tv   White House Press Secretary Briefs Reporters  CSPAN  May 19, 2025 9:10am-9:43am EDT

9:10 am
thank you. i'd like to start by highlighting a few projects in the great state of alabama and want to thank you for talking with me-- >> we're going to leave this to take you live to the white house. >> but in particular one of my very top priorities is i-10 mobile bay river bridge project. it's a significant investment and it is critical to helping the state bring this to fruition, to be able to partner, obviously, with the federal government. as you know, the mobile river bridge is a critical piece of transportation infrastructure not just for the state of alabama, not just for the region, but literally the entire nation. it connects from california to florida you didn't get there without coming right across this bridge and so whether it's moving people or moving commerce, it is a primary transportation artery that we must take a look at and we've got to upgrade. so, obviously, we've made a lot
9:11 am
of progress in this area, but the one thing that we are waiting on is the loan for the project and i want to stress how-- . we're going to leave this to take you live to the white house where press second karoline leavitt is speaking to reporters. >> and back in washington. this afternoon in the rose garden, president trump alongside first lady melania trump will sign the take it down act. first lady melania was involved in this act. holding internet platforms removing images and allow justice and going after those who publish nonconsensual explicit images online. the first lady met with the house and senate and survivors
9:12 am
and families and advocates throughout the project to get this bill across the finish line. we are grateful for the first lady's hard work and dedication to this issue and moving forward, she will continue to champion the well-being of our nation's children through her be best agenda. i know the president looks forward to signing that bill into law later this afternoon. we will see you all there. the other news, one big beautiful bill passed the house committee towards passage. it represents once in a generation opportunity to make america great and and the president's landslide victory november 5th. the bill is the reason why the republicans have the majority in congress and what voters sent republicans to washington to accomplish. that's why it's essential every republican in the house and
9:13 am
senate unites behind president trump and passes this popular and essential legislative package. this bill will be the singlemost pro small business, pro family and pro american worker legislation ever. this bill will give americans the largest tax cuts in our nation's history. when republicans pass the bill americans will be keeping more of their hard-earned money and taking home much bigger paychecks. the one big beautiful bill will deliver some of president trump's central campaign promises, no tax on tips for our hard working waiters, waitresses and service workers. no tax on overtime for our law enforcement officers, our firefighters and all those americans who are putting in extra hours to make ends meet. and a large tax deduction on interest payments for americans who purchase american made cars. despite desperate democrat lies, the biggest beneficiary of the tax cuts will be working
9:14 am
americans and their families. earning between 30,000 and $80,000 per year will pay about 15% less in taxes after this legislation is passed. and according to a brand new paper from the white house council of economic advisors, the average family with two children take home pay will be up to $13,000 higher because of the increase in wages and reductions in tax obligations. the cea study said the average overtime worker received a tax cut of roughly $2,000. again, this is great news for our nurses, our police officers, and all of those who work overtime to make ends meet across our country. put simply, president trump's one big beautiful bill will be a boon for working class america. this one big beautiful bill is pro family, increase the child tax credit to $2500 per child, establish optional savings account for newborn babies with
9:15 am
$1,000 credit added and strengthen family leave. and historic tax relief to seniors low and middle income social security recipients deduct additional $4,000 in payments from their taxable income. if democrats get their way and the trump tax cuts are not extended, americans will face the largest tax hike in history to the tune of $4 trillion. republicans must not side with democrats in helping them raise taxes. the one big beautiful bill also provides critical protections of medicaid which will strengthen and preserve the program for decades to come for common sense efforts to eliminate waste, fraud and abuse. medicaid will no longer be used to pay for barbaric mutilation on children and and those
9:16 am
protecting he medicaid benefits for children disabled and most vulnerable in our society and that's what democrats are angry about. medicaid that will stop the instant and illegals, and the president secured the border in record time using executive authority now congress needs to act. the one big beautiful bill is the most significant investment in our nation's border patrol and law enforcement agents in our nation's history. the bill ensures that president trump's popular and successful border security measures are made permanent. republicans have the backs of border patrol and ice agents who are put through hell over the past four years and have quickly worked to secure our southern border. and that's why this bill gives them more resources to do their
9:17 am
jobs, including a $10,000 much needed bonus to ice agents and border patrol agents over the next four years. to provide those brave agents with desperately needed agents on the ground the bill allows for the hiring of thousands of new ice personnel, customs officers and border patrol agents. and these will empower president trump to continue delivering on his promise to carry out the largest in the country. the promise that republicans made to american voters, a promise that republicans on capitol hill need to keep to secure our border. the bill will fund the completion of president trump's signature border wall. as a result, 701 miles of primary wall, 900 walls of river barrier, 629 miles of secondary barriers, a 141 miles of vehicle and pedestrian barriers will be constructed when this bill passes along with cutting edge technology to
9:18 am
secure our homeland from dangerous illegal aliens invaders. this bill advances our national security and defense interests, by ensuring the united states military has the necessary resources to rae remain the strongest and lethal fighting force in the world. provide resources for the construction of president trump's golden dome to safeguard americans from potential tax, give the coast guard resources to build more modernized ships and air force resources to acquire better planes. if all of those incredible things were not enough, the big beautiful bill also finally modernizes air traffic control in america, a bipartisan issue. the bill will allow president trump to deliver on his promise to overhaul and update our air traffic control systems to keep americans flying as safe and efficiently as possible. the previous administration failed to act and do this themselves despite repeated warnings from the gao resulted in unacceptable delays for airports like newark, that the
9:19 am
trump administration is trying hard to address. when the one big beautiful bill passes, we will replace the antiquated system and f.a.a. will reduce delays and power the future of air travel in the united states. that's just some of what this historic legislation will accomplish. it is absolutely essential that republicans unite behind the one big beautiful bill and deliver on president trump's agenda. there is no time to waste. americans gave republicans a once in a generation opportunity to course correct our country over many wrongs over the past four years. and americans are counting on republicans to work as hard as president trump is in this white house every day on capitol hill. send this legislation to his desk as soon as possible for his signature. here in our media seat we have liam cosgrove. kick us off. >> the first question on foreign policy. >> the president made several
9:20 am
moves on multiple infantries, talking with iran and talking with putin. biden didn't talk to putin for the entire span of the war, which is crazy considering two nuclear powers were engaged in a proxy war i admire the moves by the current president, i'll be honest, however, as of today we're still funding both israel's and ukraine's war. can americans expect to finally be done financing foreign wars at some point? would this be considered one of the president's goals. >> well, i think i can summarize the president's foreign policy agenda with two words. america first, that means putting the american people and the american taxpayer first and why the president is moving as quickly as he possibly can and working overtime to end these conflicts in both israel and in gaza and also the russia-ukraine war. as you all know, the president will be speaking with putin at 10:00. he plans to call president zelenskyy when that call concludes. i spoke to the president about that call at 10:00. i don't want to get ahead of
9:21 am
those very important conversations, but of course, you will hear directly from the president or me after those calls conclude today. so you can expect that. as for israel and gaza, the president continues to not only himself, but his national security team engage in talks on both sides of this conflict. the president made it very clear to hamas that he wanted to see all hostages released and last week, when we were flying out of town, there was great news on that front with the return of edan alexander, the last remaining hostage in gaza, the president is always thinking about the american people and american taxpayer first, he wants the conflicts to end not just to save money, but most importantly, to save lives. >> thank you, my only other question, over the weekend, president trump posted truth social a video highlighting what most people call the clinton body count, which is the strange number of suicides that happen in circles, a headline from "the washington
9:22 am
post," trump pedals false conspiracy theories tying the clintons to several deaths. and this wasn't a trump video, but from the arkansas times and it's the death of mark middleton, a former clinton white house aide who was found dead on a clinton foundation property and quote from the time. middleton apparently shot himself with with a shotgun and hung himself from a tree with an extension cord. i don't know how somebody would commit that suicide, maybe you can enlighten us how that's a suicide. and the most famous suicide, jeffrey epstein, a lot of questions surrounding that case. you've released phase one. what was missing is the ties to intelligence agents, the whole story, not trafficking young girls, but intelligence agencies and potentially as part of a black bell ring with
9:23 am
potential ties to the israeli government. for phase two, when can we expect it? will it have information pertaining to those aspects of the epstein case? >> i know the attorney general has committed to releasing those files and refer you to the department of justice on her timeline. when she's made a promise in the past, she has kept it and i'm certain she will in this case as well. >> thank you. the president set a two-week deadline for ukraine and russia for a deal. that time is up. does the president intend to set another one-- >> i don't want to get into the specifics of the conversations that the president will be having with putin, but he inherited it from joe biden, and it was because of the previous administration's incompetence and weakness. he made it clear he wants to see a peaceful resolution and a cease-fire as soon as possible,
9:24 am
as for specifics on a timeline, i won't get ahead of the president. >> for the goals on this call in particular, the goal to get him to agree to a cease-fire or the goal to lead to some part of an in-person negotiation. >> the president has made it clear, to see this conflict to come to an end. he's grown weary and frustrated with both sides of the conflict. the president and his team has put enormous effort in solving this war that began again, because of the last administration's weakness. >> does he still want to meet putin personally? i think the president would be open to that, but let's see how the call does. >> and what about the sectioned secondary sanctions and-- >> i think everything is on the table and i won't get ahead on the president of any decisions. that's something he's discussing. >> let me ask you about the house bill, budget bill, does the president agree that
Check
9:25 am
medicaid's work requirement should be implemented as soon as 2026? >> so, the president wants to preserve and protect medicaid for americans who this program was intended for. the most vulnerable in our society, pregnant women, low income families, seniors, those who truly need these benefits. and it should be going to people who physically cannot work. we want to see able bodied americans at least working 20 hours per week, whether it's part-time, full-time, looking for work or volunteering for 20 hours a week, if they are medicaid. these are common sense pre-visions, these are common sense changes that were actually introduced by former democrat president clinton and supported by every democrat president since and including the previous president, joe biden. these are common sense provisions to ensure that those this program was intended for receive those benefits. >> a quick follow-up, is the
9:26 am
president okay with this bill adding to the deficit? >> this bill does not add to the deficit. in fact, according to the council of economic advisors, this bill will save $1.6 trillion and the president understands and the concern of fiscal conservatives and americans who want the fiscal house in in order. 1 #.6 trillion worth of savings in this bill. the largest saving for any legislation that has ever passed capitol hill in our nation's history and the next bill that comes close is $800 billion, less than half of the savings that we see in the one big beautiful bill. the goal of the bill to produce economic growth, to cut taxes and to get our fiscal house in order and this is the right step in the right direction towards doing that, edward and then i'll go to you. you're welcome. >> i want to get the president's reaction to moody's downgrading the credit rating of the united states. >> sure. well, look, the president
9:27 am
talked about this over the weekend, the secretary of treasury also talked about it. when you look at the world, the world has confidence in the united states of america and our economy once again. the president just last week secured trillions of dollars in investments from countries in the middle east. we have seen trillions of dollars of investments flowing into our economy since the president took office. that is because america, or people around the world have confidence in the united states of america and if you also just look at the raw economic data that we're seeing, last week when we were out of town, inflation dropped once again, oil prices are dropping, gas prices are dropping. the president has added nearly half a million jobs to the american economy already so there's a lot of optimism in this economy and the president disagrees with that assessment. >> one more thing. on your middle east trip, the united arab emirates is getting some of the most advanced ai chips in the agreement there and the uae is the newest members of brics.
9:28 am
is there a concern that the chips will pass through china, russia and iran. >> part of the region our gulf partners know that the united states of america is there for them again and that they should be investing in the united states, not in china and these ai agreements, particularly the one, the secretary of commerce signed in the uae has secure guarantees to ensure that china is not getting the advantage but the united states is getting the advantage when it comes to ai and they're working hand in hand together to invest in this speed. read the agreement there are security guarantees, this was a great trip for the country, no doubt. go ahead. >> netanyahu and they said that they'll take over gaza. is that a goal that the president is comfortable with. >> i'll have to you can at that to the president about the
9:29 am
comments, i believe the comments came from this morning. he wants the conflict to end and all hostages released and pleased that edan alexander was returned home safely to his loving family and the president spoke with edan directly as we were travelling to the middle east. as for the prime minister's comments i'll let the president himself respond to those. >> i have two questions, how involved is the president intend to be directly in talking to house members about the bill the next couple of weeks. >> sure, over the weekend the president was in direct conversation and communication with the speaker of the house. he's been very involved. he always is. he's willing to pick up the phone when he is asked to. so he'll continue to be very engaged in this process with both house members and his friends on the senate side as well. >> on former president biden's cancer diagnosis, the president put out a very nice message on truth social. have you talked to president biden directly, does he intend to call? what does he intend to say
9:30 am
directly? >> not to my knowledge, i don't believe they've spoken, but i'm sure the president would be open doing that and i spoke to him last night about the former president's cancer diagnosis and the statement he put out was the initial reaction he had with me on the phone. >> and the former president, detroit red wings may have missed the early stages of prostate cancer. is the president worried about the quality of president's care they get mere? >> not the president's position, the white house physicians are phenomenal and the physicians at walter reed are great. the president had his physical recently as you know, he had perfect results, he's in very good shape. i think those of you who traveled to the middle east last week can attest to the president's endurance and we returned home from a long and tiring trip last week and on saturday where was the
9:31 am
president? in the oval office working all day. he doesn't stop, he doesn't quit and he's in good health and trusts his physician. >> and putin ghosted everybody at the talks last week. as president trump phones him and trying to figure out an end to the ukraine war. does he think that putin is the good guy or the bad guy? i'll let the president speak on that later. he's made his feeling about both sides of this war quite clear throughout it. he wants to see it end. >> the last one, what does president trump mean when he says that taylor swift is no longer hot. >> look, he is speaking about taylor swift's political views and perhaps how it impacted the support of the american public for her work and i will leave it at that. >> and going back one more time to the white house medical office because there continues to be some question with regard to president biden's screening. can you say whether or not
9:32 am
president trump is screened for prostate cancer as part of his physical. >> to the best of my understanding, he is. but we can check with the white house physical and look at the report. >> and recently stephen miller at the white house made some comment about considering suspending habeas corpus and i'm curious if there's an update on how the white house is exploring that option. >> i don't have any update at this time, but i can check in with our deputy chief of staff. >> the ongoing revelation about former president's mental acuity and how the staff and media covered it up and the release of the book two days, i think. is there any interest in future scrutiny of kevin connor as the physician? >> i'll let the president speak to that. i spoke to him about the former president's condition, and he wanted to extend warmest wishes
9:33 am
for the president and family. >> and vice-president vance, can you share information. >> my understanding it was a good meeting and productive meeting and grateful the vice-president did it and he went to the pope's first mass in rome. i also have an update on that, the vice-president passed along a letter to the pope from the president and from the first lady, extending their warm wishes and inviting them to the white house as soon as they possibly can come. michelle. >> on demand, and continued enrichment is the redline, and they said it's continuing no matter what. how committed are they to the red line. >> we're 100% committed to the red line. the president's special envoy whitkoff and secretary rubio--
9:34 am
>> i don't have an update we can get one. >> thanks. the south african president says he's going to come to the white house to meet with president trump on wednesday. what are the president's expectations for that trip and south africa's president said recently --. >> so i did see the south africa put out the statement and i want to confirm with our secretary of state and national security advisor and we'll get back to you on that. >> thanks you mentioned that the president and first lady this afternoon, what are repercussions for the online platforms or perpetrators that will comply with the act. >> the bill takes the initial step to make sure that prosecutors are able to take down, that's i called it the take it down act, platforms that are allowing sexually explicit content on their platforms so it gives them more leeway to go after them as they see fit. as for specific repercussions,
9:35 am
i would defer to the department of justice how to implement that bill once it's signed. >> thank you. you said in your opening statement, you talked about this maga account, and how would that work? who would be eligible for it and i'm assuming women would be eligible? >> one of the provisions in the one big beautiful bill, as i've said this is a pro family piece of legislation, not only increase the child tax credit, but it also includes maga baby saving accounts for children that are born before january 1st, 2024, under eight years old, u.s. citizens and have at least one parent with a valid social security number and when this tax provision becomes law, the child, if the parents seek to do this, will be set up with a savings account, essentially it's a 401(k) for a newborn baby and child's relatives, their parents, can contribute
9:36 am
up to $5,000 per year of after tax dollars annually to that account. and then later in the baby's life, at age 25, savings account holders can withdraw up to the full balance of the account, upon reaching 30, the account holders the full balance of the account for any purpose desired. it's a great initiative for parents, new mothers to set up the savings account for their children. >> president trump and his top economic aides have repeatedly said that americans will not pay the cost of tariffs, and have to drop the silly argument that they have to pay the cost. over the week the president posted that walmart should eat the tariffs and should not charge the value, and i'll be watching so will your customers. did he acknowledge if the companies don't have to absorb
9:37 am
the costs. >> i believe the ceo's said that during an earnings call, and they're to give the most dire warnings. the president maintained that china would be to absorb those that's why china was quick to hustle because they need our markets. inflation is declining in large part because energy prices are dropping across the board in this country because of the president's robust energy agenda that he has taken since january 20th. so, the president is committed to ensuring that prices remain low for american consumers and he maintains the position that foreign countries will absorb these tariffs. >> what does he mean i'll be watching walmart. >> he'll be watching to see what they're doing. >> on the plane from qatar, is
9:38 am
there a timeline, and to retrofit to the standards. and the security, on whether that plane can meet the essential standards. >> i'm glad you brought up this question because i was watching the american press spew a lot of misinformation about the plane donation last week when we were abroad. let's be very clear, the government of qatar, the qatari family has offered to donate this plane to the united states air force, where that donation will be accepted according to all legal and ethical obligations. it will be retrofitted to the highest of standards by the department of defense, and the united states air force. this plane is not a personal donation or a gift to the president of the united states and everyone who wrote that last week should go and correct their stories because this is a donation to our country, and to the united states air force. as for a timeline, because it
9:39 am
is the united states air force that is accepting the plane, i would defer you to them for specifics because the president frankly has nothing to do with it. it's the air force project to take on. >> thank you. did the president call the physical conservatives who are hesitant to vote for the big beautiful bill and what did he say? >> i don't reveal the president's private discussions unless he gives me the liberty to. he has been engaged in the process and spoke to the speaker of the house and he'll continue to make the phone calls if it's necessary for him. >> sure. >> thank you. >> go ahead. >> any updates on greenland? will the president be making any trips and do you have any details you can share with us. >> i don't have any future foreign trips to read out to you. we just returned home from one, but the president maintains the reasoning for greenland, strategic purposes in the arctic and he continues to remain committed to the idea of obtaining greenland in whatever
9:40 am
means we can to advance our national security interests in the region. >> thank you, i have a question, was lebanon part of the discussions during the middle east tour and did you meet with any-- >> to my knowledge the president did not meet with any representatives from lebanon, although he did talk about the election that they recently had there and how he hopes that lebanon can come to a more peaceful place in their country and that we drive out hezbollah, iranian-backed hezbollah proxies in lebanon to ensure peace and prosperity and greater middle east region. and i will add to that, before i wrap up, the president's call will begin in a few minutes. the president's trip to the middle east reset our policy agenda in that region. i think, actually "the washington post" had a headline, president trump remakes u.s. foreign policy in the middle east. and that's absolutely true. he took a courageous and bold step to lift sanctions on syria
9:41 am
and strengthened our ties with our gulf partiers and put iran into a very difficult position because the united states of america is back and i will summarize the president's trip with an anecdote that i heard directly from a member of one of the foreign delegations and i asked him how hopeful their country was when they learned that president trump won the election, and he told me when president trump won the election, it was like the lights turned on in a dark room. for the past four years, to the rest of the world, america was dark, we were unresponsive, we did not pick up the phone, we did not return calls. all of that has changed under the leadership of this president. and i think the world saw that last week with the historic and wildly successful trip and the work continues. the president will be speaking to president putin at 10 a.m. and we will have a readout for you after that call and we'll see you in the rose garden at 3:00. thanks, guys. >> thanks karoline. >> and today meeting at the transportation association
