>> p-g-and-e's tells me there are currently about 1000 customers without power around the bay area, since 150 of them are in alameda county here in livermore. the majority of areas affected are nonresidential, kind of like the one i'm standing in. and that's something that pg and e says is by design. strong winds in the livermore area friday, prompting a series of public safety power shut offs. p-g-and-e's says they've been monitoring the weather event for days. spokesperson tom sarkisian says the strong gusts are the biggest risk factor when it comes to potential fires. >> we can see things like branches getting thrown in power lines, debris, healthy trees getting uprooted because of the powerful winds. >> those powerful winds disrupted one livermore neighborhood friday. rolland harding and his wife have lived in this house for 56 years. p-g-and-e's shut off the power for the hardings and some of their neighbors. after some branches from a nearby tree collided with a power line. >> if there were more than several hours, then there'd be a

problem. >> harding took us into his backyard to show us some of the other trees that worry him, pointing out not just the vegetation, but the power poles that run close by. >> on the other side of the house, on the other side of this one. so down by the apartments, that's one that looks really vulnerable. >> for those who have lost power, p-g-and-e's has set up community resource centers in several locations at the livermore one. sarkisian tells us those who use it can get a bag of supplies to help them get through the psps. >> it's got water, a little snack bar. it's got a portable charger and also a blanket. >> despite the blustery conditions, p-g-and-e's says they've tried to keep the number of people impacted small while still prioritizing safety. >> that's all by design. we have been working to underground lines. we've also hardened the lines that are above ground and the equipment that's above ground, and we're able to sort of narrow things down.

>> p-g-and-e's tells us they're unsure of when these psps events will actually end. that, of course, will be determined by when this wind finally dies down. i'm in livermore. tim johns, abc seven news. >> okay. thanks very much. >> yeah. so the question a lot of people are wondering what can we expect from the weather this weekend? >> that's a critical question. let's get the latest now on the windy conditions from meteorologist sandhya patel. sandhya. >> yeah. the winds are going to remain elevated and so will the fire danger. dan and larry. good evening everyone. take a look at this live picture from our san rafael camera. you can clearly see that the trees are getting blown around by the wind. this camera has been shaking all afternoon and evening. looking at the current wind gusts. sfo 41 miles an hour. the gusts will continue as we go, hour by hour, over 40 miles an hour there. friday night for 7:00 43 there at point reyes. some of the higher elevations in the north bay and in the inland east bay will top 50 miles an hour like we've already seen 9:00 tonight. if you do have plans, it's still going to be windy tomorrow morning. gusty coastside

winds start to back off well inland, but then they will increase again into the afternoon hours and really into the evening. a red flag warning has been issued for solano county as the conditions will be favorable for fires to rapidly grow. it's a gusty wind, low humidity that is going to raise the fire danger going hour by hour. you will notice tonight north bay and parts of the east bay will be in the high to very high category tomorrow afternoon. that fire danger will remain elevated. a full look at the winds. >> coming right up. >> okay, sonia, thanks very much. with rising conflict between iran and israel, san francisco leaders are vowing to take a stand against hate here at home. the tensions have had a ripple effect on jewish and muslim communities. there have been a number of recent incidents where jews have been targeted in san francisco with violence or graffiti. as the city's first jewish mayor, daniel lurie, describes himself as a mayor for all people. >> my administration will continue to protect and uphold

our shared values of compassion and inclusion. if you commit a hate crime in san francisco, we will find you and we will arrest you. >> will tolerate whatsoever in san francisco. >> not normal. district attorney brooke jenkins echoed the same sentiment. jewish community leaders and also senator scott wiener spoke up today against antisemitism. >> the legal battle over the deployment of national guard troops in los angeles continues this despite last night's appeals court victory for the trump administration. >> the court disagreed with california and said thewith president acted within his authority when deploying thousands of troops. abc seven news reporter dan noyes watched a new hearing before a federal court judge in san francisco, and has the story. >> in san francisco federal court friday morning. u.s. district court judge charles breyer asked lawyers from the state of california and the trump administration to submit briefs by noon monday, telling

the judge what he should do next. that's in light of an appeals court ruling thursday night that president trump acted within his authority when he ordered thousands of national guard troops to los angeles to protect federal buildings and federal agents carrying out immigration raids. the president called that a big victory today and again blasted governor gavin newsom. >> he sued us for going in and for helping him. we went and helped him. right now, you'd have los angeles burning to the ground. largely, it would have already been destroyed. >> a win for the trump administration. but a partial win, explains rory little, a professor of constitutional law. >> the trump administration came into court and said, we don't think you have the power to review what we're doing at all. and the ninth circuit rejected that pretty, pretty soundly and said, no, we do have jurisdiction. there's some precedent for that, and we think it makes sense. >> governor newsom reacted to the appeals court ruling, saying in part, the president is not a king and is not above the law. we will press forward with our

challenge. california attorney general rob bonta added while it is disappointing that our temporary restraining orders been stayed pending the federal government's appeal, this case is far from over. so next week it goes back to san francisco federal court and judge david breyer to consider other claims. >> there's a claim under alaims. statute called the posse comitatus act, which goes back to the 1890s, which which says you can't use military troops to enforce state or federal criminal laws. military forces are for military use, not for civilian law enforcement. >> the professor also points out that the trump administration could pull the national guard troops out at any time, because the tensions are decreasing in los angeles, he does not think the court cases will go away easily because of the precedent that this could set for other states. dan. larry. >> all right. dan, thank you. meanwhile, vice president jd vance visited los angeles this afternoon, checking out the federal command center's meeting

with some of the marines who were deployed to l.a. vance acknowledged the situation has improved dramatically in the city, but also added the troops are needed because of the potential for flare ups. he hinted the administration would deploy the national guard to other cities under similar circumstances. meanwhile, the trump administration is giving california a 60 day deadline to eliminate references to gender ideology from sex educationder programs or risk losing federal funding. this order applies to federally funded curriculum called prep, or the personal responsibility education program. prep provides funding to california counties with a need for adolescent health education. it's just the latest in the administration's slew of threats to pull federal funding from the state of california over policies that support transgender students. >> and joining us now is abc seven news insider phil matier. phil, so we've got the trump administration feuding with california over the national guard. and now sex ed deadline. are we looking at four years of this feud? >> uh- it will be. it's going to be the last man standing. yes.

it's not just the national guard. we have the immigration feuds. we have the transgender feuds. we have the sanctuary city feuds. we have the water, how we use our water. we have tariffs. california is, as they say in the business, a target rich area. everything that the trump administration ran against you will find in this state. and we have been proud of it in the past. and now it's turned around and we're the big target. so yes, everything is directed at us. everything is directed at los angeles and san francisco. and he makes no bones about it. he is going to be put the target on blue states with democratic mayors in the cities. and that's where the targets are going to be. you don't see this happening in dallas. >> good point. good point. we showed a few moments ago jd vance, the vice president in los angeles. what is the purpose of his visit? and some are wondering whether this will do more harm than good. >> well, we always have the conjecture. is it inciting to

the situation or is it calming down? the president doesn't appear to have much interest in calming things down. the question is exactly what the policy is going to be. and vice president vance does not appear to have that kind of knowledge right now. he made an appearance. he made an appearance in front of the national guard. the real issue going forward is how serious is trump about mass deportations in california? we know that they're in the process of getting decommissioned. privately run prison changed over to be one of the biggest detention centers they have in the country. we the question is how many people are going to be going in there? is he going to raid farms? he says no one day. yes. the next day, no. again, the next hotels, restaurants, the workforce, you know, they 8% of the workforce. according to a recent bay area council economic report, is of illegal aliens. one quarter of the agricultural business, 17% of the 14% of the construction business workers. so the question is how far does he want to push it? if he wants to push it and create more pushback,

then he brings the marines in to act as a buffer zone. it depends on how high he wants to escalate it. >> well, there's so much at stake here, obviously, and so many sectors of our economy so dependent on this. let's talk a little bit about the national guard presence and that court battle that we've been talking about here today, likely to end up in the supreme court. that's the expectation. any possibility that could end up in the supreme court before it ends its session in a week or so? >> i don't see how it still has to work its way up. these are constitutional issues about when a president can come in and how much power they can manage. right now, the real question in la is it is decompressing. it is getting lighter and lighter. the question is whether ice is going to be open about things. and like for example, there were congregating in parking lots, you know, and that was drawing attention. they showed up at dodger stadium. they sort of rose bowl area. so how much do they want to push it and how much do they want to push back? but right now i think the this issue has gone from the streets

chain logistics company. now, according to the mercury news, the lease was set to end in june of 2028, with an option to extend the terms another five years. but the landowner can terminate that lease early with two years notice, so we have to see how that plays out. >> we'll see. there's still some time. we'll see. i'm still the sound bite of the day. is that guy screaming? it was great. all right. let's talk about the weather forecast for the weekend. >> yeah i saw a couple guys wearing parkas in san francisco today. like they were getting ready for the arctic circle. sandy. >> you know what? with good reason, larry and dan, because it has been a windy one here. and so of course, it's a cool ocean breeze. let me show you a live view from our san jose camera, where it is actually really nice right now, 66 degrees and the winds are gusty, but not nearly as strong, gusting to 25 miles an hour at the upper elevations. we are seeing, as you will notice, 44 mile an hour winds at spring valley 31, atlas peak 35 on mount diablo, and the winds are going to remain gusty

through this evening. the spots that are in purple are over 50 mile an hour winds. so the inland east bay, the north bay hills 43 there, point reyes. heading into 9 p.m. you'll notice 36 santa rosa, still gusty in half moon bay. and then the winds start to come down at 7:00 tomorrow morning inland, but not around santa rosa and the coastal spots. and then they'll pick back up again tomorrow afternoon. so the concern here is the brush is getting really dry, the finer fuels. and then you add to it the windy conditions which raises our fire danger. lovely view from our pier 39 camera. here are the peak gusts so far 56 at the altamont 51 oakland airport. sfo as well. sweeney ridge, 55 mile an hour gusts spring ending on a windy one. summer is going to begin tonight, and that's going to be a windy one as well. summer solstice. longest day of the year 14 hours, 47 minutes of daylight you'll get to enjoy. and at 742 is when summer will begin. this area of low pressure pushing into

a down note. >> a warning now for aflac customers. the company says a cyber attack could put the personal data of millions of customers at risk. there's a group of cyber criminals that hacked into data systems at the insurance company, possibly gaining access to information such as social security numbers and health reports. kind of scary. their information tied to customers insurance claims may have also been breached. there's an investigation underway. now, the cyber attack marks the latest in a string of data breaches targeting insurance companies. >> the new american college of cardiology is releasing a new guidance when it comes to the use of weight loss drugs to improve heart health. experts now recommend the earlier use of these drugs without requiring patients to first attempt lifestyle changes. this is a shift from what medical experts once suggested in major trials. these drugs have been shown to reduce cardiovascular events, improve heart failure symptoms, and help manage fatty liver disease. >> coming up on abc seven ns

in redwood city, where crews quickly gained control over a grass fire. firefighters there, responding to a third alarm on, blomquist street between redwood creek and the bayshore freeway. not clear how big the fire was or exactly what caused it, but you can see only a few wisps of smoke left. we'll keep you updated as we learn more, but it looks like they've got things under control. moving on. eight pedestrians have been killed on san francisco streets this year. despite the city's vision zero goal of no deaths by 2024. >> and now a civil grand jury report that's out says the main issue is the lack of enforcement by police. >> abc seven news. building a better bay area reporter lyanne melendez is here. you looked into the city's latest move to reduce pedestrian deaths, and you have the statistics. >> and here's the full report by

the civil grand jury. and it says it all. uh. in this report, the grand jury found that in 2014, when vision zero began, the sfpd issued more than 100,000 traffic citations. but ten years later, the number of citations dropped to 15,527 citations. now, that same year, the average number of citations per sworn officer was seven per year. >> we are in the process of expanding prohibitions on turns on red. >> remember last year when we reported that no right on red signs were going up in the downtown area? well, here they are, shiny and very visible, except that the streets don't really seem much safer. especially when some drivers just ignore this sign. here's what we saw. an impatient driver who turned right on red with only eight seconds left on the

crossing signal. by the way, a driver has to wait only 30s for that light to change. a delivery motorbike doesn't even pretend to stop before making that right hand turn on red. here's another driver. and so on. the san francisco municipal transportation agency has spent millions of dollars trying to protect both cyclists and pedestrians. wait. more than ten years ago, the city's vision zero plan had a goal to eliminate traffic deaths by 2024. yet, 2024 marked the deadliest year since 2007. and so when you see a u.s. postal truck driver not obeying the rules, it begs the question where are the police officers? in march 2024? san francisco supervisor rafael mandelman warned us. >> if there's no enforcement, you can change all the rules you want to and no one will take them seriously. >> san francisco's tenderloin district has 50 intersections

with no right or left on red signs. the sfmta told us last year that 92% of drivers were complying with the law. but this week we saw multiple cars disobeying the law and no one was holding them accountable. here's what sfpd told us, quote, keeping people alive and safe is the san francisco police department's number one priority, and we are using the personnel available to have the maximum impact. so let's go back to that line. the personnel available, because sfpd continues to blame the lack of traffic enforcement on its ongoing staffing shortage. >> i don't think it's an issue of staffing as much as it is an issue of prioritization. >> catherine bloomberg should know. she served on a civil grand jury investigating the causes of a failed vision zero, which found that, quote, there's a sense of lawlessness on the

city streets due to the almost complete lack of enforcement in recent years. >> there's a lot of reckless driving on the streets, and we're seeing a complete drop off in enforcement. >> the report found that the number of traffic citations dropped by 95% in the ten years since vision zero was first adopted in 2014. 2016 saw the first big drop in citations, even though that same year police staffing increased by 6%. >> it was a drop off in citations, while while police officer staffing was increasing and at the same time collisions were increasing. so this just has not been a priority for the sfpd. >> sfpd told us that it has increased traffic enforcement in the last year, and that's true. the civil grand jury report acknowledges that in 2024, there

were 15,500 citations. the most significant increase since 2020. abc7's data team also found that traffic stops for running a red light or making that right on red, increased from 19 stops in 2023 to 60 1 in 2024. in the report, the civil grand jury calls for a, quote, renewed commitment to traffic enforcement from sfpd and that the sfmta start quote, building community trust. so far this year, we've had eight pedestrians killed. now, as far as we know, none were caused by someone making a right hand turn on red. now, speeding was the main culprit, but again, little enforcement, right? sfmta hopes that the newly installed cameras will help. another factor, of course, was the pandemic. but again, the health order was lifted in 2023.

>> it was a while ago, a while. let's talk about those numbers. in the enforcement numbers. there was a huge drop off, it looks like in 2016. what can that be attributed to? >> so, you know, we looked into that. and when chief greg suhr was at the helm, those numbers were high. and that was 20 1415 in 2016, right in the middle. in may, he resigned. he was forced to resign by the then mayor. and then that's when we see. >> the numbers drop significantly for him. >> yes it was. and then the new chief comes in, bill scott. and apparently it wasn't a priority because the numbers continue to drop. >> interesting. all right. thanks, liane. >> very interesting to see how people react to those cameras. once you get that piece of mail and the pay up. yeah. thank you. >> all right. well, san francisco is looking to expand a pilot program that's helped 60% of participants stop the use of stimulants like methamphetamine and cocaine. >> by consistently focusing on preparing and reinforcing that

positive behavior of not using a stimulant such as of not using a methamphetamine. it trains the brain over time to associate that behavior with a positive outcome. >> the latest figures from san francisco show month to month overdoses rose slightly in may to 57, but overall deaths from a drug overdose are down this year compared to last. about a third of san francisco's overdose deaths involve a combination of fentanyl and a stimulant. >> a special celebration will be held sunday for reverend amos brown. he's going to retire after leading san francisco's third baptist church for nearly 50 years. brown is a civil rights activist. he served as the president of the naacp san francisco branch, also been outspoken on political issues for decades, especially on civil rights matters. brown also served on the san francisco board of supervisors from 1996 until 2001. >> and a note about public transit bart is encouraging people to ride with pride to san francisco's pride parade next weekend. officials say taking bart might also help you avoid

tried to run him off the road yesterday. miller is jewish. >> some unhinged, deranged man decided to lay on his horn and run me off the road when he couldn't get my attention to show me a palestinian flag. not to mention death to israel. death to me. that he wanted to kill me and my family. >> in memphis, a man was arrested for trying to enter the home of memphis mayor paul young. the man had a taser rope and duct tape in his vehicle. this all comes after a minnesota state representative and her husband were killed in their home on saturday. nearby, another state senator and his wife were also shot but thankfully survived. >> a meeting of the california interscholastic federation was targeted today by a religious group opposing transgender athletes in women's sports. the california family council dropped off a petition with more than 20,000 signatures to the cif executive committee. it wants the cif to only allow athletes assigned female at

a union between rafael devers and his former team, the boston red sox. all right. it's only really been five days. but still, after the shocking father's day trade. as luck would have it, the giants are hosting boston tonight at oracle park, a weekend series getting underway. devers was traded after a bitter battle with the red sox over whether he would agree to play for a space. manager alex cora told devers don't bring your glove to spring training, and the plan was to use devers only as a designated hitter. and then things spiraled when they said, yeah, now we need you to play first base. well, devers is happy in his new home, has three hits and an rbi in three games for the giants so far for the first time, devers explained that whole controversy over first base. >> i would say that i have put
