acoustic monitoring system to listen for defects and send out warnings. abc7's terry mcsweeney is live on treasure island to look at a new system for an old bridge. terry? >> yeah, more than 600, 640 to be exact, listening devices are being installed on the bay bridge right now. they are going to be listening. the next time there is a crack in an "i" bar, we've seen it before, the caltrans officials will be notified immediately. this is next generation. take a look at what prompted all of this. you may remember, in fact, if you were in town, you undoubtedly do, the 2009 labor day shutdown of the bridge in a routine inspection. there it was. a crack in an "i" bar. the bridge was closed z repaired, reopen. the repair gave way. the bridge closed again and repaired again. the 600-plus sensors will monitor close to 400 "i" bars listening for a crack.

a company received the $3.4 million contract with a continuous online structural health monitoring system. it provides 24/7, remote health monitoring they're calling it. health monitoring. there is a health system on a bridge in minnesota already. it seems to be working well. this will be the largest that has ever been attempted. now mistrass is a company involved in monitoring infrastructure. the new sensors are the latest technique. there are 165,000 structurally deficient bridges in the united states. so mistruss if this works out will have a future in the usa. health services for a bridge business. who would have thought it? live on treasure island, terry mcsweeney, abc7 news. >> all right, terry. thanks a lot. 4:33. santa clara has take an step forward to get the new 49ers stadium built. last night, the city council passed a plan to keep the

redevelopment agency going. it preserves nearly $15 million the city gets in property lease revenues, if the redevelopment agency is dissolved. the move locks in the necessary fund for the 49ers stadium project and ensures that the state can't touch it. governor brown and the legislature got rid of the redevelopment agency in the last budget but allows city to opt in to the agencies if they paid money back to the state. that decision is being challenged in the supreme court. >> we'll support the housing, library, stadium process, the huge economic future in santa clara. >> we're supporting private enterprise with public money. public money should be used for the public, not for the san francisco 49ers. >> protecting the redevelopment agency wouldn't be cheap. by january, the city would have to pay the state $11.2 million and then $2.5 million every year after. creating jobs is campaign issue number one in

the next election. democratic progressives are on a mission gathering stories of struggling americans with the intent of drafting legislation to create jobs. they headed to one of the hardest hit cities in the nation, oakland. abc7's alan wang has more. >> reporter: it was a chance for bay area residents to tell four members of congress the stories of unemployment and hardship. >> i filed for bankruptcy. i almost lost my house. without health insurance, we rarely go to the doctor. when i need dental care, i go to tijuana. >> oakland's unemployment rate is 16.3%, the hardest hit city west of the mississippi. >> at cal state east bay in hayward where i teach, we have 14% fewer faculty than we did two years ago. >> representatives nancy pelosi, barbara lee, mike honda host a speak out for good jobs now tour. a traveling town hall sponsored by progressi

carlito's parents plan to use the money raised in their son's memory to start a foundation to stop violence in oakland. state senator wants to change california laws so prisoners like the sex offender that kidnapped jaycee dugard would have a tougher time getting out on parol. phillip garrido was on parole when he abducted jaycee dugard. he is serving a life sentence. roseville senator gains wants to undo a court ruling that requires the parole board to consider more than the original crime when deciding if the prisoner should be released, saying they pay more attention to mental health evaluation and sexual predators can fool psychiatrists. there are patrols in the sunset district after thieves stole copper from two schools. the chinese immersion school on 12th avenue has been hit four times in the last week

18-year-old hikers are in good condition after a harrowing rescue from the side of a cliff. the hikers got stuck on the western ledge of stony point park. 300 feet above the ground. the two boys were wearing t-shirt, sneakers and not using ropes traversing the ledge. they descended from ropes to rescue them and bring them to safety. >> from driving to parking. sometimes it costs more than you bargain for. san francisco merchants are fed up with how they believe parking tickets are holding business they decided to have a contest. the parking sale begins new year's eve. he was waiting for a spot next to walgreens. >> the lady was loading stuff from walgreens in the trunk. >> to avoid blocking traffic he pulled over in the bus zone and waved to the parking office they're drove by and when the space opened up, he parked and went on his way. >> two months later i get a parking ticket in the mail.

eric? >> mike, thank you very much. 4:48 now. overseas markets are mixed this morning following yesterday's 77-point drop on wall street. asian markets didn't move very much. the nikkei index in tokia lost one-half of 1% in value. hong kong stocks gained a third of 1%. trading in europe is mixed with the stock prices lower in london and frankfurt and a little higher in paris. dow futures are pointing to a positive opening on wall street. president obama takes the economic bus tour to illinois today as he focuses on creating jobs. the president is also answering republican criticism on his own job performance, especially from the newest candidate in the race. abc's karen travers has the latest. >> reporter: president obama heads to his home state of illinois today hoping to leave the republican attack behind him. over the state border yesterday in iowa, mr. obama and texas governor rick perry played campaign trail cat and mouse. at one point, the bus tours

came within seven miles of each other. >> we have competing job tours. >> reporter: perry has only been on the race for a few days but he has keyed in on the key issues. >> how many jobs will you create? >> as many as i can. >> the shoot from the hip texan kept up the blistering attack on the president. >> one in six job-ready americans don't have a job. that's in the a recovery, mr. president. that is an economic disaster. >> some of perry's comments raised eyebrows. for now, obama said for now he will cut him some slack. >> i think everyone who runs for president it probably takes a little time before they start realizing that this isn't like running for governor or senator. >> even with perry literally breathing down his neck, president obama tried to look past the republican con -- contenders and
