[applause] >> she seems ok so far. any rate, what i want to talk about, i want to make what i think is the most important closing argument to make. i've been to about 31 districts, places, going a bunch between now and election day. i cannot think of a more consequential election i have been involved in, that we have been involved in. whether we maintain control of the senate and house is a big deal. so far we are running against the tide and we are beating the tide. we have 15 days until one of the most important elections in our lifetime.

it will shape the way this country looks like for the coming decade, for real. the polls have been all over the place. it speaks to most posters they are not sure about the outcome, but about polling. it is also hard to do these days. republicans ahead, democrats ahead, republicans ahead, it will close with seeing one more shift. democrats ahead to close it. everyone wants to make it a referendum it is a choice. between two vastly different visions of america significantly different. democrats are building a better one with an economy that grows from the bottom up in middle out, where everyone does well. republicans are doubling down on mega maga trickle-down economics. it benefits the very wealthy, has failed the country before and will fail again. democrats are lowering your costs. [applause] folks, republicans and made it clear, at least they are being honest this time they say they that's what they want to do if they win. they will increased everyday cost. democrats are making sure the biggest corporations are paying a bigger share. 50% is not a fair share, it is a bigger share.

-- 15% is not a fair share is a bigger share. republicans will allow them to go back to paying zero in federal taxes after making billions of dollars leading working folks to pay more to keep things going. we as democrats are fiscally responsible, let's get that straight, we are investing in all of america, reducing everyday cost while also lowering the deficit at the same time. republicans are fiscally risk -- reckless. pushing packets -- tax cuts that are not paid for. democrats will protect social security and medicare. republicans are very clear. they want to cut social security and medicare. to the point where they will shut down the government and send the nation into default which raises prices of everyone if we do not cut social security and medicare.

semiconductors. the biggest investment of its kind in history. we passed the most consequential infrastructure bill since eisenhower's interstate highway system. building airports, roads, delivering clean water, high-speed internet. we are just getting started. we had infrastructure week and we kept having it and having it and having it. now we have infrastructure decade. we will create tens of thousands of jobs, making our companies more competitive worldwide come at the same time we know a lot of folks are struggling with inflation. driven by putin's war in ukraine in the global pandemic. it is little solace, we have the lowest inflation -- inflation rate of anywhere in the world. i am determined to reduce the burden on working-class folks.

is not just food and energy that is critical. we brought down the cost of energy. prescription drugs, health care costs, so much more. we finally did something with these things, without receiving a single solitary republican vote. not one. after decades of trying we finally gave medicare the power to negotiate for lower drug prices. [applause] president biden: in the united states we pay more for prescription drugs than any advanced nation in the world the exact same prescription made by the same company. for years, we have been trying to get this done, big pharma had scores of lobbyists to spend hundreds of millions of dollars to block us. we tried and tried and finally we beat big pharma. we beat them, that is a big deal. [applause] president biden: i've been

trying to do that since your age. finally. it is consequential, some of you have grandpas and grandmas, moms and dads that have serious health care problems and need prescriptions that cost a lot of money. we are placing a $2000 cap, anyone on medicare, you will not ever have to pay, even if your bill is $20,000 for prescription drugs coming will not pay more than $2000 a year. some of the cancer drugs, as much as $14,000. no one, no one on medicare, no one on medicare will have to pay more than 2000 about what their expense is. no matter what their prescription costs. $2000 is the limit you have to pay. imagine the burden it takes off of people. people rationing what they have to do because they have family obligations.

seniors on medicare for diabetes we have cap the cost of insulin. $35 a month instead of 30 times that amount. tens of thousands americans with diabetes struggling to pay for insulin. badly needed to stay alive and to stay healthy. including hundreds of thousands of young children with type two diabetes. to know how much it cost to make the insulin? 10 ten dollars. 10, it is outrageous, what cap that not just for everyone on medicare, but for everyone. hold up a second here i was on -- in virginia talking about capping the cost. she stood up and said she had two children with type two diabetes who have to share insulin. they could not afford it, forget the number they had come i think it was $600 a month. she had no insurance. how do you look at your child,

not a joke, my dad used to say -- how do you look your child knowing you cannot afford something that is basic to their health? because it cost so much money. i want to cap the cost for everyone. including the hundreds of thousands of children with type one diabetes. republicans blocked it. we got the medicare peace through, they blocked it for everyone else. guess what? we will get it next time out. [applause] president biden: we are. we also locked in savings on health insurer premiums -- insurance premiums on the affordable care act, we did with the first piece of legislation we passed, family of 4 wood decrease -- would decrease if

they are on obamacare. is still a lot of money, that would be gone as well, if republicans got their way. they want to get rid of the entire bowl affordable care act, anyone with pre-existing conditions -- affordable care -- the entire affordable care act. anyone with pre-existing conditions, the only reason he coverages because the affordable care act. i know it does not matter with a young audience like you all, but we passed the biggest investment and climate ever. by the way, because of your talking, i really mean it. not only are we going to save homeowners of thousands of

dollars every year because they're going to get tax codes for what they are doing. a whole range of other things. more efficient appliances. more efficient vehicles. working with utility companies to produce more low-cost homegrown energy. meaning lower utility bills for tens of millions of americans. look folks, let me say it again. we are doing all of this in a fiscally responsible way. every time i talk about the cost, they say there goes that big spending democrat biden again. guess who the big spending democrat biden did? the deficit fell by $1.4 trillion this year. cut the deficit in half. that follows a drop last year of 350 billion dollars. by the way because we are ensuring corporations are paying

their fair share, will reduce the deficit the next 10 years by another $250 billion. a big part of that is because we are finally making the biggest corporations pay their fair share. in 2020 for the five of the wealthiest corporations in the fortune 500 paid zero in federal taxes -- taxes and made -- thanks to congress i signed into law a 15% corporate tax. i cap fight campaign commitment, no one earning less than $400,000, would pay a single additional penny and federal taxes. it happened. because of the number of actions i've taken, we have taken, it would take too long to go into detail, guess what?

gas prices are coming down. despite putin's invasion of ukraine they are down $1.20 cents the summer and they just fell down another $.10. we will continue to insist that oil companies pass along the savings to the pump. folks, i've said from the beginning, my objective is to build an economy from the bottom up, giving everyone a fair chance. when we do that everybody does well. the poor has a letter up come the middle class -- latter up, the middle class get the head, the wealthy does very well. ask a republican, what is their plan? what is there platform? not a joke? if they win, what will they say

they do? i have to hand it to them, they said aloud, they are so confident they will win they say it without an ounce of shame. kevin mccarthy, public and leader of the house and his fellow maga republicans say is number one priority is to give the power we gave to medicare to lower drug prices back to big pharma and raise drug prices. by the way, i know this -- it is almost like i am making up this is what they are saying this is what will happen. the 2000 cap on prescription drugs, gone. $35 a month cap on insulin for seniors, gone. savings on health care premiums, gone. of course they're still determined to repeal the entire

affordable care act. that means an end to protections of tens of millions of people that cannot afford health protection -- health insurance because they have a pre-existing condition. the most regressive actions to deal with -- aggressive actions to deal with global warming, gone. you know republicans love to call democrats big spenders, claimed that we are -- and they claim they are for less government spending. give me a little break here and look at the facts. the federal deficit went up every single solitary year in the trump administration. it went up every year. it went up before the pandemic. it went up during the pandemic. it went up every single year on his watch. one big reason for that, they voted for to trillion dollar trump tax cut that overwhelmingly benefited the biggest corporations in the

wealthiest americans. now republican congress are doubling down on mega maga committed to implode the deficit again. just last week, republican leadership if they get their way, they will extend the trump tax cuts brian to to -- brought into existence two years ago. but the entire republican plan altogether and they would add $3 trillion to the deficit. $3 trillion. that is their plan. massive deficits that are reckless and irresponsible. the republican plan is to make inflation worse, not reduce it. let's talk about senator rick scott from florida. >> boo. president biden: he is in charge of electing republicans to control the united states senate. his plan, he put out, bring

social security and medicare to the chopping block every five years. every five years congas let the vote to cut, reduced, completely elevate, or take no changes -- eliminate, or make no changes a social security and medicare. they will have to do so every five years. then along came senator ron johnson of wisconsin. he think for -- thinks five years is too long to wait, he wants to put social security and medicare on the chopping block every single year. if congress is not vote to keep the program it goes away. it goes away. not just social security and medicare. he wants to put veterans benefits and everything else on the same budget at risk. at this closely. republican committee clear if they win control of congress, they will -- have made it clear

if they win control of congress they will shut they are flat out saying that. in order to cut social security and medicare, they are threatening to default on debt. there is nothing that would create more chaos, more inflation than this. think about it. republicans are determined to hold the economy hostage. if we get in on their demands about social security and medicare, republicans are going to crash the economy. i will not cut social security or medicare. i will never give in.

[applause] pres: biden: i know from experience in our last administration, even though i was asked to settle a similar deal with the last republican leader, we were able to succeed and not default. but our credit rating went down anyway. it is a responsible. i kept my commitment to help ease the burden of student debt. [applause] pres: biden: one week ago, we launched applications where people could apply. 22 million of you applied in one week. one week.

and the republican response was to soothe the federal government -- to sue the federal government. that is what they have done. i will never apologize for helping middle-class people as they recover from the pandemic. especially not the same republicans that voted for a tax cut that benefited the ultra-wealthy. the same people in congress who are hollering at me saying i am wasting money allowing you if you had a pell grant to get another debt relief and by the way, the average person getting debt relief makes about 75 grand

a year. they say that is outrageous. the program were you allow people to get money back if their business was in trouble. i think it is for five republicans -- four or five republicans who got millions of dollars of relief for and they made no apologies for that. they told us it was ok for them to get relief for their business, but you breaking your neck, you cannot get any relief. guess who was going to grow the economy more? look, i do not know who they think they are. that is the whole mega trickle

down policies. cut social security and medicare for seniors. threaten the foundation of the american economy that if we do not meet their demands, they will shut the place down. and then they talk about inflation. everything they do will make it worse. 15 days, the choice could not be clearer. the stakes cannot be higher. i have always believed your generation represent the best educated, most talented, least prejudiced generation in american history. we are faced with an inflection point.

there is so much change happening, technologically, politically, socially, environmentally. decisions we make today will determine the future of our nation for the next 30 years. not a joke. your generation is not going to be ignored. you are not going to be silenced. look at what happens when you speak out. two years ago perhaps many of you voted for the first time in your life. you understand the stakes. because you exercised your vote, that will trump a defeated former president now. -- donald trump is a defeated former president now. you elected the highest ranking black woman with indian background in american history

to be vice president. since then, with your help, we have delivered enormous progress. the most significant gun safety law in 30 years. by the way, i am going to ban assault weapons again. i mean it. because if you all, we confirmed the first black woman to ever serve on the supreme court of the united states of america. we confirmed more federal judges who are black women then all other presidents combined. let me be clear. republicans will pass a ban on

abortion if they control congress. i will be know it, but if we keep control, we will codify roe v. wade for all the nation. you have that power with your vote. let me close with this. over the last few years, we faced some of the most difficult challenges. we are making real progress, despite opposition from powerful special interests and extreme republicans. i served a long time in the senate with a lot of conservative, decent and honorable republicans who play by the rules. sometimes they won, sometimes they lost. they were decent and honorable people. there are still some of them there. but this is a different breed, this medical republican group. -- this maga republican group.

the power is in your hands. you can do this. we just need to vote, get out the vote. if we do, i truly believe we are just getting started. that is because i have never been more optimistic about america's future than i am today. we have to remember who we are. we are the united states of america. there is nothing beyond our capacity if we set our mind to it. i was with president xi jinping in the tibetan plateau. i spent over 78 hours with him, eight or 10 over the phone and the rest in person. she looked at me -- he looked at me.

of america is wondering if we still can do anything. everybody thought i was nuts when i answered the question if i could do one thing, what would i do? i would cure cancer. why? because nobody believes it can be done. but we are starting to do it. there is nothing beyond our capacity. i mean it. not a joke. you are the key, your whole generation. whether we are going to get through all this. if we get through it, we will be owing you for a long time.
