This report establishes a strategy for Federal action on behalf of the nation's children and their families, and begins by urging that the concepts of the Full Employment and Balanced Growth Act of 1978 (P.L. 95-523) be enforced and implemented. Section I provides an introduction to and summary of the report. Section II delineates the cost of failure in comparison with the benefits of investing in children. Programs that effectively address the basic needs of children and their families are described. Section III specifies goals and recommendations for realizing in practice the four basic rights of children: (1) the right to a high quality education; (2) the right to grow up in a family that is economically self-sufficient; (3) the right to a healthy body, and (4) the right to a safe and livable environment. Illustrating the range of services being provided, Section IV describes local educational, economic, health and nutrition, and enviromental programs affecting children.
