another round for tomorrow. how's that in your forecast. first let's find out about that commute. good morning, frances. >> good morning, mike. no accidents to slow you down but if you're heading on highway 29 five miles north of calistoga closed due to snow. here's a live shot of 101 in san rafael where southbound traffic's on the right. mike was telling us earlier there is low visibility out of santa rosa. look out for that. other than that the ride looks pretty good down to the golden gate bridge. the san mateo bridge how differently it looks this morning. no problems across the span and no windy conditions and it's looking great. eric? >> frances thank you very much. 5:03 this friday morning. president obama is waking up here in the bay area this morning after meeting yesterday with some of silicon valley's top ceo's as he prepares to leave, there's word one of those business leaders is in line for an influential job with the

administration. terry mcsweeney is live at sfo where air force i is parked. the ceo not somebody that always agrees with the president. >> you're absolutely right. before i tell you about that i want to give you a gift. you want to take a look at air force i? i bet you do. zoom in on it across the water from where we are standing at sfo. the appointment is intel ceo president paul odalini. he's going to be asked by the president to join the president's council on jobs and competitiveness on the table last night. take a look at the president as he arrived out here at sfo. he was met by lieutenant governor gavin newsom, lieutenant general carmella harris, ed lee and then he headed over to get down to bills at the woodside estate adventure capitalist john door. it was a dinner and discussion with the heavy weights of the silicon valley. take a look at the list.

steve jobs, eric schmidt, mark zuckerberg larry ellison, john chambers and the list goes on. the discussion was how to promote innovation and jobs. some republicans say it is nothing more than a whole bunch of nothing. >> the president obviously suffered as he called it rubbing in the polls a few months ago. he's regenerating support for a very troubled presidency at this time. >> the president's entourage releasing just this one photo what's going on inside the estate in woodside. mark zuckerberg and the president with and pictures with others. wants to spend billions with clean energy high-speed internet and republicans are not so sure that is the best idea considering the economy right now. 8:35 this morning the president taking off from here at san

francisco international on his way up to what is described as the most advanced semiconductor manufacturing plant in the world just outside of portland oregon. that's where the president will be later this morning. live at sfo, terry mcsweeney, abc 7 news. >> 5:05. the leaders of the contra costa drug task force and private investigator will be in court to answer to charges they tried to sell the drugs they confiscated. meanwhile more details on the implications of their arrests. amy hollyfield is live in martinez. amy? >> it could be bad kristen. defense attorneys are now taking a look at their cases, past cases, present ones and seeing if norman welch was involved in any of them. welch was the commander of the state's central contra costa narcotics enforcement team and now he's accused of running a narcotics selling scheme. he has a co-defendant, 49-year-old christopher butler was also arrested.

the two of them worked together as antioch police officers. everyone's talking about the accusations. welch's attorney is already talking about his innocence. our legal analyst is talking about this widespread effect. >> could compromise every investigation conducted by the narcotics task force under this officer's tenure. it could be something that would make the san francisco crime lab fiasco look minor by comparesson. >> to say it's shocking is certainly an understatement. the charges are onerous. we will face them head on. >> welsh is in jail. his bail has been set at $1 million and his attorney calls that draconian. his attorney says he's holding up okay. his family is being very supportive. he and butler also in jail have been booked on as many as 25

suspected felonies. their arraignment is scheduled for today. live in martinez, amy hollyfield, abc 7 news. >> 5:07. san jose mayor chuck reid with a blunt analysis warning residents what to prepare for in 2011. either city employees accept significant pay and benefit cuts or the city's work force will face mass layoffs and that could eliminate one of every five workers. reid emphasized the need to target pensions. >> in the past ten years our annual retirement cost increased by more than $90 million a year. in the next five years it will increase by another $250 million to $400 million per year. >> mayor reid warned that next year's budget will have a $110 million shortfall. he's called on city unions, residents and the city council to make a major overhaul to the

city's pension and compensation system. >> apple's new subscription plan has triggered a government investigation. the "wall street journal" reports the justice department and federal trade commission are looking into whether they're violating anti-trust laws that make publishers that want to get their content on apple devices go through the apple app store and taking a 30% cut of each subscription. after that publishers are banned from linking to other sources with better prices. neither apple nor the government has commented. >> the park department is facing a nearly $4 million budget deficit next year and is looking to enforce a rule that imposes a fee for users who have not been paying. the examiner reports that commercial users like professional dog walkers and organizers of exercise boot camps have to pay for a user permit. the rule has been in effect but

has not been enforced. they're looking to allow more food vendors to operate to increase revenue. >> drivers commuting over the santa cruz mountains can expect soggy and foggy conditions this morning but the biggest problem has been the wind. campers somehow avoided injury when a big tree came crashing down on two rv's. the couple inside one of them was just about to pull out of the site when this tree, boom fell narrowly missing the woman inside. near the summit of highway 17 warned of the soggy wet conditions, they asked drivers to slow down. it blocked mount charlie road for a while and 5 inches fell at the point where highway 9 meets highway 35. 5 inches. had to double-check that. >> yeah. you had a dry ride into work. >> my goodness. i could see the moon and everything and eyedrops. >> how about you, mike?

>> pretty dry. some of the secondary streets had ponding but once i got on the interstate everything was pretty good. run into some fog in the valleys so watch out for that. zoomed in on the south bay. you can see the snow in mount hamilton. even in the areas where kristen just talked about there in santa cruz mountains you can see along highway 35 and 17 we're having some snow there and some heavy snow at times. rain spilling into the santa clara valley around silver creek road union avenue. so campbell los gatos and san jose getting wet weather. we will not have the wind. we will not have the thunderstorms of the last couple days but more rain in the forecast. fog thickest for the north bay valleys with less than a quarter mile visibility around novato and santa rosa. low to mid-40s around the bay. the rain and snow slowly going to jog to the south and east through about 8:00 to 9:00 and

then it will make a return push back to the north and west by noon. temperatures will hold in the mid to upper 40s and it will move as far north as san francisco and possibly napa by the 4:00 hour that will keep our temperatures in the mid to upper 40s. it will be a steadier rain without all the thunder and the hail from the last couple of days and flooding. that could happen again tomorrow. right now sunday's the dry day of the weekend. hi, frances. >> hi, mike. mount hamilton road is closed due to snow in the south bay at the higher elevations. look out for that. i want to show you highway 17 again in san jose. that's highway 17 coming out of the santa cruz mountains and as mike and kristen warned you it could be tough there as well with wet conditions and fog. no major problems reported to the chp this morning. and a lot of folks are gonna head up to tahoe with the fresh snow and the holiday weekend but

. house republicans have won a major battle over the internet rules. they barred the fcc from using government money from net neutrality rules. these backed by democrats prohibit phone and cable companies from favoring or discriminating against internet content. for example, slowing down the delivery of videos or online calling services that compete against their core business. several communications companies are also fighting the rules in court. >> the nation's banking industry is warning it may have to increase charges for checking accounts and other services if a new proposal goes through.

the federal reserve is temperaturing limiting the fees banks charge merchants to 12 cents per swipe. right now merchants pay 1 to 2% of the amount charged. the banking industry is lobbying hard to keep it that way with small businesses pushing for new limits. the final decision is expected by april 21st. >> job discrimination is usually on age, race and gender right? now there's a new group facing this problem. the equal employment opportunity commission says many firms are refusing to hire people if they are unemployed and especially if they've been unemployed six months or longer. some employees feel if you've lost your job or were laid off, it must mean that you aren't very good. they also believe being out of work for a long period means your skills have eroded. >> facebook.com is making a change to the way it let's users report their relationship status. it added civil union and domestic partnership to choices

for romantic status. that's in addition to single married, and it's complicated. human rights groups say the change is a big deal. the gay and lesbian alliance says facebook.com is sending a clear message in support of gay and lesbian couples to users around the globe. facebook.com said they made the change because users requested it. >> the visitors to yosemite national park get quite a spectacular sight. it looks like a painting about christmas thanks to the storm or perhaps an ansel adams picture. most of the visitors seem to love it. >> i just love it. it's gorgeous. been a long time since i've seen the snow like this. >> oh! park rangers say they expect a lot of visitors this weekend, especially because of the holiday. they're warning anyone who heads up there to bring plenty of warm clothes and supplies. hopefully if there's an precipitation it will be snow

and not rain. >> every shot looked like ansel adams on a postcard. >> it would be nice to send those into youreport. >> very well done. >> photos -- i can't remember it offhand but i'm sure we can get it up there and be really quick about it. outside to show you what's going on this morning. >> cool very well done. >> sorry about that. maybe you can whip something up and put it up there. you'd think i'd know that offhand. here we're looking at fog that is moving out of the north bay. some of that spilling across san francisco. not too big of a problem. you can see it's not barely touching the top of the bay bridge. let's talk about down south once again in the santa cruz mountains where we have that mixture of rain in the valleys and snow above 2,000 feet. we have some rain moving through the santa clara valley, west alma avenue. we have that camden avenue ruby avenue all getting wet.

you can see the snow around hamilton. let's move up to the north livermore showing a pretty healthy cell over you so looks like light rain may be falling in your neighborhoods and the altamont pass. so far i don't think there's been any problems with the pass with traffic but we'll touch with frances and make sure that is connect. around the bay shore and out to the coast we have mid-30s in the north bay valleys and upper 30s, low 40s the east bay valleys. a chilly rain today. that's our first highlight. best chance of that falling in the south and the east bay. all right. showers. we'll have those again tomorrow with some thunder and hail. looks like it will be dry and chilly for sunday. a look at the rainfall about 2:00 this afternoon. takes over about two-thirds of the bay area. the north bay the least likely area to see the steadier rain but you still could have a scattered shower.

may make 50 around oakland and palo alto. the monterey bay it's raining now. going to continue to rain all day and your higher elevations are going to continue to get snow during the afternoon hours. temperatures upper 40s, near 50 for you. kind of quiet tonight with mid to upper 30s inland valleys. upper 30s to near 40 the bay shore and out to the coast. that means more fog will form for tomorrow morning. here's the way the rain is going to slowly slide to the southeast over the next couple hours and then quickly back up into the bay area by noon and hang around through the 5:00 hour. it will start to retreat just a little by 7:00 and by midnight almost completely gone other than some higher elevation snow in the diablo range. notice how quiet it is tomorrow but see that rain shield lurking off the coast. that's going to move in around noon 1:00 and could threaten the beginning of the chinese new year's parade in san francisco. by 8:00 though it's completely gone. now high pressure moves in and

it looks like we'll have a dry start to citizen and a dry afternoon monday. rainfall amounts could reach an inch and a half in the south bay and on the peninsula. only a quarter of an inch in the north bay. 7-day forecast temperatures upper 40s near 50 today probably the coolest day as we hit mid to upper 50s next week. >> north 880 near 66 as you make your way to the airport it's an injury crash emergency crews there but it's on the shoulder and you can see it's 70 mph. things moving along nicely. sycamore and hercules look out for possible flooding still left over that may be blocking the left lane. outside traffic still looking good interstate 80 and berkeley. the north bay dry light as you make your away southbound. but look for limited visibility out of novato and santa rosa but it's fine to the golden gate bridge as you make your way southbound into san francisco.

transportation authority have held talks about installing the lights. the marin i. j. reports those agencies are forming a commission to best implement the plan. it's traffic lights that change from red to green every 5 to 10 seconds. they're decided to smooth out traffic by slowing the number of cars hindering the freeway. >> a slice of silicon valley to its academic menu. the san jose mercury news reports new york city is inviting stanford to consider an engineering school there. new york lacks a tough-ranked science and research and graduate school. it's third behind the bay area and boston in its efforts to attract hi-tech forms. >> a california nonprofit may get a surprise cash gift thanks to jerry brown's cut-rated inauguration. he got $400,000 in donations for his inauguration, including $5,000 checks from the biggest

that involve welsh. with his creditability on the line these caseses are in question. norman welch was in jail commander of the narcotics enforcement team. he has a co-defendant, christopher butler. he's the owner of a private investigation company in concord. police are holding them on several charges including transporting and selling methamphetamine, steroids and marijuana. welsh's attorney calls the charges onerous. >> he's in jail. he's quite broken up. he's distraught to say the least but his family has been so strong behind him and such a support that it really is helping him get through this. and friends of him, inlaw and friends of his in law enforcement have reached out to him and that's very important. >> welch's bail is set at $1 million. his attorney calls that draconian. he said some murders don't even have bails that high. the arraignment is scheduled for

today. as this progresses look for other cases drug cases to start falling apart. live in martinez, abc 7 news. >> oakland police arrested a man accused of forcing a 13-year-old girl into an apartment and sexually assaulting her. it happened yesterday morning yesterday when the girl was walking to school. the man threatened her life and forced her into an apartment at 98th avenue where he lives in a lower unit. she managed to escape when he became distracted. she reported the incident to teaches who called police. >> $760 million by the end of the year, $150 million more than previous estimates, the utility is also hinting that part of that cost will be passed on to customers. pg&e says liability claims from last september's deadly blast will run about $400 million.

this morning. it is dry for the folks there. as far as the wet weather though it's still showing up on live doppler 7 hd and it's mainly in the south bay and the monterey bay and the front that's stalled right there. over the last three hours we just have waves of rain or rain train if you will and higher elevation snow. it's a tough go if you had anywhere through the south bay and higher elevations on either side of the santa clara valley this morning. the fog is forming, especially our valleys in the north bay and the valleys of the east bay hills. we have mid to upper 30s in our inland valleys to low 40s around antioch to livermore. low to mid-40s from the bay shore to the coast. temperatures mid to upper 40s around the monterey bay and also inland. we're going to have a chilly rain today, especially in the south bay and the east bay. showers more likely tomorrow, some more thunder and hail. now probably the last push at sunday right now looking dry and also cooler than average. through the next couple hours

that rain will push it farther south and quickly back to the north. the rain could make it as far to the northwest as napa and into san francisco and hang out there until 5:00 and make a quick retreat back to the south and east by midnight. looks like most of us will still be a little wet during our evening plans this friday. overnight patchy fog developing once again. the rain developing along the coast. move into the peninsula by 1:00 and into the santa cruz mountains. you can see the snow levels once again 2,000 feet and then it gets really cold. look at all the snow in the santa cruz mountains and over into mount hamilton. as we get to 6:00, san francisco starts to dry so it's going to be touch and go for the beginning of the chinese new year's parade. by 9:00 though all the rain is gone and here's a look at sunday morning. it will be chilly because of the lack of clouds and then sunday
