bridge toll plaza where it's delay free for back-to-work tuesday. >> 6:00. tuesday. thank you so much for starting your day with us. i'm kristen sze. a lot of news coming qer way. pedestrians and cyclists beware. starting today and lasting through the summer you have to share space and pay extra attention as one sidewalk closes 24/7 for seismic repair upgrade. terry mcsweeney is live at the bridge where we'll see the comaraderie and the civility. right? >> that is the plan. how it works, i don't know. we are about to hear from a bicyclist who has his doubt. but today, the west walkway on the bridge closed to bicyclists. they used to use it weekday afternoon and all weekend long. now they have to come to the east side with the pedestrians in the busy summer season. how will it work? take a look at how they hope it works. we have pictures of bicyclist and pedestrians sharing the sidewalk on the east side of the bridge. on weekends, it will mean a

lot of sharing is needed. 10,000 pedestrians, 6,000 bicyclists getting to know each other on the busiest weekend day. one idea is to have a stripe down the middle of the east sidewalk, city side of the bridge. half for bike and half for walkers. that is up in the air. that's because of the seismic retrofit work. a bicyclist this morning told us he is not sure it will work. >> they don't pay a lot of attention to us. i have see people enjoying the walk here. we're behind them. so unless you have a bell or whistle -- i usually have a whistle on a back pack i carry. you have to get up on them. wait a couple of second for them to notice you. >> alex, they are telling me that just last week he got a citation for bicycling on the east side of the bridge when he wasn't supposed to be over there. now starting today he has got to be over there. it's a tough ticket for him. there is also talk of maybe having a speed limit for

bicyclists on the any side of the bridge. it might be more important now. the bridge authorities are expected to take that issue up this month. actually, next month. june. live at the golden gate bridge. terry mcsweeney. >> they are offering a new warning to anyone buying items from craigslist after a series of gun-point robberies of used car buyers. may 12, two san jose residents agreed to buy an accord for $4 ,500. they were told to drive to dead-end street and they were robbed at gun point. last wednesday, it happened again on university. two masked robbers took $6,500 at gun point from fresno car buyer. similar robberies took place last year in oakland. they are advising anyone who plans to buy off craigslist to make sure they meet buyers in well-lit, well-populated public

places. this morning, campbell police are investigating a fatal late night accident involving a car and pedestrian. it happened after 11:00 last night. shut down all the southbound lanes of santa moss extresway for hours. the c.h.p. has not identified the driver or the pedestrian who was killed. investigators say they're trying to determine if the pedestrian was intoxicated. outrage in alameda after firefighters stood and watched a man drown yesterday at the shoreline raising questions of whether the department policy born out of budget cuts led directly to the emergency responders in action. abc7's amy hollyfield is live at crown beach with what happened. >> reporter: witnesses say the man was only 50 feet from shore but that firefighters and police officers stood and watched him. he stood in the water here at crown beach in alameda for about an hour. the beach was full with people. all of them stunned that rescue crews didn't help. firefighters and police were here. the man's mother had called

911 and said her son wanted to kill himself. but they stood on the shore and watched. fire officials say they can't afford to recertify firefighters in land-base water rescues because of budget cuts. if the firefighters went in, they say the city would be liable. >> if you saw a child drowning more than 75 feet offshore, would you go in and rescue that child or not? >> well, if i was off-duty i know what i would do. you're asking me my on-duty response. i have to stay within the policies and procedures, because that is what is required by the department to do. >> reporter: they responded to the call but the boat couldn't get close because the water was shallow. the coast guard helicopter didn't get here on time. the firefighters didn't even go in to recover the body. woman in her 20s volunteered to do it. the man has been identified

as 53-year-old raymond zack. they didn't say if he lived in alameda but the suicide exposed the fact that the iland city doesn't have the capability to rescue people in trouble in the water. live in alameda, amy hollyfield, abc7 news. >> thank you. authorities released names of two people shot to death at a weekend party in oakland. surveillance video shot at international boulevard and 88th avenue sunday night shows a sideshow with cars doing doughnuts before the shooting. it happened after neighborhood block party near the east bay dragon motorcycle club. police identified the victims as 29-year-old eric bush, and 28-year-old latoya kenny. their friends set up a memorial on the sidewalk. kenny's mother was at the party and suggested leaving when it turned rowdy. >> it's still not real. it's still no much hurt. so much pain. just unexplainable pain. >> two of bush's best friend spent part of day cleaning the sidewalk. the third victim, a woman

remains in critical condition. police haven't made any arrests. pg&e is continuing the pressure testing of gas pipelines throughout the bay area. today the utility plans to test pipelines in newark. tomorrow, it will be venting pipeline in san jose. customers have been getting phone calls telling them when the work is being done in their neighborhood. pg&e says gas service won't be interrupted. 6:07. take a look outside with mike. again, we've got rain this morning. you're saying this is not the end of it for this week. >> exactly. there is a more potent storm that could roll in this weekend and bring us record-setting rain. it doesn't take much rainfall this time of year to set a one-day record but what is that we're looking at. tuesday morning. good morning. a look at live doppler7 h.d. so far, the last 24 hours, santa rosa .13 of an inch. bodega bay, .04. this where the rain is

falling. east bay hills are the only measuring stations with measurable rain. talk about the winds. it's bringing in a humid air mass ahead of the cold front. the winds run from 7 miles per hour to 14. they could get up around 20 to 25. especially along the coast. through the san bruno gap this afternoon. the cloud cover, we talked yesterday. we keep the temperatures up. we're one to six degrees warmer than 24 hours ago. let's look at the temperatures. 46 in los gatos. everybody else in the low to mid-50s. by the afternoon hours, five to 15 degrees cooler than average. with upper 50s along the coast to san francisco. low to mid-60s for the rest of us. we may hit 67 in concord. best chance of rain in afternoon hours will be across the north bay. around the monterey bay, we go with, we'll say partly cloudy to partly sunny conditions. the least likely area to see anything falling from the sky. low to mid-60s around the bay. mid-to-upper 60s inland. the accuweather seven-day forecast --

good morning. 6:13 on tuesday. live look at the golden gate bridge. where you can see the car traffic is moving just fine. although, you will notice that the west sidewalk has nobody there. that is because it's closed now. pedestrians and bicyclists will have to share the eastbound lanes during this period of seismic retrofit work. by the way, you might see rain out there. also, the bay area at s.f.o., that has translated to one hour arrival delays already. so we'll talk to mike and frances in a couple of minutes. more news. san francisco mayor ed lee is set to present his new budget for the coming fiscal year. it may be less brutal than initially projected. the mayor is looking to balance $306 million deficit, as part of a projected $6 billion spending plan. the "san francisco chronicle" reports that mayor ed lee now believes he will have to make cut he is does not anticipate major layoffs. lee is still holding talks with the police and firefighter union about

deferring upcoming pay raises. the budget is expected to be a little easier to balance, because of an unexpected boost in city tax revenues. hospitals nationwide are now having trouble getting supplies of more than 200 critical drugs. some doctors are saying the problem hit a crisis level. the medications range from chemo theory drugs to some needed in the emergency room. the shortage is blamed on drug suppliers making fewer generic drugs that are less profitable. and also on manufacturering problems. according to a university of utah study, there have been at least 1,000 medication errors because of the shortage and even some deaths. in joplin, missouri, fema is working to find homes for thousand of tornado survivors. it damaged a third of the city and there is concern there is not enough vacant rental houses available so people may be placed up to an hour's drive away. another option is bring in trailers like those used in

new orleans after hurricane katrina. among those giving helping hand in jop lin is an elephant. members of the piccadilly circus. the place they were supposed to perform was reduced to pile of rubble so they spent the time helping to pull out debris. the elephant pulled a car from the twisted mess. however, not everyone was thrilled with help and criticized it as publicity stunt. in australia, there is stunning footage of water spouts that touched down south of sydney on the new south wales coast. news helicopter caught this as it twisted around a mile offshore. >> the best way to see it from afar where it's not doing damage. >> we are looking at a storm system of our own. >> right now, this one. small. that is good. the one over the weekend could be impressive if it

to go in to water and help people. the man stood in water up to his neck for more than an hour. people on crown beach watched. and wondered why the rescue crews didn't help him. police officers and firefighters stood by and watched too. as the man slowly went under. the coast guard couldn't get him because the spot where he was standing was too shallow for the boat. the helicopter arrived too late. had been on another call. officials of the fire department say because of the budget constraint they can't recertify firefighters in land-base water rescues. >> it's horrible. how can we allow that to happen? how can our emergency personnel allow it to happen? i don't get it. i don't understand it. >> the frustration certainly is understandable. i think the sensibility would be probably that we are going to, you know, we're going to evaluate our response protocols. >> alameda firefighters couldn't even go in and

recover the body. they waited for a woman who volunteered to go in and bring the man back to the beach. he's identified as 53-year-old raymond zack. his mother had called 911 and said her son wanted to kill himself. they plan to meet to discuss what happened and how to make plans for going forward. live in alameda. amy hollyfield, abc7 news. >> the contra costa county sheriff department is investigating a shooting in rodeo that happened after 10:00 last night on tulabi road near california and mariposa street. nearby homeowner called police saying someone was dieing in the street. officials describe the victim as a man in his 20s. no word yet on any suspects or the circumstances surrounding the shooting. the family of a missing bay area nursing student is now offering a $20,000 reward hoping that it will help generate leads in the case. they posted flyers in hayward with photos of 26-year-old michele le. she was last seen friday

night at kaiser hospital in hayward, where she told another student she had to run to her car. police found the car a half-mile away. her family says they are worried that something terrible has happened. >> she didn't deserve to have this happen to her. i just want her home. >> le's brother says there is no way she would take off without telling anybody. >> two petaluma toddlers are recovering at bay area hospitals this morning after falling out of a second story window. medical helicopter took the first child, a 2-year-old girl to children's hospital in oakland. the petaluma fire department says she had serious injuries but is expected to survive. a 3-year-old boy taken to santa rosa memorial hospital and said to have serious injuries. it appears that bushes helped break the children's fall at the baywood arms apartment complex. the children's parents were said to be downstairs at the

time. the mother of the only suspect to be arrested in connection with the brutal beating of giants fan bryan stow now says there is no way her son could have been involved. >> my son is innocent from the bottom of my heart. >> what do you base that on? >> i know my son. he doesn't like sports and doesn't go places like that. >> you maintain he is not a dodger fan or baseball fan and never been to dodger stadium. >> he doesn't even know the place. >> the suspect giovanni ramirez is being held on $1 million bail. no charges filed against him. but the l.a. police maintain he is the primary suspect in the investigation. ramirez claims he was babysiting his 10-year-old daughter when stow was attacked at dodger stadium on march 31. police continue to search for two other suspects in stow attack. stow is in critical condition at san francisco general hospital. the battered housing market might have to brace for another hit.

we are talk about higher down payment. group of federal regulators believe if it's mandatory to put 20% down, there will be fewer defaults. the rationale is people are walking away because they have nothing invested. the national association of realtors says 20% down will kill the market because it takes the average person 14 years to save a 20% down payment. in the bay area, where the average home price is $360,000, that will mean $72,000 before you could get a con ventionm more -- conventional mortgage. 6:36. it's possible people may not want to go house shopping right now. usually we see things heat up but with the rain in the forecast, maybe not. >> it will be interesting to see if it's had an effect in the bay area. unusually cold weather we have had this way and wet weather. it's still continuing today. might as well. last day of the month. .13 in santa rosa so far in the last 24 hours. live doppler7 h.d. showing the best radar return continuing in the north bay.

even summer here in the bay area. wish i could say that these were the marine layer clouds because of the excessive heat building up if central valley. some of our inland valleys. it's not. due to a cold front. cold front is bringing some, i wouldn't say warm. mild and humid air to the neighborhood that eventually will open up the clouds. it will rain down some showers on us. in the north bay, 101, 29, 37, 116, all smaller highways up there getting a little wet this morning. in fact, we have report of light rain in santa rosa and napa right now. temperatures are running 46 in los gatos. everybody else in the low to mid-50s. it's warmer this morning. like we talked about yesterday it would be. upper 40s to low 50s around the monterey bay. no one there reporting any rain. showers, they will continue today. especially in the north bay. thunderstorm possible tomorrow. we get a little break

thursday and friday. but then the weekend is going to be chilly and wet. and record rainfall amounts are possible saturday. for today, only tuesday. we have temperatures in the mid-to-upper 60s. partly sunny. mostly cloudy along the east bay shore and low to mid-50s. in south bay, partly sunny conditio conditions. the same cloud cover on peninsula. but cooler. low to mid-60s. mostly cloudy along the coast. temperatures are in mid-to-upper 50s for you. mostly cloudy, downtown in south san francisco around 60. the best chance for showers this afternoon, in the north bay. the low to mid-60s for you. at the beaches, mid-to-upper 50s. the least likely area to see the measurable rain is monterey bay and inland. low to mid-60s in monterey bay and upper 60s inland. heading to the game tonight, stray somehower is possible. but mostly dry and mostly cloudy. yankees and a's.

53 degrees. chilly ward the end. tonight the temperatures are cooler. clouds will open up every once in a while. also, i should say break apart every once in a while. then open up for scattered shower. mid-you were toer 40s north bay and upper 40s for the rest of us. cold front working toward the bay area. it will scatter best chance of showers in the morning bay area wide. in the afternoon, north bay. overnight, a little lull with a stray light shower for the morning commute. bulk of the wet weather will fall again in the north bay tomorrow. few stray showers in east bay. the accuweather seven-day forecast -- it's going to be cool tomorrow with the thunderstorms. possibility of small hail. not much of a warming trend thursday and friday. though it's dry. the coolest weather with the record-setting rain saturday. and those will spill in to sunday. then it will finally be dry on monday. but, since we have the rain, why not have a rainbow? why not have a double rainbow? this is what it looked like in mountain view saturday.

we will go outside to show live shot. south 101 in san rafael. you can see a little slowing here. there was an earlier accident. near north san pedro on the shoulder. the bay bridge toll plaza, backed up past the 880 overcrossing. you can always find out what your compute is like going to website anytime. abc7news.com. click on the bay area traffic link. kristen? >> all right. thank you. you will be happy to know the c.h.p. is reporting fewer drunk driving arrests on the road this past memorial day weekend. between friday evening and monday morning the c.h.p. made 184 arrests. across the bay area for driving under the influence of drugs or alcohol. this compared to 203 drivers arrested in the same period last year. this morning we're expecting the time numbers from the holiday weekend, but at least through sunday, the c.h.p. reported no dui fatalities. on bay area roads. san jose police believe a teenagers drunk driving wiped out nine of the big wooden utility poles overnight in san jose that happened after 2:00 along

hillsdale avenue. the crash triggered power and phone outages in the area. crews spent much of yesterday repairing the damage. they arrested 18-year-old diego reyes on suspension of felony drunk driving. his 17-year-old passenger suffered minor injuries in the wreck. high-speed rail officials are getting tips from the representatives in spain. home to the second largest high-speed rail in the world. the high-speed rail authority is expected to enter in an agreement with spain on thursday to share information about best practices for creating high-speed railway. others say it's a waste of time and money z. we could get ten-time passenger capacity by putting same dollars in old fashioned highways as they plan to squander in the high-speed rail. >> recent poll found 73% of californians support the rail project. recapping our top stories tuesday morning. calls for changes in alameda

after police and firefighters literally stood by and watched a man drown in the bay. they said they had no choice. amy hollyfield is live at crown beach where it happened. >> because of their policy, kristen. firefighters admitted to us if a child was drowning their policy would not allow them to go in the water and save him. yesterday a man was up to water, up to his neck for an hour at crown beach in alameda before he went under. people on the beach watched this with horror and confusion. they didn't understand why police and firefighters were standing there, too. and watching. doing nothing. firefighters say they can't afford to recertify the firefighters in land-based water rescues because of budget cuts. if they had gone in the water the city would be liable. they didn't even recover the body. a woman in her 20s volunteered for that job. firefighters and police say

they plan to meet today to discuss what happened. and whether changes need to be made. our other top story is at the golden gate bridge. abc7's terry mcsweeney is there. good morning, terry. >> reporter: good morning to you, amy. by changes to the golden gate bridge today. the west sidewalkway, the side facing to the ocean closing down. so that bicyclists who have been using it weekday afternoons and all weekend long will have to take their bike over to the east side. and they are going to be merging over there with med traffic. look at how ideally it will work. you can see them sharing the walkway. on weekend it gets crowded. it means 10,000 walkers and 6,000 bicyclists are going to have to share the east sidewalk. one idea is a stripe down the middle of the east side of the city side of the bridge. half for bikes a half for walkers. idea before the closure idea. maybe it moves to the

forefront now. this is because of seismic retro fit on west side. september it will finish westside and they will move to east side to work. you can still walk out partway on golden gate bridge in september on the east side. won't walk all the way across the bridge. another idea that has been around for a while that might move the forefront is the idea of a speed limit for bicycles on the golden gate bridge. that may come up for a vote next month. live at the golden gate bridge, terry mcsweeney, abc7 news. >> all right, thanks a lot. you can see it's not raining right now at the golden gate bridge, but mike, are you seeing any in the bay area? >> definitely. up in north bay and around the santa cruz mountains. we are getting the best radar returns. we have had .13 of an inch in santa rosa already. they are reporting live rain with napa. the official reporting station up in the north bay. catered showers -- scattered showers possible for all of us today. then it looks like we will have the thunderstorms tomorrow. and the possibility of record rain this weekend. it doesn't take much this time of year. but saturday could be wet.
