faster this morning. it's going to break through that marine layer close to 9:10 a.m. this morning, which will lead to sunny skies this afternoon. even some sunshine coming our way along the coast. so concord right now we have sunny skies there. elsewhere we are dealing with overcast conditions from the city to oakland down into the south bay right now. current temperatures a little bit cooler compared to yesterday. we're in the 40s for danville. ukiah right now. good morning. 49 degrees there, low and mid 50s right now around the bay shoreline. so future weather by 930. that marine layer is shrinking a lot faster compared to yesterday and the day before. this afternoon we will see sunshine across san francisco, even a little bit of sunshine along the coast. but this afternoon, temperatures will still keep that trend of below average highs by a few degrees. so we'll have a high of 66 in oakland today, a cool 63 in the city, 75 in san jose, 80 in santa rosa, about 78 in concord. those winds do gust 20 to 35mph this afternoon. let's check in with gloria, see how we're doing on the road this morning.

>> good morning. we do have some updates for you. if you take bart. there are some delays this morning, so we have a map here for you. if you take bart, you're going to be impacted this morning if you take certain lines. so there's up to a 20 minute delay on the san francisco line in all directions. we also have no red line service between richmond and millbrae. so we want to help you out. if you normally take the red line, just you can take the shuttle train to the yellow line and get to your destination. there's also no green line service between daly city and west oakland. so you can take the blue line to the orange line based off of your destination. of course, you can go to bart's website for all the details on this. and looking live here, this is our san mateo bridge camera, and you can see traffic is flowing pretty nicely right now. no major delays here. from the toll plaza to foster city, it will take you about eight minutes. so in the green right now. but bay bridge toll plaza, that's a different story. you can see here it is very busy, especially those middle lanes. the metering lights are still on. they came on just about 540 or so this morning.

and if you are driving between the east bay and the west bay, traffic is still flowing pretty nicely throughout the area. so again, bart has some major delays. go to their website for the very latest. >> gloria. thank you. moments ago, a curfew ended in downtown los angeles. it was enacted last night as part of an effort to curb vandalism by people who are taking advantage of protests that have been happening over the past few days. around two this morning, lapd posted on x mass arrests that happened in part of the curfew zone when protesters refused to leave the area. yesterday, about 200 people got arrested during the protest. at one point, protesters shut down highway 101 and faced off with police as they called for an end to immigration raids. there is a court hearing set for tomorrow in the state's lawsuit over the deployment of federal troops to l.a. a judge refused to immediately block the use of marines and the national guard. in a public address yesterday, governor newsom condemned president trump's response, saying it's fanning the flames of protests. abc seven news

reporter zach fuentes is here with more on the governor's message to california and the entire country. >> yeah, i read that address last night. governor newsom spoke strongly against president trump's decision to deploy those troops. he said the effects of it and the crackdown on immigration is being felt, both here in california and also across the nation. he said that california may be the first, but other states and democracy are next. newsom also came after congress saying that they're nowhere to be found. as for the trump administration, immigration enforcement that sparked the protests, newsom said the ice raids are indiscriminately targeting hardworking families. >> donald trump's government isn't protecting our communities. they're traumatizing our communities. and that seems to be the entire point. california will keep fighting. it will keep fighting on behalf of our people, all of our people, including in the courts. >> now here locally, the san francisco republican party issued a statement yesterday in response to the protests and newsom's lawsuit over the troop deployment. the statement said,

in part, many democratic politicians are more concerned with appeasing activist groups than protecting residents and small businesses. they denounced president trump and ice but say little about rioters shattering windows and attacking police. now, this morning, president trump has been posting on truth social in response to all of this in one post, calling governor newsom incompetent and another saying that la would be burning to the ground if he didn't send troops. so we're going to continue to track developments in this right now. live in studio. zach fuentes, abc seven news. >> all right, zach, thank you. immigration courts will be closed in san francisco today, according to the court website. this comes after protesters clashed with people believed to be with ice on tuesday. attorneys say at least two individuals were taken away as people tried to prevent them from doing so. a similar scene in concord as protesters also tried to stop those believed to be with ice from taking people away. the court website also shows concord's immigration court is closed today. we will continue to track the protests

across the state, including the actions planned here in the bay area. today we are updating abc seven news.com constantly. if you have the abc seven bay area app, you can get immediate notifications on the latest developments. >> oakland police arrested at least one person after a car was set on fire, and a group broke into a store in oakland last night. this. this video is from the store on international boulevard. a large crowd shattered the glass and ran inside, grabbing merchandise. we have reached out to oakland police for more information. however, the department only responds to media requests during normal business hours, so we'll let you know when they open up. >> more than two dozen states are suing bay area based 23 andme in an effort to protect customers personal data. the genetic testing company filed for bankruptcy in march and is seeking to sell its business at auction. the lawsuit, filed this week, is seeking a declaration that the company cannot sell customers genetic data without

their consent. the sale will include more than 15 million dna profiles collected through the company's direct to consumer saliva testing kits. in a statement, 23 andme said the states arguments were without merit and the sale is permitted under 23 new privacy policies and applicable law. california was not part of this lawsuit, but in a separate filing, attorney general rob bonta, his office, said the state was objecting to the proposed asset sale because it would violate california's restrictions on the transfer of sensitive genetic material. chevron is expanding air quality monitoring at its richmond refinery under a new settlement with regulators. the bay area air district announced the agreement yesterday, saying the oil company is to be more transparent about pollution around the refinery. it will also need to host a community meeting to take feedback from neighbors. this comes a little more than a week after flaring at the refinery fueled air quality concerns. >> 608 this morning, and we're

taking a look at the temperatures from the past week and a half. san jose, for example. we've had more below average days than we've had above average. in fact, seven of the past ten days have been cooler than average, and our current run started back on friday and it will continue again today. we'll tack on another below average day when it comes to our daytime highs. so you can see later on this afternoon we are a few degrees below average. most of us will settle in the 60s and 70s later on this afternoon. now on the horizon. we do have some warmer weather, especially next week, but the next couple of days temperatures kind of hover around average through the start of the upcoming weekend, and then it looks like the pattern is going to flip, especially the middle part of next week. we'll find warmer weather really moving in here and a string of warmer days if you like it cool and comfy. here's your next few days in the forecast. and next week things start to heat up around here. here's a live look from our cloudy sfo camera.

>> in vacaville, the city's mayor is defending himself from allegations of discrimination. he refused to sign a pride month proclamation. vacaville mayor john carley says he's sticking to a city policy that bars proclamations focused on ideological or political matters. he says personal beliefs have nothing to do with his decision. public comment during last night's council meeting took 2.5 hours. a lot of

to rejoin the famed hot dog eating contest on coney island. according to the new york post, the vallejo native and former san jose state spartan is negotiating with major league eating. last year, there was beef, so to speak, between brands that kept him from participating in the annual nathan's coney island event. his sponsorship from impossible foods led to a contract dispute, but this time that isn't a factor, and both sides want to make a deal for his return. and if you're in the market for a new job, you have two days to apply to this one. starbucks has the perfect opportunity for a coffee and social media lovers. the company is offering two people the chance to turn content creation into a full time job, with global travel benefits and a six figure salary up to 136,000, to be exact. starbucks says it will hire one internal and one external candidate. the new year long roles include travel to as many as 15 starbucks locations around the world. to apply, you have to

the two days this weekend and then next week that warming trend continues with above average temperatures finally returning for several days. this morning we'll look at that cloud cover. see that sunshine breaking through over the next couple of hours, and temperatures will get you into the 60s already by 9 a.m, so not as cool as the past couple of mornings, but it is breezy in spots right now, especially in fairfield rio vista. that's been a pretty windy spot this morning, and those winds will continue to ramp up just like they have been doing the past couple of afternoons. so winds today that onshore flow back 20 to 35mph. so highs in microclimates starting the south bay 70s and 80s 80 in los gatos, 83 in morgan hill, 75 in san jose, 73 in cupertino. we'll go to 71. in palo alto today, 68 in san mateo, along the coast, we'll get a little bit of sunshine peeking through those clouds this afternoon across the city today we will get sunshine. that's a big difference compared to the past couple of days, where the clouds have been firmly in place. around noon today, we'll start to see sunshine break through the

clouds. temperatures in the 50s and in the 60s in the north bay cool along the coast, but as you head into the valleys, it gets warmer and sunnier. 80 in santa rosa, 74 in vallejo, 75 in napa, the east bay will see sunshine starting to break through. around 9 a.m. we'll get clearer skies this afternoon, breezy temperatures a bit below average in the 60s and 70s and then inland. we'll have daytime highs in the mid 70s to lower 80s today. overnight tonight we will find those clouds returning around the bay shoreline, some coastal drizzle and overnight lows in the 40s and in the 50s. here is the accuweather seven day forecast. breezy but below average. this afternoon. we start to warm things up as we head into the weekend, especially sunday. and then next week those temperatures take off. we are heating up by tuesday afternoon. amanda. >> all right, drew thank you. >> coming up, san francisco police officers starting to use artificial intelligence when filing police reports. why? some say this is but he's wondering. what if a flaky plaque throws me off my game?

time is 620. the san francisco police department has been quietly using artificial intelligence to write reports for weeks. that's according to our media partner, the sf standard. the standard found a pilot program in use by sfpd, takes body camera footage and writes a draft report, which officers are required to proofread for accuracy. critics

say that police reports already contain inaccuracies, and officers often turn body cameras off, which can lead to even more inaccurate reports and problems in court. the dmv is considering new regulations for heavy duty autonomous vehicles. currently, they're not allowed. the new regulation proposals would allow self-driving vehicles heavier than 10,000 pounds, which would include semi trucks. it would also add additional data elements and more frequent reporting for manufacturers. we are learning more about when tesla's new robotaxis could launch in texas. elon musk says he's hoping to launch the service in austin on june 22nd. in a post on x, musk said the date could change because tesla is, quote, being super paranoid about safety. musk is also hoping to expand the service to san francisco, los angeles and san antonio. the austin rollout also comes after musk had a public blowup with president trump over the administration's

tax bill. just this morning, musk said he regrets some posts attacking trump, saying they went too far. some analysts have expressed concern that trump could retaliate by encouraging federal safety regulators to step in at any sign of trouble for the robo taxis. meta ceo mark zuckerberg is pushing to get ahead when it comes to artificial intelligence. new reports show meta is close to a $15 billion investment in scale ai, which would give meta a 49% ownership. zuckerberg is assembling a team to build a, quote, superintelligence, which would eventually be more capable than human brains. meta plans to hire an entire team and even change the layout at the company's menlo park hq to put the new ai team near his personal office. a woman from the north bay is suing costco after she says a liquor cabinet display fell on her, leaving her with serious injuries. it happened at the santa rosa store

sunshine this afternoon, but our temperature trend continues to find daytime highs a few degrees below average and a breeze picking up this afternoon. so a high of 66 in oakland. we'll see sunshine right around 9 a.m. in the east bay breaking through the cloud cover. afternoon sunshine in the city at 6375 in san jose, 80, in santa rosa. those winds do pick up this afternoon. a little bit stronger than yesterday, gusting 20 to 35mph. let's check in with gloria, see how the commutes go. >> good morning to you, drew. good morning to everybody at home. we've been telling you about these updates on bart. we had some delays and we do have some new updates for you right now. we still have a major delay right now on the san francisco line in all directions, but the red line and the green line have been restored, so that is some good news. so you won't have any issues there right now. but of course, go to bart's website if you need more details so you can get the very latest information right there. again, san francisco line in all directions. still seeing a major delay, but the red line and the green line have been restored.

the service there. we're also still following this fatal accident in san jose. we have some video to show you of that accident. this is on the 800 block of tulley road, and officials are saying on social media that two people were taken to the hospital with major injuries, and one person has died. right now. eastbound toll road is closed from galveston avenue to center road, and we're told those road closures are going to be in place for quite some time until officers continue their investigation. so we'll let you know when that reopens. but for now, there are some big delays here. we're told you should try to avoid that area as the investigation continues. we'll keep you updated on that. >> all right, gloria, thank you. >> if you're just joining us this morning, here's an update on where things stand in southern california. the curfew issued in l.a. overnight expired at 6 a.m. more than 4000 national guard troops and 700 marines are in southern california. at president trump's request, secretary of defense pete hegseth says their mission

will go on for the next 60 days, costing taxpayers $134 million. governor newsom says more than 220 people have been arrested so far. similar protests have popped up here in the bay area and in other states across the nation. more are scheduled in the coming days. governor newsom is also accusing president trump of abusing his power and fanning the flames of the protests across the state. and this morning, the president is responding. abc seven news reporter zach fuentes is here. with the escalating battle between the two. zach. >> yeah. amanda. the governor spoke strongly against the president and congress in an address last night, saying that democracy is under assault. newsom came after congress saying that they're nowhere to be found. he said that speaker mike johnson has abdicated his responsibility. and as for the trump administration and the immigration enforcement that sparked the protests, newsom said the ice rates are indiscriminately targeting hardworking families. newsom said that trump's decision to deploy the national guard and marines to la in response to the

where a wildfire is threatening homes and forcing evacuations. the ranch fire broke out yesterday afternoon near apple valley. it exploded in size and has burned more than 4200 acres. wind and dry conditions are fueling the flames. crews are fighting the fire by air and on the ground. it's currently 0% contained. the cause of the fire is still under investigation. >> in san francisco, there's a renewed push to clear out rvs and get people into housing. mayor daniel lurie announced a plan that would prohibit rvs from parking in city streets for longer than two hours, making it difficult for people to sleep in those vehicles. >> leads with compassion. it leads with services. it leads with uh, with places where people can live. >> this new plan focuses on nearly 500 rvs. the city has identified with people actually living in them. part of the plan includes an investment of $13 million over two years to offer options like housing vouchers, outreach services and hotel

stays. >> they're spending a huge amount of money on this. also, the money that could be spent on housing. they've got in the plan to tow hundreds of rvs, which is also quite expensive. you know, the likelihood, you know, is that those folks will end up on the streets. >> the city is planning to implement an rv buyback program. the new proposal now heads to the board of supervisors for approval. >> in the south bay, unhoused residents in san jose must now accept shelter or face the possibility of arrest. it's all part of the mayor's plan to expand outreach efforts, a plan that was approved yesterday by city council. council members approved an amendment to the city's code of conduct for those living in homeless encampments. it allows the city to arrest someone or send them to drug or mental health court for repeated violations of the code of conduct, including refusal of shelter. >> i don't think it's humane or compassionate to allow people to live and die on our streets when they are unable or unwilling to

accept the help the city is able to offer, we should instead double down and engage and intervene to save lives. >> many of those in attendance opposed the mayor's plan. during public comment, frontline outreach teams and a newly approved quality of life police unit will now have the discretion to enforce the new rules. >> however, san jose city council shut down the mayor's budget plan that would have tied city officials pay to the progress they make. employees would have gotten raises based on measurable factors on things like homelessness, clean neighborhoods, public safety, and new job and housing opportunities. >> but without that kind of system, it just comes down to everybody's opinion and hoping. every four years, the voters are tracking this enough to hold us accountable for results. >> but if. >> everyone's pay is tied to collective outcomes, what's the incentive for a council member to speak up, to challenge the group, or to take politically risky but morally necessary positions? >> and again, in the city budget, the council decided to

approve a plan for allowing an arrest of someone or to send them to drug or mental health court for repeated violations if they do not want shelter. >> the city of oakland took a major step toward installing a speed camera system, similar to the one in san francisco. yesterday, the city's public works and transportation committee approved a proposal to install 18 speed cameras across the city. city staffers say the cameras will make a difference, especially along corridors like hegenberger road, where they estimate 10,000 vehicles a day drive ten miles an hour faster than the posted speed limit. >> this technology. >> saves lives. it's an operation all over the us and around the world, and they're proven to reduce both excessive speeding as well as injuries and fatalities as a result of excessive speeding. >> the issue now goes before the full city council and if approved, installation of the cameras could begin by the end of next year.

>> now it's time for abc seven mornings advancer our way of highlighting some things happen day ahead here in the bay area. >> first, we're going to get a look at the entire proposed oakland city budget. today. the budget team says their new amendments will tackle the city's $265 million deficit in a fiscally responsible way. yesterday, the team outlined their plan outside city hall. they say their amendments prioritize essential core city services, like keeping all city fire stations open. it improves police staffing and doesn't include any staff layoffs, unlike the initial budget plan. it also includes improvements to public infrastructure and anti-blight efforts. >> our constituents are speaking loud and clear. we want public safety. we want clean streets. we want an economic revitalization. our budget amendments does exactly that. >> the team members didn't outline what programs they plan to cut to make up the deficit.

yet, although we do know that team usa won't be. we should find out in early december who will be taking the field. today, the bay area host committee and the city of santa clara will have a community countdown to share all the improvements being made to the stadium. mayor lisa gillmor said that these upgrades will put levi's stadium in a position to host other international events. >> the field has been expanded from a football field to a certified fifa world cup. length and width. >> initial estimates tell us that we're going to have at least a half a million people that come into the bay for the fifa world cup. now this might change. >> fans looking to get their hands on fifa world cup tickets might have to wait until later this year. currently, fifa is offering premium seats and hospitality packages, so if you can say you rent out disneyland for $500,000, then you can probably get these because these start at $5,000. >> a historic theater on san francisco's fillmore street will

reopen. the owner of the 112 year old theater announced plans to bring it back. venture capitalist neil maeda purchased it and several other fillmore street properties last year. the new owner says the reopened venue will include about 200 seats and screen more than 500 films each year. project plans are expected to be submitted to the city later this year. the clay shut down in 2020. >> earth, wind and fire is a surprise headliner of napa's black radio experience at blue note jazz fest. the group joins the star studded lineup curated by robert glasper for labor day weekend. the three day event also features the roots, jasmine sullivan and esperanza spalding. it will be at the meritage resort and spa, and tickets for that start at $500. >> there is a new attraction coming to san francisco's dogpatch neighborhood. elevation sky park is being billed as a multi-sensory playground to experience live concerts, transformative art, movie screenings and events. the park is being planned at pier 70 and
