senator elizabeth warren, a native of oklahoma, carries the senate version of h.res. 398, recognizing the tulsa centennial. when i go home and meet with constituents they want to know what we are doing here to make their lives better. not whether we've succeeded in obstructing the passage of necessary or popular legislation, or in shutting down congress. i suspect that's true for most members. and i value those with whom i can work in good faith. . this congress has seen its fair share of parliamentary tricks to disrupt the process. let's be honest about why we're taking up floor time to debate and pass the orphan drug bill today, a bill with broad bipartisan support that passed without a single objection last term. last week's no vote by some of our colleagues on the other side of the aisle was incredibly disrespectful -- disrespectful

to the americans we're here to represent. those members told americans they care more about whose name son a bill than the legislation. the opioid epidemic is a serious issue. families in my district and across the country know firsthand the hardships caused by opioid abuse and addiction and this deserves to be considered. that's why we're considering it again this week after one of our colleagues prevented passage because he was upset he wasn't asked to sponsor the bill again. the majority of our colleagues vote with no evidence to cancel

electoral votes. for those of us in pennsylvania it's particularly tough to trust members who have shown more interest in silencing those who would challenge the lies than in defending the constitution. it's a shame that a bipartisan bill to combat opioid abuse needs to be consider -- reconsidered under a rule and i hope this time around my colleagues do what's right and pass the bill to improve access to low-cost medications to combat opioid addiction. weir here to pass legislation for the merp people, not to put our names on things. some like what we saw last week are disrespectful to the house, its members and most of all to the people we're here to represent. i want to thank all our colleagues who helped craft the bills we're considering today. i look forward to supporting this rule and i urge my colleagues to do the same. mr. speaker, i urge a yes vote on the rule and the previous question. i yield back the plans of my time and i move the previous question on the resolution.

there is no question the shootings in atlanta were horrific. but their motivation has yet to be determined under law. while all violence will, and should be, condemned, it is inappropriate to opine on the facts of an individual case when those facts will be decided by a jury. a jury will hear all that evidence. a jury should not be pressured into deciding the facts aced on political spin and partisan pressure directed by this chamber. do my colleagues on the others of the aisle understand how this resolution could damage the ideals of legal due process by putting forth an assertion of facts before our justice system has an ability to function? the trial for this tragedy is not over. in fact, it hasn't started yet. this resolution sets a dangerous

virus originated. historically, viruses are often named for their place of origin. the west nile virus wasn't in montana. it was in west nile district of uganda. zika was named after the zeke of forest in the uganda. ebola, the obama river. we have the rocky mountain spotted fever, named after a chain in the west. lyme's disease in lyme, connecticut. is that going to be geographically prejudiced customer of course not. no resolution is condemning those words. not only have we not seen resolutions condemning these things, they have been embodied in the united states code any

30 miles apart from each other. look at sheriffs have tried to diminish these crimes by saying he had a sex addiction and a bad day. he had plenty of other places to go. instead, he chose three places where asian women would be killed and there were --is no doubt in my mind that this is a hate crime. the victims of these tragic shootings were hard-working mothers and grandmothers, many in their 50's, 60's, and as old as 74. i met with the families of two of these women. she was the older of one of the spots and a mother who worked seven days a week to provide for her family. her daughter spoke to us through tears about how unfair it was that her mother's life was cut short. there was --whose son robert

it has affected african-americans, latinos and native americans. i am a bit lost at some of the comments i have listened to because on the other side of a house, someone mentioned this has everything to do with the trial. this has nothing to do with the trial. this has to do with the innocent people that were murdered. . . . this is about people who got up that day with families and all died because they happened to be in a certain place at a certain time. and so sometimes when i listen to that, i say to myself, well, you really don't understand. you really don't understand. maybe it's nice to be born male and white, when no one has ever attacked you because of your skin color, because of your

heritage, because you are a male . i just repudiate all of that. it sickens me to see the level of violence being perpetrated against asian americans who represent our friends, they are our neighbors, they are our fellow americans, our co-workers . over 600 cases have dotted the news throughout this nation in just the first few months of this year, with 2/3 of those cases being against asian american women, where they were kicked and they were beaten and they were stabbed and they were hit with bricks. doesn't that sicken us to the point that we really want to just condemn this as we should? in an era of smaller vision, rampant apathy and celebrated mediocrity, we desperately need those who will stand up for that which is right and to fight like hell against that which is wrong. i urge passage of this resolution.

americans skyrocketing to alarming levels. members of our aapi community have been crying out for help for over a year now. they should not have to live in fear of facing discrimination, hate or violence while walking in their neighborhoods, going to the grocery store or going to work. since the pandemic's outbreak, there was a 1900% increase in violence against this community in 2020 alone. and 150% increase in hate crimes against aapi in america's major cities. there were 3,800 reported cases of asian american discrimination related to covid-19 over the past year, 68% of which targeted the asian community. three in five asian americans have experienced discrimination during the pandemic. let me be clear, these events do not occur in a vacuum. america has a dark history of vilifying minorities, including targeting the asian american and pacific island community in

march 16, 2021, the atlanta area saw the tragic and in some ways inevitable result when eight lives were taken from us. the victims of this attack included mothers and grandmothers, fathers and sons, teachers -- teachers and veterans. ms. bourdeaux: these are lives that cannot be restored, leaving pain that cannot be forgotten. today we honor their memories. tomorrow the house will vote on a bipartisan and bicameral resolution that i co-authored with chair judy chu of the congressional asian-pacific american caucus. it calls on congress to affirm our commitment to combat hate and bigotry against the aapi community and condemns the hateful actions taken in atlanta. it is a step in the right direction but only a step. america is and has always been a nation of immigrants, a fact that deserves to be celebrated. i proudly represent one of the most diverse districts in the nation, with about 1/4 of my

them. we have an economy stagnate, not taking off growth, now we've got inflationary pressures because we just spent $6 trillion. you can run the risk of stagflation, low economic growth, higher cost of goods, all while we're now dealing with the uncertainty of a world in chaos. a year ago, small businesses were thriving. small businesses are getting crushed. a year ago, not too long ago, gas was $11.77 a gallon, now it's over $3 a demron. lumber prices up 478%. copper up 50% 2070%. our parents are trying to go through building a house, they're not sure if the dollars they've got set aside to do it are going to work because all of these prices are going up, up, up. at extraordinary rates. there's a cost to bad leadership and bad decision making. our border was well on its way

to becoming secure. in april last year, we had 0,000 apprehensions. how many apprehensions did we have this year in april? 178,000. we've had over 530-something-thousand from january 1 through the end of april. almost 600,000 apprehensions to tate, based on information through mid may. my sources at the border tell me we've had 300,000 individuals who have gotten away or who have been released. i went down to the border, one of the many trips i've taken to the border, the district i represent is about 150 miles away. i went down at night. i met with about 50 different migrants who had just come across the rio grande, a group i just met with, they're driving back down the road. i followed them in my truck with the headlights on so they weren't just walking in the middle of the darkness to get over to where the processing

center is america first looks like this. significant amounts of immigration, legal immigration, hasn't dipped below one million per year in some 20 years. america's doors are open, y'all. the idea that people want to say close our doors, that's not the case. but you want to have operational control of your border. i'm going to talk about israel in a minute. israel put fences in place. because they wanted to control their borders. you know what? they worked. of course they worked. we have fences in place in southern california. illegal immigration in the 1990's, which was astronomical, over half a million, dropped to 40,000 or 50,000. why? fences work. in brunsville and mcallen, there's fences and infrastructure around brownsville, but isn't in mcallen, guess where the traffic goes? mcallen. this is not rocket science. but when you're putting america first, you're putting infrastructure, border patrol wants it, asked for it.

friends in israel, with iron dome protected millions of people, there's 150,000 rockets sitting in lebanon, pointing right at northern israel. israel by the way is about the size, the populated area in that northern part of israel is about the size of a portion of the district i represent in that stretch between san antonio and austin. i took a helicopter tour going up the jordan, up the north side of israeli, around tel aviv and back down in a few hours. that's the size israel. they got 150,000 rockets pointing at the north. they've got gaza firing all these missiles, coming in from gaza, hamas law firming them in at israel. they are actually benefiting from the technology we're providing and now you've got democrats saying they want to pull that away. the good news is, i also saw a story today that a cup are starting to walk that back. hopefully they're starting to see the pressure the american people want us to stand with israel. the american people want us to stand with our allies who stand with us. that's what israel has done.

firing rockets from gaza. stop firing rockets at israel. would the gentleman also agree this our friends in israel, the israelis, call ahead, give them notice, tell them the missiles are coming in, they say, vacate the block because in 15 minutes that building is going to be gone. and then we heard our colleagues on the other side of the aisle lamenting that somehow a.p., or alva rear -- al-jazeera were in building that was taken out, yet there was ample evidence they knew full well hamas was operating in that build, they knew it, they were doing it anyway and didn't care. mr. perry: is the gentleman aware that hamas routinely locates their firing batteries in schools, in civilian areas and fire from those locations for multiple purposes. propaganda purposes. that's the depth of depravity where they would use small children as props even to have them killed in response as

israel defends itself. this is all a response to an attack. mr. roy: does the gentleman agree that israel not only has a right to defend itself, i was thankful to hear the president at least utter those words. have the right to defend themselves. does he not agree they have a duty, a response to believe the defend themselves? in the same way we would if 1,500 or we're up to actually 3,300 rockets law firmed by hamas in the last eight days. can you imagine what the american people would be saying and doing if i was sitting in san antonio or austin and 3,300 rocks were coming at us from nuevo laredo, from across the board for the mexico? would we be sitting back and going, well, wonder what that kind of force of response should look like? or would you just be responding back with overwhelming force to say in no circumstance do you shoot one rocket into our country, much less 3,300.
