putting them on hold earlier this year. the pause was for vallejo leaders to reassess their homelessness policy. >> tonight, abc seven news reporter j.r stone found one street mostly cleared, but business owners say the damage to their bottom lines is already done. >> this is what the owner of flamingo banquet hall in vallejo has seen for months. as he shows up to work. people living in rvs and cars. paul sharma runs the banquet hall and says the people, their pets and their trash have had a direct impact on his business. >> it just making it unsafe for my clients. my customers are coming in and having issues booking the events. four of them canceled. one was in the pipeline. >> after 6 to 7 months of no action. city officials went out to the location last friday, warning people in rvs that they had 72 hours to move or they would be towed. the reaction was accepted by many who left, but a couple were still there tuesday. >> they have access to the water right here. >> sharma showed us the water

pipes that they are still using. it's water that he pays for. if you do have to move, do you know where you're going to go? >> i ain't got time to move. i got a flat tire. i got this, you know, i got stuff piled up in the rain. >> we're a block down the road from that event center. business owners tell me that midday tuesday, five truckloads of trash was removed from this area. but man, oh, man, it still smells out here. >> city has finally took a step. >> tuesday night, sharma thanked council members for their action, but he's concerned on enforcement going forward. >> we don't face this problem. we're going to drive the business out of city of vallejo. >> the mayor, along with city council members, were set to address the unhoused issue tuesday but tabled the discussion for a future meeting. they had previously paused encampment sweeps. in march. council members agreed to restart them last month, with a goal of 4 to 5 sweeps per month. now, a hope from sharma that he won't continue to lose clients like he has in the past. in

vallejo. j.r stone, abc seven news. >> san jose's mayor says a deadly fire in an rv today is related to homelessness. the metal frame is all that's left of the vehicle after the fire on keeley boulevard boulevard. firefighters put it out before it spread to a business nearby. investigators have not shared the identity of the victim or the cause of the fire. there are several rvs parked along that street. san jose mayor matt mehan called it part of a failure to address homelessness. >> all right, moving on for a moment. weather whiplash in the forecast this week. we're going from a big cool down tomorrow to a dramatic warm up to end the week. abc seven news meteorologist sandhya patel is tracking a really serious spike that could put some of us sandy in triple digits. >> yeah, dan and we may be talking about records by friday. so let's talk about this dangerous heat that's coming. it's prompted a heat advisory for much of the bay area away from the coastline, 11 a.m. to 8 p.m. friday. those temperatures soaring mid 90s to 105 degrees. that advisory is up for solano

championships. this weekend, as abc seven news reporter tim johns explains, some argue the policy goes too far and others say doesn't go far enough. >> political leaders from both sides of the aisle speaking out tuesday following president trump's threats to cut federal funding to california earlier in the day, the president posting on social media specifically calling out the state, as well as governor gavin newsom for allowing transgender athletes to compete in high school sports. speaking to cnn, congressman ro khanna urging state officials not to bow to trump's pressure. >> the real issue here is less about transgender athletes and more about donald trump acting like he can threaten any state, any institution in this country that he disagrees with. and it is a total violation of federalism and the constitution. >> following trump's post, the california interscholastic federation announcing a new pilot program ahead of the state's track and field championships this weekend. according to the cif, that program would allow the highest qualifying biologically female athletes to compete in the championships, in addition to

the trans athletes who beat them. it's not clear how many students this actually affects. it's a compromise, state assembly member kate sanchez says. does little to actually address the concerns of many young women. >> i can tell you for certain this did not do anything to make women, to make girls feel more safe. in sports, it's almost more confusing. >> sanchez believes the policies of newsom and other democrats on allowing trans athletes to compete could now mean the state losing millions of dollars. >> we cannot afford to lose federal funding, all because the governor wants to make a political posturing point. >> others, like equality california spokesperson jorge reyes salinas, disagree. reyes salinas says the president's threats hurt not just student athletes, but the entire transgender community, putting their health and well-being at risk. >> he's targeting a transgender child to score political points, which is nothing new for him and his administration to go after the most vulnerable. >> newsom's office did confirm to abc seven news. the president

reached out to the governor on tuesday, but that the two missed each other as the governor was speaking at an event in san francisco. tim johns abc seven news. >> the case against a scrap metal recycling plant accused of reckless polluting in oakland is now dismissed. our partners at the bay area news group report the alameda county district attorney's office will not seek charges against radius recycling for a fire near jack london square in 2023. that fire sent plumes of toxic smoke into the air for several hours. the owners were accused of ignoring burning regulations at several of their recycling locations. then district attorney pamela price accused the company of neglecting safety protocols. a spokesperson for price's replacement that's da ursula jones. dixon says she is dropping the case for lack of evidence. >> police in fairfield arrested a woman accused of starting six fires in one day. they say they caught her right as she was starting another fire. the first fires happened yesterday afternoon near airbase parkway and north texas street. police

say they then started getting calls about the woman setting fires in backyards. officers found her as she started a fire along a fence on durham court. they put the fire out and arrested her. >> the street next to an in-n-out burger got soaked today after a car hit a fire hydrant. this geyser of water flooded the road on contra costa boulevard in pleasant hill. this is about 645 tonight. police say the driver lost control, but did stay on the scene to talk with police. the water department was called to shut off the water. no one was hurt and police did not cite the driver. >> in the south bay, a city council member wants to put a stop to new tobacco stores. a new assessment finds east san jose has more than double the number of smoke shops compared to other parts of santa clara county. abc seven news reporter lauren martinez explains the new push to cut back east. >> san jose has more smoke shops than anywhere else in santa clara county, and now san jose city council member pete ortiz is proposing a temporary

moratorium to stop any more smoke shops from opening here. >> this is in response to the santa clara county's latino health assessment, which found that there were more than twice more than not just twice, but more than twice the amount of smoke shops located on the east side. >> ortiz said companies are targeting the community. the assessment said in 2023, the density of tobacco retailers in east san jose was six per square mile, just driving down alum rock avenue within half a mile, we passed three different smoke shops. >> we need elected officials who aren't just going to be rubber stamping and approving every single business that goes into the neighborhood. i haven't been in office for two and a half years. i've already denied two liquor stores from opening up in east side san jose. we have enough. >> the county's latino health assessment also confirmed that cancer is the leading cause of death for latinos in the county. darcy green was part of the steering committee. she's the executive director of latinas contra cancer. for over 20 years, her organization has

worked for a more just health care system. >> this is the work we should be doing. we should be assessing our health and our quality of life on a regular basis and then making adjustments. i'm a mother of an eight year old third grader right in the in the neighborhood. we deserve the breathing room to reimagine east san jose when we need to. >> ortiz will hold a press conference on wednesday to announce this moratorium, immediately after he'll propose it to the city council rules committee. if passed with council support, the moratorium could be in place for six months to a year in san jose. lauren martinez, abc seven news. >> richmond has had a similar moratorium in effect for the last year. last month, the city council voted to extend that pause for up to a year as they work on new rules around tobacco sales. when the moratorium started last april, richmond had more than two licensed tobacco retailers per square mile. >> the leaders of three bay area cities were on one stage together today to tackle some of the region's biggest issues. the

elon musk and spacex are getting closer to sending humans to mars, but they have a lot of work to do. spacex launched its ninth test flight for the starship tonight. it went better than the last two tests, which ended in explosions, but a propellant leak led to the craft losing altitude and spinning out after it reached orbit. the company expects most of the ship to burn up when it hits the atmosphere, with some parts falling into the indian ocean. spacex says it's cleared a large area of the landing zone for public safety. >> a violent attack inside the home of the creator of beanie babies has left a woman in a coma. >> it happened last week at a mansion in santa barbara county. police say a stranger broke in, beat up a woman, then barricaded himself in a bathroom. >> abc news reporter alex stone has the new details now from court documents. >> it was a violent break in at the home of ty warner, who made billions off of beanie babies. 43 year old russell fay of nevada is accused of breaking into warner's montecito, california, home last wednesday

and beating a woman so badly inside that she was comatose due to brain injury, according to court documents. montecito is a ritzy enclave home to many celebrities. investigators say fay did not know anybody who lived in the home. the santa barbara county district attorney's office confirms a home does belong to warner. the woman was found by responding sheriff's deputies in a pond area outside of the house. fay allegedly barricaded himself in a bathroom in the home until deputies went in. finally caught by a police dog after jumping out of an upstairs window, fay has pleaded not guilty to charges including attempted murder, burglary, kidnaping and assault. he's being held on $1 million bail. he's due back in court next week. alex. >> dozens of rooftop solar owners are fighting a proposal they say would bring down the value of their homes and drive up the cost of utilities. they took part in a protest at the state capitol today. a bill working its way through the state legislature would limit how homeowners can collect

energy credits for sending unused electricity to the power grid. the lawmaker behind it says it would be more fair to people without solar, claiming the policy raises their prices. critics say it defeats the purpose of why people installed solar in the first place. >> when you have solar on your home and you need to sell your home, the solar adds value to your home. the new buyer gets value from that, and it will increase the sale price with this bill that no longer happens. so you need to eat the cost. if you sell your home. >> the bill will be heard on the assembly floor sometime next week. >> new at 11. the u.s. secretary of energy paid a visit today to menlo park's slack national accelerator laboratory. it was secretary chris wright's first stop in his tour of national energy labs in the bay area. the facility contains the world's most powerful x-ray laser. slack has a focus on fast science, microelectronics, and astrophysics. texas is now requiring apple and google to

help restrict children's access to apps. the new law, signed by the governor today, requires the companies to verify people's ages in their app stores. the policy is dividing silicon valley. apple argues collecting age data threatens people's privacy, saying it should be each app's responsibility. companies like meta and x say it should be on the companies that make the smartphones. today, meta and x applauded the bill and urged congress to pass it as well. california lawmakers are considering similar rules. >> a major shakeup is underway at six flags owned theme parks across the state, just as we hit the summer months. the company is laying off the presidents of knott's berry farm and six flags magic mountain. it's also cutting more than 130 jobs at california parks by the end of june. that includes six flags discovery kingdom in vallejo and california's great america in santa clara. the company posted a net loss of $220 million in the first quarter of this year.

>> pigeons somehow made it past airport security because two stowaways revealed themselves just before takeoff from minneapolis. >> this is wild. literally, the pigeons on a plane led to some major delays. a passenger who happens to have a great bird theme named. no kidding. tom call says he overheard a passenger tell a flight attendant he saw that she saw a pigeon. and then, sure enough, one of the birds took off. >> the pilot got on and said, uh! attention, ladies and gentlemen, we have a wildlife situation on the plane, and this is not something i'm prepared to deal with. so we are summoning folks to come, some crew to come on. a baggage handler caught the bird and took it off the plane. the commotion in the cabin restarted after the plane taxied to the runway. when a second pigeon came out of hiding. cops said the plane went back to the gate and that same baggage handler returned to get the other bird. so a bird handler too. >> that's unbelievable. >> it is crazy. >> that a pigeon is on a plane

better than snakes on. >> a plane. yeah, i'm with you on that one. >> let's talk about the heat, because it's coming. >> it is. meteorologist sandhya patel is here. sandhya. >> yeah. it's going to be a scorcher by friday. ama and dan definitely is something that you'll have to watch out for as we head towards that end of the workweek time period. so here's a look at your heat alert for friday. 10 to 20 degrees above average on those temperatures. moderate to major heat risk for our inland areas. we are talking about increased fire danger, especially for that friday saturday time period. so keep that in mind for now. as we look at this wider picture here, you'll notice from about point rays all the way down towards los angeles, it is pretty socked in. but that pattern is going to change in the upper parts of the atmosphere as high pressure starts to nudge in, and as it builds in by friday afternoon, we're talking about those temperatures peaking in the triple digits inland. the heat risk will be moderate to major, shaded in oranges and reds for our bayside and inland

communities. so if you're particularly sensitive to the heat, you will want to take precautions. right now we do have our natural cooling mechanism, which is the marine layer. it's about 1600 feet deep, and it's showing up on our tower cameras from all around the bay area. it's not just near the coast, it's already crossed over across parts of the bayside communities. temperatures right now, anywhere from the 50s to the 70s. looking at that coastal flood advisory. due to the high tide shortly after midnight, it's going to be close to seven feet, so watch out. minor low lying flooding expected as of. oh, camera. you may encounter some delays because of the fog. keep that in mind if you're flying out overnight into tomorrow. gray and drizzly morning. cooler afternoon. thursday. we're looking at sunny skies, temperatures spiking, and by friday it's going to be sizzling inland, with record highs likely for the bay area tomorrow morning. pretty widespread. gray to start the day, even some spotty drizzle. 12:00 you'll still notice some fog and low clouds hanging around right near the bay and

along the coastline, so not completely clearing. and as a result, those temperatures that rose today up into the 50 to 80 range will come down tomorrow. but it's a one day deal after that. those numbers are going up mid 40s to the low 50s tomorrow morning, except out towards antioch. low 60s. watch out for some damp roadways tomorrow afternoon you're looking at upper 50 coastside breezy there to the upper 70s well inland a few low 80s, and you will see the sun in our inland areas. accuweather seven day forecast. cooler for one day. much warmer thursday. and look at this be hg up with records likely triple digits inland 80s around the bay 70s coast side fire danger on saturday. still hot inland. and then we turn the page to june and noticeably cooler weather comes your way. we'll be back down into the 50s
