for you coming up. >> always live abc seven news starts right now. >> so today, please join me in welcoming home to los angeles and home to la metro chief bill scott. >> a homecoming for him means a farewell from us, the chief who's led the bay area's biggest police department for nearly a decade, is leaving. good evening. i'm ama daetz. >> and i'm dan ashley. thanks for joining us. it's a major shakeup for san francisco police chief bill scott announcing today that he is leaving the job. >> hours later, his new role was revealed, launching a new public safety department for the los angeles metro transit system. and we do want to put the story in perspective, which is why abc seven news insider phil matier is joining us live tonight. >> we'll get to that. he's part of our team coverage, along with abc seven news politicalong with reporter monica madden. monica, start us off, please, tonight. this announcement really came as a surprise, even to the police department. >> yeah, dan, sfpd assistant

chief david lazar tells me that command staff were called for a rare 8 a.m. meeting this morning in which chief scott let them know that he was stepping aside. so a lot of them were surprised. and it's leaving what many in the department say will be big shoes to fill as the city moves forward in ongoing efforts to reduce crime and modernize policing. in an emotional departure. >> i thought i'd get through this without tearing up. but it happens. >> one of san francisco's longest serving chiefs of police announcing he's retiring from his role, scott came to san francisco after spending 27 years with the lapd. >> we didn't know anything about this town, except for i wanted to be here because it is that kind of city. >> then mayor ed lee named scott chief of sfpd at the end of 2016. >> county of san francisco. >> in his eight years, he oversaw a steep decline in crime, but struggled to eliminate the city's open air drug markets downtown. >> my departure comes at a time of great momentum in the sfpd and in our city. >> city hall insiders have long questioned if mayor daniel lurie

would bring in his own police chief after campaigning on public safety and leadership reforms. but five months into his new role, scott stayed around with the two, offering words of praise for one another. >> he has implemented important reforms that have helped the department build trust with communities and improve public safety outcomes. >> and under mayor lurie's leadership, that's become even even better. >> former police commander and public safety czar paul yep will serve as interim chief starting monday until the city finds a permanent replacement. >> that i will not be a candidate for the role, and i am 100% committed to keeping this department on the right track and serving as a bridge to our next chief. >> the city's police union congratulated chief scott, adding, quote, while we may not have always agreed on issues, we have always believed that each of us was doing what we felt was best for public safety. as for what's next, scott is headed back to los angeles, where he will be la metro transit's first ever police chief. >> this is the kind of opportunity that doesn't often

come around. this is a one in a lifetime opportunity in my mind. >> ultimately, the mayor will choose the city's next top cop from a list of candidates the police commission will make. scott will officially leave san francisco in june. now, assistant chief david lazar, who is also retiring at the end of this month, says that scott described this as one of the hardest decisions he's ever made with deep love for our city. but ultimately it was ready to take on this new challenge when the opportunity presented itself. dan. >> which is understandable. you know, it's obviously monica. it's a big job, a challenging job. talk a little bit about what qualities people are hoping for in the next chief. >> yeah. people today mentioned that they're looking for someone who's going to continue moving the police department forward with improving technology. that was something that chief scott did a lot, especially we saw the implementation of drone technology to help with combating crime. they also say that they want someone who works really well with the rank and file of san francisco's police department. they have a lot of

officers who have been here for quite some time. and then additionally, another quality people say that they're looking for is someone who has a lens of reform with just how much policing is evolving in this day and age. dan. >> great. all right. monica, thanks a lot. >> all right. now joining us now is abc seven news insider phil matier. and phil talk about the impact that chief scott's departure is going to have on the city. >> wel it's going to be interesting because san francisco is not the same city. it was eight years ago when chief scott came in from los angeles. at that time, the department was roiling with allegations of racial texts between officers, questionable shootings on the streets of san francisco involving officers, controversial uh. it was in an upheaval. the chief managed to calm things down. at the same time, we saw increases in crime and then more recently, decreases in crime. so what the people of san francisco and the administration want is, in continuation of those two trends, continued calm, but also a decrease in drug and other

property crimes in the city of san francisco. they have a district attorney now that's ready to do that. they have a mayor that's ready to do it. and now mayor lori is going to get a police chief that will continue to do it and maybe even do more. >> well, phil, as you know, after the election, there was some talk that mayor lurie may not want the chief to stay on the job. does it appear that chief scott was pushed out at all or asked to leave in any way? >> it was basically winks and nods. okay. he'd been there for eight years, dan, and that is just uh. that is longer than i can think of any chief serving in northern california. it's just. or any major city. you just have a shelf life. second of all, a new mayor coming in is expected to pick their own person. uh- mayor london breed kept chief scott on. that was unusual. and third of all, the mayor had to wait until he had a commission that he could trust would come up with three candidates that he wanted. remember, there's been criticism on the police commission as

well. oakland, for example, the police commission there was at odds with the mayor, and they gave him three names she didn't want. so mayor lurie had to line all of this up. the chief was knew that it was time to go. you had everybody sort of working in harmony, whether it was push or shove or wink and a nod or a slap on the back going out. this is the most peaceful transition i've seen and i can't remember how long. >> that's true. >> yeah. let's talk about paul. yep. who says he's just there to bridge the gap, bridge things over. what do we know about him? >> well, the longtime san francisco police. i moved up through the ranks. a captain at some of the toughest stations in san francisco and some of the most politically sensitive ones as well. uh- worked his way up to commander, retired. he was one of the early supporters of daniel lurie. okay. he was an adviser on police matters for the mayor, as he was running for office when the mayor was elected. he put him on as a transition team and now on his staff over public safety. so he has the political and the police

skills that are going to be vital for the next couple of months as they go through the list of trying to find a chief. it's not an easy process. it's not going to happen overnight. and there are already people that says, although uh- paul has said he's not a candidate ■for the for the permanent job, some people are hoping it change his mind. >> yeah, we'll see as we go along here. but the search begins today. phil, thanks very much. phil matier. >> and crime has gone down recently in san francisco. you can get detailed information about what crime is like where you live with our abc seven neighborhood safety tracker. find it at abc seven news.com or on our abc seven bay area app. >> all right. we're talking a lot about the san francisco police department and the search for a new chief now. but let's go across the bay because we're following this story of consistent overspending by the oakland police department because a new report suggests it's harming other programs in the city. three unions put out the new report, raising red flags about overtime spending by opd. this report claims

overspending in the police department has cost oakland $236 million in lost reserve balances since 2008, using data from the city, the report says the overtime paid was 15,000,000 in 2019 and ballooned to 55 million in this current fiscal year, which ends in june. >> it impacts the city's ability to deliver other critical things that our ciy needs, you know, such as libraries, parks, you know, summer food programs. >> the president of the police officers union says the department is understaffed. he says with fewer officers, there is no choice but for cops toere work overtime. >> new details on the san jose police officer stabbed yesterday while making an arrest. we've learned the officer has been with the department for two and a half years and needed surgery after being seriously injured in the incident at coleman avenue and taylor street. abc seven news reporter dustin dorsey has more on what led up to the

dangerous confrontation.he >> inside this target, near downtown san jose. police say everyone inside faced a serious threat tuesday. a man with several prior felony convictions was allegedly intoxicated, wielding a large machete and threatening others with it. all of this around 10 a.m. >> this is unacceptable and it will not be tolerated in san jose. >> police say after 41 year old eli scott of san jose was confronted by armed guards, he ran out of the store on coleman avenue, leaving the machete behind. scott then ran to this field, where officers attempted to arrest him. he was eventually taken into custody, but ■not before police say he stabbed a cop with a knife during the struggle. >> there was a significant amount of blood loss. fortunately, our officers are trained and a lot of medic abilities to be able to put a tourniquet on the officer to really limit the bleeding initially, but the injury is serious. it did require surgery. they will be admitted and will be there for several days. >> spd confirmed that the suspect in this case is unhoused, but what's unknown at this time is whether or not he

came from this encampment where the stabbing actually happened. scott has four felony convictions, including assault with a deadly weapon. he also has multiple misdemeanor charges, mostly for assaulting police and drug possession, including meth. >> suspect eli scott is someone who, quite frankly, should not have been out on our streets. when there is a pattern of repeat offense over many years, many instances involving violence involving meth, that's a clear pattern that the criminal justice system needs to take more seriously. >> mayor matt mehan says prop 36 needs to be utilized to prevent issues like this. he says the city offers unhoused support and the district attorney charges suspects. but judges need to mandate treatment, and the county needs to offer places for treatment to fill the gaps in the current justice and behavioral health system. >> we have to do better, california. we need to do better. >> scott will appear in court thursday after being booked into jail for attempted murder of two police officers, among other crimes, in san jose. dustin dorsey, abc seven news. >> still to come here on abc

impacting certain properties more than others. can you walk us through what you're seeing? >> yeah, absolutely. so what we're finding is that properties of single family homes, properties that are duplexes, triplexes, fourplexes, essentially anything less than five units is much more difficult to insure than those with five units or more. we're finding that it's becoming a little bit easier, at least for us to have clients that are landlords that have five units or more, and the reasons for that vary and probably way too much detail to go into. but that's just what seems to be happening right now. >> interesting. well, the state's insurance commissioner said himself, we're all going to be seeing rate hikes, and many of us already have. rosa wrote us this question explaining her premiums with allstate, went up from $2,300 to just about $7,000. same home, no previous claims. and she asks, are we all just massively underinsured or is part of this due to bad business decisions like we've seen with state farm? >> so she kind of hit the nail on the head, right? yeah, a lot of it is what we're what we find is especially on personal lines

and homes in particular that people have are grossly underinsured. i would say maybe a quarter of the policies we see on a, on a daily basis, people who are really, really way underinsured and shouldn't be that low, while another half that we see are underinsured to some extent. and the reason for that is that the cost of construction for materials, labor costs, whatnot to build just basic inflation has driven reconstruction costs high. and so people aren't looking at their insurance policies, reviewing them, making sure that they're covered. >> now this next question affects all of us. it's from leonard. and it's given your position as a broker. you're of course, seeing both sides. he wants to know what insurers immediately look for when deciding whether to drop or renew customers. >> all right. i would say three things in general, right. one, where's the home located as far as wildfire and brush goes. two what's the plumbing situation like? are the pipes old? do they have older types of plumbing? has it been new, newly remodeled and electrical panels? right. probably electrical panels are the other thing that are being

there. we're going to be seeing that overnight tonight, going into tomorrow. but some of you like the fog, so it's still sticking around. don't worry, it's not going to get hot everywhere. gusts to 23 right now in livermore. it is a little breezy out towards the delta 21 miles an hour in rio vista. this onshore wind continued to bring our temperatures down just about everywhere. eight degrees cooler in san francisco right now compared to 24 hours ago. down five in san jose and livermore. let's talk about your almanac. today's high temperature in oakland was 65 degrees. the average is 67. so we're running a couple of degrees below average. but don't worry, we're going to turn things around. as this system moves on we'll start to notice a ridge rebuilding. but that system did help to deepen our marine layer even though it's not making its push across our region well to our north. to deepen the marine layer to 3000ft this morning. so you may have noticed just about everyone woke up to very gray skies this morning out towards the

delta, into the north bay. now we're starting to see some holes along the coastline, so we are seeing some clearing as we're seeing some drier air mixing down near the surface. high pressure comes in tomorrow and holds as it builds out over the western u.s. those temperatures are going up not just tomorrow, but friday as well. beautiful view from emeryville. looking at 80 right now. we've got the sunshine 57 in the city, low 60s oakland, hayward. right now san jose is at 65 and half moon bay 54 degrees. mix of sun and clouds from our exploratorium camera looking at the transamerica pyramid 50 and 60 from santa rosa to petaluma, close to 70 there in fairfield. we did get up into the mid 70s for our warmest spots today, coastside in the upper 50s, 66 in livermore, and from our sfo camera you can see the marine layer is there tomorrow. the warming trend begins friday and saturday feels like summer inland. mother's day is going to be breezy and cooler, so temperatures are going to drop off by then. tonight. not dropping off very quickly. 7:00 50s and 60s

abc seven news reporter luz pena has a look at what this means for the team going forward. loose. >> yes dan we spoke to a ucsf orthopedic surgeon who emphasized the first 48 hours after steph curry's grade one hamstring injury are crucial. his medical team is balancing rest with multiple sessions of physical therapy to make sure scar tissue doesn't accumulate. all eyes are on steph curry right now after tuesday's injury, and there are some good and some bad news, according to medical experts. >> so with the warriors reported was that he had a grade one strain of his hamstring. so a strain is actually some degree of tearing of the hamstring. and we grade them into three big groups. grade one is like microscopic tearing, grade two is partial tearing and grade three is complete tearing. so grade one is probably the best case scenario. >> that's the good news, especially because this is steph curry's first hamstring injury. the bad news came from the warriors confirming that after an mri, curry will be reevaluated in one week, which means he can't play in the next three games of the western

conference semifinal series. >> a little deflated, but he didn't. he tried not to show it. you know, he was just in the locker room waiting on guys to come in and continuing to show that support. >> ucsf orthopedic surgeon doctor nirav pandya said rest will be crucial for curry's recovery. i know you're not his doctor, but in a case like this, just in general, what would you recommend? >> i'd recommend they take all the time they need to get him back, particularly since they won the game yesterday. i think that if you go back too quickly, it can take something that may just be 7 to 10 days and make it a 2 to 3 week period, and you don't want him to have a larger injury just because he's compensating. >> curry was injured during the second quarter of tuesday's game. how does this injury even happen? >> yeah, usually most of the time we imagine the sprinter running down the track and pulling up or a soccer player, but with him during the game, you didn't necessarily see like there was some abnormal movement. so in general, when you don't see that, it's usually due to a lot of accumulated work over a period of time. so they played nine games in the past 15

days, you know, before the regular season ended. and then all these every other day playoff games with a very physical series against houston. so i think it was just the accumulated wear and tear of playing over a period of time at an advanced stage. >> physical therapy to treat any swelling and scar tissue build up will be key to get him back. the director of sports and physio showed us what that treatment looks like. >> want to go ahead and break apart? a lot of scar tissue that forms this hamstring is half tendon and half muscle. >> how many times a day? >> at least three times a day. and he's going to be working hard to get better. for all his fans, he is a national treasure. >> so even though we won't see steph curry playing, he will be working off the court to get back. another concern is will this injury happen again? doctor padilla said that is still a risk, but it will depend on the type of rehab he's getting, how much rest he gets and the number of minutes he will play in the playoffs. luz pena, abc seven news. >> of course, he is getting the very best training possible.

of the conclave. >> now, i have to tell you that first ballot is so significant because then you see who are the leaders. >> tomorrow, the cardinals will begin their day with a mass and then retreat to the sistine chapel for voting. if no clear choice has emerged after three days time, balloting is suspended for 24 hours to allow cardinal electors time to reflect. consider it even more. since 1831, no conclave has lasted more than four days. keep in mind, and many are wondering which country the next pontiff will come from. >> abc seven news anchor dion lim spoke with local religious leaders and parishioners today. >> at saint patrick's catholic church, one of the largest filipino based parishes in the archdiocese of san francisco. there is a buzz over who the next pope could be. >> we are all excited. >> as the cardinal electors from 71 countries vote four times a day at the sistine chapel. there

are already rumblings. cardinal luis antonio tagle of manila could be a frontrunner, while parishioners at saint patrick's admire tagle's more progressive approach, among other qualities. >> concern for, you know, all nations and all immigrants. >> all agree the true decision is not theirs to make. >> the holy spirit is the one who will guide the cardinals. >> just as pope francis made history as the first pope to hail from latin america, there is also speculation that the chosen pope could be the first from africa. >> there are 18 cardinals from africa who are eligible. one of the reasons why we haven't had a pope from from the continent for a long time. there are several places in africa where they've only recently celebrated 100 years of christianity coming catholic catholicity, that is. >> archbishop of san francisco salvatore cordileone says while the pope's home country will shape their experiences, there are other factors to consider.

is now investigating. it happened yesterday afternoon at the donatello hotel in san francisco, near union square. the person fell 11 stories. they have not been identified. sfpd says there is no evidence of foul play. a community group is accusing the city of sunnyvale of censorship and hate crime at a community arts fair over the weekend. abc seven news reporter zach fuentes spoke with the group, calling the city out. >> a community group of moms who teach kids art brought their booth to sunnyvale's hands on arts festival, setting up a center to teach kids how to create traditional palestinian ceramics. >> it's a celebration of our culture. it's a celebration of our art. >> the group's co-founder, wanting to remain anonymous after what she said, happened about two hours into the event. >> it was a woman we noticed pointing to our poster, which portrayed the historic map of palestine, and she was very heated and aggressive and angry. she had a staff with her and she was saying that this is not okay. >> this is a picture of the map the group shared with us labeled

historic palestine. >> the person who designed this, the signs, did it specifically to ensure that it was nonpolitical, non-confrontational. >> the group said city staff and even the mayor later approached them. >> they just said to us, you have to remove your sign or leave. it's offensive. and it wasn't pre-approved. >> the sunnyvale city manager spoke about the incident at tuesday's city council meeting. >> staff became aware that an artist who had been selected for the event was displaying materials that the city had not approved as part of their proposed children's craft project. approval is a requirement for all participating artists. the materials could have been displayed in the free speech area at the event. >> the group said the pre-approval rule was not properly communicated to them, and said they knew nothing about the free speeh zone. >> nobody mentioned a free speech area. nobody gave us the option of moving our sign to a free speech area. we had two options to remove it or to leave. >> they're now calling for the

it is really here. abc seven news was at san francisco international airport this morning, where we did not see long lines to get through tsa security. domestic travelers without a real id identification that meets federal security standards may have to go through

extra processing to clear security. this is because of the real id act of 2005. after multiple delays, enforcement is now in effect on abc seven news at 3 p.m. we spoke live with the former director of community affairs at sfo about why this timing is actually beneficial. >> right now, this week is not a big deal. in a couple weeks, we hit memorial day, and that's kind of like the kickoff for summer travel and people who don't do a lot of travel now, that could cause a backlog for people if they don't have that real id or an alternative, acceptable form of identification. so i think this is kind of a two, three week grace period right now before we hit the real travel season in the summer. and that could cause some backlogs. people might not expect. >> a real id meets federal security guidelines. now you know you have a real id if your california driver's license has a gold bear with a star on it. as you see here, it's located in that upper right corner. if your driver's license doesn't meet the new federal security standards, you have options. a u.s. passport or passport card works. so does a trusted

continue to get them in. and i want to introduce you now to one of our experts, carmen barber, who's the executive director of consumer watchdog. and carmen, a lot of viewers are curious about what's going on in sacramento right now to address the insurance crisis. what bills stand out to you that are most likely to pass? >> well, i'm really excited about a bill that would help illuminate consumers wildfire risk. right now, our insurance company tells us, here's your risk. that's all there is to it. california has a bill to build a wildfire model that would make that information available to you and me, so we can see and act on our wildfire risk. >> so now this next one is affecting millions of californians who are awaiting a decision on state farm's request to raise rates as high as 38%. pam just called in, wondering if it's approved, how quickly would it go into effect, and how do you anticipate other insurers will follow suit? >> well, if the insurance commissioner approves state farm's request for an interim rate increase, it could go into

effect as soon as june 1st. and if he does that, escaping all of the rules that currently regulate insurance in california, other insurance companies could follow. we're hoping that he rejects the request and makes the company open its books in a full hearing at the end of the year. >> and important to note, that's an interim rate request. of course, there could be another one that follows. so another key bill quickly, sb 495 that aims to help consumers get reimbursed for lost property. can you walk us through that one? where does it stand? >> one thing that folks in the north know and now los angelenos know, too, is that after a fire, it's extraordinarily traumatic to have to itemize every single item in a fully lost home. insurers are asking people to itemize every fork and spoon and piece of furniture lost. this legislation would require insurance companies to pay 100% of your personal property coverage after a catastrophic fire, like the one we've experienced both in northern and southern california. >> it would have big impacts. we'll follow that one. carmen, thank you for your insight. we

best case scenario given the injury steph curry suffered last night. an mri on the warriors star reveals curry has a grade one hamstring strain, so he's going to be out for at least a week. that's the minimum. curry in obvious discomfort in game one last night. constantly reaching back at his hamstring, which was tightening up, the dubs were able to win without him because jimmy butler and buddy hield went off. but a grade one strain typically takes 7 to 10 days to heal. game five

of the warriors wolves series is exactly one week from today, so the warriors, they got to figure out how do we stay alive in the next three games, hope to steal one of them, and then hope curry is able to come back for game 5 or 6. >> if you look at nba players in general who have this injury and not knowing the specifics, it's usually about 7 to 10 days. now, what can change that a little bit is how he actually feels. how is he running? how is his pain and swelling. and also the location of where it is. but a lot of it's going to be based on how he responds to treatment. >> playoffs are about adapting and whether it's a game plan or an injury or a lineup. so we just have to adapt, and we've done this before and we're confident we can, you know, do this again. we can rely on our defense and we have to generate offense, you know, off of our d. and then we've got to figure out, you know, different ways to attack without steph. >> as steve was saying there without curry there's going to be a lot more pressure on jimmy butler and buddy hield to score. and those two guys held one of the all time great news
