good to see you this morning. >> good morning. thank you, you too, john. >> the head line of the day is that you just drove 2,000-miles from florida up to new hampshire with four dogs the cat the kids and the h husband. how are you after all that? >> and liveled to tell about it. and all the dogs were actually in the car. i proved it can be done. >> very good. we do have another headline and that is the economy, of course. the jobs number came out on friday. 80,000 net jobs created. is that a record that the president can run on and win reelection on in november? >> well, absolutely. if you look at where we were when the president first took office the economy was hemorrhaging 750,000 jobs a month and now after president obama's policies in place for the last three and a half years we have had 28 straight months of job growth in the private sector. 4.4 million jobs created. the progress that we are making is moving us forward. we need to continue to make more progress obviously and we haven't gone far enough. but we need to keep pressing

forward and continue to focus on middle class tax breaks and making sure that we can create jobs and make sure that we get the economy moving forward and it would be great if republicans would join us in the effort but president obama is focused on making sure that he singles out like a laser getting the jobs created and economy turned around with or without republican help. >> the national unemployment rate 8.2% but the overall number those who stopped worked and those underemployed, 14.9%. african american unemployment up almost a full point. 11% for hispanics. if the president hopes to win he has to have a motivated minority population out there. are african americans and hispanics going to look at

those numbers and say there is a person i want to vote for no november. not that they would go to the republican side but maybe they will just stay home? >> i have heard tremendous enthusiasm. i think if you look at the same point john where we were in the recovery from the 2001 recession under president bush and where we are in the recovery now we are actually two million jobs ahead at the same point in the both recoveries. so while we have a a long way to go we have made progress and president obama has been committed to not just getting the economy turned around and creating jobs but closing the achievements gap in education for hispanics and african americans and investing in education and innovation and making sure that we can keep folks in their homes. compare that to mitt romney's focus which was let's let detroit go bankrupt and not rescue the auto industry. more than a million jobs with

have been lost. the policies like immigration reform. mitt romney is the most extreme presidential candidate in history on immigration policy and that is is why there is a 40 point deficit between him and president obama among hispanic americans because when it many coulds it to the policies that the two groups care about but really when it comes to the policies that americans care about this is not politics, john, this is important for the lives of americans and we need to all be nighing to move the economy ford like president obama has been doing. >> in the wake of the jobs numbers on friday, one of the campaign's senior advisors david plouffe said that the job numbers were "what everybody expected." which drew this it month from the romney campaign. the obama white house has doubled down calling the struggling economy what everybody expected and a step in the right direction. with millions of americans facing what even vice president biden called the depression it is clear president obama is simply out of touch with the difficulties facing middle

class families. do you think people who are at home, congress woman sitting around the kitchen table or the house desperately looking for a job looked at the job numbers on friday and said well, it is what was expected? >> i think like president obama everyone acknowledges that we have a long way to go. we have made significant progress. 28 straight months of job growth in the private sector and more than 4.4 million created. what we don't feet to do and i think folks at home are sitting and listening to mitt romney say the answer is let's go back to the failed policies of the past and repeat the same playbook that got us into this economic mess in the first place. mitt romney's budget would make sure that the wealthiest most fortunate americans get more and more tax breaks and give another incentive to companies to send jobs overseas. president obama is focusing on insourcing and incentivizing companies to bring jobs back here in the united states. is whey think americans

reaction is to what mitt romney says about the economy and our recovery. >> is the suggestion that we should just keep doing the same thing? the old definition doing the same thing over and over again expecting a different result? >> well, i'm pretty happy about 28 straight months of job growth in the private sector. >> happy about 69 the month before that, happy with those numbers? >> like i said. we and president obama has said we continue we need to continue to improve. and we need to do more and we need to work together. but i am pleased that the manufacturing sector has had a resurgeness and the automobile industry which mitt romney would have allowed to go bankrupt is still here in the united states and all three automakers had record increases in job creation. they had a record june month of june. 7,000 auto jobs created. we have begun to move in the

right direction but need to focus on middle class tax breaks on policies like the 18 different tax breaks that president obama has signed into law for small business owners on making sure that we can continue to make investments in education and innovation and incentivizing people to be able to remain in their homes where mitt romney would by embracing the romney ryan budget would actually make sure that the wealthiest most fortunate americans get more and better tax breaks and we would end medicare as we know it. we would blow more of a hole in the deficit than already exists now. we need to look at the two paths and the two visions that are being laid before americans, president obama's vision and path which is moving us forward and mitt romney's which would drag us back to the policies that got us into this mess in the first place. >> you mentioned manufacturing jobs and that bears looking at more are closely. 11,000 jobs in june in manufacturing. still a net loss even though

you have come back some what. a net loss of 590,000 manufacturing jobs across the country. ohio is still 17,900 behind. pennsylvania 43,500 behind. even though you are touting some increases there is still a ways to go. >> well, of course there is a ways to go. but look at -- let's take a look at ohio. >> and manufacturing contracted in the last three months. >> in ohio, 80 of 82 counties in ohio actually have an auto manufacturing facility. if it were left to mitt romney they would essentially all have gone out of business because he would have left those folks twisting in the wind. the entire supply chain of 1.4 million jobs would have been gone in america and the investments we have been able to make in trying to get the economy turned around and moving the economy forward that president obama has committed to has helped us make progress. if it were left to mitt romney and let's look at how mitt romney's private sector policies when applied in the public sector did for

massachusetts. massachusetts was 47th out of 50 in job creation when was governor. they actually lost manufacturing jobs at twice the national rate. so his record that he touts not so successful on not something that needs to be broadened on the national stage. >> we are just about out of time. offer average he was 47th out of 50th but 50th when came into office and 28th when left office. a definite improvement there. put up a graph over job loss and creation over president obama's three and a half years he was suffering massive job loss in the first part of his term. got up there to some pretty positive numbers halfway through and kind of middling since. would you want him to be known over the average because that could look unfortunate, 250. too. >> we are at a net positive in private sector jobs from when president obama took office if you compare that to when president bush left office he was net negative.

we are continuing to move in the right direction. but john, i do want to raise one other point. >> quickly if you could. >> i'm hoping folks will -- sure. i would really like to see mitt romney release more than one year of tax records because there has been disturbing reports recently that he has a bermuda corporation that a secretive bermuda corporation that no one knows anything about. investments in the caymans. swiss bank accounts. americans need to ask themselves why does an american businessman need a swiss bank account and secretive investment accounts like that? just a thought i would like to leave folks with. >> let me leave folks with something that we got from the romney campaign about the offshore investments. comes from kevin madden who says he hasn't paid a penny less in taxes by virtue of where the funds are domiciled. the liability is exactly the same.

said if we passed the stimulus we would have 5.5% unemployment today. that means if they kept their promises there would be 8.5 million more people employed today than there would be four years ago. the fact of the matter is this president can't fulfill a promise. they are living in fantasyland. and you know what we are going to put this dream to an end of theirs in november, save america, fire barack obama, and hire mitt romney. that is the best stimulus plan for this country right now, john. >> mitt romney came out strong on-the-job numbers on friday. is that an issue he can win on? >> well, not only is it an issue that he can win on, but it is an issue that we have to win on. look, the 80,000 jobs number that they are talking about, do you know that that includes 30% of those jobs are temporary employment. so i mean this jobs number is so bad. debbie said that her are --

somehow their jobs numbers were as good as the recovery from 2001 to 2003. there was a 6.3% employment rate in 2003. what that means is that you would have over 6 million people employed more today than when barack obama took office. listen, the fact of the matter is all of this stuff is small ball that they are playing. all of this nastiness and division about investments and money and rich versus poor, this is going to come down to how people feel in november. how do people feel about this president. did he fulfill the mission that he promised this country. did he meet the promises? did he live the cause of america? the fact is that is not a question of whether can mitt romney win. the question or the statement is mitt romney has to win for the sake of the very idea of america, mitt romney has to win for liberty and freedom and we have to put an end to this

barack obama presidency before it puts an end to our way of life in america. >> mr. chairman, you talk about feeling and steve schmidt who is one of the top officials at the mccain campaign and worked for the bush white house said this there is a lot of anxiety about the economy in voters and the campaign that wins is the campaign that can best address the anxiety. a comfort argument. if you look at the polling in the battleground states president obama leads mitt romney on the economy by nearly 10 points. obviously the teaing a feelinge moment is with the president. why can't mitt romney get some of that feeling as well? >> i don't know what poll you are looking at. i'm not doubting one of the polls. there are lots of polls and one we get every single day that show the opposite. people are tired of this president and his speeches and tired of the words. the fact of the matter is that people understand that the president is the h head of this

country. the fish rots at the head. and the president right now hasn't fulfilled the promises he made to the american people. and the reality is that this president is going from battleground to about thele ground asking the question to his own crowd saying are you satisfied and they are cheering back no we are not satisfied. he is acting as if he is not the president. the american people are going to hold accountable the president of the united states for the current state and condition of this country. i don't think a whole lot of people were cheering when the fireworks were going off we were excited about this country but we are also not excited about what has happened over the last four years. i don't think people are begging for another four years of this misery, john and that is what they are going to be thinking about in november. do we he want another four years of this stagnant job growth with a president that acts like he is not living on earth. >> mr. chairman there is the argument that is made is this election going to be about president obama or going to be

about mitt romney's policies and how he would be different. i want to show you something that speaker boehner said the other day at a fun fundraiser. somebody said to him how do i fall in mitt romney. he said i will tell you this, are 95% of the people that show up to vote in november are going to show up in that voting booth and they are going to vote for or against barack obama. mitt romney has some people that are going to vote for him. that is not that this election is about. it is a referendum on the president's failed economic policies. is that an indication that the alternative in this election doesn't really matter and as chairman of the rnc are you prepared to fight a negative campaign from now all the way through into november? >> first of all, this president has already shown that he is not who he said he was. he claimed he was going to bring everyone together and be this uniter. he has been the most divisive, nasty negative campaigner this

country has seen. he is not running any positive campaign at all. >> what about mitt romney, though, the alternative isn't being put up there as much as just tearing down the president. >> mitt romney's first two ads were what would a mitt romney president look like on day one. is keystone pipeline. energy. end obama care and european healthcare. pass tax code reform. all positive. the fact of the matter is that what this country is going to be faced with are two questions. number one, has this president lived and fulfilled the mission that he promised this country. has he performed his job up to the standards that we have always expected and that he promised he would perform. that is a referendum on barack obama and, of course, that is the first box that people have to ask themselves and then after they decide look we don't want another four years of this misery the next question is have the republicans put up an intelligent articulate alternative to the president

that can fix the problem. that is the next question. you don't get to number two without getting to number one. the fact is this election is going to be a referendum on whether or not we he want to save the greatest country in the face of the earth and preserve what makes america unique more than any country in the world which is the idea that liberty freedom and opportunity is there for everybody to reach, achieve and go to the stars with but unfortunately with this president the american dream is not where it should be. >> we have just got a minute left, mr. chairman. i wanted to bring up another point. the obama campaign is aggressively trying to define mitt romney as the outsourcer in chief. they have a new ad that just went up yesterday. let's take a quick look at that. >> newly published documents shows mitt romney's firms were pioneers at helping companies outsource manufacturing to countries including china. >> the "wall street journal" had a very tough editorial against mitt romney the other day in which it said in part

"if the boston boys let that one go unanswered and that is the charge that he is the out sourcer in chief they ought to be fired for malpractice. >> does the romney campaign need to push back against the attempts to define him? >> they did put out an ad featuring hillary clinton of all people saying that barack obama should be ashamed for ads like this four years ago. >> but to the point of does he need to more aggressive i counter this type of ad and this type of attack otherwise he will find himself come the middle of august defined by the obama campaign with little place to go. >> john, we are not going to let that happen. that is why the rnc in spite of the fundraiser in chief's work we he have got enough money in the bank to be able to fight the ads and we doll that and mitt romney is going to do

that. the only job we need to make sure we outsource in this country is barack obama's job and we have to do that. number one, he hasn't been truthful to the american people. hasn't fulfilled the mission. as far as china goes to your question, barack obama hasn't done anything in regard to what he promised he would do in making sure that we have a level playing field with china. he is in the sandbox with china every day. he hasn't stood up to china. so and as far as outsourcing goes, what about fisker and what i'm talking about is barack obama using taxpayer money and sending millions of dollars overseas to companies that aren't giving a single job to any american in this country. i mean as far as outsourcing goes the bigger crime is taking taxpayer money by millions and millions of dollars around sending them overseas and then the companies file for bankruptcy. that is barack obama's legacy. mitt romney's legacy is success in business, making promises and keeping promises and that is something that this president would only dream of

this week the house of representatives will vote once again to repeal the affordable care act. with us, congressman xavier becerra and congressman price.

the repeal vote coming up on wednesday. the outcome 23409 likely to be different. why do you feel the need to do this again? >> it is an important question. the status quo in healthcare is not acceptable. the current system doesn't work for patients. it doesn't work for doctors. the president about's law takes us in the wrong direction. it violates all of the principles we hold dear in healthcare. whether affordable or accessible or choices or quality. we believe we need to provide that contrast. that positive upbeat contrast for the american people to say those are the folks fighting for us for patient centered healthcare which means patients and doctors making medical decisions, not washington. so that people as they move into the fall recognize they have a choice here in washington. >> the vote won't change so is this more than political show

than anything. >> that is where we have come, john, to the point where we are going to relitigate what we did two years ago. that is the point we reached. the state of denial where now the three branches of our democracy have spoken and said guess what, the affordable care a not just valid, it is sound. we should move forward and try to help add to the what is it 6 million americans who get medky did i care who are now paying less for prescription drugs. and talk to the 3 million americans who are young adults who got to stay on their parent's health insurance. all those folks are benefiting and those with preexisting conditions. what we should be doing is building than. quite honestly job one in congress should be creating more jobs and working with the private sector to build an economy that will create the jobs. >> and we will get to that in a second. congressman price is chomping at the about it here.

>> what the chief justice said is what the court does not express any opinion on the wisdom of the affordable care act. that judgment is reserved to the people and the people understand that they don't want, washington, running their healthcare. there are wonderful ways to solve the challenges we face. whether portable or preexisting or getting folks covered. you don't have to put, washington, in charge to do that. >> you want to repeal the law. you had your bill out there for awhile now. to congressman becerra's point if you lose the things that people do like and the preexisting condition, more than 850% of the population likes that idea. what do you replace it with because there is no concrete plan yet. >> the affordable care act what preexisting condition will be covered is what washington says will be covered. the way that you you saw that challenge is to make it so you mechanisms pooling montreal

around the countries. >> the ability to buy health insurance across state lines is limited at this point. >> and you need positive patient centered reform. you need to be able to purchase across state lines and pool together to get the purchasing power of millions. let insurance work the way it is supposed to work, not washington working for healthcare. >> that is what the affordable healthcare bill does. lets you pool together and have the exchanges to buy your insurance. you don't have to go back and relitigate what we did two years ago. that is the change that we need. we are busy voting on bills is going no where while we have americans who want to get back to work. we can fight and argue and have the political debate but the court, the supreme court, the executive branch and new the judicial branch said let's move forward and build ton. >> you are saying let's move beyond this now. you shouldn't tell your

colleagues in congress to run on this in the fall and run on what the supreme court determined was a tax in the fall? >> we should build on the reforms we saw in the affordable care act because we want to make sure that every american has the quality of healthcare that they want. it is a penalty, not a tax. can mitt romney who for six years said it was a penalty. >> the supreme court clearly said it was a tax. in his opinion the chief justice said you know congress wants to call it a penalty. you can call it anything you want. you can call it a penalty, you can call it a horse, it is still a tax. >> and the supreme court and justices role is to tell us whether a law that is before it is constitutional. how the justices decide to interpret that is up to them. but the bottom line is, is it constitutional. the supreme court some of the justices. >> he said it is constitutional. >> and some of the justices also said that money is the equal to speech and so

therefore if you are wealthy you have more freedom of speech under the first amendment than if you are not so wealthy. the courts have interpreted many different ways. >> if i could make this one point. the point is this. we should be moving forward. why are we going backwards talking about what was already done, litigated, debated, passed and affirmed by the supreme court. we should be talking about jobs. you talked about jobs in the first segment. >> just because it is constitutional doesn't make it the right policy for the land and the american people whether if is a penalty or tacoma what they know is they are going to pay it and that is the problem. people are having extreme -- and that is the estimate prior to the ruling. >> if any of those americans who decide to be free loaders, you don't -- john, you won't pay it -- >> it is not a tax. you don't pay this unless you are a free loader and you are being penalized if you decide

to be a free loader. >> that means that you don't buy the insurance the government says you must buy. >> that is not irresponsible. >> the lack luster ons report. 9,000. 69,000 the months before. can president obama go out there congressman becerra and say this is my record, reelect me in november. >> any time you talk about 28 months of job growth. any time you can talk about creating a job. 84,000 jobs. >> we are not intradding water at this point. >> 84,000 americans went back to work last month, down. that is good. >> what happened four years ago in june of 2008 with jobs, we lost 280,000 jobs. what happened the first month that barack obama took office for the last month if you want to look at this, george bush was in office we lost nearly 800,000 jobs. when you gain 84,000 not enough

but better than losing 800,000 jobs. 38 consecutive months of job growth but you got to weld on that. if the republicans would take their foot off the brake of economic recovery key could move a lot faster. >> the president say pass my stimulus bill and the unemployment rate would be 5.6%. we are 8.2% and it is higher than that as our pointed out previously. the fact is we are not putting in place the policies that would allow the job creators to create jobs. the keystone pipeline. the president refuses to allow that. that creates jobs. it doesn't cost washington a dime and the president won't allow it. the red tape across the country to keep small which is and large businesses from expanding. the tax uncertainty and increases. not just in obama care but in all of the president's policies increased taxes on businesses large and mau small and make it

more difficult for jobs to be create. >> one last issue. >> one last. i know the healthcare affirmed by the supreme court they said it is a job loser. since its passage over 600,000 jobs created in the healthcare industry since the passage of the affordable care act. jobs are increasing. we have to work together to make sure they increase for everyone. >> this is a big problem living in front of us as congress goes back to work this week and that is the fiscal cliff we will hit at the end of the year. there has been some suggestion congressman price and you made it that we sign something and kick the cook down the road for another year. >> this is where the cooperative nature of washington needs to exist. over $500 quintillion increase in taxes at the end of the year. all sorts of taxes coming down. marginal rates going up, capital rates going up. dividends going up.

we need to work and solve those challenges. what we will do in the house of representatives is pass a legislation that says we ought to keep the rates the same for at least a year. buff romney believes thatle stimulate the economy. >> congressman becerra do you agree withhat. >> these are bills to no where. we are willing to take the -- he is saying we are willing to take the taxpayers money to run a house of representatives -- >> do you let it expire? >> work together to come up with a real proposal that can pass both houses and get signed by the president. it is time for us to do something together rather than work against each 84. >> i couldn't agree more. the process that allows that to happen is for the house to act and then the senate to act and then you act together. >> a bill that has a chance to pass in both houses. not just something that is a message piece and dies. >> up next, do the tough job

america wit can do better and s kick in the gut has got to end. >> that was president obama and governor romney on friday reacting to the disappointing news about job growth in the country. time for the sunday group. bill kristol of the weekly standard. a.b. todayed card o stoddard op saltzman and juan williams. we should point out that historically when voters make up their minds about who to vote for they look at the economy in the year preceding the election. the first three months looked good in terms of job creation but the last three looked dis3458. is this something that is going to be a problem for the president going forward particularly if things don't get better? >> of course, it is a problem. that is the whole kit and kaboodle. he has to persuade the american people he has them moving in the right direction. that is what we saw on the bus

tour through pennsylvania and ohio. sesaying if you look at numbers we are adding numbers. i think that was the talking point in your interviews coming from the democrats. they will say look at ohio and pennsylvania. unemployment number there's at the 7% range. and guess what, president obama bailed out the auto industry and resulted in -- had good results in these states. >> like keeping your are money in the bank as opposed to investing it. you may not be losing like you would if the markets went into a downturn but you are still losing because you are not making up for the cost of living increase. if you can't get the jobs number to the tread water level how can you say we are moving forward? >> that is where the president is having the biggest problem in his campaign. people around the kitchen table are hurting. when they hear the president's advise canor say that is what we expected. nobody cares about what is

expected. people are saying when am i going to be able to get a job and save for my family's future and pay my for the gang. mitt romney should be doing better right now but we still have three months, four months to figure this thing out. >> we will talk about that in the next panel. when you break down the numbers we did that with congress woman schulz earlier this hour you have 8.2% unmany ployment but 14.9% overall unemployment. 14.8% for african americans. they have to be motivated to come out to the polls for the president in november if he hopes to win. >> that is true and this is not 2008 and they will not be as uplifted and as inspired. their hopes have been dashed. he needs to make up for working class white vote with minor etan votes. he is hoping to galvanize the latino electorate with his recent announcements and also

the supreme court ruling on the immigration law in arizona should be a very big boost to latino turnout because that is a very energizing issue for them. when it comes to african americans it will take a big effort on the part of team obama to convince them this is a long slog and they are heading in the right direction. >> if you look at the numbers on the economy, nationally mitt romney is slightly ahead of president obama 47 to 46. in the battleground states in the research corporation poll that we showed reince, it is 51-42 for obama. the president doesn't seem to be affected by the jobs numbers. >> a rough three months for the country. three disappointing jobs reports in a row. in the rasmussen poll it was 45-45. on july 8 it is 46-46. so president obama has had three disappointing months but holding h issues own.

regulations, cutting the corporate tax rate, increasing trade with latin america. he just never talks about it. bill is right, he is going to have to make the case to voters at some point. particularly if president obama remains popular in the battleground states more popular than romney and 8.2% unemployment come september or october. he has to make the case a year from now if i'm president the economy will look better for these reasons. i estimate 4% growth for these reasons and if he can't sell that i don't know that he can make the sale if things to continue to look as sort of hearty for obama in the key states as they do today. >> what about the tip by the obama campaign to paint ronnie as an outsourcer and compare them to nixon. they are trying hard to define him buff the convention comes along. if they manage to get the labels to it stick is that real trouble for mitt romney? >> and that is what we are seeing already. espeally in the swing states, the ads that portray mitt

romney as out of touch or a rich guy and now in the last week the business about secret accounts and mor offshore are accounts and you had to force him to release the 2010 tax returns and there were 20 something accounts there that had not previously been disclosed, 7 of them oversea. and it didn't help mitt romney to be on the power boat this week. i think laura ingram said get off the boat and come back and campaign, get in the fight. i think that is where you see the frustration coming from conservatives who think respond to the bain attack. respond that the idea you are rich guy who is out of touch, don't reenforce it. >> want to fen initial out the week with something else that bill wrote about and that is the potential veep stakes and ann romney saying we are looking at a woman. >> ann romney is close to mitt romney. i don't think she is just talking. i think it probably would be
