the senate takes a big step to pass a big beautiful bill. vice president bands allow bidding person to back of the procedural vote. on the senate floor now is what you are looking at. in hours long verbal reading of the massive 900 plus a page a bill. minority leader chuck schumer
9:01 am
demanded they rated all but after that's finished senators will begin to make this afternoon. welcome to fox news like i am rich edson. let's collide to capital senior congressional correspondent chad pergram is tracking the progress of the big beautiful bill hi chad. >> fed x rant commercials back in the 1980s with a fast talking businessman. that is not exactly how it has gone and the senate overnight. clerks begin reading the bill out loud at 11:08 p.m. eastern time for their been methodically plodding through every single page. >> no amount may be cured under subparagraph eight and a county or after the fifth calendar year. section 5000e -- one. in position to tax precook subchapter c stopping abusive financial practices. >> here's what to expect the clerks conclude their reading in a few hours than centers debate the bill. a marathon voting session begins after words. that could consume nine -- 15
9:02 am
hours. a final vote might not come until tomorrow afternoon. passing the senate is one thing but then the house must still sync up. because there is no margin for error. never bet against president trump. he has on the phone. he is working it. they pass this by one vote out of the house before it were likely to pass it with a similar margin in the senate. do not bet against president trump. the hustings act on it quickly get it to the present to sign into law. cooks to senate republicans voted no on a test about last night. rand paul and thom tillis. democrats contend there is a reason tillis voted no. >> the big not very beautiful bill we are about to vote on here in the senate was going to cut $900 billion out of medicaid. do not believe me listen to senator thom tillis easements inc. loudly this builds a bad deal for the middle class. it will raise healthcare costs and throw them millions off of healthcare.
9:03 am
>> expect house conservatives to balk at the senate bill they feared the senate may jam them for the house only approved its version by one vote to many expected the senate to make the bill better but president trump may need to lower the hammer on skeptical members. >> as you reported from senator banks this is something of the senate passes that there will not be any changes in the house. itit's going to happy up or down with narrow margins house members do not typically like to generally accept what the senate sends over right? what side is right they are freed by getting jammed as they say they have to take this version. there's going to be a lot of persuasion by the president house speaker mike johnson. especially if they're going to get december the fourth of july. they could change the bill and play ping-pong and bounce back to the senate but that will is the deadline progress chad pergram excellent reporting is always on capitol hill thank you. president trump is in washington this weekend closely monitoring the debate on capitol hill already calling for gop senator
9:04 am
thom tillis to face a primary for opposing lessons procedural vote on his signature bill. madeleine rivera is live outside the white house with more. >> the present is ramping up his criticism of tillis he has a new post on true the social sink tillis is a talker and complainer not a doer he is worse than rand paul. senator paul was just with the president yesterday golfing with him in virginia. despite calling out these two senators the president said he's proud of the republican party for advancing the legislation overnight. but this doe is not mean the fil passage is guaranteed here is he president with maria on "sunday morning futures" addressing the concerns of some republicans like senator ron johnson. he is where the bill edge of the country's deficit. >> we are cutting 1.7 let's see, yes 1.7 trillion think of it. think i just saw the number a little while ago. $1.7 trillion.
9:05 am
but we can grow our country so much more than that and you also have to get elected. you know, when you cutting you have to be a little bit careful because people do not like this is haley cutting if they get used to something. >> a president once again appeared to soften on a self-imposed july 4 deadline think the most important thing is to just have the bill. speaking of deadlines the white house has said july 9 as a date to inc. trade deals and he tells maria he's not going to be expanding that timeframe. adding is going to send letters to different countries laying out the traded terms as we'll see tariffs each country would be paying for the president made news regarding tiktok saying they have found a buyer for the beijing -based social company. the president said he will have more details in about two weeks. >> madlin light for us at the white house thank you. joining me and out lie from capital a republican senator from north dakota kevin cramer. senator come thanks for joining
9:06 am
us this afternoon. the bill released last night as a whole slew of amendment that are going to be voted on shortly. do you expect at the end they will be any significant changes to what was announced and voted on last night? or is this pretty much the deal? >> great question. i suspect after 30, 40 or may be more amendment votes the bill is going to look at awful lot like it looks right now. analysts are some technical things that have to be changed i would expected to be very similar to what the text is. and i would say why not? a lot of hard work, a lot of discussion, a lot of debate, a lot of discussion with her house friends and leadership and the white house has led to the product that is on the floor right now. and i am with the president and others and said the most important thing right now to pass the bill. >> are you concerned about the future in the house i know you and other republicans have talked about the consultation that have gone out with house leahouseleadership in crafting s version. the bill is somewhat different significantly different in other
9:07 am
areas and with the house sent you guys over a few weeks ago. >> is not all that different. it's interesting listening to chad's hit where he talks about house conservatives concerned because that the senate would make the build better you go to senate conservatives who think it does not go far enough. when you have those different views i think we found the sweet spot pretty well. we report clearly more aggressive when it came to medicaid and medicaid abuses than the house was it took a much more intimate approach into anything i would suspect conservatives might wish we had done more than they were able to do. but remember the perfect built that only gets 217 votes in the house or 49 votes in the senate is worth nothing. this bill is critical to donald trump's agenda. first on keeping taxes low and even lowering them further adding to the child tax credit.
9:08 am
adding to the standard deduction which is really important to middle income americans the tax on tips, that tax on overtime. these are major accomplishments for us and even medicated stuff. and by the way getting rid of a lot of the junk in the ira are the very inefficient electricity generation for example by wind and solar that has been subsidized for almost 35 years now. putting more of an emphasis on base load electricity and reliable grid as opposed to this sort of barely hanging on grid that we have right now. there are so many good things for the trump agenda that i think at this time is time for a binary choice and es is the obvious answer. >> you can expect democrats are weighing in on the medicaid changes. the idea that this bill is kicking illegal immigrants off of medicaid. there is no federal provision for that.
9:09 am
here's what senator coons had to say. >> that federal funding of our medicaid does not go to people are not american. their states using their state funding to provide healthcare for people who are on documented. >> are you concerned about the medicaid cuts will hit american citizens, lead to fewer services for them? >> i really am not. first of all many states have abused that legal tools they have in a medicaid to the point where it has become such, and one hand upon site scheme and another hand a money laundering operation that funds very liberal state policies and actually scrape some money right off the top from the federal taxpayer. the fact for example that medicaid in the last four years under joe biden has accelerated so quickly that the state taxes that many states are using, has
9:10 am
quadrupled. and, that same time frame the federal outlay has grown eight 100%. that is federal taxpayer funding to the states has gone up eight 100%. so, we have to stop this there will be no medicaid for anybody if we do not get it under control. i am not worried about it the faster we pass this bill the quicker americans will see the benefits they receive from this bill and there will be great rewards going forward for republicans that have the courage and have had the courage to stand up and do the tough work. >> some republicans have been concerned about the price tag raises the debt ceiling was very likely add to the national debt. the republicans going to have to come back later in this year or next year i do more in deficit reduction? >> absolutely and we can do that but we have some rescission packages to deal with as well the white house is sent a rescission package that relates to public broadcasting that i'm quite certain we should be able to pass with a simple majority
9:11 am
that will reduce some of this meant we have two more opportunities within this congress to budgeteers 26 and 27 to direct i inflation again. but, when you get to that point you have got the scalpel and go line by line as ron johnson often says through the entire budget i make sure you are doing the right things and doing no harm will doing great good. i don't think we have given adequate weight to the fact this bill were going to pass this weekend will grow the economy enormously we saw that the last 72017 there will be even more at this time. i do think this is a deficit reduction bill when you consider particularly with the regulations he trump administration is cutting and revising when you consider the trade deals even some of that revenue coming in from tariffs. and then after that the certainty this tax bill is going to provide a business as an investment. i think you are going to see
9:12 am
budget deficit reductions as a result of this bill alone. >> the ratings agencies are not too bullish on the american physical future. we'll see how it plays out senator kevin cramer thank you very much. >> thank you for the opportunity. candidate for new york city mayor zohran mamdani his defund the police movements when his past policy positions as critics are highlighting this morning the democratic socialist offender what some call fringe policies on the sunday show circuit. cb cotton is live in your with more. >> yes zohran mamdani is taken scrutiny for the past defund nypd comments appeared what some call and 11th hour reversal this year called nypd critical while arguing that rank-and-file cops don't want to deal with mental health issues. so, he has proposed replacing traditional roles with community-based interventions and mental health outreach and new department of community
9:13 am
safety separate from the nypd he is also said he would eliminate nypd strategic response a group that response to protests which happen quite often here in the big apple. this morning the 33-year-old defending his politics. >> i call myself a democratic socialist in many ways inspired by the doctor came from decades ago who said call up democracy called democratic socialism has to be a better distribution of wealth for all of god's children in this country. incumbent eric adams is running as an independent the former m white pd captain has been outspoken on his pro- police views but is taking heat from the left for his willingness to work with ice and the new administration. which all of this came after the federal corruption charges against him were dismissed top public safety leaders and adams administration tell us support for police is crucial to keep the city safe. >> there's no community in new york city.
9:14 am
that does not want the fringe ideology in the neighborhoods. >> are public and candidate has also campaigned as a pro police and propose adding thousands more officers as the nypd currently faces a staffing shortage. zohran mamdani has said he will not add new officers to the force of elected but will instead focus on more outreach and antiviolence programs. amany expect a three-way race between former former governor andrew cuomo cannot be ruled out because despite being defeated in the democratic primary, he remains on the independent ballot line. back to you. cb cotton life for us and york thank you prep more this the big beautiful belt nor congresswomar congresswoman and congressional salt caucus member nicole, congresswoman thank you for joining us this afternoon.
9:15 am
were you surprised at all what happened in the democratic primary for mayor? >> quite frankly not really. the democrat party in new york has gone so far to the left much further to the left than the national democrats and they are pretty bad as it is. what we see here in new york sadly are individuals who want to move our country toward socialism led by people like aoc and we are really concerned about this candidate becoming the next mayor. obviously his policies would destroy new york and deteriorate public safety even further. they want to hear from businesses they want to flee from t that tax abasing onto flt in the middle class as well. we need someone who's going to address the true issues of public safety and affordability in york. it's not this guy he would make those problems much much worse.
9:16 am
>> what he think the best way politically going forward would be for those who would oppose zohran mamdani to run this race isn't governor cuomo dropping out, backing mayor adams how does that happen? >> it's important that republicans independence and common sense democrats unite behind one particular candidate but riright now looking at thisd it would make sense and be the republican nominee simply because you have three democrats in their that would be splitting the vote. curtis is someone is decades of experience serving our city from his heart not his elected office he worked with the homeless, the transit system he founded the guardian angels to reinstate public safety on our streets and protect fellow new yorkers he has had a lot of work helping the mentally ill. he does have experience i question whether you can garner the resources to get this message out. we need to look at polling and see what is our best path forward. the bottom line is i think there are enough new yorkers i have faith there are enough new
9:17 am
yorkers to understand how dangerous electing someone ideology would be for the city. clearly said could not support the police could stand in the went ice doing their job deporting criminals does not support wants to destroy capitalism. this is a very dangerous individual we must work together to defeat him. >> one of the important political items at least here in washington are republicans from the new york area from other high tax jurisdictions is the whole salted deduction basically it allows you to deduct a larger percentage of what you're sending to your local government from your federal taxes. you've got about a $40000 deduction faces out after five years. are you comfortable with the agreement they reached over the senate? >> it is quadrupling the salt deduction is great as a house ways and means committee member i taught for 30,000 which would have tripled covering 98% of my district that would've lasted
9:18 am
for 10 years. this is a deal i think is a very palatable and will certainly make my constituents happy they are getting crushed with hyatt property and high income taxes. the reality is new yorkers to pay more to the federal government and they receive it back we do subsidize red states. to stop the other way around us of my colleagues claimant. everyone is going to be unhappy or somewhat happy with this legislation. may bmay be very happy of certan provisions as i am a special tax that we work for that would deliver real relief of working families, the middle class as well as our senior citizens. this is huge. we need to support president trump's agenda get this across the finish line and understand none of us are going to get everything that we want in this bill. but together we can finalize this product with some amendments hopefully in the senate that could ease some of the medicaid provisions. we can deliver this for the american people it will be great for our eco economies pro growt, approach drops, pro- american policy allows americans keep
9:19 am
more of the hard earned money and for once we are seeing government focus on the middle class are seniors who are struggling on social security. the waiters and waitresses the real working class of this country i think it's a good product we should do our best to get it across the finish line this week assuming the senate does his job today and everything is as we anticipate it will be when he gets out of the chamber. rich: of the senate does that you have a number of republicans who have criticized the total cost on this some of the medicaid cuts. do you think those objections will begin to fall away once this bill, if this bill passes the senate and eventually comes to up or down on the house floor? >> we've been very engaged with our leadership of the white house. with members of the senate. we know there are some amendments that will be brought to the floor that may make some last-minute changes. a lot of members on the house are waiting to see what is the final product? most of the things we all voted for here are in that bill. there have been some changes and
9:20 am
we would like to obviously see the final product product before a determination. we have worked so diligently over the past two years to get this to the point where it is. i thought when it came out of the house it was very well balanced tax policy. medicaid provisions truly focused on waste, fraud, and abuse we are protecting a medicaid for our most vuln vulnerable. our seniors individuals with disability or children with developmental disabilities. let's see what the senate finally does on the medicaid piece. right now that's the biggest piece that may be causing some members in the house was 20 or 30 members that have concerns and i share some of those concerns as well i'm also of the understanding i am not going to get every thing i want in this bill but you got to vote for something if it's more good than bad you should be voting for the bill. it took a lot of effort to get to this point and there was a lot of input. all of us had really good input a lot of my tax provisions that will help the middle class are

once you have kids, you want to make sure that they're taken care of. i kept putting it off, but finally i searched "best ethos came up. i was able to get a rate instantly. today at ethos.com. president trump campaign was partly successful because he said he would reduce cost. the big and not very beautiful bill we are about to vote on here in the senate is going to
9:35 am
cut $900 billion out of medicaid. this bill is a bad deal for the middle class. all rates and healthcare cost and throat millions off of needed healthcare. rich: senate debate over the one big beautiful bill it will soon begin as republicans look to pass a president trump spending measure in the coming hours. let's bring it to lay's clinical panel with mere part of ppartnerperspective strategies n taylor democratic strategist. i will start to the opposite view of that was it cuts taxes. deet regulates it will get the economy moving what is not to like? >> it is not big and beautiful to big and ugly for the american people. might be beautiful for trump, his administration and agenda but not for the american people at large there is a quote by a rapper who says they have money for wars but cannot be the poor. people in america are hurting. people don't have jobs. they are losing their jobs right now for the job market is oversaturated. people that will feed their families that they get off
9:36 am
snapping it something they're heavily rely on not because they want to be on it. but out of necessity but if medicaid is cut people will not have access to healthcare that they desperately need. my mother was one of the people that desperately needed access to medicaid but did not lead it to see it to fruition. my concern is out of the pockets of the wealthy few, it's the millions of the american people who need things in this a bill that are going to be cut away from them. that means the difference in life and death for some families. >> we have heard what from objections from some on this was on the same thing play out when it came to the president's cabinet nominees, ultimately for the most part they all came around and voted for the bill, got it done or what if the nominees and got it done. you think they will do that with this bill? >> absolutely. the american people sent president trump to the white house and a majority of republicans to control the senate for one reason. it is to get president trump his agenda through.
9:37 am
this is one of the key milestones and policies in president trump campaign on for the last 18 months. they had better do it because i think the american people their taxes go up by the end of the year of this is not passed they will have [bleep] to pay and rightly so big. >> what present donald trump site is going to lower the cost of eggs and gas and he was going to put more money into the pockets of the american taxpayers. but if they are losing their jobs where does the money come from if they cannot pay for healthcare and they cannot get on medicaid, and awareness and money come from? what's on the sq quickly about what democrats do if and when this bill passes. there's been plenty of messaging on the components of this bill on medicaid and other things. a new york you've got a summer and people focus on the democrat talked about free grocery stores or at city run grocery stores. is the message kind of all over the place now? >> the democrats as a party still have a lot they need to get together.
9:38 am
the longer they continue to ignore what happened and that new york city mayor's race the further they will get behind. we need another reset of the democratic party what republicans are doing is not helpful to all the american people. what continuously only supports or trumps a personal agenda and not the best interest of the american people we are going to continuously run into a wall but it does not matter how bad republicans are treating the american people at the democrats are not standing up and doing enough to help move the country forward. and so now we are at an impasse this is what one party is doing to the american public and this is what another party is failing to do to help the rest of the american public catch up and get on board and move forward. so we need new leaders. we need a better message but new york city was a clear example of that and at that the party doest listen we will not win and the midterms we certainly will not get the white house back in 2028. what this is a type of built in the foundation of the case of running for keeping the congress and the midterms, right?
9:39 am
>> absolutely i beg to differ and egg prices are down and gas prices are the four year low so something is working. one 100% this is part of the landmark domestic policies president trump wanted but he wanted to make your permanent tax cuts to strengthen medicaid and reform it so it actually helps those it was designed to help in the first place. and frankly president trump is having a great week i think were going to continue to do that when the senate and house passed this on july 4 and send it to his desk love a big beautiful law. >> i bought eggs a couple weeks ago they were still $5 maybe a zen for seven or eight but just a few years ago i was only paying two or $3. if people are losing their jobs if grocery prices have gone down just a hair they are still not back to where they were prior to president trump being an office and that's exactly what he campaigned on. the more it trump went in office the more the american people at large lose and that's just the

truth. >> has been in office for five months because he said he would do things on day one. he actually knows and he's been there before nothing at first time her second term is considered of the american people at large they do not look like him. >> we will turn really quick with his investigation ongoing right now into president biden's inner circle. they shielded his health. ryan, sissy type of situation where the american people say we need to get the bottom of this? or president biden is out of office is leave the man out of office. >> he is out of office but this is completed the right thing for congress to look into to understand who was running the country. especially for the last two years the biden administration. you went unelected staffers and political appointees who might very well have been running the country without president biden knowing about it. i'm really glad to seat chairman: issue subpoenas and get this person to come testify before congress. and tell the american people exactly what was happening.
