the speaker pro tempore: pursuant to house resolution 900, the gentleman from pennsylvania, mr. perry, and a member opposed, each will control five minutes. the chair recognizes the gentleman from pennsylvania. mr. perry: thank you, madam speaker. i ask my colleagues to please join me by terminating u.s. participation in the united nations framework convention on climate change. the unfccc works to stabilize greenhouse gascon sen tragss in the atmosphere in the level that will prevent dangerous human interference with the climate system. the institution's mission to prevent dangerous human interference with the climate system precludes the body from preventing natural causes and binds states -- even in the face of scientific uncertainty. together, these provisions will require treaty signers to take significant actions to curb their economic output with

considering the scientific basis for such actions or the effect such actions will have on the environment or without considering those. the paris accords present a prime example of the inefficacy of the unfccc, given the deep restrictions imposed on our nation relative the world's major polluters. namely, china. even if our g.h.g. emissions could be eliminated overnight it would have no impact globally. none. china would make up the difference. our economy will be unnecessarily crippled while the c.c.p.'s economy will grow. it further requires that industrialize nations support climate change action in developing countries on top of aid already provided to these countries. developing countries like china. like, if anybody here thinks they're still developing, i guess that's why you've been

sending our jobs over there for 40 years. but we're forced to bail them out. this amounts to the taxpayer paying for and bailing out chinese green industries at the expense of u.s. jobs. we are tired of it. put plainly, remaining party to a treaty requiring our nation to fund the offshoring and manufacturing jobs, our very own jobs should be met with contempt across this political spectrum. finally, the unfccc has made clear it does not deal with policy. it is to reshape the world's economy to eliminate free and competitive markets. former executive secretary christina stated as much. this is what she said. this is the first time in history of mankind that we are setting ourselves the task of intentionally within a defined period of time to change the economic development model that has been reigning for the last 150 years since the -- years.

why aren't republicans clamoring to vote for america competes? this amendment makes clear that it's at least in part because of their climate denialism. republicans just don't want to address climate in this china bill. even though china's the biggest emitter of greenhouse gases and is outcompeting us at the same time in creating the green energy jobs of the future. the truth is they don't want the united states to address climate change, period. our closest allies were aghast when president trump pulled us out of the paris climate agreement and china took advantage of that in every way that it could. painting the united states as the irresponsible party on the world stage. now, mr. perry's amendment would have us make the same mistake again. if we want to hold china accountable for its coal power plants and its rising emissions, we need to be at the table to

our national security but for american values. sadly, this bill fails that test. the c.c.p. exploits our economy. they're building hypersonic weapons on the backbone of u.s. technology and they're using american comblektual -- intellectual property to further their genocide. this isn't just a security issue, it's a moral issue. yet, this bill takes no meaningful steps to keep u.s. technology out of the hands of the c.c.p.'s military. even worse, my democrat colleagues have refused safeguards that would stop this money from financing slave labor and genocide in the shin jeong province. so therefore i urge my colleagues to reconsider this trojan horse bill and to support my amendment. it would stop u.s. dollars from going to the government, by -- madam speaker, this is a test of our time.

address the house and revise and extend for one minute. the speaker pro tempore: without objection the gentlewoman is recognized for one minute. ms. jackson lee: thank you. this morning at the national prayer breakfast, the outstanding speakers of president joe biden, vice president kamala harr lis and brian stevensson combined together to say use your faith to make a difference. let me applaud the president of the united states and in this month of february where we typically honor african-americans and the history of how they contributed to this nation, the president anobsed that he would nominate to the united states supreme court an african-american woman. a black woman. since 1789, march 4 was when the supreme court first organized, there's never been one of the major elements of society, first a woman, and then a black woman, who of course in slavery suffered alongside of men and children.

more people on welfare. more crime. more drugs. particularly fentanyl. more people untested for covid. but something else because apparently that doesn't bother the biden administration. you appear weak. you may not care but believe me all normal people around the world when they see we're not enforcing our immigration laws say we have a weak president. and when countries like russia or china or north korea and iran size up the united states, they look at your border policy, and say, we're dealing with a weak person. and all these decisions which are very difficult decisions to be made with all these countries are going to be that much more difficult to make because you, mr. president, are defining weakness in your immigration policy. that's the price you'll pay. the speaker pro tempore: the gentleman's time has expired.

all others, (202) 748-8003. joining us now by zoom is dr. eat at mitchell, a member of the presidential cancer panel and the thomas jefferson university medical college and oncology department. dr. mitchell, thanks for your time this morning. guest: thank you for the opportunity. host: can you tell us a bit about the presidential cancer panel? what is it? guest: the panel is a part of the 1971 national cancer act signed by former president nixon . we have just celebrated the 50th anniversary of the national cancer act and the president's cancer panel consists of three independent members that give advice to the president based on

the current cancer issues in the country and we are so proud to be a part of that presidential cancer panel. host: we saw the president undergo this effort with his initial moonshot. what changes as far as what he's doing now but the goals he has established as a part of the new moonshot? guest: it's a realignment of the previous moonshot. the previous moonshot consisted mainly of research efforts. this realignment or reignition of the moonshot consists of multiple areas. including research, but including the fact that we can all participate in this program. so, therefore increasing screening, increasing

participation. and he indicated that he and the first lady, dr. jill biden, indicated that we all can participate in this. patients, caregivers, physicians, clinicians. but other members of the health care team so that everybody is involved and therefore we are all working together to further the effort. certainly the biden family has been affected by cancer, but so have many other americans been affected by cancer. and therefore, including everyone, making sure that we have cancer screening as a part of this.

because with cancer screening, we can frequently find cancers earlier so that there are better outcomes from treatment and diagnostic interventions, therefore decreasing the suffering from more individuals presenting with late stage cancer where the patient may not feel well, may have suffered many of the consequences and side effects of cancer, and therefore is less likely to respond to interventions. finding cancers early is a great part of this initiative. host: it's the idea of how much money should be tied to this effort. we saw congress give $2 billion to the previous moonshot.

there is still money left in that. what has to be considered as far as a dollar figure? guest: he did not give a dollar figure but the national cancer institute members were there for planning and congressional members were a part of the meeting yesterday, understanding that additional resources will be needed and will need to be approved for this. but there were no specific dollar figures described. but that is to come as a part of the program and a part of the representation of the presidential cancer panel. host: when it comes to the research being done on reducing cancers, we have seen probably years of research on that. what could be considered as new research that you talked about that could further the presidential goal on this?

guest: one of the new areas involves matching the tumor, the genomic profile, with new drugs so that we can adequately prevent the therapeutic interventions that are likely to give the patient a good response. so, that is one area of research. the next is defining more therapeutic interventions that might be helpful for treating cancer. those are ongoing. and the report from the cancer panel describes four critical goals and related recommendations to ensure the benefits of cancer screening for all populations. another area that is so important is access to care and making sure that everyone has

access to the interventions that are present. better screening. more participation in the screening process for cancer. the initiatives that the panel recommends involved improving communications so that health care systems, physicians, and others have better ways of communicating information. not only regarding new efforts, but also for the patient's. facilitate equitable access. this will provide an increased funding for community oriented outreach and support so that there is robust engagement of community health workers and

others to increase the access to screening for individuals. the next is strengthen workforce collaborations. if we can have all centers and members of the health care team supporting cancer screening and expanding access to the genomic and genetic access, that's another improvement. the next is to create effective health information technology to make systems work better together for the providers and for patients by creating and utilizing computable guidelines and clinical decision-making. host: do you know if any part of the presidential plan will include anything about doing the costs of drugs related to cancer? particularly if they are prohibitive for some people who are diagnosed with it?

guest: costs is very important and certainly the new era punic sarver expensive. in working with insurance companies to provide the access to care, that's a part of what we do and we have had members from the insurance companies involved and therefore creating processes that will allow for better coverage of care and better access to the interventions that are available. that's a part of the whole program. host: dr. mitchell is a clinical professor at thomas jefferson university medical college in the oncology department. thank you for your time and perspective.

president biden: good morning. last night, operating on my orders, the united states military forces successfully suy removed a major terrorist threat to the world, the global leader of isis. he took over as leader of isis in 2019 after the united states counterterrorism operation killed the last leader. since then isis has directed terrorist operations targeting americans, our allies and our partners and countless civilians in the middle east, africa and in south asia. he oversaw the spread of isis groups around the world after savaging communities and murdering innocents. he was responsible for the recent brutal attack on a prison in northeast syria, holding isis

fighters, which was swiftly addressed by our brave partners in the syrian democratic forces. he was the driving force behind the genocide of people in northwestern iraq in 2014. we all remember the gut wrenching stories of mass slaughts that are wiped out entire villages -- slaughters that wiped out entire villages, thousands of women and young girls sold into slavery, rape used as a weapon of war. thanks to the bravery of our troops this horrible terrorist leader is no more. our forces carried out the operation with their signature preparation and precision and i directed the department of defense to tairveg precaution possible to minimize civilian casualties. knowing this terrorist has chosen to surround himself with families, including children, we made a choice to pursue a special forces raid at a much greater risk to our own people, rather than targeting him with an air strike.

our team is still compiling the report but we do know that as our troops approached to capture the terrorist in a final act of desperate cowardess, with no regard to the lives of hoins family or others in the building, he chose to blow himself up, not just with a vest burks to blow up that third floor. rather than face justice for the crimes he's committed. taking several members of his family with him, just as his predecessor did. i'm grateful for the immense courage and skill and determination of our u.s. forces who skillfully executed this incredibly challenging mission. the members of our military are the solid, steel backbone of our administration. ready to fly into danger at a moment's notice to keep our country and the american people safe, as well as our allies. i'm also grateful to the families of our service members. you serve right alongside these soldiers and sailors and marines, special forces, loved ones, giving them the strength
