abcnews.com. ♪ i'm terry mcsweeney. breaking news this morning after an eight-year-old girl is kidnapped in front of her house in fresno county, police have a man in custody. the question is, is it the suspect in this case and where is the girl? the latest in a live report. >> a manhunt is underway for a hit and run driver who intentionally ran down a fremont police officer. for a while authorities thought they had the suspect at the hayward bart station. >> and a measure for most children's fast food meals in san francisco passes a hurdle. recommending the full board approve this measure. >> here's a live look at downtown san francisco. not too many clouds out there right now but we'll see an increase in the next 24 to 48 hours. showers in your neighborhood. i'll tell you how much.

>> and there's a major problem this morning leaving oakland heading into alameda. the webster tube is closed. i just got the details from the officers. i'll share them in a minute. >> good tuesday morning. it's 4:31. i'm jenelle wang in for eric thomas. >> i'm kristen sze. that big traffic problem, the western tube and could last a while. >> problem for commuters, let's check with frances dinglasan. hi, frances. >> hi, jenelle, hi, kristen. you need to avoid the webster street tube and take part street or also the fruitdale avenue bridge as an alternate. this is what i received from officer george. apparently there was a traffic stop that happened and the driver took off, ended up driving the wrong way in the tunnel. so headed towards oakland. then crashed into a driver driving the correct way. the person who was driving the wrong way took off on foot and fled. they actually caught the person,

but the driver who was driving the right way, just an innocent person, suffered major injuries and was taken to a hospital. they do expect this closure to last until about 6:30 now. that's the latest estimate. they've been extending the closure as they continue this investigation. so in the meantime, consider park street or the fruitdale avenue bridge. i'll keep you posted on this and let you know the latest. jenelle, kristen. >> thank you. webster street could be closed for two hours. we'll check back with you. we have breaking news from the bay area to the southern california police agencies across the state. they have spent all night trying to find an eight year old girl kidnapped by a stranger. we're just learning police have detained a man in the case. live in the chp center in oakland. terry, she was grabbed in the central valley. >> she was grabbed in fresno. this man has been detained in fresno county. we do not know for a fact this

is the man who kidnapped the eight-year-old girl we're talking about. but the police chief is on the scene. a strong indication that this is a major break in this case. take a look at the girl we are talking about. we're talking about eight-year-old elissa cardinarz. taken by a total stranger last night about 8:00. the girl 4 feet, 60 pounds, brown hair, brown eyes. last seen wearing a light purple winnie the pooh sweater and blue jeans. the suspect, 25-year-old man, either white or hispanic, 6 feet, 200 pounds, bald or combed back hair, one of the two. last seen wearing a white tank top and jeans. the vehicle -- this is the one that may have led police to make the stop this morning -- a '70s chevy pickup, two-tone with white stripes. a very distinctive vehicle. we're waiting for a word from our sister station down in fresno.

what we know for a fact is that a man has been detained. possible, possible suspect in this case. and it leads us to believe it is a major break in the case. the chief of police of fresno is on the scene in the town of sellmoe where the stop occurred. we're getting no word where the eight-year-old girl is. we'll keep you posted. we'll have more in a short period of time. terry mcsweeney, abc 7 news. >> thanks for the update. other news, fremont police continue their hunt for a man who used a stolen van to run down a police motorcycle officer yesterday. the officer is recovering from leg surgery after being pinned beneath the van. abc 7's lillian kim reports. it took rescue workers 15 minutes to extricate the fremont police officer pinned under his motorcycle. officers say the driver of the stolen van accelerated toward the officer and hit him pushing him across two lanes of traffic. it happened on warm springs

boulevard near fulton right beside sarah spencer's office. >> it was a forceful push all the way. it was not just pstttt. it was like the motorcycle was scraping the pavement. >> they grabbed fire extinguishers from their office and ran out as soon as they heard the crash. as bad as the wreck was, the officer was able to radio for help himself. doctors performed surgery on his left leg. fremont police spent all day trying to find the man behind the wheel of the stolen van. officers conducted a thorough search. they brought in dogs, and stopped cars entering and exiting the freeway. >> we definitely believe this wasn't just a traffic accident. when i say intentional act, the officer was intentionally struck by the suspect. >> fremont police thought they had the suspect cornered at the bart station. officers stopped the trains

after receiving a tip he was on board. turned out the suspect was not on the train but someone who knows him. they took him into custody. the suspect is latino between 25 to 30 years old, about 6 feet tall, medium build, last seen wearing a sweatshirt and a blue hat. fremont police want you to call them if you have information. lillian kim, abc 7 news. >> we don't have a sketch of the man authorities say tried to rape a woman at a walnut creek apartment complex. this is the man wanted in saturday's attack at the park regionsy apartment complex just outside walnut creek. sheriff investigators say he's white, 5-8 or 5-9 with a medium build, brown hair and facial hair. he was wearing black jeans, a black t-shirt and black baseball cap saturday night. it was the fifth attack since june at that same apartment complex. investigators are trying to determine whether this is connected to one of the other incidents, the fourth one that would be.

antonio muten of berkley has been charged with three other attacks. >> a six-year-old shooting victim in oakland. crime stoppers is offering $10,000 on who shot leslie ramirez. a gunshot fired from outside her home hit her in the arm and chest when she was inside last tuesday. police believe the shooting was gang-related. leslie is recovering. >> supervisors gave preliminary approval to a law that will ban fast food restaurants from including toys with children's meals unless they meet certain conditions. a committee passed a proposed ordinance. the full board is scheduled to consider it in two weeks. the measure would allow mcdonald's and other restaurants only to include toys in meals if those meals also have a half cup each of fruit and vegetables. the meals must also be limited in the amount of sugar, sodium and fat. santa clara supervisors adopted a similar law in april. >> a woman who previously worked

as a nanny for republican gubernatorial meg whitman. 59-year-old nikki diaz says she was fired by whitman in june of last year when she asked for help becoming a legal resident. another domestic worker, jill armstrong, tells the san francisco chronicle she quit after just two months because she was having trouble getting paid what she claims she was owed. she says whitman was cheap and viewed domestic help as disposable even though armstrong was helping to raise whitman's two sons. >> this morning two russian-born scientists found they won the noble prize in physics. the two men were recognized for their work with an atom thin material expected to play a large role in electronics. the work was done with a particular form of carbon. the research could lead to innovations in electronics

and also east of just say the entire santa clara valley all the way down to gilroy and possibly hollister. those areas will have partly sunny conditions and low to mid-70s. we'll see increase in sunshine towards the monterey bay with mid to upper 60s, even 70s santa cruz. seven-day forecast, our best chance of a scattered shower will be tomorrow and then we'll start to taper on thursday as that low pulls away and you can see warmer weather for fleet week saturday and sunday. frances says she has another accident already this morning. >> this sounds really bad. hayward southbound 880 at ace street or ace street off-ramp. one of the cars may be overturned. a motorcycle possibly involved and the rider is on the ground. so right in this area and that always slows down approaching highway 92. chp is on its way as well as emergency crews so look out for that. oakland there's a head-on

had yesterday. big traffic problems for the east bay. we're talking about 880 and also alameda. so we'll check with frances and get details coming up. >> more news now. johannes mehserle wants a new trial. his lawyer filed a 134-page request arguing for overturning the involuntary manslaughter verdict against him. in july a los angeles jury convicted him in the fatal shooting of an unarmed passenger oscar grant on new year's day in 2009. mehserle said he meant to taz grant but fired his gun instead. prosecutors told jurors such an incident had never happened before. mehserle's attorney says he has since learned about a similar case in kentucky and that incident the officer was never put on trial. mehserle is scheduled to be sentenced on november 5th. >> grief counselors are on hand at a san francisco chatter school following the death of a student in an on-campus accident. sam mccann kingston was an

>> thanks a lot. pg&e customers have a new way to find out if they're living close to a major gas pipeline. the utility says you can create a free online account that will give you access to a basic map of gas pipelines in a two-mile radius around your home. the map has less details than what's been shown to city officials and first responders. it's after last month's fatal explosion. pg&e has been under pressure to provide more information about the location of its pipelines. for more on the neighborhood map, just go to our website, abc7news.com. >> major league baseball is close to recommending a new stadium site for the oakland a's. a's general manager billy dean didn't give details but said the league's recommendations will come out sooner than later. the baseball commissioner recently appointed a committee to research potential bay area stadium sites. san jose, fremont and the oakland waterfront are three potential sites. >> tickets to giants division

conditions. and it's moved over the sierra and it's sitting there right now and has been during the overnight hours. that's why they've been dealing with that snow and the winter storm warning that continues through 11:00 this morning for elevations above 8,000 feet. through the afternoon hours, look how this moisture spills into our neighborhood, especially the higher elevations around the santa clara valley and into the south and east of salinas and monterey. that's why i think our best chance of scattered showers is for today. looks like it's a little quieter once the sun sets for most of us. highs today low 70s all across the south bay under a partly sunny sky. partly cloudy conditions, a little more sunshine on the peninsula with upper 60s to near 70 around palo alto and los altos. downtown, south save and sausalito in the mid-60s while we'll have mid-70s through most of the north bay valleys. may hit 78 in santa rosa. low to mid-60s at your beaches.

partly cloudy along the east bay shore. over the east bay valleys we'll see more cloud cover but not quite as cool as yesterday. low to mid-70s and around the monterey bay we'll have monterey at 65 to 70 santa cruz to low to mid-70s morgan hill, gilroy and hollister. for the rest of the state today, most of the moisture just south of sacramento is staying in the sierra where it will be snow above 8500 feet. the north bay mountains, they've been picking the grapes up there worried about mold from these showers. may want to do it again today because more rain's in the offing tomorrow. tomorrow i don't see much of a change of temperatures except to the negative side by a few degrees. thursday temperatures pretty much the same and the warming trend friday and especially saturday, sunday and to a lesser extent monday. have a great day. frances with an update. >> hayward we have possibly an overturn crash and even a motorcycle rider down on the ground. chp units have arrived at the

in the national academy of scientists. the research institute in san francisco say they've succeeded in turning the tide on terminal stages of cancer in animals. abc 7's allen wong has a closer look at the research and what it could eventually mean for humans. >> you can see the really striking reduction in both the number and the size of these tumors. >> these are tumors lungs of a mouse with terminal stage cancer. and this is what a new therapy is to bring back mice from the brink of death. >> you don't see any tumors that are either that size or that extensive. >> after seven years of research at california pacific medical centers research institute, the doctor says his treatment has worked on colon and breast melanoma. >> to our knowledge this is a new pathway for anti-bodies to work against cancers. >> the ant bodies block the molecules that feed cancer
