senator wyden and warren, ranking member senior member on the finance committeeee. the finance committee i tried to get out in the house for years with no luck. next thing you had it set next to me. you've got on ahead of me. but we are all happy. all right. so, as you know in the last three weeks the first week we focusedn on medicare, medicaid rather. the second week on a rising cost for families and loss of jobs in america. in this third week we are talk about taxes but they are all related. we all know what they are doing for the giving tax cuts to the billionaires and hurting whether it's on medicaid, on snap, on to somany other issues including taxes themselves hurting the average person and the american family as you can see.
8:03 pm
four weeks senate republicanss promised they take their dangerous unpopular house bill and fix its worst provisions. centers went home and told their constituents do not worry this will change, that will change. they said they were listening to their constituents. they lied. they lied. many of them claimed they would draw out red lines on cuts to medicaid or clean energy or food assistance. but now, we know the truth. but now that we have seen the senate republicans big beautiful betrayal we know what iss in it. they did not fix the house or improve the house bill. they made it far i far worse. the senate republican bill is simply put, bigger cuts, bigger betrayal here and here are five ways there are many benefits i would point out five please
8:04 pm
indulge me a minute the senate bill is even worse, more extreme more destructive more cruel than the house version. one, medicaid cuts are deeper with more paint more people lose their healthcare now it's over trillion dollars the house bill original 880 billion at its peak. 16 million americans may be more will lose healthcare. tens ofns millions more will hae their insurance proceeds or tohealth insurance premiums go y up. so it is going to hurt a large chunk just about all of working-class america including middle-class america. the republicans and the senate have loved to talk about medicaid. a whole bunch of them called it a red line with this bill it's not a red line. healthcare even more than the house bill. democrats are happy to work with
8:05 pm
republicans to read medicaid off waste, fraud,, abuse. but this is not that this is repeal and replace by another name the senate bill squeezes a hospital even harder than the house bill. it crushes health centers and decimates rural hospitals. the healthcare sector alone would lose close to a million jobs. when you add that to the clean energy job loss you're pointing at a recession. second, clean energy bill kills jobs and raises costs. senate republicans spent weeks promising everybody, including their governors, including companies and unions and others who are working in this new clean energy manufacturing they would change the house bill. instead the senate proposal is a head fake they tried to make it
8:06 pm
seemed like they're making it better, but they don't particularly in the core areas of wind and solar. the senate clean energy bill cuts are every bit as destructive as the house proposal it phases out credits for wind and solar within six months. death sentence for clean energy. they're going to send electric bills soaring. kill good paying jobs and estimate eight or 50000 people in the clean energy industry will lose their jobs. then despite all the rhetoric from republicans we are going to surrender u.s. energy independence to china china will dominate particularly and the fastest, cheapest way to bring new electrons onto the grid which is solar comic china is going to dominate and have american consumers by the neck. the cuts will choke america's energy output right as we need to expand our capacity.
8:07 pm
a.i. is going to demand huge amounts of electricity. it's going to cost the consumer more as prices go up. why the [bleep] would you cut off the quickest cheapest way to bring in new power? some of those who say for all of the above we don't like the democrats being against fossil fuel. well, fossil fuelse get lots of tax breaks. they always have. now they are eliminating them withgu clean energy. three, gun violence can you believe this? the horrible house provision on gun silencers saying you'd no longer had to go through a background check to use a gun silencer and the only people who use silencers are bad people cops do not like silencers. average citizens do not like silencers only some is going to shoot and does not want to be known they were shooting. but they made it worse. on the author of the brady law i'm the author of the assault weapons ban.
8:08 pm
i know the history one at the bottom lines for everybody in the past, even the republicans is that shotguns and rifles should have background checks. guess what, they took them away in the senate bill. years of history and compromise. years of saying everyone knew that these guns were too dangerous, they took itth off. now, if they get their way, silencers as in the house bill in shotguns and rifles added in the senate will not need a background check anyone, and get them.al now we are contesting this and other provisions in the birdbath. we are hopeful we can win. we'll see what happens. but we are contesting it in every way we can because senate republicans are choosing the gun lobby over the lives of our kids. do not know what happened i can
8:09 pm
surmise a bunchch of the right-winger said we t didn't gt all the cuts we wanted to they said will give you this who knows. attacking our courts. speaking of fighting against the radical plan by the senate republicans, look at what they're doing to the courts. you might be confused you said this is a tax bill. white republicans try to push something on the courts? do the math. trump is losing in court over 95% of the time. some of us have been plaintiffs in suits. many at times other times we work with other groups are we just help them. we are winning in the courts and you know, all too frequently guess who is sidingal with us? judges trump appointed in his first term the house built would bill wouldhave prevented courtsm enforcing injunctions if plaintiffs did not put out massive security bonds. this senate, not to be outdone
8:10 pm
makes it worse preventing courts from even issuing injunctions against the federal government in the first place. if plaintiffs do not put up a massive unaffordable to sell many security bonds. so they're trying to make the justice system plate to play pay to play for our sacred, respected until now relatively following the law. not always unfortunate particularly with the new supreme court. but they are changing it. if you do not have money you don't get justice. that is never been the american way. during senate republicans are doing trump's bidding. they are trying to protect him by stopping courts from issuing injunctions. thisop is our democracy we are going after it but we're not going down without a fight this and many other provisions a gun provision and many others we are challenging with the parliamentarian because we don't think it meets the actual
8:11 pm
criteriaal for that. and finally our taxes are my two colleagues members of the finance committee willll elaborates. but given all of these devastating cuts you would have to assume the republicans would say okay we will lower the national debt. no, quite the opposite. cbo yesterday said the house passed bill would increase thesa debt by 3.4 trillion surging interest rates on every american when you buy a home, you buy a car you use a credit card you by pay more because of the tax cuts for billionaires. it's not even considering the senate bill 3.4 more generous than the house and locks tax rates in here they are. a nice increase. look at the others.
8:12 pm
that's a lot of money for anybody if you are poor it is devastating. under the so-called middle-class provisions wealthiest one get average tax cut of $400,000. whwhat is it mean to your famil? fewer benefits higher costs we are going to do everything we can with the court of public opinion and in the process to show the hypocrisy of whether republicans are doing and to elaborate on that quick thank you leader schumer. scheduled with you and senator warren. let me start this way. it's hard to grasp how anybody could look at the horrible house built the one they passed a few weeks ago and think it to to
8:13 pm
themselves that is not enough class warfare. that is apparently what senate republicans think. it is hard to believe that anybody couldul spend almost $3 trillion on a bill full of tax cuts. and somehow increase the poverty rate in america. senate republicans found a way to do that to. it is hard to imagine how 53 senators could ignore all the warnings about their agenda kicking off a catastrophic death spiral and highest interest rates that willer devastate the middle class. they tuned those warnings out too. the more the american people learned about thiss bill the
8:14 pm
worse they are going to feel about it. that is because there is nothing but bad news in it for them unless they are a corporate executive or somebody who is already fabulously well off. i get the sense people who spend their time walking around the senate corridors that may be lost sight of the big picture. this is not a normal debate we are having or the two sides have different approaches and you talk about the challenges of dealing with the big topic. this goes way beyond 2017 when you had merely handouts the people at the topat overshadowig the crumbs that were designed to be there for working people. this will be the most aggressive law in modern times by far.
8:15 pm
this is a trillions and handouts for corporations and the rich paidid for by kicking 60 million americans off of their healthcare. taking food out of the mouths of millions of hungry kids and sabotaging clean energy in america the legislation that came from the finance committee that we all worked on, sabotaged. republicans do not have any answers for the single working mom who is terrified of losing her medicaid coverage or being unable to feed their f kids. they have no answers for the solar manufacturers are about to be put out of business in america are the thousands of workers in jobs they are about to eliminate print last with the treasury secretary mr. bassett came before the finance committee for hearing we asked
8:16 pm
about the carnage that i have just described. the damage this is going to inflict on the american people we asked about the new analysis that says thiss legislation will cause 51000 excess deaths per year. what did he do? he laughed off the senate democrat members who asked about this and he refused to engage in a serious way with these questions. the fact is the senate bill will drive the vulnerable into misery and drag down the middle class all for the benefit of those at the very top and the most powerful. by definition this is class warfare caviar over kids mar-a-lago over the middle class. and we are going to be in this fight. until the last dog howls.
8:17 pm
>> thank you. thank you leader schumer. thank you ranking member wyden. cook's is supposed to be chair again. the republican bill is 824 cuts access to healthcare for millions of americans. for babies, for people with disabilities, for seniors living in nursing homes. and as a giant giveaway to billionaires. republicans get it both if they are able to be cruel to the people who need just a little help to get their healthcare. you be able to buy groceries for the end of the month. and they managed to make rich people even richer. this bill is another effort for republicans are just hand over our nation to the
8:18 pm
billionaires. i want to call out three particularly filthy provisions. they are just topped down into this bill to illustrate how given away to the rich guys is everybody else. tucked right into the middle of this bill. there is a minimum corporate alternative tax that says once a profits reach a billion dollars you've got to pay at least 15% on the amount over that. if this bill goes through for every corporation in america except the oilrp industry. they're going to get a special get out of paying your taxes free under the senate version of the bill. why? because they don't want to pay taxes and they have been out there making contributions to the republican party. second one, meta but we know how meta has been struggling out
8:19 pm
there, right? there's a provision tucked in here that says meta alone that one company can get $15 billion it's with the be $15 billion in order to incentivize them to do research in 2022. 2023 and 2024. some of you may be doing the math and wondering if they havee invented a time machine to go back and add to their research, the answer is no. and instead of a deli with the republicans have planned is one of those big checks a single check $15 billion simply for existence. and the third one, this bill wants his ear out the consumer financial protection bureau. that may be the biggest giveaway of all.
8:20 pm
we all remember the agency is the one that in about a dozen years and managed to uncover more than $20 billion in fraud, and cheating and got that money returned directly to consumers. where did that money come from? giant corporations who want the opportunity to cheat american families again. you take that cop off the beat and say and now it will be open season on america families, squeeze them, she's treat them trick them track them however they can there republicans i have added that's walmart boost under this bill. we are here because democrats believe that no baby should lose access to healthcare. so that jeff bezos those come by a third yacht. we are here because we believe no one with disability, who
8:21 pm
needs a wheelchair, who needs a home health aide, should lose that aid. should lose that chair so mark zuckerberg can buy a third island. we are here because democrats believe that note seniors should be pushed out of a nursing home so that elon musk and take a rocket ship ride to mars. budgets are about our values the republicans have made clear they are willing to throw millions of americans under the bus so they can help but a handful of their billionaire friends and their billionaire corporations. democrats are here to fight that. >> will take some questions on the subject first, yes? what's on the issue of taxes another one of the major changes from senate version that made the house version is this deduction of the salt tax. what do you make of that change
8:22 pm
being from new york and does it stop in a republican colleagues at all? >> so far and this is just reading and the press or house republicans are conveniently opposed to this. not just new york but a few other states as well. this was passed by the republicans in 2017. as a dagger at the heart of blue states. blue states, states rights on their own want to put more money to help educate our kids. to help provide healthcare pre-to have a better environment. the right wing hated it that's why it was aimed at it so i am against the whole elimination of the deduction. >> you talk about democrat strategy? it could be as soon as next week. have the opportunity on the floor.ri >> we are going to use that opportunity and hopes it may be difficult get republicans vote
8:23 pm
with us on some things they've all said they agreed with. and show people who we are. there are five basic areas we are looking out that will go beyond that. one is a medicaid in healthcare. the second is higher cost for cr new and fewer jobs for you focusing a little bit on the energy but on other issues as well. the third will be on taxes the fourth on corruption rampant corruption and this administration and the fifth will be the deficit and all those on the republican side to reduce there deficit. >> we hope to get some republicans are you reaching out to people? >> we have a task force that is doing just that reaching out yes
8:24 pm
we are reaching out we are reaching out i have seven republican congressmen in my state. i've been in every one of the districts talking about this issue getting a huge response. many hospital administrators and employees are republican and many of the rural hospitals they are the largest employer in the county and most of the only supplier of healthcare they tend to be republican go ahead. >> adjustment at a point we lost the big medicaid fight early by just two votes. just what josh hawley voted with them senator collins voted with us for the leader said the public as muchh angrier about medicaid today is almost a month or so ago. we up this fight every step of the weight room and stay at it.
8:25 pm
>> did not like the first proposal but is infuriated by the senate proposal the american hospital association. yes. >> the processing question you know the senate calendar and account it had. how long will the bird bath process take and how do you see the next few weeks on the decision for change on the board? >> on how long it takes. we cannot tell because we don't have all their bills. the biggest bill far and away that elizabethan i have talked about has not even been put down yet. so it's hard to tell. the bird bath process is going to take a while i cannot see it finishing up by the end of this week. okay? that just came in this supreme
8:26 pm
court seems to have forgotten it's an awful decision you got to believe every democrat will lead against projects for every solution what if any authority as a present have to act in ironic? or senator warren. that would prevent funds from being dispersed. senate democrats if necessary will noton hesitate to assert or prerogative and our ability on this bill. >> will you get behind either of those measures? >> as i said we will not hesitate. thank you everybody. >> any briefings. >> have begun any briefings? we guess you've gotten briefings
8:27 pm
i have requested we get in all senators classified breathing. okay? >> do that you'll be successful in that? >> i hope so i believe we will. thank you. ♪ by a unanimous vote united states senate resolution honoring c-span for decades covering the senate, the resolution satellite operators for her biting c-span as a public service to the country. calls on all television providers including streaming services to deliver it c-span as well. >> thanks to it c-span2, this public service allows our constituents to see the swearing in of newly elected members, watching all-night
