navy yard gunman. there are signs that aaron alexis was doubly troubled in the days before the shooting. >> karen traverse with s joining us from the navy yard. >> reporter: we started to hear more details about what happened here at the navy yard on monday and how aaron alexis got in to building 197 and started that rampage. the fbi said they are still trying to determine a motive. what made aaron alexis go on a killing rampage. authorities say his deteriorating mental health may have been a factor. abc news learned in early august he was kicked out of a military housing complex after he complained of too much noise coming from a linen closet. a federal law enforcement official said it is unclear if the navy followed up. around that time, alexis allegedly had a run-in with a family at ne norfolk. one woman says she was there with her family when her 75-year-old aunt laughed loudly at a joke on august 4th. out of nowhere, a man that looked like alexis confronted him.

>> he sent saying, "is she laughing at me?" you know, we were like, "no." then he just got angry. >> reporter: three days later, alexis called police in newport, rhode island and said he had heard voices and had been followed after an incident at a virginia airport. >> some people who are really suffering from a mental health problem or issue have nowhere to go. >> reporter: more details about what happened here at the navy yard on monday. the fbi said he carried a bag with a sawed off shotgun inside. when he started his rampage he shot his victims at random. aaron alexis ran out of ammunition and began to use a gun he stole from a security guard he shot and killed. alexis himself was killed in a shootout with police. john and diana. >> thank you. republican-backed measure that would cut $40 billion from the nation's food stamp program has been passed in the house. more than one in seven americans gets assistance from that program. democrats who oppose the bill say the cuts would mean more

than four million people will lose their food stamps if the bill becomes law. it now must be reconciled with the senate bill which calls for under $5 billion in cuts. an appeals court overturned the money laundering conviction of former texas congressman tom delay. it ruled the jury did not have enough evidence when they found him guilty of illegally funneling corporate money to republican candidates. delay, a former house majority leader nicknamed "the hammer," never backed down, even appearing on "dancing with the stars" during the case. prosecutors say they will appeal. court documents released today are answering some questions about the abduction of a girl near atlanta. ayvani perez back home after taken from her home at gunpoint on monday. police arrested one man after tracing calls to her home asking for ransom. a second suspect may have links to ayvani's mother. >> i think what is important at this point is she is safe. >> reporter: the fbi said the two men who abducted her are

seen in the sketches and are still at large. and the little girl says three or four men were involved and they all hid their faces from her. >> my goodness. there's an interesting connection. a lot of people have questions about this. apparently the mom and the gentlemen who were arrested on immigration charges were arrested together back in 2012 on drug-related charges. the case was later dismissed. the drug trafficking charges rather. the cases were dismissed for different reasons and her mom's record expunged apparently. how this is all connected -- >> convoluted story. you get the feeling there's going to be more revelations in the days to come. >> and the connection in 2012 and arrest may have had something to do with what happened in the kidnapping which is strange. >> we will stay on it. >> of course. a town in eastern pennsylvania is ready to fire its police chief who posted on-line videos of himself firing automatic weapons. chief mark kessler's videos which also feature

profanity-laced tirades have been viewed hundreds of thousands of times. it led to him being suspended and the town council voted to fire him last night. that won't happen until a public hearing can happen. kessler called the council's decision no surprise to him. an animal control officer is facing charges after 800 snakes were found the garage of his home. among the reptiles removed were two six-foot burmese pythons. it is illegal to own them in new york state. the man was apparently running a thriving business selling them on-line. we know a little more about the winning powerball ticket in south carolina. it was bought in the afternoon hours before the drawing, the numbers picked at random. what we don't know is anything about who bought the ticket. we have more on the jackpot. >> reporter: good morning, john and diana. there's a mystery out there about who that powerball winner is, but there are some new clues and some new changes coming to lottery that mean any of us could be the next big winner. >> reporter: lottery officials in south carolina could barely

control their pride. >> it's great. it's -- it's just -- i can't tell you what it feels like to know that somebody has been that fortunate and lucky. and for us, it's just -- it's wonderful. >> reporter: among the 356 tickets sold at this murphy's gas station in lexington, was the one ticket that won it all. >> the big story is there's somebody out there who is $399.4 million richer than they were this time yesterday. >> reporter: nearly $400 million will go to the winner. but if you didn't win this time, better luck next. no, really. you may actually have a better chance of winning next time. the odds of winning a mega millions lottery prize is improving from just one in 40 to one in 15. >> it would be awesome. >> reporter: and as mega millions is improving their odds, they are also improving their prizes. usually, if you hit five of six

numbers, you win cool $250,000. but starting in october, that number will soar to somewhere between 1 million and $5 million. with all of that cash comes big tax dollars, and that's why south carolina is singing. >> we really hit the jackpot in south carolina this time. >> reporter: they don't know for sure if the big winner is a resident of south carolina or just passing through, but they are definitely hoping it is a local and looking forward to collecting between 12 and $15 million in tax revenue. john, diana? >> all right. one note to the story, the winner of the giant powerball jackpot can choose to remain anonymous, because south carolina, unlike other states, does not require public identification of the winners. mexico's government is taking heat for its response to deadly storms. it's facing the one-two punch from manuel and ingrid. the official death toll is at 100 people but that doesn't include those unaccounted for in a village devastated by a massive landslide.

to come forward. the ticket was bought hours before wednesday's drawing at a south carolina gas station. those are the stories on this friday. >> announcer: from abc news, this is "world news now." with john muller and diana perez. >> we begin with a deadly aftermath of a one-two punch south of the border due to tropical weather south of the border. dozens of people are dead in mexico an the death toll is all but certain to climb. >> good morning, brandi. >> reporter: a third storm is brewing on the east coast of mexico and on the west coast manuel has been weakening, but not before leading to more deaths and damage. after striking acapulco with destructive force and strengthening to a hurricane, manuel has been downgraded to a tropical storm once again as it moves farther inland. 35,000 homes have been damaged or destroyed. high-end resorts and entire airports are under water, leaving tens of thousands

stranded with nowhere to go, no food and no supplies. >> there's no roads, no planes. physically no way to get out of acapulco. >> at least 80 people have been killed and stores are being looted. some families have been bussed to other airports as the military and red cross try to reach as many victims as possible with aid. >> tired but trying to get home best as possible. >> reporter: officials have reached a small a village damaged by a massive landslide where they're now searching for 58 missing people, and mexico can't seem to get a break from the severe weather. >> not only do we have manuel on our hands, we had ingrid a couple of days ago that impacted the eastern part of the country and we have a system in the southern gulf of mexico which could be our next new storm and if it does get named, it will be named jerry. >> reporter: while the danger lingers, the rain from these storms is welcome news in southern texas where cattle

ranchers and farmers have seen three straight years of drought. remnants of the tropical systems are expected to reach texas through the weekend. too much rain at once could also lead to flooding there, john and diana. >> thank you. there are more indications this morning that navy yard gunman aaron alexis was deeply troubled in the days before the incident. glenda boyd and her family happened to cross paths with a man they believe was alexis at a virginia airport. >> he just kept saying, you know, "is she laughing at me?" and we were like, "no." then he just got angry. i felt fear, a fear, a sense of fear. something wasn't right with him. mentally. >> airport security intervened but there were no arrests. as for the incident after the navy yard, the fbi said he fired randomly at anyone he encountered. developing news out of chicago. 13 people have been shot in a city park in chicago. one of those wounded is a 3-year-old child. information is scarce, but

we know that four people are in critical condition. no word if there were one or more gunmen. police say it is gang related. with the government shutdown looming, the house takes a largely symbolic vote on the budget. it is on a republican backed measure that would temporarily fund the government through mid december but would kill the president's health care program. even if it passes in the house, it is not likely to get anywhere in the senate. another republican-backed bill that has been passed in the house would cut $40 billion from the nation's food stamp program over the next decade. more than one in seven americans gets assistance from that program. democrats who oppose the bill say the cuts would mean people would lose their food stamps if it is law, nearly four billion people. the senate calls for over $5 billion in cuts. all right. now to the surprising comments

from the head of the catholic church. yesterday pope francis called for pastors show more mercy and less condemnation and urged for a change in priorities. >> reporter: it's the most bracing move yet from a pope who is already sending signals of being new and different. living in a simple room, driving a beat-up old car, taking a selfie visiting tourists. in a new interview published in "jesuit journals" around the world, world, the pope says the church is obsessed with small-minded rules and it must be the home of all, not a small chapel that can hold only a small group of selected people. he declares we cannot insist only on issues of abortion, gay marriage and the use of contraceptive methods. this represents a huge shift for a church who for decades actively lobbied against these things. the last pope controversially said while on a trip to africa that condoms may make the aids epidemic worse. >> to be clear this pope is not

saying he doesn't support the teachings of the church on these hot button social issues. >> i think he has opened the door to a conversation about how is it that we reform our own attitudes and our own lives as catholic christians. >> reporter: it is an historic interview from a pope signaling to a church at a cross road that's must be less judgmental and more pastoral. the pope was asked about another hot button issue. the role of women in the church. the pope said that women should have a larger role in the church. he seemed to reaffirm his rejection of the idea of female priests saying women have a different make-up than men. dan harris, abc news, new york. >> so you heard the contrasts there between pope francis and the former pope benedict. a lot of them are striking. pope francis is saying he wants the church to be home to everybody. no matter what is going on and he has criticized the church for putting its dogma before serving the poor and marginalized.

essentially what he is saying is our doors should be open to anyone who wants to come in. >> he made a great analogy, a quote, he said, "i see the church as a field hospital after battle. it is useless to ask seriously injured people if they have high cholesterol or blood sugar levels, you have to heal the wounds an talk about everything else." >> right. this isn't the first time he had something to say -- in an interview on a plane he had something to say about gay marriage, and it was very controversial. but i think people are starting to understand what he is saying. he is not saywareing the doctrine of the church. dogma -- doctrine. >> yeah. moving on to this now. an oklahoma chemical plant that went up in flames last night is a fire of unknown origin caused pressurized a dozen neighbors were evacuated. the company employs 75 people at the plant producing chemicals e we atnt producing chemicals

♪ all right. the next story tough to understand. some 300 teenagers invaded the vacation home of a former nfl player and trashed it. >> what boggles the mind is they tweeted pictures of themselves as they did it. gio benitez reports on what happens next. >> reporter: it was like the epic party in the movie "project

x." in this sleeping new york town, 400 teens threw a house party captured on twitter. in selfie after selvesie, this tweet reads, "to the nights we don't remember an the friends we won't forget." the morning after, the place was trashed. the summer home of brian hollowway, the former patriots and raiders player was in florida and knew nothing about it. his son tipped him off after se seeing photos on social media. among them, this picture of a teen dancing on a table the nfl player bought with his super bowl money. >> they are just like, i can't believe it. we just broke in the house. this is amazing. >> reporter: holloway takes us through the home showing the estimated $20,000 in damage. the ten smashed windows and glass doors, holes punched through walls, and all of that graffiti. show me where all of this damage was. >> that window was completely kicked out. >> reporter: police are investigating, but holloway says he did his own

sleuthing and tracked down 221 kids posting party tweets on line and hoping they will repent and learn a valuable lesson about drinking and vandalism. >> it went to a different level. >> reporter: he said that some of their parents have threatened him. but in an open letter, he writes, "i know i can do something to turn these kids around." >> there's 300 lives in trouble and that's all i'm focused on. >> gio benitez, stevenstown, new york. >> crazy. the call went out for the party five days before. it's one thing if you use somebody's house for a party -- that's bad -- but you have to trash it and take pictures doing it. >> he is a complete stranger and he's a really nice guy. this is what i don't get. mind-boggling to me. state troopers were called and everybody managed to escape, 300 students managed to escape before the cops were able to nab one of them? come on. i find that hard to believe. and apparently also he set up a website that said

laughing at me?" we were like, "no." he got angry. >> reporter: the look on his face is etched in boyd's mind. >> i felt fear. a sense of fear. something wasn't right with him. mentally. >> reporter: airport security intervened, but no one was charged. abc news has confirmed alexis was at the airport. it would be only three days later that alexis would call newport, rhode island, police with a bizarre story about hearing voices and being under surveillance by shadowy forces after an altercation at a virginia airport. >> some of these people who really are suffering from a mental health problem or issue really have nowhere to go. >> reporter: we learned how alexis got a shotgun past security at the navy yard. the fbi director told us alexis had sawed off his shotgun, apparently so he could hide it in a bag. he was hunting victims, randomly shooting anyone he encountered. pierre thomas, abc news, washington. developing news out of

the program which is going to affect a lot of people in this country. >> no doubt about that. mexico's government is taking some heat for its response to a pair of deadly storms. still plenty of flooding from the one-two punch of the tropical storm manuel and hurricane ingrid. the official death toll standing at 100, but it doesn't include those unaccounted for in a village devastated by a mudslide. critics say the government didn't do enough to warn people about the storms while focusing on celebrations of independence day in mexico. and the white house isn't ruling out a meeting between the president and president of iran would take place next week when beth are attending the united nations general assembly. an american president has not met with an iranian head of state since jimmy carter met the shah back in 19 7. -- 1977. no meeting is scheduled, but the obama administration spokesperson says that it is a possibility. syria faces a deadline tomorrow to reveal the location of its chemical weapons stockpile. that's under the terms of an agreement by russia and the u.s.

now the state department admits that the deadline might slide a bit, saying it's more like a timeline than a deadline. secretary of state kerry is calling on the u.n. to approve the deal. catholics around the world are still talking about yesterday's bombshell comments from pope francis. the pope said the church is sometimes obsessed by "small-minded rules" and says pastors should emphasize compassion over condemnation. he added that the church "cannot insist on issues related only to abortion, gay marriage, and contraception." >> i think he has opened the door to a conversation about how is it that we are going to reform our own attitudes and our own lives as catholic christians. >> the remarks were seen as a clear sign yet that the pope intends to change the tone of the church while holding fast to its teachings. former first daughter caroline kennedy said that she

would be humbled to carry her father's legacy if confirmed by the senate to be the next u.s. ambassador to japan. she appeared yesterday and her confirmation is expected to be a slam-dunk. the nation's largest bank, jpmorgan chase, is making a rare admission of guilt in connection with a trading loss. regulators demanded the bank admit to failing to properly oversee trading which led to the $billion list last year. jpmorgan chase will also pay a $924 million fine. two traders face criminal charges for allegedly trying to cook the backs to hide the loss. another big money story involving the winner of the $400 million powerball lottery. the winning ticket was sold at a gas station in we know it was a quick pick ticket purchased wednesday afternoon. the winner or winners have 180 days to come forward but may remain anonymous under south carolina law. taking the cash option would mean $233 million payday before the taxes taken out. >> that's it?

the days before the shooting. >> abc has more from the navy yard. karen? >> reporter: we started to hear more details about what happened here at the navy yard on monday and how aaron alexis got into building 197 and started that rampage. the fbi said they are still trying to determine a motive. what made aaron alexis go on a killing rampage. authorities say his deteriorating mental health may have been a factor. abc news learned in early august he was kicked out of a military housing complex after he complained of too much noise coming from a linen closet. a federal law enforcement official said it is unclear if the navy followed up. around that time, alexis allegedly had a run-in with a family at the airport in norfolk. glenda boyd told abc news she was there with her family when her 75-year-old aunt laughed loudly at a joke. out of nowhere, a man that looked like alexis confronted him.

>> he kept saying, "is she laughing at me?" you know, we were like, "no." then he just got angry. >> reporter: three days later, alexis called police in newport, rhode island, and said he was hearing voices and had been followed after an incident at a virginia airport. >> some people who are really suffering from a mental health problem or issue have nowhere to go. >> reporter: more details about what happened here at the navy yard on monday. the fbi said he carried a bag with a sawed off shotgun inside. when he started his rampage he shot his victims at random. aaron alexis ran out of ammunition and began to use a gun he stole from a security guard he shot and killed. alexis himself was killed in a shootout with police. john and diana? >> thank you. republican-backed measure that would cut $40 billion from the nation's food stamp program has been passed in the house. more than one in seven americans gets assistance from that program. democrats who oppose the bill say the cuts would mean more than four million people will lose their food

stamps if the bill becomes law. it now must be reconciled with the senate bill which calls for under $5 billion in cuts. an appeals court overturned the money laundering conviction of former texas congressman tom delay. it ruled the jury did not have enough evidence when they found him guilty of illegally funneling corporate money to republican candidates. delay, a former house majority leader nicknamed "the hammer," never backed down, even appearing on "dancing with the stars" during the case. prosecutors say they will appeal. court documents released today are answering some questions about the abduction of a girl near atlanta. ayvani perez back home after taken from her home at gunpoint on monday. police arrested one man after tracing calls to her home asking for ransom. a second suspect may have links to ayvani's mother. >> i think what is important at this point is she is safe. >> reporter: the fbi said the two men who abducted her are seen in the sketches and are

still at large. and the little girl says three or four men were involved and they all hid their faces from her. >> my goodness. there's an interesting connection. a lot of people have questions about this. apparently the mom and the gentlemen who were arrested on immigration charges were arrested together back in 2012 on drug-related charges. the case was later dismissed. the drug trafficking charges rather. the cases were dismissed for different reasons and her mom's record expunged apparently. how this is all connected -- >> convoluted story. you get the feeling there's going to be more revelations in the days to come. >> and the connection in 2012 and arrest may have had something to do with what happened in the kidnapping which is strange. >> we will stay on it. >> of course. a town in eastern pennsylvania is ready to fire its police chief who posted on-line videos of himself firing automatic weapons. chief mark kessler's videos which also feature profanity-laced

tirades have been viewed hundreds of thousands of times. it led to him being suspended and the town council voted to fire him last night. that won't happen until a public hearing can happen. kessler called the council's decision no surprise to him. an animal control officer is facing charges after 800 snakes were found the garage of his home. among the reptiles removed were two six-foot burmese pythons. it is illegal to own them in new york state. the man was apparently running a thriving business selling them on-line. we know a little more about the winning powerball ticket in south carolina. it was bought in the afternoon hours before the drawing, the numbers picked at random. what we don't know is anything about who bought the ticket. we have more on the jackpot. >> reporter: good morning, john and diana. there's a mystery out there about who that powerball winner is, but there are some new clues and some new changes coming to lottery that mean any of us could be the next big winner. >> reporter: lottery officials

in south carolina could barely control their pride. >> it's great. it's -- it's just -- i can't tell you what it feels like to know that somebody has been that fortunate and lucky. and for us, it's just -- it's wonderful. >> reporter: among the 356 tickets sold at this murphy's gas station in lexington, was the one ticket that won it all. >> the big story is there's somebody out there who is $399.4 million richer than they were this time yesterday. >> reporter: nearly $400 million will go to the winner. but if you didn't win this time, better luck next. no, really. you may actually have a better chance of winning next time. the odds of winning a mega millions lottery prize is improving from just one in 40 to one in 15. >> it would be awesome. >> reporter: and as mega millions is improving their odds, they are also improving their prizes. usually, if you hit five of six numbers, you win cool $250,000.

but starting in october, that number will soar to somewhere between 1 million and $5 million. with all of that cash comes big tax dollars, and that's why south carolina is singing. >> we really hit the jackpot in south carolina this time. >> reporter: they don't know for sure if the big winner is a resident of south carolina or just passing through, but they are definitely hoping it is a local and looking forward to collecting between 12 and $15 million in tax revenue. john, diana? >> all right. one note to the story, the winner of the giant powerball jackpot can choose to remain anonymous, because south carolina, unlike other states, does not require public identification of the winners. mexico's government is taking heat for its response to deadly storms. there's still plenty of flooding from the one-two punch from manuel and ingrid. the official death toll is at 100 people but that doesn't include those unaccounted for in a village devastated by a massive landslide.
