led by the gentleman from iowa, mr. fin stra. mr. feenstra. mr. feenstra: i pledge allegiance to the flag of the united states of america and to the republic for which it stands, one nation, under god, indivisible, with liberty and justice for all. the speaker: the chair will entertain requests for up to 15 one-minute speeches on each side of the aisle. for what purpose does the gentleman from tennessee seek recognition? without objection, the gentleman is recognized for one minute >> thank you, madam speaker. the coronavirus has got ton levels in memphis not known since last january. it's dangerous. fortunately today, the fizer vaccine was given final full approval by the f.d.a. for all people 16 and over. mr. cohen: this weekend, phil valentine, a conservative radio host in nashville, passed away.
5:04 pm
also one of the greatest football plays for the history, danton bartow, passed away. both passed from covid, both -- neither got the vaccine and both said toward the end of the life that they would encourage everyone to get the vaccine. i ask you, please get the vaccine. let america continue its activities and culture and lifestyles as we have in the past. i yield back my time. the speaker pro tempore: for what purpose does the gentleman from wisconsin seek recognition? >> i ask unanimous consent to address the house for one minute and revise and extend my remarks. the speaker pro tempore: without objection, the gentleman is recognized for one minute. >> i rise to sound the alarm of bernie sanders and speaker pe pelosi's spending spree. let's not forget that earlier this year, biden and pelosi have spent trillions of dollars. speaker pelosi brought us back to washington late in august not to address the crisis in afghanistan. no. she brought us back to push
5:05 pm
through another $4.5 trillion in new spending. if we printed that amount of money in bills it would fill 50,000 semitrailers. 50,000 semitrailers of cash. that's what's before us. who is ultimately going to pay for this? american families. american workers. and american farmers. through higher taxes and as the cost of overall from school supplies to food to gas continue to go up, all of us will feel the pain of this wasteful spending splee through higher prices. i urge my colleagues to oppose this wasteful spending plan. i yield back. the speaker pro tempore: for what purpose does the gentlewoman from new mexico seek recognition? >> madam speaker, i seek unanimous consent to address the house for one minute and revise and extend my remarks. the speaker pro tempore: without objection, the gentlewoman is recognized for one minute. >> madam speaker, i stand in support of h.r.4, i stand in
5:06 pm
support of democracy. earlier this month, the house administration subcommittee on elections on which i serve released a report documents voter suppression following the shelby decision. we detailed the ongoing onslaught on our freedom to vote. to those that claim that voting is already accessible to all, read the report. ms. lay jer fernandez: open your eyes to the experience of minority communities who face endless barriers to the ballot box. after latinos, native americans and black americans voted in historic numbers, state legislatures moved to restrict voting in state after state. we have a constitutional duty to act. we must pass h.r.4 to restore the promise and power of the voting rights act. i urge my republican colleagues to join us. taking away equal access to the polls and defending voter suppression is not partisan. it is un-american.
5:07 pm
i yield back. the speaker pro tempore: for what purpose does the gentleman from georgia seek recognition? >> address the house for one minute and revise and extend my remarks. the speaker pro tempore: without objection. >> madam speaker, i rise today to recognize an outstanding woman of god, ms. mary sue mix i don't know. ms. mix i don't know will celebrate her retirement as a distinguished sunday schoolteacher at the rock church. she has taught sunday school classes for adults, preteens and primary classes for over 40 years. beyond shrimp reading her lessons through to the 4th through 6th grade students she dedicated herself to sharing the full knowledge, love and relationship she has with jesus kries and enabled others to walk with him. she's a revered teacher but above all she's a faithful servant of god. she achieved much in her life
5:08 pm
none would be possible without the grace of her lord and the love and support of her fammalism madam speaker, i ask my colleagues to join me today along with the congregation of mountain gap church and the residents of georgia's third congressional districts on extending our congratulations to ms. mary sue mixon on this occasion. i yield back. the speaker pro tempore: for what purpose does the gentlewoman rise? >> to address the house for one minute and revise and extend my remarks. the speaker pro tempore: without objection, the gentlewoman is recognized for one minute. >> thank you, madam speaker. the build back better agenda is simple. it tackles the biggest challenges facing working families by investing in what americans need from physical infrastructure to education and child care. feedback from my constituents has been clear, they need a hard infrastructure bill but we can't stop there. ms. scanlon: pennsylvania has more than 3,000 bridges and 7,500 miles of highway in poor
5:09 pm
condition. the infrastructure bill includes $11 billion for our highways and the largest bill investment -- bridge investment since we built the interstate highway system. it will provide good jobs, but we can't stop with roads and bridges if we want america to succeed in the 21st century. most pennsylvanians can't afford quality child care. the budget resolution will provide access to safe, reliable care. we need to rebuild our public schools and construct affordable housing, we need to lower prescription drug costs and expand medicare to include dental, hearing and vision. each of these investments will help working families and allow everyone, not just the rich, to participate in the 21st century economy. i look forward to passing this historic legislation and i yield back. the speaker pro tempore: for what purpose does the gentleman from iowa seek recognition? >> i ask unanimous consent to address the house for one minute and revise and extend my remarks. the speaker pro tempore: without objection, the gentleman is recognized for one minute.
5:10 pm
>> thank you, madam speaker. i rise today to recognize colton griffin, a third grader from moleville, iowa. after his classmate and friend hope passed away in a tragic accident, colton wanted to make sure her bucket calf made it to the fair. that's when he came up with the idea to have the whole class show the calf. mr. feenstra: i met colton and his dad last week and they truly embody iowa nice. supporting friends and neighbors in tough sometime times is one thing that makes iowa special. with a heart that big, i know colton will do great things. may god bless colton and his friend hope and her family. may god bless. i yield back. the speaker pro tempore: for what purpose does the gentlewoman from virginia seek
5:11 pm
recognition? >> unanimous consent to address the house for one minute and revise and extend my remarks. the speaker pro tempore: without objection, the jerusalem santa maria -- the gentlewoman is recognized for one minute. >> i rise in recognition of the brave troops, aide workers and others who served in afghanistan the last 20 years and those still on the ground there working to evacuate american civilians and afghan partners. but i remain deeply concerned about the deteriorating situation in afghan stand and i call on the administration to use every tool to evacuate all american personnel and as many of our afghan partners as possible. ms. wexton: i appreciate the administration increasing evacuations over the weekend to avoid the developing hue maptarian crisis. thousands more are at risk including journalist, women's rights activists and n.g.o. employees. i am calling on president bide
5:12 pm
ton develop a humanitarian program for these highly visible groups and others in afghanistan. to increase exas i have to uscis, and to ensure that -- the exit from afghanistan of one and two visa holders. we cannot abandon our allies. i yield back. the speaker pro tempore: for what purpose does the gentleman from wisconsin seek recognition? >> unanimous consent to speak for one minute. the speaker pro tempore: without objection, the gentleman is recognized for one minute. >> obviously a lot is going on in america right now and the latest spending bills going through congress, we're perhaps losing track of the thing i think will have the biggest impact on america over the next few years. mr. grothman: i beg the american public and media not to lose
5:13 pm
sight of what's going on in our southern border tsms become apparent that by estimate 105,000 people crossed over the board entire this country as opposed to 80,000 in june. over a 30% increase in one month, almost entirely unremarked. over that an estimated 15,000 unaccompanied mie noorks human relations tragedy that's going to further increase the amount of illegal drugs in this country. right now 90,000 people a year die of illegal drugs. it's hard to believe that this time last year and estimated 8,000 people were coming in the country whereas this july again we're at 105,000. it should be banner headlines in any newspaper in this country when we go up from -- i'm sorry from about 10,000 people to 105,000 people per month. thank you. the speaker pro tempore: for what purpose does the gentleman from massachusetts seek recognition? >> madam speaker, i ask unanimous consent to address the house for one minute.
5:14 pm
the speaker pro tempore: without objection, the gentleman is recognized for one minute. >> madam speaker, the bipartisan infrastructure package makes important investments in our country's roads, brims, high speed internet and clean water. to fully deliver on our democratic agenda we must also pass a budget reconciliation bill that is a top priority for my district, climate resilience. climate change is an ever-present threat to our communities. just yesterday a hurricane made -- a tropical storm made landfall in new england. with flooding and lass of life and increasingly harsh and dangerous storms and wild fires, congress must act. massachusetts is a leader in mitigating climate change but the commonwealth can't do it alone. i urge my colleagues to pass the build back better act and the bipartisan infrastructure deal to take the necessary steps to end climate change. i yield back. the speaker pro tempore: for
5:15 pm
what purpose does the gentlewoman from illinois seek recognition? >> to address the house for one minute, to revise and extend my remarks. the speaker pro tempore: without objection. the gentlewoman is recognized for one minute. without objection, you are recognized for one minute. >> ok. america is less safe today than when president biden was sworn in seven months ago. last week as the taliban seized control of afghanistan, they released 5,000 al qaeda and taliban terrorists armed with $85 billion of u.s. taxpayer funded weapons. as a result of biden administration's incompetent withdrawal. our allies have lost respect for america, our enemies do not fear us. mrs. miller: at the same time, vice president harris has left our southern border completely exposed and vulnerable for anyone to cross and other 200,000 people are crossing each month. that is a national security
5:16 pm
disaster with dreadful future consequences. but we shouldn't be surprised that democrats are not concerned with public safety. they have been promoting defund the police and supporting soft on crime policies that have caused crime to skyrocket this past year. the the key role of government is to keep our families safe and the biden administration has failed miserably. the speaker pro tempore: for what purpose does the gentleman from texas seek recognition? without objection, the gentleman is recognized for one minute. >> madam speaker, as i stand here today, republicans in the texas islamic state state legislature are -- texas state legislature are rapidly advancing some of the most restrictive voting laws we have seen in our republic since the voting rights act was passed in the 1960's. that's why it's so important we pass h.r. 4-rbg the john lewis voting rights advance countiment
5:17 pm
act. because h.r. 4 will help us fight against this dangerous g.o.p.-led anti-voter discrimination that we're seeing. discrimination against the very votes that are have fueled growth in our state, that is allowing texas to pick up two new seats because after reapportionment. mr. veasey: and it will help restore full protections of the landmark voting rights act of 1965 and re-implement the critically needed v.r.a. pre-clearance provision to focus on states with a recent history, a recent history of discrimination like the states that i live in -- state that i live in. a state that has consistently pushed racially charged anti-voter legislation, that would allow everything from empowering partisan poll watchers to intimidating texas voters to imposing criminal penalties. we have to do something about. this let's pass h.r. 4. thank you, madam speaker. the speaker pro tempore: for what purpose does the gentlewoman from california seek recognition? >> i ask unanimous consent to address the house for one minute.
5:18 pm
the speaker pro tempore: without objection, the gentlewoman is recognized for one minute. >> thank you, madam speaker. i rise today to honor the life of a giant in the kreen american community -- korean american community who exemplified the american dream. he was a personal friend, a mentor, and a visionary and a very generous philanthropist who touched the lives of so many people. despite his success as an engineer and a founder of products, he was a very humble man. he loved his wife, lori, and his children very, very dearly. and spent his life giving back to his community and supporting the next generation of young leaders. the doctor dedicated his life carrying on the legacy of the leader of the corrine independence -- korean independence movement. the korean american community and are indebted to dr. hong for
5:19 pm
his dedication and service and i pray that dr. hong's love of our country and community continues to live through us and i pray for god's peace for his family. mrs. kim: i thank you and yield back. the speaker pro tempore: for what purpose does the gentlewoman from iowa seek recognition? >> i request unanimous consent to address the house for one minute and to revise and extend my remarks. the speaker pro tempore: without objection, the gentlewoman is recognized for one minute. >> madam speaker, i rise today to speak on the ongoing disaster in afghanistan. as a vietnam-era veteran, i have seen the outcome of a poorly executed with drawl with tragic images of our allies hanging off of aircraft. the scene that unfolded at the airport in kabul last week is a betrayal to the american military, american citizens, our afghan partners who aided american troops in the global war on terror, and the afghan people. the catastrophe that we have seen over the last few weeks was completely avoidable. we have watched the taliban quickly take control of the
5:20 pm
country, release terrorists from prison and began implementing shari'a law on those we left behind. just as important, we will have less safety of our homeland and it will have lasting repercussions. mrs. miller-meeks: one of the most basic things you learn in the military is to in her give your -- give your enemy the upperhand. we gave the taliban the upperhand when we broadcast our withdrawal plans to the world. the administration -- the timeline the administration gave is during the peak of the fighting season. the administration needs to take full responsibility for this debacle. they are making the decisions and need to be held accountable for those decisions. the president said the buck stops with him but he has continued to point fingers and blame others. i yield back the balance of my time. the speaker pro tempore: for what purpose does the gentlewoman from texas seek recognition? >> i ask unanimous consent to address the house for one minute. the speaker pro tempore: without objection, the gentlewoman is recognized for one minute. ms. jackson lee: madam speaker, i rise today to thank the capitol police and all of those
5:21 pm
who really created a miracle in the midst of a potential bomb threat just about a week ago here in the united states capital. again, and to thank them for their astuteness and to recognize that in spite of all of our commentary from our friends on the other side about the border, that the most serious threat here in the united states is domestic terrorism. and there evidenced an individual, whatever his condition was, wanting to bomb the capitol. thank them for their honest and serious work and to, again, credit them for their leadership. finally, let me say that, as we move toward the voting rights act, h.r. 4, it is crucial, because texas democratic representatives will be here over the next two days, the same people who had a civil arrest and were stalked in their own state because they refused to go to a session that was nothing but denying rights to vote to texans, minorities, ethnic
5:22 pm
minorities, language minorities, denying them the right to vote. h.r. 4 is crucial. i thank them for their bravery and their service. let's get on with passing h.r. 4. i yield back. the speaker pro tempore: for what purpose does the gentleman from north carolina seek recognition? >> i seek unanimous consent to address the house for one minute. the speaker pro tempore: without objection, the gentleman is recognized for one minute. >> madam speaker, the taliban is embowdenned today. they have found a new reason to cry death to america. mr. cawthorn: that reason is joe biden. his foreign policy is not america-first, it's taliban-first. mr. president, listen carefully. and i'll say it slowly just for you. no man left behind. that's leadership. here's my pledge to the taliban. you may chant death to america today, but mark my words, the levers of power will be in strong hands soon. if you harm an american we will rein down vengeance upon you with the wrath and fury that will put the fires of hell to shame. psalm91 promises us that god will be our refuge and our
5:23 pm
fortress but you do not worship my god or heed his promises. so when we come for you, there will be no refuge. no cave, no crevice you can crawl into that will save from you our wrath. to those who hate america and all that we stand for, read my lips. i am young and i have a long memory. when power in washington inevitably shifts we will not forget you. because we're in the business of killing terrorists. and pretty soon business will be booming. with that, i yield back. en. the speaker pro tempore: members are reminded from refrain in -- reminded to refrain from engaging their remarks to the president. for what purpose does the gentleman from north carolina seek recognition? >> i ask unanimous consent to address the house for one minute and to revise and extend my remarks. the speaker pro tempore: without objection, the gentleman is recognized for one minute. >> thank you, madam speaker. the situation in afghanistan
5:24 pm
left behind by the president's hasty withdrawal has been horrific. it's been unconscionable. and unacceptable. we have thousands of american citizens unable to get to the airport in kabul because this administration boesched the withdrawal -- botced the withdrawal, sent mixed messages and they undercut our allied partners. let me be clear. we should not leave afghanistan until every single american citizen has been safely evacuated. period. for the last 20 years, our brave service men and women have served in afghanistan with honor, with valor, and with distinction. they have done everything that our country has asked of them. and more. they deserve our gratitude and our respect. it's time for this president and his administration to do right by them. to rescue every single american and to demonstrate the leadership that our country needs. at this point, madam speaker,
5:25 pm
that leadership is severely lacking. i yield back. the speaker pro tempore: for what purpose does the gentleman from tennessee seek recognition? >> i ask unanimous consent to address the house for one minute, to revise and extend my remarks. the speaker pro tempore: without objection, the gentleman is recognized for one minute. >> i rise today to remember a great tennessean, a devoted wife, mother, grandmother, bible school teacher and a true volunteer in every sense of the word. brenda was a blessing to her family, her friends, her community, her church and her country. as i remember brenda, i recognize that she represents many great women, past and present, across america who choose every day to put the needs of their families ahead of their own. women like brenda never hesitate to lend a helping hand or a listening ear. they are always there when a child needs to be scooped up and held close like only a mother can do. they are the best friend and
5:26 pm
trusted partner of their spouse, even through life's toughest challenges. mr. rose: and women like brenda spend a lifetime giving warm hugs and sharing sweet smiles that instantly provide assurance to those who need it most. america thrives because of women such as this. my district, my state, and this nation need women like brenda. the loss of such a special person brings great sadness. but we can be comforted knowing that she has schueler gone home to -- surely gone home to be with her lord and savior and what a fitting reward for such a faithful and lovely soul. i yield back. the speaker pro tempore: pursuant to -- for what purpose does the gentleman from illinois seek recognition?
5:27 pm
without objection, the gentleman is has -- the gentleman has one minute. >> thank you, madam speaker. i rise today in honor of the life and work of bill haibl of naperville who passed away awed -- suddenly just a few weeks ago. bill never missed an opportunity to help amplify voices. he started his career as a union electrician in 1986, and was a dedicated member of i.b.w. local 701. beyond his day to day work, bill made a priority to give back and to help others begin their careers. he spent 23 years as an instructor for the electrical workers apprenticeship program, helping introduce others to good paying career opportunities in the building trade. he was a leading voice for the economic development of the naperville community, and never missed a chance to advocate for job creation and infrastructure development that attracted so many people to naperville and to
5:28 pm
depages county. mr. foster: he knew instinctively what many of us have learned, that when you prioritize workers and their families, the entire community benefits. simply put, naperville community is a better place because of the work that he did and what he did to help build it up. so i'm proud to have called bill a friend and even more proud of the work that he accomplished for his community. we will all miss him dearly and i yield back. the speaker pro tempore: pursuant to clause 12-a of rule 1, the chair declares the house in recess subject to the call o
