicate that russian authorities have interrogated, detained, forcibly deported between 900,000, and 1.6 million ukrainian citizens from their homes to russia, often isolated regions in the far east. and i want to be clear. the united statess has information that officials from russia's presidential administration are overseeing and coordinating these filtration operations. and we are further aware that russian presidential administration officials are providing lists of ukrainians to be tie targeted for filtration

and receiving reports on the scope and the progress of operations. filtered, the word does not begin to convey the horror and the depravity of these i premeditated policies. just look at how russia is treating ukrainian children. estimates indicate that thousands of children have been subject to filtration, some separated from their familieson and taken from orphanages before being put up for adoption in russia. the united states has information that overr the coure a loan more than 1800 children were transferred from russian controlled areas of ukraine to russia. of course i need not remind this council that the forcible transfer of deportation of protected persons from occupied territories to the territory of the occupier is a grave breach of the fourth geneva convention

under the protection of civilian and constitutes a war crime. we should take a moment to consider the fate w of those who do not passed filtration. the evidence, evidence is growing every day that thousands of ukrainians deemed threatening due to their potential affiliation with the ukrainian army, territorial defense forces, media government and civil society groups are reportedly being detained, or simply disappearing. ..

>> why are they systematically cataloging ukrainians coming through the system? why is russia appointing officials in occupied areas in educational, curriculum in schools and trying to get ro ukrainian positions to apply for russian passports? why are russian forces in proxy to erase the living memory ofukraine ? the reason is simple. to prepare for an attempted annexation. the goal is tochange sentiments by force . to provide a fraudulent veneer of legitimacy for the russian occupation, and eventual purported annexation of even more ukrainian territory. this effort to fabricate these facts on the ground is the predicate to sham referenda. it is part of the russian playbook for ukraine that we've been warning councilmembers about since even the beginning of the war . these referenda will attempt

to create a false semblance of legality and public support so russia feels it can annex her son and other regions of ukraine f. of course we will never recognize any effort by russia to change ukraine's borders by force. we must hold the perpetrators of these atrocities account. we must respond as an international community, and international community that still respects the un charter . we know what russia will say about all of this. they will deny, deny, deny but there's a simple way to know if any of this is true . let the united nations in. give the independent observers access. give ngos access. allow humanitarian access. let the world see what is going on.

as security council members are here to promote international peace and security and uphold the un charter. at a minimum i hope each of us here today acknowledges that all persons subject to filtration need access to un and humanitarian agencies as soon as possible so that we can verify their well-being as we heard today from ohc, chr. until russia provides that access , we will have to rely on the evidence we have accumulated and the brave testimony of survivors. the picture they paint alongside the mounting reports is chilling. colleagues, there will come a day when we are gathered in this council to condemn russia's federations attempt to annex more of ukraine's territory. and i will ask that you remember what you've heard here today.

systematically detaining, processing l and deporting ukrainian men, women and children. with chilling echoes from european history. as we heard, civilians reportedly face interrogation , body searches, stripping, invasive data collection, ill-treatment and torture while passing through filtration. those who are deemed most threatening are reportedly held indefinitely in detention centers while others including unaccompanied children are forcibly deported to russia. some simply disappear.

so we call on the russian federation to allow the un and other relevant international organizations immediate, full and unhindered access to those held in filtration camps and detention centers and for these reports to be fully investigated to ensure that those responsible can be held to account. we are concerned to that russia may be using force deportations and displacement in an attempt forcibly to change the demographic makeup of parts of ukraine. what does this tell us about russia's war?

first, it tells us about their method and their disregard for the rules that we agreed and observed here at the un. the collective rules that bind us together. russia acts as if the charter and international humanitarian law do not apply to them. second, it confirms that this is not just an attempt to destroy ukraine's democracy but also ukrainian identity and culture. alleged the notification is a cover for the ukrainian edition and annexation. finally, it confirms what has

president. the unresolved ukrainian crisis and the worsening humanitarian situation has s inflicted a heavy toll on the people. it is worrying that the conflict shows no sign of stopping with a long winter approaching. ukraine and neighboring countries are facing new challenges on an enormous scale. we must therefore step up our actions to make even greater efforts for peace and go all out to avoid further deterioration of the humanitarian situation. as the principal under any circumstance protection of civilians and civilian infrastructure should never be targeted. the protection of civilians must come first.

their presentations. we are witnessing today the debilitating impact of conflict on humanitarian situations across global landscapes in afghanistan, yemen, mali, sudan and ukraine. the report paints a distressing picture of civilian posturing over 11,000 civilian casualties in various conflicts in 2021 with over 45 percent of these being in our neighborhood in afghanistan alone. more than 140 million people are leaving under conflict in his conduct, 84 million people being forcibly displaced with women and children forming the large majority of rainternally displaced persons. it is a matter of concern that parties to armed conflicts seem to view the civilian population and civilian infrastructure as legitimate targets. vulnerable groups e including women, children and minorities as well as indispensable civilian infrastructure, hospitals and irreplaceable cultural heritage have been among the

displaced. although some ukrainian have clawed back into ukrainian territory the numbers are still in comparison to those who are compelled to leave their homes on a daily basis . the situation which has been infamously described as the world's largest and fastest humanitarian crisis since the second world war is alarming and calls for urgent and concerted international action to help end the war that has become the driving forcebehind the mass displacement of persons from ukraine . donna is concerned that women and children are the most affected by the war and the councils greatest portion of displaced persons. naturally many of these women are pregnant, have children suffer some form of disability . this council has also in previous meetings received information about human rights abuses including

sexual violence suffered by the displaced women and children of ukraine. we are disheartened by the realization that many of those who have been displaced will not be able to return to their homes and the lives they once lived as a result of extensive damage and destruction caused to several cities and residential facilities across ukraine. despite the grim outlook we note the essential support and humanitarian humanitarian assistance being offered by the united nations and humanitarian agencies as well as civil society. we also commend those neighboring countries that continue to receive people into their territory and provide them with immediate assistance for suspending their own services. these countries must get additional support where

possible for enhancing their capacity and ensure that adequate protections and assistance are extended. we recommend humanitarian assistance for displaced persons should include social services to help those who have been traumatized by the experience of the war. children must also be protected and have their best interests prioritized at all times. mister president, donna condemns all acts of human rights abuse against civilians including the reported cases of other acts which could possibly amount to more crimes. this administrations actions are inhumane and constitute violations ofhumanitarian law and human rights law . in this pain we call for an impartial and independent investigation and allegations

persons with disabilities. the 2.7 million persons with disabilities in ukraine have very limited access to emergency information to shelter. or support networks. this is a group that is facing serious difficulties in accessing services that will allow them ssto address urgent conditions or pre-existing illnesses that are not being cared for. president, mexico calls for all necessary measures to be taken to ensure that any displaced civilian has safe shelter, food and health

services. in light of the information that has beenprovided , they are immune to the security council on the so-called filtration processes. we believe that it is crucial for the un to have access to these flights without restriction. so that they can objectively and rigorously complement relevant information. i conclude by reiterating that the only way to resolve all of these deplorable circumstances prevailing on the ground will not be with concessions that we had until now and we have currently. the only way will be by reaching an immediate cessation of hostilities. to that end, it's urgent to

we have welcomed the resumption of agricultural exports in the last month from ukraine as a result of the black sea grain initiative, but it is key that grain continues to reach those in need, not just those able to pay. at the same time, we hope for swift progress in getting russian fertilizer out to the global markets as well, crucial for next year's harvest, and to avoid the further deterioration of the current food crisis. it will not only contribute to addressing the real needs of millions around the world, it may also create momentum for other tangible agreements to address the conflict. mr. president, we continue to listen to the mounting costs of the war, and lack of wars, the human cost will only worsen with every day that passes. what is needed now are ideas and the political will to make them a reality. we saw this six weeks away in a small way in istanbul, and we must see it again, a cessation of hostilities would be the

the number of people fleeing since the beginning of hostilities is more than 7 million and these include women, children, older persons, vulnerable people. we have repeated this at every council meeting and we repeated today with the same statements. civilians are paying too high a price well at the same time, their protection is guaranteed by international legal instruments, including the geneva convention. the likud party's must abide by these. mr. president, six months after the beginning of the war, while public opinion is awaiting specific proposals from this council for an end to the conflict, it is quite clear the

reportedly also affected by such inhumane treatment. under such a serious subject, and land and impartial inquiries must be conducted to establish the facts. mr. president, protecting civilians from the ravages of war is one of the main tasks of this council. all of the mechanisms of the multilateral system must be activated to avoid adding inhumanity to the horror of war. my country will be unswerving in its support for the pursuit of peace and we will stand alongside those who propose alternatives to the deafening sound of bombs, and artillery strikes, and shelling.

i urge the party to cooperate with the u.n. and its specialized agencies to ensure civilian production in ukraine and beyond. ukrainian workers -- humanitarian workers must have access to those areas and people in need of some art. we also urge the belligerents to engage in good faith negotiations to bring an end to the war and reach peaceful coexistence. i will come in this regard the ongoing negotiations between the parties on prisoner exchange. at the same time we welcome the agreement that enabled the export of grain from ukrainian ports. these are agreements of hope and we hope to get others. i reiterate my country's appeal

to all parties to bring an end to the hostilities, and to silence the arms. this is the only way to avoid adding further to the humanitarian cost of this war. thank you. >> i thank the representative of gabon for her statement. i shall now make a statement in my capacity as the representative of france. >> i thank the briefers for their briefings. the war of aggression waged by russia for six months in violation of all the principles of international law and the charter is having intolerable consequences for the civilian population. they decided to attack ukraine, russia was aware of the suffering that would entail.

while the consequences of this illegal and unjustified war are being felt all around the world, the ukrainian population is paying the highest price, and i once again would like to express to the ukrainian population of full solidarity and we hail their courage in defense of their country. we are profoundly worried about the forced transfers of civilians toward occupied areas or towards russia. such acts were documented very different in bodies. it was reported that ukrainian civilians including children have been transferred by force towards occupied areas or towards russia while they were simply seeking to flee the hostility. russian authorities reportedly have also subjected ukrainian civilians to horrible, inhumane

conditions and filtration processes. all light must be shed on the extremely serious act which, if proven to be true, could represent war crimes and crimes against humanity. since the beginning of the war of aggression launched by russia, we continue to receive stories of grave violations of humanitarian law and human rights law. i say it again, the crimes committed in ukraine are as a whole the subject of rigorous documentation, evidence-gathering, and criminal analysis -- criminal law analysis, which will be done by the court. the perpetrators of these acts must be held accountable. the work of the international criminal court and the

assistant secretary general mrs. brands kehris and mrs. drik for their presentations. the horrific effects on human suffering from the russian occupiers brought to our attention again proved that the only option to end this war is to hold the aggressors accountable for their criminal actions. criminal. the huge records of crimes in the territories of ukraine and the criminal background of many russian soldiers recruited recently for the war gift ukraine. the story of the? or is on of the many highlights. the level of degradation of russian armed forces. in 2013, this person was the leader of a gang, sentenced to 25 years in prison for killing five people in armed assaults.

according to data, nearly 2.5 million ukrainians including 38,000 children have been transferred from southern and eastern regions of ukraine. russia simply waits for the -- leaves the population of occupied areas no further choice but to go to occupied territory or occupied crimea. russia is the biggest recipient of forceful deportations of ukrainians. as part of the deportation, russia detained refugees in so-called filtration camps. these extralegal facilities have been widely used by russia to terrorize the civilian publishing under the pretext of identifying dangerous persons. in reality, those whom the occupiers suspect of disloyalty because of their political views

only about 16,000 deported citizens were able to return to ukraine. according to their accounts, most of those transferred to the russian federation have no travel documents. this makes thousands of people wishing to return back home literally trapped in russia. mr. president, it is back-to-school time in most other states. regrettably, this school year in ukraine has started in the backdrop of bombings and shillings. since the beginning of the injured, russian forces have damaged 2,177 educational institutions, leaving 280 four totally destroyed. due to the security threats, only 56% of educational institutions are prepared to provide in-person learning for the students. primarily the concern is that russia's attempt to expand its practices of “russification” of

continues contributed to averting the global food crisis and fulfilling in good faith its obligations for the grain export initiative. as of now, more than 90 ships have been sent from the ukrainian ports, and in general, more than 2 million tons of food have already been exported from ukrainian ports. as long as russia is able to continue its aggression against ukraine on land and sea, the global security threats and food crisis will remain fragile. distinguished colleagues, such modern people's have to be disarmed fully in order to prevent the repetition of violence and bloodshed. people believe that it would be possible to avoid the repetition of terrible crimes in such a cruel world. but a similar warning happened again for millions of ukrainians

territories of origin, and their full freedom of movement towards third countries. italy believes that the effective evacuation mechanism established in mariupol, thanks to the coordination efforts of the united nations and icrc, is a clear example of how international humanitarian law cannot be left only to the voluntary compliance of armed and non-armed groups. it should be replicated to end the heinous filtration system. let me conclude by pointing out that we must also be sure that these crimes will not happen again. it -- italy highlights the urge to guarantee accountability for the perpetrators of such severe breaches of international humanitarian law and affirms its full support for the work of independent investigations to avoid any form of impunity and supports the further strengthening of the existing

choice that we just heard from the ukrainian representative, with no choice at all, to leave ukraine for russia or not to leave it all. as was already signaled by the ukrainian administration and further confirmed by the recent human rights watch report, forced transfers of civilians from the donetsk and luhansk regions, and the city of mariupol into the territory of the russian federation have been conducted by russians, or russian-affiliated troops and officials. mr. chair, we express our great concern about the deportation of civilians to russia. we are deeply worried by the establishment of so-called filtration centers for the evacuated. the accounts of those subjected to forced transfers are horrifying. these practices bring to mind the stalinist method. we have to assume they might have been premeditated.

these practices constitute another attempt by the kremlin to eliminate ukrainian people physically and to destroy their distinct identity and the kremlin will never succeed in that, of course. information about ukrainian children transferred to russia is particularly disturbing. such actions constitute a violation of the u.n. geneva conventions and the conventions of the rights of the child. protection of the most vulnerable and defense of the victims of war remains our priority and recall on the international community to hold the perpetrators accountable and protect the ukrainian children's rights to identity including their nationality, without a full interference. mr. chair, forced transfers. another element of the long list of serious violations by the russian federation that amount to war crimes and even crimes against humanity. it is all the more deplorable that the russian federation

presents ukrainians not as refugees or migrants from 20 or in part victims of russian violations of international law. for this reason, accountability for human rights law should remain our priority. we call for bringing of the perpetrators to justice. we continue to support the work of fact-finding investigations by the relevant international organizations to examine these violations. we have supported the establishment of the dedicated human rights council inquiry and we are part of the group or organization, for the security and cooperation of europe, which has a mechanism to examine panel relations of international law caused by the russian federation. mr. president, we urge the russian federation to stop its war of choice.

deplorable and immoral, it may also constitute war crimes and crimes against humanity. mr. president, according to those reports, during the process of filtration, citizens of ukraine are subject to compulsive security screening, collection of civilians' biometric data conducting body , searches and questioning them about political views. this process, violating multiple human rights, is moreover conducted in inhumane conditions. there is also serious information that individuals failing the filtration process are detained and the whereabouts of some of those detained remains unknown. in this regard, there are serious grounds for concern that these individuals are at particular risk of torture andl.

injured civilians is growing every day, since new crimes against civilians are discovered and new attacks on civilians are executed regularly by the russian military. mr. president, we call on russia to immediately stop violating international humanitarian law and human rights of the full ukraine. we strongly condemn the conscription of russian armed forces in the russian armed forces, citizens of ukraine who live in the temporary ok right territories. we strongly condemn the deportation of ukrainian civilians to russia, forcibly transferring of children, illegal adoption of ukrainian children, as well as adoption of civilians -- abduction of civilians including journalists, democratically elected representatives and activists. according to various nongovernmental and international organization reports, russia has forcibly transferred 1.7 million ukrainians to russia including

, over 240,000 children. russia's forces have set up almost 20 so-called filtration camps in temporarily-controlled ukrainian territory. ukrainians who have endured these camps have reported treatments ranging from humiliation to verbal abuse and physical torture, including strip searches, confiscation, and searches through electronic devices, use of electric shock and even staged mock executions of detainees. such vulnerable groups as women, children, orphans and elderly have suffered the most. there is clear and undeniable evidence that russia is deporting ukrainian civilians. even russia itself has admitted to possibly transferring ukrainian civilians. in may, a russian official acknowledged that 1,426,979 people, of which over 200,000
