prescription drugs are supposed to be lowered. i don't understand how these republicans can sit back and do nothing to help the ordinary american person. how can they say no to trying to help children and childcare? i am baffled. what i see is the gop and the right-wing media, all they do, their job is to bash biden. i support biden and what he does. host: we are going to let rob get in from stockton, california. go ahead with your comment today. caller: i will be very efficient. if you can pull up the u.s. debt clock for the democrats to see with the debt is today in the united states, we are at $28.9 trillion in debt. that is for 2021.
8:00 am
you cannot deny that. host: we believe that there. watching c-span today for work on the build back better and the expected vote. the house of representatives is coming in. we will take you to them. november 19, 2021. i hereby appoint the honorable katherine m. clark to act as speaker pro tempore on this day. signed, nope, speaker of the house of representatives. the speaker pro tempore: the prayer will be offered by chaplain cribben. chaplain kibben: would you pray with me. holy god in the dawn of this new

speaker. i yield myself such time as i may consume. the speaker pro tempore: the gentleman is recognized. mr. brady: thank you. we meet today to consider the largest spending bill in american history. a bill that no one has read adds hundreds of bills to the deficit, was written in secret and rushed to the floor to hide it from the american people. we have now the official costs. the ruts are in. the claim by the president this costs zero and reduce the national deficit is undrew. according to the congressional budget office even counting the budget gimmicks, this bill adds hundreds of billions of dollars to the national debt and more true accounting by the committee for responsible federal budget estimates this could drive national deficits by $3 trillion over the next 10 years. the claim that this won't raise taxes on the middle class is simply false. one out of three americans in
8:05 am
the middle class will see a tax hike starting next year. this bill -- the claim that this will make the wealthy pay their fair share is false as well. in this bill coming out of covid, two out of three millionaires in america will get a massive tax cut. and the claim that this will reduce inflation is not true as well. even according to the white house whose own favored analyst, the spending in this bill will drive up inflation for families, higher and longer for at least a decade. build back better's crippling tax hikes will kill american jobs, drive many of them overseas. they hammer small businesses as they struggle to recover, worsen the labor shortage, and drive inflation even higher. the bill imposes over $400 billion in taxes on american small businesses, it -- it
8:06 am
couldn't come at a worst time. there are $800le billion on american business who is compete both here and around the world. this constitutes an economic surrender to china, russia, japan, and europe, driving american jobs, investment in manufacturing overseas. the new corporate tax is really a made in america tax. it hits american manufacturing, energy, and technology, businesses the hardest. along with american consumers. the international tax increases make it better to be a foreign company than an american one. is it any wonder our foreign competitors are happy to embrace global minimum tax. they are getting american jobs in a big bite of our tax base. there is -- the speaker pro tempore: the gentleman's time has expired. mr. brady: the troubling new tax, toddler tax on american childcare. this is a terrible bill. i urge a no vote. the speaker pro tempore: the gentleman yield back. the gentleman from massachusetts is recognized.
8:07 am
mr. neal: i thank the gentleman. i yield myself 3/4 of a minute, snars. the speaker pro tempore: the gentleman virginia tech. mr. neal: this debate has gone on now for three months in the ways and means committee. 60 amendments from the opposition were offered. this was fully vetted over four days. public scrutiny. all maintained in daylight. i made sure of that, on purpose. this as i indicated last night, as i quoted a son of massachusetts, mr. webster, i said, rhetorically he asked, did we do something worthwhile in our time? today we are going to answer that question. i'm sorry that last evening when i quoted webster it triggered an outburst from the republican leader because we quoted an individual who was devoted to the constitution of the united states and the premise that everybody in america gets a chance. now it's an honor for me to yield one minute to the speaker of the house, secure in her caucus, secure in her beliefs,
8:08 am
and secure knowing what we are doing today in but a few minutes. speaker pelosi. the speaker pro tempore: the gentlewoman from california is recognized. the speaker: thank you, madam speaker. i thank the gentleman for yielding and for his extraordinary leadership. he and other cares have brought us to a moment in history on the floor of the house today when we can do something of significance for the people. thank you mr. chairman. madam speaker, with confidence in the vision of president biden and associating myself with the inspiring and informative comments of the distinguished chairman, mr. neal, with our distinguished democratic leader, mr. hoyer, the democratic whip last evening, and with respect to those who work in this capitol, and as a courtesy to my colleagues, i will be brief.
8:09 am
in his remarks our democratic leader, mr. hoyer, talked about the pride we take in telling our children and our grandchildren that we were here present to pass the build back better legislation and what it means for future generations. talked about the three legs of the biden platform, the rescue package, the b.i.f., the infrastructure and jobs bill, and now the build back better, the infrastructure for our future. chairman neal quoted daniel webster and spoke of our responsibilities to the people. in that spirit, madam speaker, i proceed by saying under this dome for centuries members of congress have stood exactly where we stand to pass legislation of extraordinary consequence in our nation's history and for our nation's future. in the original house chamber, now statuary hall, where lincoln
8:10 am
served, is cleo, the muse of history. cleo reminds men and women in these haloed -- hallowed halls we part of history, we are put a part of the long and honorable heritage of our democracy. with the passage of the build back better act, we, this democratic congress, are taking our place in the long and honorable heritage of our democracy which with legislation that will be the pillar of health and financial security in america. it will be historic in forging landmark progress for our nation. we talk about history as we look and prepare for the future. much has been said since the distinguished democratic leadership spoke last evening. said on this floor. but the facts are these.
8:11 am
following the vision of president biden guided by the expertise and energy of our chairs, members, and staff we have built back better bill that is historic, transformative, and larger than anything we have ever done before. we are building back better. if you are a parent, a senior, a child, a worker, if you are an american, this bill, this bill is for you. and it is better. it's better in terms of health care. it's better if you are a senior, your cost at the pharmacy will be cut to a fraction. with annual costs capped under medicare part d, annual benefit from the medicare hearing benefit. it's better if you have diabetes. when you go to the pharmacy instead of paying hundreds for insulin, you'll pay no more than $35 per month. and it's better for all
8:12 am
americans. we are ii halting pig phrma's -- big pharma's outrageous price hikes and lowering health care costs. under the affordable care act. we are also expanding coverage to millions under the affordable care act, as i mentioned. it's better in terms of family care. if you are a parent, it's better, most families will benefit from childcare costs reduced, cut fully in half for most families, and free universal pre-k for every 3 and 4-year-old in america. it's better if you are middle income family you will benefit from expanded biden child tax cut and pay family and medical leave. it's better if you are a caregiver you will have the respect you deserve and with the benefit of an historic investment of high quality home
8:13 am
health care. and it's better for america's working families with an average of two million jobs created each year over 10 years together with the b.i.f. jobs, jobs, jobs. four letter word. and it's better for climate. if you want your family to benefit from clean air, clean water, the development of good-paying green jobs for the future and from improved national security, we are meeting the president's vision to cut pollution in half by 2030 and by 100 he -- 100% by 2050. creating good-paying jobs -- union jobs and lowering families' energy costs. advancing environmental justice with a justice 40 initiative of president biden. and honoring our commitment to passing one of the better planeo
8:14 am
our children, our responsibility is always to our children and to the future. last week our congressional delegation went to cop26 in glasgow and confirmed the commitment of this congress to meet and beat our climate goals. with this legislation we achieved this for the children and for mother nature. the build back better agenda creates jobs, secures tax cuts for the middle class, lowers costs for families, while making the wealthiest pay their fair share. good-paying jobs, cut taxes to the middle class, lower costs, especially in regards to health care, and childcare, making wealthy and corporations pay their fair share. build back better is fully paid for. it reduces the deficit. and grows the economy. unlike, and i remind, perhaps i
8:15 am
need to remind you, unlike the republican tax scam which was passed in the dark of night with the speed of light, with no hearings whatsoever, and it increased the deficit by more than $2 trillion. more than this whole bill does for the american people. tax cuts for the wealthiest, giving 83% of the benefits to the top 1%. and did nothing to help the american people in termites of jobs, clean air, clean water. 83% to the top 1%. the dark of night. don't make me laugh about criticizing this bill. and build back better will not increase inflation including a
8:16 am
number of experts, economists. this victory is possible because of the tireless and value-based leadership of our chairs, members and staff of the committees and of members. i just want to acknowledge the staff of this institution, the house of representatives, for their just being there for us over and over again regardless of when and where. thank you so much. build back better is a better agenda for workers, families and children and for our planet. if you believe as i do that this planet is god's creation and have to be good stewards of it. this bill is for you. and if you don't share that
8:17 am
view, we all agree that we have a moral responsibility to our children, to their future, to pass on the planet in a responsible way. so we are proud to be passing this legislation under the leadership of president joe biden. he was an advocate and leader in terms of the bipartisan infrastructure bill but did not confine his vision for america in that bill alone. today, we have the opportunity toll build back better for the american people, for the children. i urge a no vote and yield back the balance of my time.
