it's now 4:30 if you're just waking up to us. good morning. we start with mike ties. you can see this is moving off mainly to the east, maybe a little bit due north of east, but should stay away from us. there is a chance of sporadic light showers in the north bay today. while the rest of us are going to have more clouds than yesterday, temperatures still very mild. 61 at half moon bay. lake port, 62. everybody else around 63 to about 69 degrees. here's a look from mt. tam. you can see it's pretty clean right now. mid to upper 50s at 7:00. upper 60s away from the coast at noon where we'll be 60. we'll hang out in the upper 50s at the coast. cooler by 4:00 as the cold front starts to roll in and bring us a chance of a shower, mid-60s. look at a live shot from the east shore freeway making your way from golden gate fields to the mcarthur maze and it's looking good. you can see the gabs between the headlines there and it looks like a little bit of road work
on the right-hand lane, the left side of your screen. we'll take a look at one little problem. we have slow traffic out of tracy and over the altamont. the slow lane partially blocked before the lawrence expressway in sunnyvale. heads up there. the sensors are not showing much slowing. hopefully they'll get that moved out shortly. we'll check back in just a few. everyone's favorite topic, taxes. don't change the channel just yet. these are changes you should really know about. >> especially if you buy a lot of your items online. live for us in redwood city, jobina fortson. >> reporter: big box stores like this one behind me no longer dominate over online businesses which is part of the reason for this change. if you buy something online and no matter if that business is based out of state you will have to pay california state taxes. businesses that make more than $100,000 in annual sales from
california or companies that conduct at least 200 transactions are included in this. it's possible these rules could change, though. lawmakers are trying to push a bill that would raise the threshold to $500,000 so small businesses don't have to collect and get as hard of a hit. >> this is something that has been in the works for a while since the supreme court decision of last year. it was an exception that was made for online retailers at a time when ontime retailers were the minority and brick and mortar sales was the dominant platform. now it's the opposite. >> reporter: to top it off, sales taxes increasing in 51 cities across the state including redwood city, unincorporated parts of sonoma county and several other spots across the bay area. jobina fortson, abc 7 news. now to the former nevada lawmaker who says former vice president joe biden inappropriate touched and kissed her. >> she's now describing the encounter as awkward and disturbing.
abc news reporter sabrina marshall is live for us. >> reporter: this scrutiny comes not just in the era of the me too movement but joe biden undecided on the campaign is leading democratic candidates in the polls. it's this campaign rally from 2014 that's raising new questions about former vice president joe biden. >> i feel joe biden put his hands on my shoulders, get up very close to me from behind, lean in, smell my hair and then plant a slow kiss on the top of my head. >> reporter: nevada politician lucy flores was running for lieutenant governor at the time. speaking out now that the kiss on the back of her head made her feel uncomfortable. biden said that was never his intention. in my many years on the campaign trail and in public life, i have offered countless handshakes, hugs, expressions of support and comfort. and not once, never, did i believe i acted inappropriately. if it is suggested i did so, i

he says a door dash delivery employee berated employees for not having a to go order ready. he told the man to calm down, and he says the man then punched him in the face and ran away. >> i remember him being over the top and rude and made me as a waiter feel really offended on their behalf. i was just trying to stand up for people who can't stand up for themselves in that situation. >> in a statement doordash says we are investigating the alleged incident and will take action as appropriate including deactivating the dasher from our platform. your credit card information may be in the hands of hackers. they may have targeted customers at restaurants in san jose, campo as part after nationwide data a sleuth discovered more than 2 million people had their credit
cards stolen. a road closed because of a reopen. sausalito boulevard was closed off after a huge mound of mud and debris came crashing down a hillside. it happened after days of rain. the slide destroyed at least two homes and damaged four more. one woman barely escaped when the torrent of mud swept her home off its foundation. she came away with scratches and bruises and was the only person injured in that slide. thankfully the rain we have this week will not create situations like that again. we have several chances, but they're mainly on the lighter side. hi, everybody. look at these temperatures in san francisco. 53. that's the coolest and that's right around castro, mission. to the sunset, degrees. we have santa clara at 48.

[ alarmhis u wel only identify because he fears uber will kick him off the platform if he talks to us. >> i'm getting up to start my day. >> reporter: though he has a home in the sacramento area, ray slept in his car at this ride share lot in san francisco. he is one of many ride hailing drivers who travel from outside the bay area to work for lyft and uber and who sleep in their cars to survive. >> you look at the map of san francisco right now. whenever it gets busy, it will light up red. it's like a surge, but we only get a dollar amount. >> reporter: he hopes to make extra money from surge pricing.
>> i have early people catching flights, getting ready to go to work. >> reporter: ten minutes after he set out, ray made his first stop in the miss district. after that, he kept driving through the morning commute. >> i will run probably now until 12:00, 1:00 this afternoon, so that will be nine straight urs,>>eporr: w caught u withy a sh sacramento? >> i've been doing it now about four years. everybody comes to san francisco and works because you make more money in the bay area than you do anywhere else. >> reporter: sacramento is a hugely growing area. there's tons of traffic there, too. it really makes that big of a difference? >> a lot of people drive in sacramento. we don't have trouble with parking. >> reporter: he says he made $105,000 last year driving for uber. but if you take away costs like new tires and brakes and $18,000 in gas, his real take-home pay is about $65,000. what do you think uber could do to make it better for drivers?
>> treat us like employees. we're not really independent contractors. independent contractors get to do what they want to do when they want to do it. >> reporter: he says uber penalizes those who turn down pool rides that aren't as profitable as drivers. at noon ray headed to san bruno to take a break including a sto the airport staging lot waiting for his turn to pick up a passenger. >> i start my afternoon at the airport. i will just go wherever it takes me. >> reporter: rain had started up again by the time it was time to sleep. >> i sleep in my car certain nights. the hotels are so expensive, you would use the money up you make driving. a lot do it not just only here, they sleep up at mcdonald's, rest area on 280. they're all over the place. they're not homeless. they're just coming down here to

let's talk about weather and it will be tougher to get around. as we head through the week, i think the heaviest rain will be thursday into friday. we have a chance today, even though it looks very clear from the east bay hills camera. mostly cloudy today. a random shower across the north bay. the rest of us will get better chances of showers tonight, even some thunderstorms possible and periods of rain and dry weather all the way through my seven-day forecast. temperature tod fn half moon bay to santa cruz at about 70 degrees. most of us around 63 to 69. very comfortable, once again. it will be comfortable tonight. low to mid-40s as a mild air mass will sit on tophance of we weather. the area of low pressure out to our west. most of the rain in the green you see is to the north. there are some a better chance of rain. you could see at 7:00 this morning all the way through about 6:00 this evening, the best chance in the north bay for some showers, and then at 7:00 they start to move down into the rest of the bay and they remain periods of rain all during the
overnight hours through tomorrow morning's morning commute and all day tomorrow, also. we'll take a look at the rainfall estimates. let me do that in the next weather. we're running short on time and i want to give you the full seven-day forecast. we have rain possible today. a better chance tonight and tomorrow. a little bit after break wednesday and thursday. and then a small atmospheric river for friday and saturday. right now those storms are ones, also. sue in very few cars coming through the toll plaza for an eight-minute drive to san rafael from the richmond side of things. we'll look at our traffic maps, slow and go for about a 35-minute ride over the altamont into dublin/pleasanton. your drive times westbound on 580, westbound on 4 looking good, and from san rafael across the golden gate bridge less than 20 minutes. >> thank you, sue. facebook considering new limits on who can live stream. >> it comes in the wake of the

going. a man whoars old because of transplant is looking to find the bay area family who donated the heart to him. he first went into cardiac arrest 23 years ago. he kept having repeated heart attacks. his doctors determined he needed a new heart right away. >> i asked my nurse, i said, honey, how much time do i have to live? she said, you really want to know? yes, please tell me. and she said, well, probably a week. if a heart doesn't come in within a week, you're going to be gone. >> a heart came through from a 44-year-old palo alto man. jack received the transplant in november of 1995 at theow g t t has bee to him and say thank yo tay in the east bay oakland's public libraries will be open more hours. the main library in downtown oakland and the branch on 81st avenue will be open seven days a
