lawmakers set to start pitching amendments and president trump is keeping a close watch on this. welcome to a new hour of "america's newsroom," i'm dana perino. >> bill: hour two back on the bike. i'm good. just like that, boom. bill hemmer, good morning at home. the president's signature piece of legislation heading toward a final test in the senate. republicans can only lose three votes overall. they've lost two already. the president is courting the hold outs. john barrasso telling us last hour that failure is not an option. >> more money in people's pockets for gas, groceries, rent, all of those things. as the president said we need to stop this $4 trillion tax increase which would be the biggest increase in taxes in the history of our country. >> dana: kelly is on capitol hill and peter doocy is at the white house. >> good morning. president trump has his legislative team at the white house whipping votes and focusing exclusively on

republicans. democrats are all in line behind chuck schumer saying this big, beautiful bill is actually just a bail-out for billionaires. >> this isn't about billionaires. this is about factory workers, beauticians, waitresses, teachers, police officers, firefighters. this says more about democrats that they want to screw those people and want your taxes to go up than it does about billionaires. at the end of the day that's what this is all about. >> if the one big, beautiful bill does not pass it is unclear now how the white house might try to move on. >> president trump has been able to hold his party in line in an unprecedented manner. at the other end, this bill will come back and bite them. >> president trump posted -- trying to figure out the tariff negotiations right now. he posted on truth social over the weekend that he does not want republicans to go too crazy with the spending cuts because

they can make up -- they can make up the difference with growth later. he is letting trading partners know that if they do not make deals with the u.s. by next wednesday's deadline they will be told in a letter what their new tariff rate is. >> president trump: we'll send a letter and say we will consider it a great honor and this is what you have to do to shop in the united states. we're like a department store. to shop in the united states and you will pay a 25% tariff and we wish you a lot of luck and that's the end of the trade deal. >> the one big, beautiful bill deadline could slide past july 4th. the deadline to make new tariff deals is not expected to slide past july 9th, next wednesday. >> dana: great to see you at the white house today. thanks for setting that up. >> bill: the taxes they are debating have been in place since 2017. biden and the democrats never changed them. fox business's kelly cebery is

on capitol hill. >> lawmakers debated well into last night. 10:00 they decided this morning is when the vote-a-rama will begin. an hour ago they began debating and they will go through a number of amendments to the legislation today. senate democrats are expected to use this vote series to highlight people losing their healthcare and cuts to rural hospital systems. trump took to the airwaves over the weekend warning that americans could see their tax bills skyrocket if congress is not able to get his signature legislation passed. >> president trump: it is very important if we don't have it, there is a 68% tax increase. we're cutting 1.7 -- let's see, yeah, 1.7 trillion. think of it. i think i saw the number a little while ago, $1.7 trillion but we can grow our country so much more than that. what i want to do is do it

through growth. we'll have growth like we've never seen before. >> it's unclear how long the vote-a-rama will take. we expect it to be another long night for senators. >> bill: make sure you pack a lunch. kelly. nice to see you on the hill. >> dana: trey gowdy is somebody for sure does not miss this but we're glad to have you here. senate democrats, they have some reaction to all of this. watch. >> this bill is fundamentally about one thing and one thing only, cutting taxes for the wealthiest americans. this bill would add more than $3 trillion to the national debt. >> it was drafted just to make a mockery of the wills and wishes of the majority of people in this country. >> everybody else, this is a big, ugly betrayal of a bill. >> it is now time for us to kill the bill. >> dana: so i've always maintained they won't be able to

kill the bill. it is close, trey. how do you read it? >> you know, here is the part i don't get. of all the groups that don't vote republican, billionaires would be at the top of the list. maybe slightly behind philosophy professors. why in the world would republicans be supporting and aiding and abetting billionaires? if that's the democrat argument look at what is happening in your own town. you have a new mayor that is using race to decide what kind of tax rate. you have a new mayor candidate who wants government-run grocery stores. the only defense the democrats have to this bill is possibly republicans reading the bill out loud overnight. that's their strategy. i can tell you the president has been personally involved in whipping republican senators. personally involved. hands-on involved.

it is going to pass. it is just a matter of when. >> bill: if it does not pass this is what would happen in america today. 60% tax increase for millions of families, small business owners, 22% average tax hike for the individual. 1700 a year tax increase for a family of four. child tax credit cut in half for 40 million people. tax increases for small businesses. say you were back in congress and not a single democrat were to vote for this, trey. how would you characterize them? >> they want a tax increase for you. they've been playing this billionaire card for god knows how long, what, 20 years now? it literally is the one group that republicans don't win. they don't win the uber rich. they are doing better with minority men. they are doing better with hispanics. they are not doing better with the anthropology department at vassar or billionaire. the one that did like trump is

talking about impeaching him. i don't think voters will fall for the republicans are in support of billionaires argument. >> dana: the house investigation into the biden cognitive decline cover-up is underway. there are several people called to be brought up to congress. interesting i think the jeff zions one is interesting. a very quiet behind the scenes chief of staff. what will happen here as some of them have tried, i would imagine the chief of staff being closest to the president, would want executive privilege? >> well, you have executive privilege. you have dr./patient privilege. spousal privilege. the house has to -- interestingly enough the house only recognizes the fifth amendment privilege against self-incrimination. you are going to go to court. what i find amusing but not in a funny way, we spent four years trying to investigate whether

russia had influence over donald trump and democrats do not want to investigate whether joe biden had influence over himself. i can't think of anything more relevant than whether or not the president was making decisions while he was the president. they do have to navigate these privileges that you laid out but ultimately the courts are going to decide it. probably three or four years from now you or i will be talking about this. that's how long it takes to litigate. >> bill: do you think any of these hearings happen with these key witnesses? >> yeah, but i think they invoke a privilege. people were willing to go to prison for donald trump to protect what they viewed as privilege even though the courts ruled against them. whether or not people are willing to go to prison for joe biden i don't know. but you do have multiple privileges. not just executive, dr./patient,

>> we do believe that the suspect started the fire and we do believe that it was an ambush and it was intentional and yeah, we do believe that he started it and it was totally intentional. >> bill: amazing story out of northern idaho and firefighters respond to the scene of this blaze here. here is the timeline. pacific time on sunday this is 1:2one in the afternoon. the first call received reporting this fire. the firefighters in that area jump on their trucks, head to the scene. about 40 minutes later the firefighters report being shot.

39 minutes pass between the first call and the first firefighters shot. around 5:203 hours later the f.b.i. gets involved and deploy their tactical teams. 7:40 local time the suspect was found dead. found dead with a gun near his body and apparently they were able to locate the ping signal from his cell phone. with regard to the firefighters, two dead, one now fighting for his life in a hospital and we'll give you updates throughout the day on his condition. that's idaho. now this is new york city watch. >> do you condemn that phrase globalize the intifada? >> it is not language that i use. the language i will continue to use to lead this city is that which speaks clearly to my intent. an intent grounded in a belief in universal human rights. >> do you condemn that phase globalize the intifada? >> i don't believe the role of

the mayor is to police speech in the manner. >> for the people who care about the language and who feel really concerned by that phrase, why not just condemn it? >> it is not language that i use. it is language i understand there are concerns about. >> dana: democrat socialist in new york city mayoral candidate zohran mamdani was refusing to condemn the anti-israel phrase despite asked three times. the slogan is seen tore a violence against jewish people and a rallying cry as pro-palestinian protests across the united states. bryan llenas is live from city hall as this race is underway. >> new york city has the largest jewish population outside of israel which makes these accusations of anti-semitism against zohran mamdani and his response to those accusations particularly glaring. it also appears to be giving pause to the democratic party's leadership like house minority leader hakeem jeffries, a new yorker still not endorsing mamdani.

>> we don't really know each other well, our districts don't overlap. i have never had a substantive conversation with him. gl globalizing the intifada is not an acceptable phrase and he has to clarify his position on that moving forward. >> mamdani's immigration policy is also raising eyebrows. he wants to strengthen new york city sanctuary city law by not allowing any ice cooperation in the city's jail and he wants to spend $165 million tax dollars on providing illegal immigrants legal defense. >> we have to stand up and fight back and we haven't seen that from our current mayor. the nypd's job is to create safety in this city not help ice agents. >> president trump is threatening to strip new york city of federal money if mamdani wins. in 2025, over $9 billion of the city's budget came from the

those coming his way will be worse. they will try to leverage jewish anxieties to smash the democratic coalition, end quote. is that the way it is going to go? >> first of all there have been jews since biblical times who have put their progressive values over our own community's safety. suicidal empathy. it is a problem. i don't think it is a enough of a percentage to make an impact. there are 960,000 jews in new york city. i believe that we can turn out the numbers to help us save our city from zohran mamdani. but i'm so sick and tired of non-jews telling jews what is and isn't hate speech. what should and shouldn't make us feel safe. what zohran mamdani has done and what we saw in the lead-in with refusing to condemn globalize the intifada tells us everything we need to know. we know what an intifada is.

terrorism against innocent civilians. how can you not condemn that? when we hear that as jewish people of course we feel anxious about that. and rightfully so because we think about boulder, innocent jewish people lit on fire. d.c. this beautiful young couple who was murdered in cold blood as the perpetrator shouted free palestine. >> dana: why do you think he refuses to condemn it and says it's not the mayor's responsibility? >> we look at where he comes from. he founded the students for justice for palestine chapter at his university, this is a radical hate group. his mom signed a petition to prevent the israeli actress from attending the academy awards simply because she is israeli. his father is a professor of marxism at columbia involved in organizing the encampment there. this is who he is.

>> bill: you see the flags in the foreground. this was carried live on bbc. bbc came out with a statement earlier today the team we're dealing with a live situation. but with hindsight we should have pulled the stream during the performance. we regret this did not happen, end quote. >> this is part of a much larger trend we're seeing. what we have political leaders like zohran mamdani refusing to condemn statements that call for violence against jewish people and pop culture and next thing we end up in 1938 germany. this is really just a smoke screen. when we say attach ourselves to the free palestine movement or wave their flag or say death to the idf, not israelis, every israeli serves in the idf, that is a call for violence against every jewish person and we need to see that for what it is. >> dana: before we leave we have a short amount of time.

you said something about leaving synagogue this past friday night and what happened? >> it was -- i was walking down the street and i had four different people stop me, jewish people who follow me on instagram and the fear in their eyes absolutely tore my heart out about the future of our city. i can't tell you my phone has not stopped ringing since this primary election. lizzie, what are we going to do? i want to empower our own community. i know we're 12% of the population. that doesn't sound like very much but we can make a difference. we've made a difference in previous elections. if we show up, we can save our city from mamdani. we have to get going. >> bill: thanks for coming in. >> dana: good to see you. we think about you a lot. >> thank you. >> it was two days late or five days late, everybody says he had a tremendous -- as long as we have it. it is very important. if we don't have it, there is a 68% tax increase.

leader john thune closing argument. senate floor earlier laying out the stakes for the big and beautiful bill now being debated. the senate is in a marathon voting session as lawmakers propose amendments and the white house keeping a close eye on this. nat nat nat national executive director is here. kevin hassett. question to you. there have been critics, a few republicans i would say, but mostly democrats because you won't get a single democrat to vote in house and senate for this i don't believe. maybe i'm wrong. what does america get from the big, beautiful bill? >> right, what american gets from the big, beautiful bill is border security, national security, extra $10,000 in the pocket of the typical american family. no tax on overtime.

no tax on tips. we have 90 million american workers that are hourly workers that will see that extra overtime that they are getting paid go straight into their pockets. all of this will happen if we pass the bill. if we don't pass the bill the council of economic advisors at the white house says it will cause gdp to drop 4%. one of the biggest recessions in history because of the massive tax hike and that's why this bill will pass. i have a few senate staffers on my team that did a pool today. i told them to tell me what time will it pass today? the average of the four votes was about midnight. we'll see. but we're expecting it to pass today. >> bill: do you see the house being a bigger challenge than the senate? >> no. i think everybody has worked very closely on this bill. i think there is a lot to love in this bill. i think some people will have some things they don't like about it. but this is not the last bill

that will ever pass. the people who want more spending cuts, we'll have discretionary spending that can be rescinded and we can start setting those rescission packages to the floor with 51 votes they can pass and we could start that process as soon as we're on to the next thing. for sure the house will pass this bill as well. also don't forget the leadership under the speaker and majority leader have been doing something that we call a pre-conference. they've really been negotiating line by line what the senate bill should look like so it will be acceptable to the house. i don't think there will be a heck of a lot of gap between what the house needs and what the senate needs and the house will be able to pass the senate bill. >> bill: you get hammered on the medicaid cuts. some on behalf of thom tillis out of north carolina. what would you say those coming after you on the medicaid issue? >> the bottom line is that we are not taking away anybody's medicaid or medicare. what we're doing is going after

waste, fraud and abuse. there is a heck of a lot of it out there. a lot of budget savings are found by people really in the house and senate and not just conservatives. moderates agree there is a lot of money that could be saved. bottom line we're in the end going to balance this budget and we have to balance the balance by getting rid of waste, fraud and abuse and we'll do it and revenue coming in from 3% growth, 4 trillion in revenue. 2.8 trillion in tariff revenue. >> bill: i need a calculator. canada conceded late last night on the digital services act. will you restart negotiations with canada immediately then? >> absolutely. we spoke with prime minister and the president at the g7 meetings. one of the things the president asked for is that they would take the dst tax off.

something they have studied and they agreed to. for sure that means we can get back to the negotiations. >> bill: the e.u. said it will continue to pursue it and japan will as well. how do you push back on that? >> we'll see how it goes. not to get too much in the weeds. the thing called the global minimum tax. the g7 countries agreed they won't charge our companies taxes that they shouldn't. we have the digital sales taxes. so we have all the pillar two stuff gone now and additional sales taxes. we'll see if they take them off. if they don't jamison greer will have something to say. >> bill: we look at next wednesday for that deadline. maria's interview with the fed chair from sunday. >> no inflation, we have a bad fed chairman. other than that we have -- it doesn't matter the numbers are so good it doesn't matter he keeps the rates artificially high. >> bill: i don't know what the

fed does but they are holding pat for now. would you do well with that job? >> i can't make a comment about that. what i can say is that at upon point president trump said kevin you seem so happy when you are on tv. i'm so honored and pleased to be the director of the economic council and serve our country but i can't comment on that. >> bill: thank you for coming on and we'll watch and see whether or not your staffers hit the mark at midnight tonight. thanks. >> thank you. >> president trump: biden was an incompetent president. had no idea what he was doing. among anything else he let in many super cells in, many from iran. hopefully we'll take care of them. >> dana: potential iran-backed attacks on u.s. soil after the feds arrest two from all alleged with two from iran.

court judge level. the next big legal challenge for trump is the merits on birthright citizenship. we don't have an answer on that now. maybe in the fall. david spunt is watching that from washington, d.c. and lines it up for us now. david, good morning. >> good morning. the fall will be here quickly. president and his team are celebrating the victory achieved at the u.s. supreme court on friday but they still face challenges ahead relating to the reason they went to the high court in the first place. the justices ruled 6-three in the president's favor that nationwide injunctions which are pauses issued by district judge that affect the country are abused. the way the d.o.j. got before the high court was the birthright citizenship issue. 14th amendment was instituted after slavery ended to give citizenship to the children of slaves. trump and company want to change the way it works restricting it. it has become too easy for a citizen if a foreign parent gives birth on u.s. soil. the court didn't directly weigh in on the merits of that.

instead looked at the overall issue of nationwide injunctions. justice sotomayor wrote the parents of children covered by the citizenship order would be well advised to file class action suits and request temporary injunctive relief to the pending class certification. high court did not close the door on class action lawsuits involving thousands of plaintiffs who say they may be harmed by president trump's executive order ending birth right citizenship. aclu filed a lawsuit on friday after the supreme court came down with a decision. birthright citizenship could be back on the steps of the supreme court when the justices are back in early october from summer recess. >> bill: we're watching and waiting for that. that will be a day. nice to see you at d.o.j. thanks. >> dana: there is a heightened state of alert over concerns of sleeper cells at home. this comes as the feds make an arrest at a los angeles area house late last week. they say it's an iranian human

smuggling hub that repeatedly harbors illegal migrants linked to terrorism. here to tell us more about this is tricia mclaughlin, assistant dhs secretary. can you tell us more about the arrest? >> absolutely. these are two individuals who not only have terrorist links but also involved in a human smuggling, human trafficking operation. we think surrounding terrorism but this has been a priority since day one of this administration to get these known and suspected terrorists out of this country. just in the last 150 days under president trump and secretary noem's leadership 570 known or suspected terrorists have been picked up, arrested and deported off the american people's streets. further, border patrol has apprehended almost 1,000 individuals who are in the terror watch list. it is stunning, dana, the amount of people terrorists allowed to walk with impunity on american streets the last four years.

>> dana: bill melugin last week was showing this. this is iranian nationals arrested last week. i'm curious if you you can characterize without giving anything away. i'm not asking for anything classified. can you characterize the concern level at the department of homeland security about these sleeper cells that might be here in america after the bombing in iran? >> this is something we're focused on every day. investigators who fall under ice work on this day in and day out. it wasn't just june 21st when we had that operation on iranian nuclear sites that we were focused on this. it tax one and we're working to thwart this every day. >> dana: i just learned about this in the last 20 minutes. a new app someone has come up with to spot ice, basically giving people an alert that ice
