i have reached an agreement we will devoid default. >> a historic agreement on the debt ceiling but it is not over yet tonight as lawmakers still have to vote. good evening. i'm john alston. alan wang is off. president obama says the deal will end the crisis that washington imposed on the rest of america. tonight lawmakers are still digesting specifics of the plan. lilian kim is live in the newsroom with more details on the deal. lilian? >> this deal will be passed in the senate. getting to the house could move more difficult. but despite the uncertainty, there is overy well ming -- there is an over well ping relief a deal will be reached. after a long day of negotiations both sides took to the aisle in solidarity.

>> leaders from both parties came together for the sake of our economy to reach a historic, bipartisan compromise against this dangerous standoff. >> the deal will be presented to members of congress tomorrow morning. it includes a debt ceiling increase of up to $2.4 trillion enough to tide the treasury over until after the 2012 elections. the deal includes $1.2 trillion in spending cuts over 10 years. and a special con congressional committee to recommend additional deficit reduction of up to $1.5 trillion. for president obama, the compromise represents key failures such as the inability to end tax breaks to the wealthy. under the terms of the deal, they are still a possibility. >> that's why the second part of the agreement is so important. it establishes a congress to report back by november with a proposal to further reduce the deficit which will then be put before the entire congress for an up or down vote.

in this stage everything will be on the table. >> if the deal is approved by both houses of congress by tuesday, the u.s. will avoid an unprecedented default. but one political expert we talked to believe liberal democrats may have a tough time going along with the president. >> less than a week ago he went on television saying he wouldn't accept a bill without some increases in taxes. and now at the last minute, here he is putting forward a quote, unquote, compromise that includes no tax increases at all. i think the democratic rank and file feels betrayed. >> the financial markets are responding favorably to the deal. stocks rose sharply after the deal was announced. lilian kim abc7 news. >> lilian, thank you. it could inflict more pain on states like california. still struggling to recover from the recession lawmakers from both parties have discussed the need to cut or cap discretionary spending over the next decade. experts say that could mean wide ranging cuts to federal

aide in states that could affect head start to meals on wheels to funding for transit agencies and education grants. and the bay area congresswoman barbara leigh is concerned there could be major fallout. >> i don't know where these cuts are going to take place who will get hurt. obviously if you are talking about discretionary spending it is the poor, it is low income individuals, it is the working poor and it is middle income people. >> there is still a very real possibility that the u.s. could lose its triple-a credit rating. standard and poors says there is a 50% chance the united states credit could be down graded to double-a if there is no significant plan to reduce the deficit by $4 trillion over the next decade. the current deal is about half of that size leaving economists to believe a down grade is more likely. >> the rest of the world is watching and this will do very little to reduce the concern that the rest of the world has about the roll of the u.s. in the global economy. >> so far financial markets

have not panicked the way many predicted and interest rates have remained flat, but a down grade will cause interest rates to rise making it more expensive to take out loans and the value of the dollar could drop making imported goods more expense tiff. -- expensive. it will be several more days before a decision on the uc berkeley hikers jailed in iran will go free. earlier today they had their final hearing of their capture. now, a look at the countdown to the decision. >> today an iranian court announced that the sentence will be revealed next week. the president at stanford university believes after two years the remaining will be decided soon. >> i am cautiously optimistic to let these people go. it is trying to find a face saving mechanism. >> he is the doctor of iranian studies. he believes they will release them during ramadan. >> it is a month of fasting

for muslims. usually a month of peace and forgiveness. is that to me a very good sign? >> we have had them over the past few years. >> he is an iranian journalist who followed the hikers since the beginning referring the families to an iranian attorney. exactly two years ago shane bower, josh vital were arrested while on the border with iraq. they were accused of spying. they were allowed to visit last year. he was released for health and humanitarian wrens and refuse -- reasons and refused to go back for sentencing. she is waiting to be reunited with her fiancee and friend. we have high hopes. this gives us the hope that the trial will be the end of the nightmare. >> the government was hoping to get something from this particularly the u.s. government. but they didn't see any positive sign from the u.s.

>> they say the government is bending to public opinion while trying to save face. they say that's why a recent discussion regarding the hikers by the government has been so low key. >> attorneys say the last week of waiting will be difficult for them, and they say they will not comment until they hear the judge's final opinion sometime in the next week. flooding in san francisco's diamond heights neighborhood. it was a broken watermain that sent a steady stream of water rushing down amber drive at court's way. the fire and water department arrived an hour ago trying to shut off the broken main. there have been no reports of flooding. the firefighters will remain on the scene until the leak is sparked. pg&e crews are expected to resume work with an abandoned pipeline in san bruno. it was puns part of the line that exploded last september. crews suspended work yesterday because some residents said they smelled gas. the work involved sent a camera through 242 feet of

pipeline. an eight-foot segment has been sent to the california public utility's commission for inspection. two native american tribes packed up and left after refusing to budge for more than three months. the two tribes held ceremonies and removed their tents. protesters set up camp to prevent the city from bulldozing the sacred burial site. last week vallejo agreed to scale back its plans. >> to come to this point a number of us are really happy and excited and looking forward to going home now. >> the agreement between vallejo and the two northern california tribes will eliminate the restrooms and relocate the parking lot. vallejo also agreed to share development rights with the two tribes and give them a bigger voice in future decisions that affect the p land. golfers have one more reason to keep their drives in the fairway and out of the woods. a mountain lion, a large cat

was seen walking on the golf course in san mateo county. the animal was spotted around 4:30 at the crystal springs golf course in unincorporated burlingame. the course remained open but the golfers were advised not to go in the rough at the 6th hole which is where the mountain lion was spotted. if you use ac transit bring a little extra money. the fares are going up. the basic adult fare will increase $.10 to $2.10. youth and senior and adult fares will increase a nick -- nickel. and trips from the east by will now cost $4.20 for adults. and there are some changes to transit in vallejo as well. in an effort to save money the schedule will shrink 23r* 12 runs a day down to 10. route 200 bus runs will be reduceed from 14 to five and that change affects people who are traveling beginning tomorrow. and you want to look out for road closures.

construction crews will be shutting all westbound lanes of highway 4 in pittsburgh and antioch. those lanes will be closed from 10:00 p.m. monday to 3:30 a.m. on tuesday. cal trans and the contra >> closed captioning brought to you by mancini sleepworld. four people are dead after a plane crash. everyone on board the plane died. the other was able to have a nearby airport. a pick up truck crashed into a home near phoenix seriously injuring two women who never saw it coming. a truck crossed the median and slam need a wall where the two women were standing on the other side. both are in critical condition tonight. police believe the driver was going too fast when he lost control. in florida, a woman who was hospitalized after she was run over by a beach patrol truck. the tourist from kansas was lying in the sand when she was hit. the lifeguard driving the truck had just stopped and was making a u-turn when his front tire ran over the woman's head. the lifeguard was drug tested

which officials say is standard procedure. a cross country bike ride to raise awareness for multiple sclerosis ended in san francisco. bike to u.s. for ms started in virginia and covered 3,785 miles. it was broken up into stages so the riders could hop on at different legs of the trip. after 168 days the cyclists road into san francisco this afternoon. the team leader and the only cyclist with ms says he was amazed by his accomplishments. >> without the help of the group and the medicine i am on, this would be a dream. i had no idea how much money we had raised and how much people -- how many people we had reached. >> welcome. participants pay $1 per mile they ride. the money raised is donated to the multiple sclerosis clinic in charlottesville, virginia. oakland is home to world

series champs. the lynn-year-olds on the oakland babe ruth cal ripken team has won the world series. abc7 brought you the story a week ago when the team was struggling to raise money to fly all 13 players to beaver utah for the series. with the help of donations the team raise -- raised $12,000. the boys had a shutout series defeating the champs from i can bakers -- from bakersfield last night. kids love robots and monkeys. and now, the 10-year drive to discover a shoulder-sitting silicon smarty pants. >> nick donaldson is in the monkey business. that guy on his should sermon key 1.0 who makes cheeky noises while performing a dozen behaviors. nick made him just for fun. >> every time i go out in public i get moped -- mobbed

>> rather than inventor, nick considers himself a maker part of a new breed of technology who collaborate on-line with the software and the hardware. his original robots now compete in national contests. he is undefeated in his class for years. with the next step in robots, richard hart, abc news. >> every kid will want one of those. leigh glaser is here with the accu-weather forecast. >> as i was mentioning earlier, we have been entering a cooler than normal weather pattern. typically 90s in the east bay and only 80s today. the low clouds and fog are starting to move back inland. we may get a little warm up as we head toward the latter part of the workweek. here is a look at current readings. antioch clear skies and 61. but we have a string of 50s all across much of the bay

area. napa 56 and 57 in san francisco. that's where the fog is starting to move through the golden gate. oakland, redwood city, you can see 60 degrees and we have 62 right now in san jose. low clouds overnight and coastal drizzle. morning clouds tomorrow followed by some inland clearing by tomorrow afternoon. by the way the low clouds and fog could possibly slow down some of the air travel. sfo tomorrow morning. keep that in mind if you have an early-morning flight. temperatures will remain below normal for the course of the week. as we head toward the latter part of the workweek, that's when we will trend temperatures upward a bit. you can see the fog bank off the coast and a west to northwest wind. and it will push it back inland. expect the fog to be with us and the mist and drizzle on the coast and bay. temperature wise, not going to drop off that much from where we are right now. we will look from mid to upper 50s across the bay area. the one thing that will keep us a little on the cool side is that we have another trough of low pressure to the north of the bay area.

it will stay right here. so it will not move over us. the close proximity to the bay area right here will keep a wave of cooler air mass to move across much of the locations and also help to increase the low clouds and fog throughout the course of the day. that's why we will continue to see more cooling in at least the first part of the workweek. by wednesday and thursday the low kill kick toward the east. here is how we start off tomorrow morning 5:00 a.m. the commute hour some mist and drizzle. 7:00 a.m. it is still well out toward the east bay. that's when it pushes back to the coast. then we look for clearing inland, 80s there and then touches of fog near the coast with 50-degree temperatures there. here is a look at our highs for monday. still a pleasant day tomorrow.
