attack on a critical bridge linking russia to crimea. i'm sandra smith in for neil cavuto. this is "your world." we've got fox team coverage to kick things off for you. trey yingst is on the ground. mark meredith has more on president biden's armageddon comments could be complicating matters and general kellogg with how the u.s. should respond. we begin with trey yingst. what's the latest from the ground, trey? >> yeah, sandra. we have new reaction to the russian attack on ukraine earlier that decimated this country in many cities. antonio gutierrez calling this an unacceptable escalation of the war. ukrainian is bracing for additional strikes after more than 75 missiles targeted major population centers like kyiv and

kharkiv. 11 people were killed and dozens injured including head of the national police cyber unit in kyiv. black smoke plumes were seen rising after the attack begin. the russians say they were targeting military infrastructure. images from the ground tell a different story. a pedestrian bring a playground and a main street were damaged in the strikes prompting the mayor of kyiv to say this. >> the war against civilians by russian. putin attack a couple weeks ago, months ago, a couple months ago. kyiv was targeted by russians. >> the u.s. state department weighed in tweeting "our hearts are with the people of ukrainian on this awful day." glory to ukraine. much of ukraine is without power after the infrastructure was

hit. vladimir putin said the attacks were in response to a bridge explosion that damaged the only connection with russia and crimea. president biden spoke on the phone with president zelensky promising ukraine advanced air defense systems to shoot down these missiles. sandra? >> sandra: president biden condemning the russian air strikes and vowing to support the people of ukraine for as long as it takes. to mark meredith from the white house with more. hi, mark. >> good afternoon to you. the president is condemning russia's latest actions. he says the attacks in kyiv and other cities are only the latest sign of the utter brutality. the president did not stop to speak with reporters this afternoon. he just got back to the white house. as trey mentioned, he's spoken by phone with ukraine's president, president zelensky saying that they did discuss air defenses and his own statement today, the president said the

russian air strikes served no military purpose and were meant to kill civilians. president biden said the attacks reinforce our commitment to stand with the people of ukraine for as long as it takes. we will impose costs on russia for its aggression and hold putin accountable for war crimes and provide the support necessary. tomorrow g-7 leaders are expected to hold a conference call with ukraine's president to discuss the war. president biden says the u.s. will provide ukraine with military assistance. but the latest attacks suggest more could have been done to hold russia back from the start. >> we waited six months to give them anything. we say we're going to give them artillery, we give them four himars. we should be providing them the full firepower that they need hahn putin. that's the only thing that will convince him to withdraw. >> the president did not stop to

speak with reporters returning today. the white house is facing questions about the comments off camera at the private fund raiser which he said the threat of nuclear war is very real. top white house aides insists that there's no sign that russia has changed its nuclear posture. sandra? >> sandra: mark, thank you. how should the u.s. respond to russia president vladimir putin's latest attacks on ukraine? lieutenant general keith kellogg joins us now. how would you define this moment in this war, general? good to see you. >> yeah, thanks, sandra, for having me on today. in any war, war is a province of risk and opportunity. there's an opportunity right now. it does come with risk. president biden should be doing over the airwaves or dnc fund raisers, he needs to pick up the phone and call vladimir putin and say we're going all in. we're going to provide ukraine with every bit of armorment that they need to defeat the russian

army in the field. that means crimea as well. you turn it over to putin and said okay, it's to you now. what are you going to do? i understand the risk behind that. we haven't done that. we haven't given the armorment that they needs or the air defense. give it to him. press the attack going forward. tell putin, it's up to you. you want to escalate or negotiate. we are prepared for anything. we haven't done that. we have not helped the ukrainians win this fight as much as we should. the opportunity is there. we should follow that. >> sandra: so you agree with secretary pompeo that it took us awhile to get there but now the strategy is in place, we need more to get to ukraine to continue to defend themselves. as far as the russian attacks on the many ukrainian cities as trey yingst just reported, this is widely seen as an escalation of this war. what do you believe is going to happen next?

you've got this major attack on the bridge there connecting russia to crimea. vladimir putin labelling that as what he sees as a terror attack. where does this go next, general? >> yeah, sandra, putin has misread this fight from the start. he thinks by going after civilian targets will break the will of the ukrainian people. it's not. they're going to be more resolved in the fight going forward. he's attacking targets that he thinks will affect their will and bring down the government. that won't happen. he's losing the fight in the field. what zelensky needs to do and he needs our help to do it, he needs the alliance help, press the attack forward. i look and i've said this before, look at the south. if that attack on kherson keeps going to way it's going and he's able to cut off crimea and take crimea and the reason that they hit the bridge is that was a supply route in to crimea, putin has a major problem. escalate to a level that putin has to make a decision.

do i escalate more or negotiate. he's problem with escalation, he's not going to become a pariah among the united nations but his allies will desert him as well. i can't believe the russian military, the strongmen in russia or the chinese want him to escalate much further than he has right now. you'll see the chinese walk away from him. when that happens, he's a man alone. >> sandra: i wanted a final thought from you on this. the british foreign secretary, james cleverly condemned the attacks as unacceptable. he called it a demonstration of weakness but putin, not strength. seems to me you agree with that. >> i do. but we need to follow up on that. we can't just have rhetoric. you have to give them something beyond the rhetoric that is weaponry. they need to prosecute the attack going forward. we have not given them the

the latest around a pain at the pump. what is happening now, kelly? >> hey, good to see you, sandra. i mean, of course people across the country are feeling it. but nowhere more so than california. you can see it is 6.49 for a gallon of regular. we've been seeing gas prices rise the last 16 days. the national average is $3.91 today. close to $4 a gallon. that is 12 cents higher than a week ago. i want to highlight 63% higher than when the president took office. that could get worse. largely because of opec's planned production cut of two million barrel per day. many are calling that announce meant a slap in the face after the president visited saudi arabia. oil prices have cooled. we're still seeing double digit growth because of that. one path the administration is continuing to tap the strategic petroleum reserves. not only is it a short term

solution but the reserves are intended to be used for disasters like hurricane ian and are now at the lowest level in 40 years. i want to draw attention to what's going on with diesel prices. we've gone over the $5 a gallon mark. 19 cents higher than a week ago. that pain is not just when you fill up your car but diesel is known as the canary for inflation. that gets our groceries to the store. so this week's inflation number that we're all eagerly awaiting won't include the increase at the pump that we're seeing now. but come november and december, we will start to see the impact of that. certainly if inflation goes up, we'll see the fed continue to likely get aggressive with rates. so it just has this snow-balling domino effect that we're seeing in numbers like that at the pump. >> sandra: thanks, kelly. our next guest is not a fan of what the the white house is

doing when it comes to the pump. former energy secretary rick perry is writing in part "biden's war on american energy has him begging others for oil." thanks for joining us on this. everybody wants the prices to come down. it inflicts pain on the american consumer. american small businesses are reeling because of this as well what is your take? is this the administration's fault why we continue to see sky high gas and oil prices? >> happy columbus day, sandra. a privilege to be with you. under osteer conditions in the country. the biden administration says we're trying to bring the fossil fuel industry to its knees. they basically are doing a

pretty good job of that. they're overtaxing, overregulating. overlitigating. that's how you do it. overregulate. that's what this biden administration is doing. shutting down pipelines. not allowing federal leases or offshore drilling. all of that sends a message to the companies, whether they're small independents or the big oil and gas companies, that you better be really comfortable if you're going to spend monies to deliver oil to the refineries. as a matter of fact, we're about a million barrels less refining in the u.s. since the biden administration took over. so all of that together, sandra, sends a clear message that a lot of this recession that is happening is driven by the cost of energy. america was independent for the first time in 67 years in 2019

because of the policies that president trump put in place. we were producing, doing a great job, we were working with our foreign partners. the supply of emergency around the world was in a lot better place. europe will pay a huge price for their decisions about doing away with fossil fuels. >> sandra: let me ask you how we can fix this problem. this question needs to be put to republicans that can regain control of the house and/or the senate in the fall. they're promises they can bring the prices down. what do you do about it? if that refining capacity is off line to the degree that you just described and there's solid evidence of that, does pumping more oil help or releasing more from the reserves help if we can't refine it in to gasoline? >> i think sending the message -- if you want more of something, you incentivize it. this governoring is not rocket science. when the republicans come into

place, they need to use every tool that they have to send the message to the fossil fuel industry and at the same time -- this a little longer range process -- send a message to the small reacteder industry out there that has the potential to do some good things. it's going to take awhile for that technology to get in place but it's faster than you realize. so they can send the message around the world that america will get back in the energy business in a big way. >> sandra: secretary, final question for you. >> there's blame put on the oil companies themselves and in some cases the mom and pop gas stations in the country and warnings not the price gouge. you heard that from the president during the storm and the aftermath of the storm. you hear it from gavin newsome in california. in my research today, i saw a white house pool. you said during tropical storm

harvey made a warning to not price gouge in the wake of the storm. why put the warnings out there if there's not a lot of evidence that that is happen something have you seen that happening? what rendered that warning then? we're getting a lot more of those now. >> and during hurricanes, we always send that message. if you're thinking about because it's a supply and demand issue, this is not the time to do it. it's always been from my perspective a message that gets sent during hurricanes. but that's not what this administration is doing. this administration is doing it to try to cover up for bad policies that they put in place. there's no doubt that this administration wants to force americans to quit using fossil fuels and go to wind and solar to powter grid. it's not going to happen. you have to have fossil fuels and nuclear power to be the base. this administration would rather play politics and blame

in certain house races -- the senate is different. it's a different ball game. we don't have gerrymandering. in certain house races, especially given how narrowly divided the house is, it only takes very few seats for kevin mccarthy to become speaker. gas prices going up hits everybody in their pocket books. it hits the middle class, the working class. unless you're making billions. when you're pumping gas and i was driving to lax a couple nights ago. i saw 7.21 or 7.29 a gallon, which is unheard of. but again, it's around beverly hills and more towards englewood. having said that, let's back up a bit. the trajectory of democrats losing a ton of seats sort of 1994 style, that is sort of

forgotten at this point. i think we're going to do a good job in the senate for republicans running poor quality candidates from pennsylvania to ohio to georgia. >> sandra: hadley, feel free to respond to ari on that. >> if the voters vote on the issues, democrats are in trouble. in terms of the biggest issues, inflation, the economy, energy, gas prices, those are where americans are looking for a change in leadership. president biden decided to drain millions from the strategic petroleum reserve. that temporarily decreased gas prices. now they're coming back up. if he was looking for the political solution, he probably pulled the trigger on that decision too early. americans want long-term solutions. they want to know that they're not going to keep pay recording levels. if voters vote the issues,

democrats are in trouble. if they vote the candidate, it's a challenge for the voter is picking the right candidate. >> sandra: it's hard not to tie the president to the high prices that everybody is experiencing today. in the wake of the high prices that are arguably and republicans are making a point were avoidable in the first place. the administration turned a blind eye to inflation. why do you believe this white house has not gone out of the way to show voters that they're going to reign in the high prices and start pumping more oil to bring down your gas prices if in poll after poll it shows up as the number 1 concern of the american voter no matter your party? >> so two big issues. if people are going to vote can digits and persons, we have a huge advantage over herschel walker and dr. oz and that

>> sandra: no border stop for the border czar. tony gonzales slamming kamala harris for not visiting the border on her trip to his state over the weekend. fox news correspondent griff jenkins is live with more. hello, griff. >> hi, sandra. good afternoon. it's worth pointing out that vice president harris last visited the border last june when he went to a processing center in el paso. she's never been here, sandra and seen this. let me take you to our fox sky drone and show you what you can see here, this is ground zero for migrant encounters. last year, more than 470,000 to the del rio sector. the migrants are coming from more than 140 countries over the weekend. 13,000 migrants from somalia,

syria and iran. let's show you video of drone we shot this morning, sandra. this is a group of about 100 or so in a pecan orchard. they come every day. the border patrol, national guard and texas dps wait for them and process them and send them along their way. it's a daily occurrence like clock work. take a look at this video that we shot sunday. this is the large groups that we're getting upwards of 200 in this one through 178 total. 21 were children. among them, a woman from cuba that i asked how much she paid a coyote to cross the river. she said 1,500. this is part of what congressman gonzalez wants vice president harris to see and why he's so frustrated that she won't come and see it. here's what representative gonzalez had to say. >> i'm a republican. i get that.

but henry cuellar is a democrat. she can visit anywhere along the border. the fact is, they put their head in the sand and abandoned us along the border. >> and the other thing that she would see is the human smuggling that cartels are profiting on so much in the ten days i've been here when the new fiscal year began. in just this area, they thwarted ten smuggling attempts. >> martha: griff, thanks very much for your reporting on all of that. now to a sheriff that is dealing with this crisis first hand. cochise county sheriff, mark dannels. it's hard to imagine why the president, the border czar in the middle of a border crisis, wouldn't make a stop there to see what is happening first hand. >> good afternoon, sandra.

i agree 100%. the impacts of this is nothing but negative. totally negative when it comes to public safety. look at the million got-aways, the thousand that died on u.s. soil. then you look at my county. we're pushing 1,000 people that i booked in my rural county jail. i can't get this president, this vice president, our leadership in congress to recognize this or act upon it. it's a complete insult. we've been left abandoned out here. >> sandra: what a statement. abandonment. what contact have you had with this white house on this issue? >> sandra, i'll say this is the first president that has failed to meet with the sheriffs. our national sheriff

association. we've invited them. they fail to meet with them. it's like we don't exist. sheriffs from all over the country, not even an answer that we can't make it. they totally ignore us. first president in history not to meet with this country's sheriffs. >> sandra: wow. give us a sense of what your communities are dealing with there, sheriff. >> right now we're putting containers on the border thanks to our governor, trying to secure our border. we deal with pursues every day. we deal with crimes every day. we have 100% got-aways in our country on the southeast corner of the state. we lead the nation, the tucson sector, when it comes to smuggling by the cartels, drugs. you name it. we're seeing it here on the border. nothing positive. it's destroying the quality of life that we should be addressing on the border that we're being neglected upon. this border is a reality for this country, not just the 31

border counties. america needs to stand up and unite. >> we've been showing images of containers lining up, getting them ready to be put in place. some already hauled in. to your point about that effort. when you do this, what are your seeing as the actual impact of that? are they working? >> well, they're still going in place. i know they have installed them and stacked them in yuma county, arizona. the sheriff says it's making a difference and slowing them down. it sends a message absent the federal government, our state governor, the sheriffs in the state are engaged, that we'll do everything we can to protect our citizens and our state and this country. shame on the federal government for not being a part of this. the federal border is their responsibility, not the state and locals. we're doing their job and continue to do it to protect our country. >> sandra: sheriff, we sense the urgency in your voice. if you had the white house and

if they did reach out to communicate, which they have not yet, what would be your first request? what would be the biggest resource that you need today, sheriff? >> we need a message. we need a message from this president that the border is going to be secured and consequences for violating our laws in the country. those that come across illegally will be addressed properly. we need them to engage with us. right now we have none. as long as they stay absent to this, the problems only going to get worse in texas, new mexico, california, arizona and all other states in this country. it's not a positive thing. we have to have a president that cares ant americans, that wants to protect us all as his oath of office states. >> sandra: to that point, this is no longer just affecting the border states. it's all over the country with the vast number of people that continue to flow over the border. thanks for joining us, sheriff.

appreciate your time, sir. >> thank you, sandra. >> sandra: all right. thanks to the sheriff. 29 days to go, the border a top issue on the ballot for arizona voters. rich edson is reporting on that for us. he has the latest details. rich? >> apprehensions have hit a record high. migrant encounters are up in the arizona border sectors of yuma and tucson. that's according to the latest data from customs and border protection. in the middle of that, major campaigns for governor and u.s. senate. republican kerri lake says if she wins the race, she will use state power to back up federal laws. >> we will work to stop these narco terrorists from human traffics and drug trafficking in arizona. >> former president trump held a rally last night for lake and other republicans running in the

state. democratic secretary state katie hobbs spoke with reporters. he said lake is spreading theories about the 2020 election. >> trump centered his immigration policy around finishing the wall. it's not done. but biden does need to step up immigration and border security. >> hobbs cold lake's plan to declare an invasion empty rhetoric that will bring chaos to arizona. in the senate race, voters found the most important issues in that race as border security. the preservation of american democracy, inflation and abortion. democratic senator mark kelly is trying to defend his seat against republican challenger blake masters. kelly has broken with biden, called the border chaos and a mess and the administration changes border rules was dumb. masters called kelly a rubber stamp for biden i agenda.

>> even just handling these pills or powders masquerading as candy can kill a person. >> the senators say mexican drug cartels are targeting kids with not only fentanyl that looks like candy but fentanyl powder disguised to look like side walk chalk. some are saying it's a scare tactic. it comes less than a month after a bipartisan group of attorneys general sent a letter to president biden calling on him to classify fentanyl as a weapon of mass destruction. again, these are democrats and republicans. they wrote this. "enough fentanyl has been seized in the last year to kill every man, woman and child in the united states several times over." it's scary. one woman who lost her son to an overdose in 2018 to fentanyl

$4,000 in purchasing power last year. you see $10 trillion of losses in the stock market this year. employers having the hardest time getting people back to work. i could go on with these litany of problems. you have gas prices, sandra, heading back to $4.50, $5 a gallon. we are in a recession right now. maybe a year from now, come on, it is here. >> sandra: you can't blame these restaurants either. they don't want to sit down and see that the prices went up. and the customer say, hey, what are you doing here? this is what we are passing down to you. we keep the prices the same the best that they can, at least comic but we will show you what otherwise we would be passing along to raise prices. they don't want the blame for it. >> well, you know comic this is an important point you are making. the biden administration's response to the higher prices in

this crummy economy is to blame the companies, the gas stations, the restaurants in the drug companies for raising prices. and all are saying what you said, sandra. wait a minute, we have higher cost because energy is more expensive, what is more expensive, construction more expensive so it gets passed to the consumers. we are getting crushed $4,000 a year lost income. that is a $300 a month pay cut for people because we are not in a recession right now. a cost-of-living recession and it is hitting the poor and middle-class the hardest. >> sa>> sandra: whole lot of wet that americans are paying for this, 60% of the country and more americans working to go full-time jobs to pay for inflation. draw your attention and you have ten seconds so i will give it to you, steve, the mark of the nasdaq new low for the year. and the stock market losing growth.
