would precipitate a crisis worse than the one we just went through. >> the implications of that for a financial system, for our fiscal policy, for our economy would be catastrophic. >> reporter: what would actually happen? it's like defaulting on your home mortgage. no one would loan you any more money without a much higher interest payment, and the u.s. government borrows a lot of money. bankers and economists say that could stop the recovery dead in its tracks. >> that would create so much uncertainty. interest rates are going to rise. financial markets are going to be very worried. it's the uncertainty that is going to drive people crazy. >> reporter: republicans say the vote on the debt ceiling won't be free. they want either a spending cap or some other kind of structural change that restricts federal spending before they give the president the approval to increase the debt ceiling. david kerley, abc news, washington. and turning now to overseas, the latest from libya.

the rebels appear to have gained ground after nato air strikes drove gadhafi forces out of a strategically important crossroads in the eastern part of the country. the roads leading away from ajdabiya were littered with destroyed tanks, guns and vehicles thanks to all that nato firepower. on the diplomatic front, a top delegation of african leaders is meeting with the rebels today to talk about terms of a cease-fire. there are reports that gadhafi may have already agreed to a peace deal but the libyan leader is so un unpredictable, it's hard to say for sure. jeffrey kofman reports now from tripoli. >> reporter: this is the compound where moammar gadhafi lives in the heart of tripoli. as you can see behind me there are thousands of young libyans keeping him company to protect him from nato bombs. but the story on sunday, the visit of five leaders from the african union, five presidents of african nation, including jacob zuma, the president of south africa he emerged late

sunday night to say that moammar gadhafi and his leadership have, in principle, accepted a road map towards peace. this is a huge surprise and will be astonishing if it's true. there is reason to be skeptical but president zhuma said he was optimistic. that road map includes an immediate and verifiable cease-fire allowing humanitarian aid in libya and ultimately a transition towards a new government and democracy in libya. we've not heard from gadhafi himself. but if this, in fact, is the case, this is a major breakthrough, but there is reason to be extremely cautious despite this optimism. jeffrey kofman, abc news, tripoli. >> maybe some light at the end of the tunnel in all that. all right. in augusta, georgia, the final round of the masters golf championship was a thriller thanks in no small part to tiger woods. he started out seven strokes off the lead but wiped out that deficit with a blistering front nine. it was the old tiger out there, fist pumps and all, but he just couldn't hang on to it and actually finished with a share of fourth place just like last

year. >> good start on the front nine and the back nine didn't putt well. and i hit one loose iron there at 13. >> all week you preached patience. at what point did you say we got to turn the patience around? >> no, absolutely not, just still say the same. it's shot for shot. this golf course baits you into doing that. you can get aggressive and lose it very similar to what i think rory is doing out there. that can happen out here very easily. it doesn't take much. just one shot here or there and you can go the other way. >> reporter: and in the end the victory actually went to 26-year-old south african charl schwartzel. he birdied his last four holes to break clear of a pack of eight who each had a shot at the lead in the final round. he finished with a two-stroke margin earning him his first ever green jacket. >> how about that? young guy there. pretty good. great. good to see tiger doing well but then he has the stamina to hang in there and some of the other golfers don't have that.

nice looking times square. >> nice look at times square. a couple people, i'm sure, maybe just coming home for the evening as we're getting into work. >> yes. >> well, you know any regular viewer knows that we make plenty of references to drinking here on the show but there's no joke in our next story. >> it actually involves a new british study that says drinking more than a small amount of alcohol every day puts you at an elevated risk of cancer. lon that gordon of the bbc has details. >> we're going to discuss your mammogram. >> reporter: for the last nine months lisa clinch has been receiving treatment for breast cancer. she's had radiotherapy, chemotherapy and surgery. it's not clear what caused her illness. she's lived healthily and exercised regularly and drunk in moderation. >> i just class myself as a social drinker. just have a few glasses of wine on a friday or a saturday night. nothing really in the week. when i was younger, perhaps, when i was at university, it was probably a bit more than that but in recent years i've been very, very health conscious and i've done a lot in terms of

keeping myself fit and being conscious of what i do, eat and drink. >> reporter: the link between excessive drinking and cancer is well documented. but this research goes much further. the guidelines are that a man should drink no more than three to four units daily, that's about a pint and a half of beer or a couple of glasses of wine. for a woman it's no more than two to three units daily. that's around two small glasses of wine. the researchers looked specifically at cancers related to alcohol consumption and they found the more you drink, the greater risk with 4% of these types of cancers in women and 18% in men linked to drinking above the daily recommended limits. the reasons for getting cancer are complex. diet, weight, smoking and other factors may all play a part. so why would alcohol also act as a trigger? >> you take alcohol in your body and that's then broken down by your liver and then the breakdown product of that can

actually cause the cancer so it's broken down into chemicals that we know in other circumstances actually cause cancer and damage the building blocks of the cells. >> reporter: plenty of us may have been enjoying a drink in the summer sunshine, but this research shows that staying within safe limits, drinking sensibly, really could reduce our chance of getting cancer. lorna gordon bbc news, liverpool. >> that's a study to pay attention to. it's not a small study. 400,000 people, as you heard. that's not a small group, that's a lot of folks. >> sometimes you hear it can be a little bit good for you on a daily basis. >> like red wine is good for your heart. >> like a pina colada or whatever you had on vacation. >> no, none of that. no comment. when we come back, the video games you need to see to believe. >> we check out the hottest 3-d games out there right now that are bringing the action to life. you're watching "world news now." >> so what did you drink?

chances are you've seen a 3-d movie, of course, at the these, and it seems every 3-d special version. special 3-d version. >> and 3-d video games are a whole other story. they've not gone mainstream but sony is trying to do something about that. >> our tech contributor daniel sieberg checked out some of the differences. >> reporter: with the baseball regular season under way, we decided that mlb 11 would be a good fit to start our playstation 3 3-d tour. it's been since little league that i played baseball so that's a souvenir right there. so maybe i'm more suited to t-ball but it was fun to get that immersive experience. it took some getting used to. for my money it was a better fit

with sony's socom 4 fighting game. >> throw a grenade at him. >> you can see, you have so you can see you have one-to-one controls with the controller. as you move in and out of the screen you're able to control the radical -- >> reporter: and up and down and the controller. >> absolutely. the controller itself helps to control the reloading of the gun, movements within it. >> reporter: and those are just 2 of the more than 30 3-d titles expected from sony this year. of course, you need a 3-d enabled tv and those glasses. one of the knocks against them is the limited content. and video games might change that. maybe. what will it take for more wide adoption of 3-d technology in the living room? i mean, is gaming going to be a real driving force for that, do you think? >> we think that gaming is the driving force for 3-d. i mean when you look at the playstation 3, we are the only solution in the living room that can deliver on a 3-d and

blu-ray and it's all an experience inside one box. >> reporter: sony also recently announced cars 2, the video game which is 3-d. and plenty more titles are on the way. how do you decide which games deserve the 3-d experience? >> it's a development decision. so it's not necessarily deserve. i think basically our development communities are encouraged to take a look at all the technology available and how do they make that immersive experience that's really going to draw you in. 3-d being one of the tools to do it. and the new playstation being something we can incorporate as well. and so i think it's really kind of the decision of the development team. but what we've seen is the uptake throughout with over 30 titles coming this year. in 3-d that it's really been embraced by the development community. >> reporter: microsoft has a handful of xbox 360 games available in 3-d games but it's unclear how invested they are on that.

nintendo has a 3-d handheld device that doesn't need the glasses. overall the glasses can be a stumbling block although gamers have become used to accessories and peripherals. tell me about the glasses. i mean that's obviously still part of the experience but maybe one day not necessarily. >> it could be. so right now they're shutter technology glasses and essentially what we're doing is taking the game screen, if you will, and dividing it. and then, the shutter glasses are providing a bit of an effect here that allow the screens to be put back together and add depth. >> reporter: indeed, 3-d video games could help push the sales of 3-d tvs and sony argues the 3-d enhances that experience but there are still concerns over prolonged exposure to 3-d. some people just can't get past those glasses. it is debatable whether the 3-d makes the games any better. that said, it is an immersive and fun experience. rob and peggy, back to you. >> all right. very cool stuff. >> yeah. >> well hot topic coming up next. one everyone is talking about. >> especially in our newsroom. yeah. >> the "american idol"

>> and while 40 million people are very glad to have survived the worst, millions are in harm's way this morning. here's barbara pinto. >> reporter: terror rained from the skies in iowa. >> get back! >> reporter: at least 11 twisters were spotted. one took direct aim at mapleton, iowa. >> we kind of hid up in the house. but we had blankets and stuff over our head and over our body and stuff so we didn't get glass. >> reporter: the tornado, a quarter of a mile wide, ripped through this small town flattening more than 100 homes, leaving more than half of mapleton in ruins. >> i think we should have had fatalities and didn't so i guess i believe in the good lord and he saved this town. >> reporter: in west texas, it's wind whipping grass fires. this one burned out of control for the fourth straight day. 2,500 acres now scorched along with at least 20 homes. >> it could be one of the worst grass fires in the state for a number of years. >> reporter: in north dakota, the problem is water.

come just hours after punishing air strikes by nato forces in the eastern part of the country. terry moran reports. >> reporter: ajdabiya is a ghost town. nearly every civilian has fled. for two days, a pitched battle raged here. rebels fought desperately as forces loyal to moammar gadhafi attacked trying to seize this strategically crucial crossroads in the east of libya. we hear shelling right now. what is that shelling? "we are clearing the area of gadhafi's troops," a top field commander tells me but ajdabiya was not cleared, as we found out. a firefight turned us around as we made our way down the main road. the fight for the city has been fierce. a street fight, one general called it. rebels taking up positions along the main roads like this vehicle here. gadhafi's forces coming in and blasting them. the decisive moment, nato air strikes, hitting gadhafi's forces forcing them back out of town. so it was nato once again that

won the day for the rebels and that's the story of this war. without nato the rebels would lose and even with the air strikes, they are not strong enough to overthrow gadhafi. a young solder in gadhafi's army, hardly more than a boy, a straggler, he tried to take his own life when surrounded and failed. this man came to attack your town? >> yes. >> and yet you're saving his life? >> we have to. he's a human being. >> reporter: a moment of basic human decency amidst the indecency of the libyan civil war. terry moran, abc news, ajdabiya, libya. now turning to politics and the budget showdown in washington. president obama will lay out his plans to reduce the federal deficit later this week. his top advisers say medicaid and medicare will be the two programs to face cuts. in the meantime congress will officially vote this week on that last-minute deal struck on friday that prevented a government shutdown. republicans are slamming the

president's plan to cut the deficit saying that he's not doing enough. one voice joining that fray, the donald. yes, business tycoon donald trump is weighing in on it all as he weighs his own run for president in 2012. he's even questioned the president's citizenship in the recent weeks but the white house doesn't seem to be too concerned about that. one senior adviser, david plouffe, made clear on abc's "this week." >> i saw donald trump rising in some polls and given his behavior and spectacle the last couple of week i hope he keeps rising. week, i hope he keeps on rising. there's zero chance that donald trump would ever be hired by to run this country. there may be a small part of the country that believes these things but mainstream americans think it's a sideshow. >> all right. donald won't take that sitting down. for his part he says he told new york's "daily news" i know for a fact i'm the only candidate they're concerned with. >> humble man, that donald. >> yes and not shy about the press.

>> not at all. well, a major deal is now off the table on wall street. the new york stock exchange has turned down an $11 billion bid from nasdaq to buy the company. the company says it will stick with a plan to be bought by a german exchange operator for about $10 billion. analysts say the nasdaq deal would have meant more people would lose their jobs. there were also, i should say, antitrust concerns. one of our favorite stories of the day. life is a beach, at least for this black bear. >> check out this little guy. he was spotted roaming around a virginia beach neighborhood on friday and a public safety warning was issued until he turned up in this tree. the sight gathered quite a crowd. in fact a biologist was called in to tranquilize the little guy. he was lowered from the tree in a harness very safely. turns out he's an adolescent male bear and experts theorize his mom probably booted him out. probably misbehaving. go off on your own if you're so smart. >> these teenage bears these days. no respect. the funny part of the story is
