correspondent chad pergram is live on capitol hill with this. >> in elementary school they said there were no takebacks. there are in congress. the administration is asking congress to reclaim $9.4 billion in spending for foreign aid programs and public broadcasting. congress must approve the cuts. >> i can tell you right now we can't cut enough foreign aid. i think that's what americans want to see. if republicans can't find the political will to vote for a $9 billion package. i think republicans will be in trouble. >> doge could only recommend cuts to programs. congress controls the purse strings. that's why lawmakers must vote to rescind money which congress already approved. >> we have to remember the bottom line which is can we continue on the spending trajectory that we are on as a country? the answer is no. is this going to solve the

strong feelings about doge and lots of things on doge. here is what he said. >> i want to make sure that they take the first thing and see if it passes. the bigger the package, the harder to pass. if it doesn't pass, this is the real world and we'll lose flexibility we have to use executive tools to find other ways to make the doge cuts permanent. >> dana: ever since i've known you, strong on making sure that everyone is sticking to budget and how do you feel about this? >> government is too bloated and big. a lot of taxpayers look at what we are spending our money on and they ask themselves does this benefit me? we all have to ask ourselves the same question over and over again what is the role and function of government? it is tasked with doing too much and providing too much. so it is like my 600 pound life. you have a bloated patient here

and you need non-traditional means in order to save this patient's life, slim them down and give them a better quality of life. they are being destroyed under their own weight. they are imploding. elon musk comes in and has a non-traditional way of cutting funding and it's doge. looking at things that are redundant and unnecessary and fraudulent. he is essentially the ozempic. what are republicans doing? apply the ozempic and encouraging the patient to takes 10,000 steps a day and eat lean protein and greens. no, they are taking him to the golden corral. all you can eat buffet. that patient will not live very long or well. we have to things about things differently if we expect different outcomes. >> bill: caroline skips starbucks once a month and made no difference at all, right? >> that analogy is perfect.

we have a very glut onous system. the entitlement programs. elon musk understand and he is digging through the accounting for the last few months. he knows that it is not just low hanging fruit, waste, fraud and abuse. it is medicaid. >> dana: not enough waste, fraud and abuse but not enough. michael moore has a new pledge of allegiance he thinks we all should take in his sub stack. i pledge allegiance to the people at usa and the democracy we all stand. one person, one vote, one nation. part of one world. everyone is slice of the pay. equality and kindness and the pursuit of happiness for all. will that stick? >> his platitude are as bloated as he is. it is not going to stick because he talks about freedoms but then in the next sentence he talks about taking your freedoms away. so it is all very contradictory.

traditional catholics. that agency director wray telling congress the matter was limited to a single memo in the year 2023. griff jenkins is on that live in washington and griff, what have we learned so far? hello. >> good morning, bill. we're learning a lot after senate judiciary chairman chuck grassley alleged the f.b.i. hid the extent of that targeting during the biden administration under former f.b.i. director chris wray. grassley released new f.b.i. records that showed the so-called anti-catholic richmond m.o. was distributed to over 1,000 f.b.i. employees across multiple field offices before it was publicly disclosed by a whistleblower in 2023. recall wray claimed in testimony it was nearly a rogue operation by one field office. >> you are referring to the rich edmonton product, a single product by a single field office. as soon as i found out about it i was aghast and ordered it withdrawn and removed from f.b.i. systems. >> grassley reveals there were

appropriations committee. this comes as the air travel industry has faced recent concerns over aging infrastructure and traffic control shortages and safety. joining us now the transportation secretary sean duffy. the air traffic controller john stewart according to internal safety report by the "wall street journal" said the situation is and has been and continues to be unsafe. the amount of stress we're under is unsur mountable. you heard that loud and clear. what has been done about it so far? can people feel reassured about air travel? >> yes, first off it is safe. we have multiple redundancy in the system. we have an old system not updated for decades. we're using old technology. it is a moment in time where we have to build a new air traffic control system. the biggest infrastructure project we have going on in the country and the most important one in 20 years we'll do in america. we're lucky we have a president who cares about this issue and

is willing to push this department and push the congress and also push the business sector that deals with aviation to make sure we get it done right and fast. so we need money to do that, dana. we're in need tens of billions of dollars from congress. you can't start until we get that -- those dollars in the door. americans fly, their families fly. they want to make sure when we see signs of issues in air traffic control system we actually take action and fix it and make it better for the flying public. by the way, we can make it more efficient, too. we have drones like ubers in the air. airspace will become more complicated and we can make it more efficient with the new system. >> dana: speaking on the money that d.o.t. needs. is it in the big, beautiful bill or separate? >> we have 12 billion in the big, beautiful bill. that is not enough. we'll need more. by the way i also need congress to clear the deck to build fast.

>> dana: worn re one of the things is building runways, newark one prob problems was that one of the runways was down for repair. it is back up sooner than expected. how did you do that? >> 13 days sooner than expected. the port authority worked 24 hours a day seven days a week to get it online faster an we anticipated. one of the issues we were having in newark. you reported this. we were short on controllers and philly controls the airspace. 22 controllers, six were out on leave. we have 22 controllers now in training so they will get certified on a rolling basis and as they are certified we can expand the capacity of newark as well. also we had a telecom issue that caused the communication issues. we had two of those, one in late april, one in early may. verizon did a fantastic job and

laid a brand-new fiber cable between philly and new york which was a problem line. we're testing that now and it should be set up probably the end of june, early july. we're working really fast. amazing when everyone cares and engages together and business ceos help us out how fast things can happen. >> dana: the ceo of united airlines said yes, some of our tickets went down in terms of sales but that was probably because of the press and everything. you are here to say that we can all get back to traveling and feel confident about it. before i let you go i want to ask you about this. a story i followed since i first lived in san diego years ago. i think the california high speed rail thing is so preposterous. you just came out with a report. what did you find? >> we have a 300 page report that came out that says the timelines and budget for the california high speed rail, they can't meet them.

so we have $4 billion that has been authorized to go to california to build this project. and we don't want to invest in boon doing else. they won't complete the project. we all knew. we will give them 30 days to respond to us if they think we're wrong we'll hear them out. if they don't make a good case we'll take the money back. i want to see high speed rail in america. europe has it everywhere and it works. why it can't be built in america and why it can't be built within time frames that work for the people that invest in the projects makes no sense to me. we'll look for good projects to invest in. this doesn't appear to be one of them. not one high speed track has been laid and we're $16.17 years in the project. it has all the makings of boondoggle. >> dana: could we get high speed

during the raid. he and one other fugitive remain on the run from last month's masses cape. he was not let out. he was running out at the orleans parish jail. democrats still searching for answers after a disappointing 2024. the party is getting some outside help. reporting new think-tank search light, democrats toward more popular positions. karl rove is a former white house deputy chief of staff and fox news contributor. i don't know if they can pull it off. "politico" says the guy helping them said he urged democrats to declare independence from liberal and progressive -- reject the -- he urged elected official eaves to not be afraid of powerful groups that dictated much of the 2020 presidential primary. i don't know how much he got paid but it is common sense.

>> well, there are three problems for them. one is latinos. one is young black men. and one is the lack of enthusiasm among young voters to the degree democrats need to have them. i suspect they will go after all three. we'll see how well it works out. they could return to search light for just a minute. a lot of common sense in there which means it won't be well received by a lot of democrats. and look, we have a sense of the kind of attitude that some of the leadership of the democratic party will have this past weekend in south carolina where they had a jim clyburn fish fry and prospective candidates showed up and the "washington post" did an interview with some of the democratic leaders, black democratic leaders and they said we're being taken for granted. they didn't deliver. we felt betrayed by latino

voters. and they sort of ignored -- they mentioned the black shift to trump but they didn't deal with why that happened. it sounded more like it was about power and money. one of the democratic leaders said you have to know where your bread is buttered. invest there. i didn't get a lot of new thinking out of there. they did have -- interesting figure in the form of the maryland governor, wes moore. but the democrats have got a long way back from where they were and that's to be expected. they lost a race they thought they should have won and this happens to parties when they lose elections, particularly if they've lost a couple in a row. it generally takes a pretty dramatic change. they lost in 80, 84, lost in 88. it took a democrat saying we need to end welfare as we know it and 100,000 police on the street. more police on the street and balance the budget and they won. and you have to change your act. it is hard to see that they are

very far along on it. they have plenty of time before the 2028 election. the 2026 election is what they ought to worry about more today. >> dana: it is actually the timing is what i wanted to ask you. we are almost seven, eight months from the election. they still don't have their footing. is that normal, karl? it feels to me like a really long time before they can land on anything. i don't think taco will be it necessarily. do they need a message, ideas first, what comes first the chicken or egg here? >> they need to understand what caused them to lose touch with their voters and lose touch with key elements of the electorate and work from there. where did they go wrong? i'm sure there is a lot of thought going on there. but i didn't get a good sense out of the south carolina meeting they have a good handle what it is. search light has it. stop talking about things in a way that alienate large elements of your existing party and make

it difficult for you to grow it. now, the candidates are going to matter a lot. my sense is that in 2026 it will be the democratic gubernatorial candidates who will do a better job of beginning to set the table for 2028. but the democrats can't just rely on that. they are close in the house, typically the party out of power gains seats in the house in a mid-term election. 25 on average since the end of world war ii but they have to get there and they are not there yet and not even close. we'll see how it all works out but -- they have to do something different and they don't seem to me like they are open to doing a lot of things different. >> bill: karl, thank you for coming on. enjoy lunch with your tacos, sir. thank you. see you soon. thank you, karl. ♪ >> bill: that song has reached a

a manhunt in remote terrain involving local, state and federal law enforcement searching for 32-year-old travis decker charged with three counts of first degree murder for doing the unthinkable, killing his three girls. after a court ordered planned visitation over the weekend. the bodies of 9-year-old peyton, 8-year-old and 5-year-old were found at a campground 75 yards away from where police located decker's truck on monday. according to court documents the girls wrists were zip tied and each had a plastic bag over their head. the f.b.i. and border security and u.s. marshalls from joined the search in the cascade mountains west of leavenworth, washington. they spoke directly to him last night. >> if you are listening this is your opportunity to turn yourself in. do the right thing. do what you need to do. take accountability for your actions. we won't go away or rest and

united states. just the type of thing which i think would terrify americans in the wake of the covid pandemic. it sounds like what we're talking about here is a plant pathogen. something that would primarily affect crops and so forth. but it highlights this threat that we have seen, bill, that is a multi-faceted threat of u.s. adversaries really trying to figure out a way to in the event of a conflict go after the things that sustain us. whether it is water utilities, whether that's crops and livestock, whether that's the power sector and so forth. there is no evidence that i've seen that's what is happening here but just the use of that term agroterrorism highlights the risk that it entails. >> bill: i would also add the woman apparently had literature tying her to the ccp. hats off to customs and border patrol. they knew what they were looking for. if you look at this description you need to be an expert in this
