good this morning. live shot of the bay bridge toll plaza but there has been power outages reported in san francisco. i'll have the details coming up. thank you so much for joining us. i'm kristen sze. >> i'm eric thomas. >> the man accused of trying to break into the cockpit of a san francisco bound jetliner will make his first court appearance today. that is when we hope to find out why he did it. terry mcsweeney is live at the federal courthouse in san francisco. that is not the only unanswered question. >> right now, he is only charged with interfering with a flight crew, but this is a man from yemen who did terrorize 1 off passengers. pilot, however, stayed calm. >> talking about a passenger conflict. that 28-year-old man pounding on the cockpit door as the plane

was on descent to san francisco international. a passenger took pictures, one showing air marshals and flight attendants taking him to the floor. another showing him on a gurney. he was slightly injured during the arrest but it is what was saying that has passengers rat sclld he was yelling ala akbar. >> he used to live in vallejo and now lives in new york. he certainly is not a terrorist, really not all that religious and probably all some kind of a bizarre misunderstanding. he is expected to be in federal court at 9:30 this morning. again, only charged with interfering with a flight crew but there some people aboard that think he should be charged with something far more serious. san jose fire officials are

sounding a new alarm. fire stations will have face rotating staff reductions beginning this summer meanwhile a slower response time to fires. amy hollyfield is live in san jose with more. it's not good news but it could be worse. no fire stations are going to be closing and that is what firefighters were really worried about. they will be pulling engines out of service on a rotating basis. yesterday morning, firefighters in san jose had three fires in 30 minutes to respond to. it's that kind of scenario that has them worried about what keichd reduction in service they are going to have. they worry about their ability to respond quickly. the budget deficit is demanding cuts. what they agreed on pulling a truck or engine out of service every day, up to two can beside lined and rotate that between stations.

firefighters say they aren't sure what the impact will be. >> this is new model. we've never done this before. we know that other cities have adopted this kind of thing. alternative was to close that station completely. we didn't want to do that. we want to have people in place to respond and to get everywhere within eight minutes. >> it will help the city bridge the hundred million dollar budget shortfall. they hope the brownouts will be temporary. only stations with two pieces of company will be subject to brownouts so every station will always have a truck ready to go. they will vote on it next month. if it passes, these brownouts will go into effect in july. new firefighters in san carlos will face a pay cut. city council voted last night to offer new hires a reduced salary after the fire department joins

forces with redwood city later this year. 5% cut will bring the pay scale in line with with other communities. former governor arnold schwarzenegger and m have shief shief are -- maria shriver are separating. in a joint statement they say it's been a time of profession transition for them. they had trouble back in 2003. shriver apparently moved out the mansion several weeks ago. they have four children together. >> al-qaeda will have a new leader to take over osama bin laden. u.s. interrogators may have access to the widows that were captured in that raid. >> al-qaeda released a statement

reaffirming their support for ayman al-zawahri. statement did not official name him as the circumstance. it also made threats against americans but did not list specific attacks against the u.s. they are granting the u.s. access to bin laden's three wives captured. it's been a key white house request. u.s. officials are hoping the women will provide critical information on his life in hiding. tensions between the u.s. and pakistan remain high. u.s. officials continue to suggest there must have been about a bin laden support network in pakistan but is careful not to anger the country even more. >> i think it could easily fall into a position of most dangerous nation in the entire world. >> and today we're learning more about the operation that took out bin laden according to the "new york times," president obama insisted the assault force be large enough to fight its way out of pakistan. that resulted in the decision to

send more two helicopters as backups. one was sent in after one of blackhawks was damaged. in addition the u.s. had also two teams of specialists on standby. one to bury bin laden which was killed. and second composed of lawyers and translators if he was captured alive. back here the palo alto school board will meet tonight to tackle a proposal. they are set to decide whether to startle school year a week and a half earlier in mid-august so students can finish their fall semester before the break. opponents say it puts extra strain on seniors applying for college. u.c. berkeley received half

potential sites for a second campus. 20% of lab's 42300 employees work at sites scattered throughout east bay and they want to consolidate them in one spot. there is six finalists in the bidding process. new site will be chosen in late november. >> muni officials in san francisco are firing back at state puc which calls the operations sub par. they report the city attorney and muni have submitted responses to claims by the cpuc ahead of friday's hearing at the state agency headquarters. they opened an investigation into the light rail operations. one called it the worst in the state. the agency threatened fines of $20,000 per day. muni officials say the allegations that a train control system was not functioning properly was without merit.

morning. he is relatives are saying he is the one that was mistreated. i think it's safe to say that people were on board flight 1561 sunday night would be baffled at least to hear that he was the one who was mistreated. this is one big misunderstanding. as far as the real actual motive. that is still a question this morning. take a look at the man who may have an answer to the motive is. perhaps we'll find out. 28-year-old formally of vallejo and now living in new york. he is the one who left his seat on an american airlines flight from chicago to san francisco sunday night. walked to the front of the plane pound order the cockpit door yelling god is great in arabic. two air marshals subdued him. his cousin in vallejo who has the exact same name thinks it could all be a misunderstanding.

>> i don't know what he as thinking. he had no intentions of harming anybody. >> the cousin also says he really isn't all that religious. he does have a passport out of yemen. maybe this morning here in federal court we'll get a hint of what the motive might be. as far as law enforcement says he has no known ties to terrorist groups. he is only charged with interfering with a flight crew. terry mcsweeney, "abc 7 news." the city of san jose -- individual fire engines will be periodically taken out of service to save money. amy hollyfield is live in san jose what they are calling rotating brownouts? >> believe it or not firefighters came up with the idea. they really wanted to avoid

closing stations altogether. it takes trucks out of commission, it sidelines them on a rotating basis. firefighters are concerned this will impact their response time. yesterday gave them a perfect example, there were three fires in 30 minutes yesterday morning in san jose. those situations could be tough to handle. firefighters say they honestly don't know what to expect. they've never done this before, but they are hoping that this is the lesser of two evils. fire stations will remain open but it's just, when i say units, truck company or an engine company will be shut down for that day. >> and the company includes firefighters? >> that's right. that is the cost savings. >> here is the plan. every day an engine will be pulled from service from two fire stations. they will rotate the brownouts and only happen at stations that have more than one truck. every station will always have a truck ready to go. the budget will be voted on next month. this is just part of the
