was more trouble. here we go again. the insurance marketplace for small businesses will not be launched until next year so the focus can be on ensuring the website is fully functional. here's jeff zeleny. >> reporter: a new shock to the nation's battered health care law. this time for small businesses. the white house had touted the program. >> this is good news for small businesses that want to provide insurance to their employees. >> reporter: but acknowledged it will be another year before businesses can enroll online. it comes just days before president obama's self-imposed deadline to repair the health care website. the administration triaging things it can fix and things it can. no officials actively lowering expectations. >> to be clear, november 30th, does not represent a relaunch of healthcare.gov. it is not a magical date. >> reporter: the white house expressing new jitters about new crashes this weekend, especially if demand hits 200,000 like it did on the first day of the rollout.

the new setbacks are raising republican suspicions. house majority leader eric cantor blamed president obama. once again he's tried to bury bad news around a holiday, hoping nobody will notice. the rocky rollout of the health care reform and the delay gives republicans more ammunition to criticize the president. but the white house is holding firm. they say the individual mandate, the law requiring americans to buy insurance by march 31st, will not be delayed. we'll find out in four months. jeff zeleny, abc news, the white house. the troubles continue to mount. thank you, jeff. in other news this morning. a faction in pakistan is retaliating for u.s. drone strikes. a political party has identified what it says is the cia's top agent in that country. and demanded that he be tried for murder. the leader of the party says the drone strikes angered the pakistani people and strengthened the militants. u.s. officials are not confirming the agent's identity. this is the second time in recent years that a top cia agent in pakistan has blown his cover.

this is -- pakistan is already on edge after what happened with osama bin laden and so this kind of thing doesn't help relations. >> and drones used by the u.s. has become a controversial issue. some are opposed to it saying where's the due process, where's the american brand of justice? and others say if we are getting the bad guys, which we are, maybe successful, than we are protecting our security but other people say at what cost are we protecting our security. >> i think a lot of people can agree. you can get the target and the target is a bad person and they are tied to terrorism, fine, but the collateral damage i think is what everybody is worried about. >> more civilian deaths than nation likes to talk about. complex issue as it always is. now an unfolding hostage drama in southern california. authorities say a man who held two women at gun point has surrendered and hostages are safe. earlier when police arrived on the scene they say the man opened fire hitting one of the officers in the chest. his protective vest saved his

life. the neighborhood including a nearby preschool had to be evacuated. look at this image. the officer kissing the head of a terrified toddler. it may be an unhappy thanksgiving for hundreds of people in northern ohio. they have been evacuated from their homes because of a train derailment. one car is leaking a flammable chemical and residents were awakened in the middle of the night and spending the second night in the high school gym or nearby motels. some may not be able to go back home until saturday. they are cleaning up in the north carolina coast after a tornado tore through the area packing damaging winds. two people were injured when the roof blew off of a condo complex there. several other buildings were damaged and thousands of folks lost power. parts of the midwest are digging out from a blinding snowstorm in that part of the country. it dumped more than a foot of lake effect snow in southwest michigan and northwest indiana

slowing down drivers heading out, of course, for thanksgiving. winds up to 25 miles an hour could cause more drifting today and impact visibility on the roads. speaking of roads, they were pretty slick and dangerous along the east coast. for those go by air it wasn't as bad as expected. that's good news despite 300 flight cancellations, most passengers took off without a problem. that's because many people left a day early to beat the storm. travel experts say one of the best thing you can do is to travel on the holiday. as opposed to doing it on the wednesday before. >> that's because of the crowds, but when you add a storm to the mix you leave as early as you can leave. >> i'm grateful to be at work today. not to have to hit the roads. good luck, you guys. >> very true. be safe out there. for those flies today, the weather conditions will be ideal almost everywhere. there's the good news. virtually dry coast to coast. the only exceptions light snow showers in the great lakes and rain in southern california. >> temperatures will be very chilly here in the northeast and in the great lakes area. high 20s and low 30s.

that's well below average. otherwise you will see typical readings of 40s, 50s and some lucky folks enjoying the 60s. looks like that is out west which is not a bad place to be this time of the year. >> oh, yeah. high winds are here in new york city today threatening a popular tradition in our great city. >> that's right. the decision will be made this morning whether to send up those giant balloons at the macy's thanksgiving day parade. we have a special correspondent covering this. this is our favorite story of the day. here's 7-year-old isabelle with a kid's point of view. >> reporter: everyone is talking and looking at the balloons. >> got to see spiderman. i think you've got to see more spider-mans. >> what's your favorite thing about the parade? >> it is really cool and big and the balloons are huge. >> reporter: i don't think we are going to do it because of the weather. how do you think about the weather? >> it's fine.

roof, real depressed. >> is that the reason they started doing that? >> we will google that and find out. very depressing version of that song. >> the other one would have been better though this is not a great story. so the kitchen stoves will be working overtime today. it may not come as a surprise to know that three times as many cooking fires happen on thanksgiving. >> abc's linzie janis has tips on keeping your turkey day from going up in smoke. >> reporter: watch from the point of view of a firefighter just how dangerous a house fire can be. experts warning kitchen fires are the number one cause. most often combustibles like clothing catching fire. cooking oil getting too hot and pans left unattended. we've shown you before what not to do if it happens to you. don't open the oven door if you see smoke. the oxygen will only ignite flames. don't throw water on a fire.

water is heavier than the oil you cook with and will send flames shooting higher and for the same reason, never throw frozen food in to burning oil. what can you do to put out a fire? firefighters say have one of these nearby and know how to use it. as it turns out, many of us don't. we saw that firsthand, too, when we put homeowners to the test. one woman fumbling with the pin on the extinguisher for ten seconds. another standing too far from the blaze to put it out. >> if you have it in your house you should know how to use it like any other tool in the house. >> reporter: remember, stand eight feet from the flame and use the pass method, pull, aim, squeeze and sweep side to side. >> first thing you have to do whether it is a pot on the stove or a small fire that you think you can handle, call 911. >> reporter: linzie janis, abc news, jersey city, new jersey. >> that's too complicated. i'm going to red lobster.

♪ skinny so skinny ♪ skinny so skinny >> oh, i miss "the skinny." my favorite segment here and first marriage dirt to put out. the divorce between ashton kutcher and demi moore is final. i thought it had been done but it is officially done. it was all sealed up on tuesday. tmz first reported this. they got married back in september of 2005. there's a 15-year age difference. she's 51. he's 35. it unraveled september of 2011 when he allegedly cheated on her with a 23-year-old in san diego. she found out. the divorce that ensued. the agreement does not up cloud spousal support which is interesting considering how they are worth millions. >> they don't need spousal support. >> and now two and a half men money and he has moved on though. he's with mila kunis. she is 30, which is age appropriate and kunis was photographed on tuesday going on a pre thanksgiving grocery run

with ashton's mom in l.a. could be pretty serious but it is final and done. which is sad. she has had some issues since then. so hopefully everyone is on a happier path. >> that woman is incredibly gorgeous at 50 whatever. she will be just fine. >> i saw "striptease" 12 times. moving on to this. this is pretty sad news. denise richards, as we know, has been in a custody battle between charlie sheen and brook wheeler. she got in the middle of it that she had taken custody of the two boys. according to the "new york daily news" and tmz, an investigation has opened up because the boys accused someone from her staff of hitting them. so, now she's being dragged in even more. because she had given up custody of the kids saying the kids were violent toward her animals and other children. now brook has custody of the children. charlie sheen not happy about the situation but the whole thing is coming to an even bigger peak because one of the

boys say accusing someone from denise richard's camp as hitting them. investigators are now looking into it. >> your heart goes out to those kids. that situation sounds difficult to say the least. >> these people will suffer the least. 28-year-old singer sierra, she has taken a page out of beyonce's book. she did a sexy cover shoot for "gq" magazine. she hit it big in 2004 with her hit song "goodies" and she clearly is keeping up with that theme in this photo. that's the cover of the new photo spread in "gq." this is the inspiration. now i remember. >> remember that, the same as beyonce's shoot way back when. i picked the story to celebrate on this thanksgiving day, my favorite park of the turkey, the neck. >> clearly. >> of course.

sisters were imprisoned by their very own mother and step father for up to two years. police discovered the girls on tuesday. two of the sisters escaped from a window and ran to a neighbor's home. when tucson police arrived, they found a sophisticated alarm system set up inside the house. >> the video was part of the monitoring system of the children and used for also for when the children had to go to the bathroom. they had a pre-arranged signal >> wow. police say the girl's journal contained a photo of enrique iglesias that helped to cope with the trauma. >> this is incredible. there's evidence that police have been able to gather that these girls probably never went to school. the parents are claiming that they were home schooled but at this point it is impossible to believe anything they are saying obviously. >> the details are so grisly. how you can do that to your own kid. what could go on in your mind,

what sickness and some girls said they hadn't taken a bath up to six months. we're talking about the most horrid conditions you could possibly imagine in your own family. >> this is a mother -- the girls' mother and the stepfather. you know, we were talking about this earlier, it is reminiscent of what happened in cleveland, ohio, with the same house of horrors with the girls kidnapped for an extended period of time. that was a stranger that did that to them. >> this is the blood. both the mom and the stepdad are still in prison on bond. moving to this. in russia, security forces arrested 15 heavily armed radical islamists, members of a suspected terror group linked to al qaeda. riot police stormed an apartment in moscow where they found explosives, detonators and suicide bombing belts. investigators are not saying whether that group planned to strike during the upcoming winter olympics. now to brazil, part of the stadium hosting next year's world cup opener has collapsed killing two workers. the stadium was nearly finished when a construction crane crashed in to a 500-ton metal

little bit frozen, that's fine. go ahead and start cooking it. you have some time, at this point, if you can put it in the cold water for a few hours and that will finish it up. >> don't put it in the microwave is what you are saying? >> well, you could, actually you can do that but it has to be less than 12 pounds. >> there you have it. >> that's good. >> good tip. >> see, i didn't know that. i usually slide my hungry man meal in there. you can put in the whole bird. what's the biggest disaster someone has ever called you with? what he was like the worst thing you've ever heard? >> we had a lady calling from colorado who had a turkey in the snow bank and she was proud of that. and she realized it had snowed and she had no idea where her turkey was. >> oh, my. >> where is that bird? >> where did i put it? i have to tell you, mary, with the advent of the internet, i didn't think that people were calling this turkey line at all. you are saying it happens quite a bit. give me an idea.

small businesses will not be launched until next year so the focus can be on ensuring the website is fully functional. here's jeff zeleny. >> reporter: a new shock to the nation's battered health care law. this time for small businesses. the white house had touted the program. >> this is good news for small businesses that want to provide insurance to their employees. >> reporter: but acknowledged it will be another year before businesses can enroll online. it comes just days before president obama's self-imposed deadline to repair the health care website. the administration triaging things it can fix and things it cannot. officials actively lowering expectations. >> to be clear, november 30th, does not represent a relaunch of healthcare.gov. it is not a magical date. >> reporter: the white house expressing new jitters about new crashes this weekend, especially if demand hits 200,000 like it did on the first day of the rollout. the new setbacks are raising republican suspicions.

house majority leader eric cantor blamed president obama. once again he's tried to bury bad news around a holiday, hoping nobody will notice. the rocky rollout of the health care reform and the delay gives republicans more ammunition to criticize the president. but the white house is holding firm. they say the individual mandate, the law requiring americans to buy insurance by march 31st, will not be delayed. we'll find out in four months. jeff zeleny, abc news, the white house. the troubles continue to mount. thank you, jeff. in other news this morning. a faction in pakistan is retaliating for u.s. drone strikes. a political party has identified what it says is the cia's top agent in that country. and demanded that he be tried for murder. the leader of the party says the drone strikes angered the pakistani people and strengthened the militants. u.s. officials are not confirming the agent's identity. this is the second time in recent years that a top cia agent in pakistan has blown his cover.

this is -- pakistan is already on edge after what happened with osama bin laden and so this kind of thing doesn't help relations. >> and the entire drone program used by the u.s. has become a controversial issue. some are opposed to it saying where's the due process, where's the american brand of justice? and others say if we are getting the bad guys, which we are, maybe successful, than we are protecting our security but other people say at what cost are we protecting our security. other people say, at what cost are we protecting our security. >> i think a lot of people can agree. you can get the target and the target is a bad person and they are tied to terrorism, fine, but the collateral damage i think is what everybody is worried about. >> more civilian deaths than nation likes to talk about. complex issue as it always is. >> that's true. now an unfolding hostage drama in southern california. authorities say a man who held two women at gun point has surrendered and hostages are safe. earlier when police arrived on the scene they say the man opened fire hitting one of the officers in the chest. his protective vest saved his life.

the neighborhood including a nearby preschool had to be evacuated. look at this image. the officer kissing the head of a terrified toddler. it may be an unhappy thanksgiving for hundreds of people in northern ohio. they have been evacuated from their homes because of a train derailment. one car is leaking a flammable chemical and residents were awakened in the middle of the night and spending the second night in the high school gym or nearby motels. some may not be able to go back home until saturday. they are cleaning up in the north carolina coast after a tornado tore through the area packing damaging winds. two people were injured when the roof blew off of a condo complex there. several other buildings were damaged and thousands of folks lost power. parts of the midwest are digging out from a blinding snowstorm in that part of the country. it dumped more than a foot of lake effect snow in southwest michigan and northwest indiana slowing down drivers heading out, of course, for thanksgiving.

winds up to 25 miles an hour could cause more drifting today and impact visibility on the roads. speaking of roads, they were pretty slick and dangerous along the east coast. for those going by air, it wasn't nearly as bad as expected. that's good news despite 300 flight cancellations, most passengers took off without a problem. that's because many people left a day early to beat the storm. travel experts say one of the best thing you can do is to travel on the holiday. as opposed to doing it on the wednesday before. >> that's because of the crowds, but when you add a storm to the mix you leave as early as you can leave. >> i'm grateful to be at work today. i'll be honest. not to have to hit the roads. good luck, you guys. >> very true. be safe out there. for those flying today, the weather conditions will be ideal almost everywhere. there's the good news. virtually dry coast to coast. the only exceptions light snow showers in the great lakes and rain in southern california. >> temperatures will be very chilly here in the northeast and in the great lakes area. high 20s and low 30s.

water is heavier than the oil you cook with and will send flames shooting higher and for the same reason, never throw frozen food in to burning oil. what can you do to put out a fire? firefighters say have one of these nearby and know how to use it. as it turns out, many of us don't. we saw that firsthand, too, when we put homeowners to the test. one woman fumbling with the pin on the extinguisher for ten seconds. another standing too far from the blaze to put it out. >> if you have it in your house you should know how to use it like any other tool in the house. >> reporter: remember, stand eight feet from the flame and use the pass method, pull, aim, squeeze and sweep side to side. >> first thing you have to do whether it is a pot on the stove or a small fire that you think you can handle, call 911. >> reporter: linzie janis, abc news, jersey city, new jersey.

>> oh, i miss "the skinny." my favorite segment here and first marriage dirt to put out. the divorce between ashton kutcher and demi moore is final. i thought it had been done but it is officially done. it was all sealed up on tuesday. tmz first reported this. they got married back in september of 2005. there's a 15-year age difference. she's 51. he's 35. it unraveled september of 2011 when he allegedly cheated on her with a 23-year-old in san diego. she found out. the divorce that ensued. the agreement does not up cloud spousal support which is interesting considering how they are worth millions. >> they don't need spousal support. >> and now two and a half men money which is a trillion dollars an episode and he has moved on though. he's with mila kunis. she is 30, which is age appropriate and kunis was photographed on tuesday going on a pre thanksgiving grocery run
