>> pot club in san jose will soon have to pay up. they are now going to be taxed. >> but the rules on how they should operate are still up for debate. lillian is live in san jose with more on tonight's vote. lillian? >> so many unresolved issues one thing certain. starting in march san jose 98 pot clubs will have to pay taxes. members of the holistic pain management institute in san jose are celebrating. they have been pushing for a tax on medical marijuana for awhile now and today they got their wish. san jose city council voted to tax medical marijuana 7%. >> it will make us mr. legit. a little more regulated. able to be standing firm.

be negotiated within 28 union. university officials trying to deal with 21 billion dollar short fall and pension program. >> talk about the weather for a movement it is going to be a dreary week around the bay area. more rain coming overnight so you can expect a damp morning commute. sandy is here with a look at where the rain is now. sandy. >> well all day long i have been watching live doppler 7 hd and it has been concentrated across the northwestern portion of california. but now we are starting to see some very light rain moving into ukiah few sprinkles are being reported in santa rosa. overnight tonight the rain will start to spread south ward so as we head into 5:00 a.m. you will start to notice some damp pavement during that commute. then as we head that the afternoon hours the rain will start to pick up, become a little more wide spread head towards 1:00 p.m. 3 or 4:00 o'clock moderate to heavy rainfall at times and at 5:00 p.m. you are looking at some wide spread rainfall here in the bay area. the rain will start to taper

for a long standing holiday display in the east bay. thieves hit alameda christmas tree lane repeatedly over the weekend. never happened in the 72 year resident have been decorating homes on a block of thompson avenue near high street. allen wong there live tonight this is awfully disappointing. >> it sure is dan. a lieutenant of the decorations bring back childhood memory including the aluminum christmas tree in this neighbor window. but tonight there's something more than holiday decorations that are missing. it's the trust shared by generations in this community. >> this is small compared to the ones they took because the other ones were, they are about this big and different shapes and what have you. they were very pretty. i was really sad to see them go but more disappointed that these ones were taken because they were hand made by my girlfriend. >>reporter: the people on alameda colorful christmas tree lane woke up to find the holiday decoration missing. >> what do you do with other people things like that. i don't understand.

pets. >> some family having a little bit of a tougher time. we see more dogs in particular coming in this time of year and it is an ebb and flow thing many one one week may be fine but next week with 50 dog in your suddenly overflowing with dogs. >>reporter: two days ago the shelter reported 262 dogs in san jose. 30 moved here which usually houses only 40. to get the animal adopted the shelter started a your price is right program. dropping the 175 dollar adoption fee to whatever you want to paye1. and it is working. 25 dogs were adopted over the weekend. >> good timing for us. also i have a couple week off because i'm a teach every so good timing inform are that to have some time but also there are a lot of dogs about up for adoption. >> we have thought about adopting in the past but we a little pushed it back pushed it back but we definitely think this is the right time now that we have our son. he thinks

morning to most parts of the bay area by afternoon. so let me show the computer animation. as you will see here would okay in the morning rain already in the santa rosa area as we head toward 5:00 a.m. some very light scattered showers during the morning commute. then as the afternoon goes on the cold front starts to move south ward. we start to notice some wide spread rain around noon time and then heading south ward by 5:00 p.m. for that evening commute. so just be aware of the fact that the more organized rain coming in for that evening commute and then behind it just a few left over cloud for tuesday night. rainfall total highest in the north where the north bay mountain could pick up up to an inch of rain. half inch to 3 quarters of an inch in the north bay. peninsula. east bay. anywhere from tenth to half inch of rain and the south bay you will get the rain last and least amount we are lacking at tenth to quarter of an inch. this is all going to translate that snow in the sierra nevada. winter storm warning into effect in just a matter of
