i'm terry mcsweeney live at the federal courthouse where in a few hours we are expecting the appearance of a man that tried to storm a cockpit on sunday night. he is not charged with terrorism. some think may be he should be. >> good morning, i'm janelle wang. al-qaeda releases a new statement about a new leader and pakistan granted one of few requests that may help the white house find out the remaining years of osama bin laden. >> we are looking live downtown. east bay hills. quiet here but look at the clouds around the coast and sunshine and warmer weather around the bay. we'll have a better chance of seeing storms and showers this weekend. >> freeway traffic still looking

good this morning. live shot of the bay bridge toll plaza but there has been power outages reported in san francisco. i'll have the details coming up. thank you so much for joining us. i'm kristen sze. >> i'm eric thomas. >> the man accused of trying to break into the cockpit of a san francisco bound jetliner will make his first court appearance today. that is when we hope to find out why he did it. terry mcsweeney is live at the federal courthouse in san francisco. that is not the only unanswered question. >> right now, he is only charged with interfering with a flight crew, but this is a man from yemen who did terrorize 1 off passengers. pilot, however, stayed calm. >> talking about a passenger conflict. that 28-year-old man pounding on the cockpit door as the plane

was on descent to san francisco international. a passenger took pictures, one showing air marshals and flight attendants taking him to the floor. another showing him on a gurney. he was slightly injured during the arrest but it is what was saying that has passengers rat sclld he was yelling ala akbar. >> he used to live in vallejo and now lives in new york. he certainly is not a terrorist, really not all that religious and probably all some kind of a bizarre misunderstanding. he is expected to be in federal court at 9:30 this morning. again, only charged with interfering with a flight crew but there some people aboard that think he should be charged with something far more serious. san jose fire officials are

sounding a new alarm. fire stations will have face rotating staff reductions beginning this summer meanwhile a slower response time to fires. amy hollyfield is live in san jose with more. it's not good news but it could be worse. no fire stations are going to be closing and that is what firefighters were really worried about. they will be pulling engines out of service on a rotating basis. yesterday morning, firefighters in san jose had three fires in 30 minutes to respond to. it's that kind of scenario that has them worried about what keichd reduction in service they are going to have. they worry about their ability to respond quickly. the budget deficit is demanding cuts. what they agreed on pulling a truck or engine out of service every day, up to two can beside lined and rotate that between stations.

firefighters say they aren't sure what the impact will be. >> this is new model. we've never done this before. we know that other cities have adopted this kind of thing. alternative was to close that station completely. we didn't want to do that. we want to have people in place to respond and to get everywhere within eight minutes. >> it will help the city bridge the hundred million dollar budget shortfall. they hope the brownouts will be temporary. only stations with two pieces of company will be subject to brownouts so every station will always have a truck ready to go. they will vote on it next month. if it passes, these brownouts will go into effect in july. new firefighters in san carlos will face a pay cut. city council voted last night to offer new hires a reduced salary after the fire department joins

forces with redwood city later this year. 5% cut will bring the pay scale in line with with other communities. former governor arnold schwarzenegger and m have shief shief are -- maria shriver are separating. in a joint statement they say it's been a time of profession transition for them. they had trouble back in 2003. shriver apparently moved out the mansion several weeks ago. they have four children together. >> al-qaeda will have a new leader to take over osama bin laden. u.s. interrogators may have access to the widows that were captured in that raid. >> al-qaeda released a statement

reaffirming their support for ayman al-zawahri. statement did not official name him as the circumstance. it also made threats against americans but did not list specific attacks against the u.s. they are granting the u.s. access to bin laden's three wives captured. it's been a key white house request. u.s. officials are hoping the women will provide critical information on his life in hiding. tensions between the u.s. and pakistan remain high. u.s. officials continue to suggest there must have been about a bin laden support network in pakistan but is careful not to anger the country even more. >> i think it could easily fall into a position of most dangerous nation in the entire world. >> and today we're learning more about the operation that took out bin laden according to the "new york times," president obama insisted the assault force be large enough to fight its way out of pakistan. that resulted in the decision to

send more two helicopters as backups. one was sent in after one of blackhawks was damaged. in addition the u.s. had also two teams of specialists on standby. one to bury bin laden which was killed. and second composed of lawyers and translators if he was captured alive. back here the palo alto school board will meet tonight to tackle a proposal. they are set to decide whether to startle school year a week and a half earlier in mid-august so students can finish their fall semester before the break. opponents say it puts extra strain on seniors applying for college. u.c. berkeley received half

potential sites for a second campus. 20% of lab's 42300 employees work at sites scattered throughout east bay and they want to consolidate them in one spot. there is six finalists in the bidding process. new site will be chosen in late november. >> muni officials in san francisco are firing back at state puc which calls the operations sub par. they report the city attorney and muni have submitted responses to claims by the cpuc ahead of friday's hearing at the state agency headquarters. they opened an investigation into the light rail operations. one called it the worst in the state. the agency threatened fines of $20,000 per day. muni officials say the allegations that a train control system was not functioning properly was without merit.

history. it could be worth $8.5 billion. buying skype would give microsoft more clout to a be bigger force in the smart phone market. >> groupon and concert and ticketing promoter live nation is teaming up. new service dubbed groupon live will offer limited deals on theater shows and other live events. it's expected to launch by summer and will be available only in north america. live nation is hoping the deal will bolster sales. the company showed a net loss of $228 million. financial terms of deal are not being disclosed. >> a new report shows a dig turk trend, millions of facebook users are under the age of 13. of the 20 million minors who actually use facebook in the last year, 7.5 million of them

were younger than 13. of those more than 5 million were ten or under. technology experts say they expose them and to friends, security and privacy risks as well as computer virus attacks. >> just when you thought it didn't get any cooler than this, here comes the paper phone. they teamed with two universities to create this flexible phone made from electronic papers. you can bend it and writing on it or using the touch screen. it uses the same technology as the kindle reader. one researcher says everything is a look and feel like this within five years. the power outages in san francisco, looks like pg&e is making progress right now. over 124 customers still without power as oppose to the 4100.

forecast. san francisco, one degree warmer. oakland and san jose 3. concord and fremont four. we'll get about 14 hours and three and a half minutes of sunshine. low to mid-70s in the south bay today. san jose right around 72 degrees. looking at the peninsula we have temperatures that will drop around 70 in los altos to 73 in millbrae. half moon bay at 58. daly city at 57. a little more sunshine around downtown san francisco, 52 degrees. low to mid-70s the farther north you head into the north bay valleys. pockets of sunshine but still cool at your beaches. mid to upper 50s for you. mid to upper 50s throughout the east bay shore. oakland is 68. even at 70 in fremont. warmest weather in the east bay valleys, mid to upper 70s with 75 in danville and 77 in pittsburg.

monterey and carmel, temperatures will keep you in the 50s. morgan hill, gilroy, 73 to 77 degrees. at&t park, how about the giants taking on the diamondbacks. dropping down to 55. patches of drizzle along the coast. we'll have 50-degree temperatures around san francisco, oakland, fremont and everybody else in the mid to upper 40s. this area of colder air moving away for today. cold front will come in and turn us cooler tomorrow but cooler and measurable thing. about two to four degrees cooler tomorrow and thursday. then look at the weekend. stuck in the 50s and 60s. we've been following the

japan's prime minister is backing away from a plan to boost production of nuclear energy from the current 30% of japan's power to 50%. they announced the policy change today as the hundred residents donned radiation suits to briefly return to home to gather belongings. sacramento lawmakers are trying to shorten the reins on two bills approved by the senate. they will target corporate sponsor in addition ists by requiring signatures to place them to ballots. one bill requires signature gatherers to wear large badges that identify them as volunteer or paid. a second bill would prohibit paying people to gather signatures altogether. twitter could be coming to a

morning. he is relatives are saying he is the one that was mistreated. i think it's safe to say that people were on board flight 1561 sunday night would be baffled at least to hear that he was the one who was mistreated. this is one big misunderstanding. as far as the real actual motive. that is still a question this morning. take a look at the man who may have an answer to the motive is. perhaps we'll find out. 28-year-old formally of vallejo and now living in new york. he is the one who left his seat on an american airlines flight from chicago to san francisco sunday night. walked to the front of the plane pound order the cockpit door yelling god is great in arabic. two air marshals subdued him. his cousin in vallejo who has the exact same name thinks it could all be a misunderstanding.

>> i don't know what he as thinking. he had no intentions of harming anybody. >> the cousin also says he really isn't all that religious. he does have a passport out of yemen. maybe this morning here in federal court we'll get a hint of what the motive might be. as far as law enforcement says he has no known ties to terrorist groups. he is only charged with interfering with a flight crew. terry mcsweeney, "abc 7 news." the city of san jose -- individual fire engines will be periodically taken out of service to save money. amy hollyfield is live in san jose what they are calling rotating brownouts? >> believe it or not firefighters came up with the idea. they really wanted to avoid

closing stations altogether. it takes trucks out of commission, it sidelines them on a rotating basis. firefighters are concerned this will impact their response time. yesterday gave them a perfect example, there were three fires in 30 minutes yesterday morning in san jose. those situations could be tough to handle. firefighters say they honestly don't know what to expect. they've never done this before, but they are hoping that this is the lesser of two evils. fire stations will remain open but it's just, when i say units, truck company or an engine company will be shut down for that day. >> and the company includes firefighters? >> that's right. that is the cost savings. >> here is the plan. every day an engine will be pulled from service from two fire stations. they will rotate the brownouts and only happen at stations that have more than one truck. every station will always have a truck ready to go. the budget will be voted on next month. this is just part of the

proposal. if it passes, in this will go into effect in july. firefighters are hoping it will be temporary, that these will go away once the economy improves. a powerful al-qaeda group is backing a new leader in the wake of osama bin laden's death. pakistan is granting the access closest to bin laden. janelle wang is in the newsroom with the latest. >> al-qaeda released a statement reaffirming support for ayman al-zawahri. statement did not officially name him as a successor. pakistan is now granting the u.s. access to bin laden's three wives captured in the operation over a week ago. it's been a key white house request. three women all live under one roof and job was to fulfill his needs including sexually.

they may have a $40 million shortfall and also expected to approve $9 million to make improvements at six high schools. that money will come from a district measure approved by voters. today marks a major turning point in the rebuilding of a san bruno neighborhood devastated in an explosion. this afternoon, city leaders will join congresswoman jackie speier for a groundbreaking ceremony in the glenview neighborhood. today's event is the first home to rebuilt since the fire killed eight people and destroyed 38 homes. bob and nancy hensel secured the first building permit to replace their destroyed home on fairmont drive. construction expected to begin in two weeks. >> here in san francisco, google is expected to launch a long-awaited music service. it's going to be called music data by google.

fuel leak problem. national highway transportation safety commission says fuel straps holding up the tank can rust and break. prices for used cars set a record high in april and are expected to climb even higher. dealers expected to see a severe shortage of more economical models by mid summer. high prices being caused by a demand for maller cars and people holding on to their cars in a struggling economy. most people shopping for used and mid-sized cars are experiencing sticker shock. >> today i'm noticing the prices, indeed, are more than i expected. >> we were expecting between $9,000 and $11,000 and i'm finding $16,000 to $17,000. >> they say they are paying much more for used cars because they

welcome back. 5:48. california forecast, clouds around the coast. a little bit up in the sierra and high desert. nothing showing up on live doppler 7 hd. let's see what the afternoon holds, near 80 in sacramento along with palm springs, upper 50s to low 70s in san diego, l.a. and yosemite. looks like eureka and big sur will be stuck with cloud cover. tahoe about 53 degrees with afternoon sunshine. the navy is drawing up plans to let chaplains perform same sex civil marriages.

chaplains will be training this summer. navy ceremonies would only be allowed at military facilities in states that already recognize same sex unions and same next partners would not be entitled to health, housing or other benefits that straight couples left. >> in libya, five nato air strikes targeted tripoli overnight. they showed the damage caused by one strike that was used by a government building. it's not clear what the other strikes targeted and there is no word on injuries. nato is conducting strikes over libya that can prevent the military targeting civilians. the mississippi river crested in memphis at 48 feet falling just inches short of an all-time record, but it is soaking low-lying areas to require a massive cleanup. things shouldn't get worse in the area but it's going to take

oakland. nice job. beautiful surroundings we're dealing with this morning. find out what the temperatures when you step out. 50 in san rafael along with mountain view. low to mid-50s around los gatos and oakland. neighborhood outside the coast in the 40s. look at this, 39 in half moon bay. around the monterey bay, we have temperatures in the mid to upper 40s. gilroy 40 and salinas about 46 degrees. today's highlights, coastal fog and looks like a lot like summer. with the fog at the coast and sunshine and warmer temperatures around the bay. inland, clouds will increase everywhere tonight and drizzle is possible around the coast and higher elevations of the east bay hills. cooling begins on friday but the showers lag behind it for saturday and more so on sunday when we are still looking at some thunderstorms. for today, compared to average, oakland is warmer at 68. it's warmer than yesterday which is barely creeping closer to

>> 51 in antioch and rest of us in the mid to upper 40s. temperatures pretty close to average the next couple of days. cooling trend on friday and much cool over the weekend. >> a little more problems. westbound 580 north livermore, chp is en route. you'll notice that traffic is moving at some speeds below 40 miles an hour. indicated by yellows in the altamont pass. you notice the traffic sensor, this accident has been cleared from the lanes. also, we've been following a power outage. hopefully we don't need to talk about it. they expect the power to be restored by 6:00. we are still hearing reports of traffic lights being out on stretches of van ness. highway 50 will be closed
