this is just under hour. eighth congressional district. >> tomorrow at 7:00, wvia-tv will host a debate between the candidates in district nine. congressman heuser and amanda waldman. tonight, we hear from the two candidates competing to represent pennsylvania's 8th district in the house of representatives. we have a live audience in the sardinia theater. they have been instructed to applaud only at the beginning

and the conclusion of the debate. let's begin by taking a look at the eighth congressional district. it incompetence is the scranton-wilkes-barre area and boast of monroe county the district is currently represented by democrat matt cartwright who faces mr. jim bognet. congressman cartwright is seeking his sixth term in the house of representatives. mr. cartwright is permanently the member of the house appropriations committee, chairman of the subcommittee on science and vice chair of the subcommittee on financial services and general government. he has a leadership role in the congress as one of the cochairs of the house democratic policy and communications committee. his challenger, jim bognet, is a native of hazleton. he served in the trump administration, charged with focusing on expanding american manufacturing. mr. barnett is the managing

director of j rv strategies, a consulting and public relations firm. political activities include martha mcsally's 2018 senate campaign as well as working on the campaigns of john mccain and romney. the format for this debate has been agreed to by both campaigns. each candidate will have two minutes for an opening statement in two minutes for a closing statement. responses to the questions by our panelists will be held to 90 seconds. however, at my discretion as moderator, an additional 30 seconds may be allotted for rebuttal. all time will be strictly enforced. all questions are devised by the individual panelists, each of whom submitted a series of questions for review prior to the debate. i, as moderator, have the option to ask. we move now to the opening

statements. as determined by a coin toss this evening, mr. cartwright will begin. rep. cartwright: thank you wvia-tv and all of its partners and panelists for taking part this evening. i ran for congress 10 years ago to become a powerful, effective voice for northeastern pennsylvania and boy do we need that now more than ever. i made it to the top of the u.s. house appropriations committee and that gives pa the kind of clout we have not had an a long time. using that, i have brought back nearly 72 million dollars to fund our police and other worthy projects. i brought back billions from the i ij a, infrastructure and jobs act, to clean up our abandoned mine land that have been there for generations. i worked across the aisle as the

most bipartisan democrat in congress over the last 10 years. i have a 77.1 voting average in voting along with republicans in the house of representatives. we are in the middle of a post-pandemic inflation, and it is painful. people are hurting from it. i have supported a lot of things to fight the inflation like cutting drug prices for seniors and getting a plant here to turn shale gas the car gas. thousands of jobs and cheaper gas. people are hurting. do you know who is not hurting? huge corporations. international corporations are not hurting. they are making record profits, paying little or no tax, price gouging people who are living paycheck-to-paycheck. we see them here in pennsylvania. those corporations are not hurting.

my opponent has been a corporate lobbying executive for huge operations and we are going to hear about that we are going -- that. we are going to hear about shedding values. >> your opening statement mr. bognet. mr. bognet: thank you to the moderators and other stations taking this debate live. i want to thank the viewers and voters for tuning in. my name is jim bognet, born and raised in hazleton. i went to publican -- public school there and graduated from penn state. i was blessed to be born into a loving family. my father runs a small business. i grew up digging ditches and pouring concrete. my mother is a teacher. she taught in hazleton public schools for over 30 years. she instilled in mia love of learning. someone who had a big effect on my life was my grandfather. he was born 100 years ago in

italy. his name was vincenzo. at a less island they turned him into jim. my grandfather had nine children and worked in a coal mine for 50 years. he loved his country so much, he wouldn't let his nine children speak italian at the dinner table b as he wanted them to be american. that is the kind of love of country i want. ladies and gentlemen is off-track we need change and we need it now. we need to instill a love of country and they love of our traditional values of hard work and atria to some back into our country i am running for congress to stop the bite inflation. i am running for congress to stop illegal immigrants from flowing into our country, bringing fentanyl and crime. i am running for congress to protect the american people from

the crime wave unleashed under joe biden. i make a promise here tonight, when i am your congressman i will always fight for you. i will never put the interests of a party or a president above the interests of northeast pennsylvania. i look forward to representing you. >> thank you. we now move on to the question-and-answer portion of the debate. each panelist will be called on in rotation. we begin with boris, a well-known politics reporter for the scranton times tribune. morris, you will have question. >> gentlemen, as someone who recently turned old enough to collect social security, i will ask about that first. we know the trustees of the program say they will have to cut benefits by more than 20% because the trust fund is going to run out of money. the solution seems well-known, how are you going to fix it? mr. bognet: many of my aunts are widowed.

they rely on social security. you worked your entire life for social security, you deserve it. let me tell you what has been done to social security, inflation has ran at over 8% because of joe biden, nancy pelosi and match voting with them. they are killing our senior citizens. i had a senior citizen call me last week, home heating was full -- that cost them $1200 to fill their tank that is because of the biden-cartwright inflation. let me tell you how i think we should protect social security. no benefit cuts. no raising the retirement age. number three, economic growth. we are about to enter a recession. this recession is caused by the biden-pelosi inflation. you all know it. we have seen the economy slow and the stock market killed.

an ep affinity about social security because when he was writing mitt romney's policies, he wrote the plan for cutting social security and he called it the big enchilada. i object to the word entitlement. people are acting entitled? it is not that. it is your money. you paid into it your entire worklife. to have somebody call it a big enchilada we have to cut back, that is what we did. now he is singing a different song but a leopard does not change its spots. rick scott from florida said the quiet part of lout for republicans when he said he thinks all federal legislation ought to be written off the books every five years, then reenacted. what does that mean? that means eliminating social security, eliminating medicare,

that is what we intend for it to do. >> let's move onto the second question posed by lisa washington. lisa is an anchor of the evening newscast at wnet. lisa, this question will first be answered by mr. cartwright. >> thank you. the last u.s. supreme court session ended with the overturning of roe v. wade. would you support a federal ban on abortion? something legal in pennsylvania. if so, would you allow for exceptions? rep. cartwright: thank you and welcome to the panel. the supreme court decision in the dobbs case was an attack on women's rights. i believe women ought to make their own choices. it is up to them. their doctors, their faith. they ought to make their own health care decisions in privacy and consultation. i trust a woman's right to make her own decisions, that's why i

voted for the women's health action act of 2021 and 2022. my opponent does not. he wants to have a national ban on abortion with no exceptions. no exception for rape. no exception for incest. no exception even if the life of the mother will be lost he signed a written pledge for that just a few months ago. i think that is extreme. i am not there. i yield my time. >> mr. barnett. mr. bognet: the matter has been sent to the states and i believe that is where it belongs. i do not think we should take federal action on abortion. mr. cartwright should be embarrassed. when he ran 10 years ago, he ran with the same position i had. he was pro-life with three exceptions. when women are put in those situations where their life is at or rape and incest have

occurred, we of course have to make exceptions. he ran with that pro-life position. in my heart, i believe he still has that position. nancy pelosi and joe biden were wire him to be pro choice to get elected. let me tell you what he has had to vote for. he voted against the born alive protection act. that says if an abortion is botched and that baby survives, you have to give it health care. that is extreme. he voted for federal funding of abortion. he wants you to pay for other people's abortions. he has never -- that says if a person is having a bb they don't like the sex of, they can have an abortion for that. that is barbaric. i am pro-life and i believe in a culture of life and i will fight for a culture of life this matter has been decided and it is disappointing matt cartwright held himself up as one of the few pro-life democrats and now is taking money from nancy

pelosi and has this extreme position of abortion on demand until the moment of birth. that is barbaric. >> mr. cartwright. rep. cartwright: once again, my opponent is wrong. i voted for the born alive protection act. check the record. in addition, my wife marion is here in the audience and we are both catholic we would not choose abortion, that is true, but i never ran to take women's rights away. the dobbs decision is such a jarring seachange in american law mode we did not see that coming and i certainly never campaigned the way my opponent suggests. >> mr. blog -- mr. bognet. mr. bognet: for 10 years, matt cartwright has voted frontally from what he told us. he stood on the debate stage in 2012 and 2014 and said he would be pro-life with exceptions. that is a reasonable position.

we know a big part of it is chinese chips, i voted for the chips built to bring it back from china so we can make it in america. we know we need more gas to bring prices down at the pump. i am helping bring a plant to luzern county, working with the ways and means committee. thousands of jobs and cheaper gas, local pipelines. by january, senior drug costs are going to start coming down. their co-pays and their insulin will be capped and health insurance premiums are coming down as well. my opponent is standing here and said he would have voted against all of that. he would have voted against all of those price cuts for seniors medication. we know why. it is because it angers his pals. big oil, big pharma and chinese pharmaceuticals. >> thank you. 30 seconds for a rebuttal. mr. bognet: that sounds like

the federal or state level? rep. cartwright: we can have local control over gun access. the larger point we deal with in washington is gun safety laws. there's no question that to remain static, to not change anything in the wake of horrible shootings -- and i was at orientation in 2012 to become a new congressman. i was sitting next to a lady. she was also a newly elected member of congress. her cell phone went off. i saw her take the call. i saw the blood drain from her face as she listened. she closed up her phone, walked out of the room kind of stumbling. it was elizabeth esty, the newly elected congresswoman from newtown, connecticut where the skin -- she just took the call telling her that 20 little kids had been mowed down by an ar-15

by some kid who had no business having that. six or seven adults were killed as well. we are going to have to do sensible things with gun safety laws. from the federal level is where we need to do them because that is where we set the tone in the u.s. congress. i am in favor of sensible gun safety laws. i am a going honor, i am a hunter. i am not interested in sweeping up people's guns. mr. bognet: on this issue, cartwright just made the argument why you shouldn't send him back to washington good in 2012 he was elected, that was sandy hook. and then we saw parkland and las vegas. this year we have seen uvalde. this is barbaric. in 10 years in office, matt cartwright hasn't done anything to stop it. they just keep coming and he

asks you for two more years as it is going to get anything done. let me tell you what i believe in guns. matt cartwright said we should have local control for guns. ok, gun owners. scranton could then outlaw you from having a weapon. while an exit or you are allowed. hazelton can say you can have a weapon and while friedland says you can't. we need to crack down on people who commit crimes with guns. we need to crackdown on illegal guns. every day i watch the news from philadelphia and there are shootings and carjackings and it is horrible. you know who are doing those? criminals with stolen guns. that is the real threat from guns. we need a federal government that is run by his pal joe biden that will act down and stop that and we need to stop the process enters from his party that are letting people out of jail without bail. we are having a crime wave that

pro-crime lieutenant government we have ever seen. a man who lets murderers out of jail. he stood on stage and hugged him. i will always fight for our police officers. every police group in this area has supported me. >> we have to move on. roger, do we have the next question? he will pose it first to mr. bognet. >> ukraine. should the united states continue funding the ukraine war effort? if russia deploys nuclear weapons in ukraine, do you believe a new counterstrike would be justified? mr. bognet: ukraine is a horrible situation and two men are to blame. the first one is easy, vladimir putin. he launched an unprovoked attack against ukraine and it is horrible and i condemned that attack. the second man who because that is joe biden. joe biden pulled out of afghanistan.

border patrol funding, fight drug trafficking and secure our border. some in my own party did not support those things. i voted for over $1 billion to build a wall on our southern border. i also voted for a latte these criminal penalties for violent middles who reenter the u.s. illegally after being deported. i also broke with the biden administration in their attempt to lift the current title 42 restrictions on processing applications. right now the border is technically closed because of the pandemic and we are not ready to process those applications. i want the parties to arrive at comprehensive immigration reform so we can finish securing our border and make taxpayers of the people working in the shadows. we need people willing to work across the aisle, not from

hospitals uninsured, hospitals have an obligation to treat, stabilize them. hospitals take it on the chin if people are uninsured. the more people we get insured, the sounder our hospital's financial footing is in the two years before governor corbett accepted the medicaid expansion under the affordable care act, we lost two hospitals. saint catherine's in schuylkill county and the marion community hospital. health care coverage is all theoretical. you might get sick, you might not. but if you are having a stroke and all of a sudden instead of 15 minutes to get to the hospital it takes 45, that takes -- makes a tangible difference. in a stroke situation, lost time equals lost brain. i want to get as many people
