>> now, abc, seven mornings live. >> and now at nine p-g-and-e's. scaling back planned power outages, the east bay cities that could still see them, and how the utility company is working to prevent wildfires. the first we want to say good morning to you. it is saturday, june 21st, i'm zach fuentes. and why don't we start with a quick look at weather with meteorologist lisa argen while we talk about those conditions. >> that's right. the winds have been quite gusty. yesterday we saw wind gusts over 50 miles an hour. it's all due to this upper level trough that continues to move to the south and to the east of the bay area. as it does, the winds will weaken for the second half of the weekend. but right now it is 57 and the winds are light. in santa cruz it is 54 downtown with some low 60s in oakland. the winds have been gusty up in santa rosa nevado at half moon bay, but you can see how mild it is from the low to upper 60s. and there's where we have the wind again right at the coast. it will fill in throughout the day and we'll see elevated fire danger from the north bay mountains to the east bay mountains. and temperatures, though, will be comfortable 60s and

70s with a few low 80s. notice the absence of fog. we'll talk about some subtle changes for your sunday coming up. zach. >> thanks, lisa. we'll check back in soon. and p-g-and-e's is scaling back planned power shutoffs this weekend. it's all been an effort to prevent wildfires during high winds and dry conditions. we want to show you the outage map now. the planned outages the shutoffs are in orange there. so you can see the biggest impact right now is the area between paterson and tracy. now today's shutoffs are going to be much smaller than previously thought for more than 600 customers to more than 60. p-g-and-e's shut off the power in one livermore neighborhood friday after some tree branches hit a power line. the company says it's trying to leave as few people in the dark as possible, while minimizing the risk of electrical fires. >> that's all by design. we have been working to underground lines. we've also hardened the lines that are above ground and the equipment that's above ground, and we're able to sort
9:03 am
of narrow things down. >> officials say the shutoffs in alameda county could continue through tomorrow. p-g-and-e's community resource centers offer kits to help people through the outages. all right. we're working to find out more about this large police presence in fremont. we know officers arrived on mission boulevard around seven last night. this was between walnut avenue and stevenson boulevard. and as you can see in the video here, police blocked off part of the street. now, we're told that police asked someone to come out of a home and a swat team was present, but no word yet on what brought police to the neighborhood. san francisco police are searching for two children missing for more than 24 hours. officials say 14 year old deandre jones, junior, and ten year old leonardo henderson were last seen thursday night around 11:30 p.m. on treasure island. police believe the two friends may have been heading to san francisco on muni, and the younger boy is considered at risk due to his age and behavioral challenges. so if you've seen these boys, please call police immediately. well,

new this morning, former san francisco mayor london breed is taking on a new role using the skills she used at city hall. the aspen policy academy announced breed will be one of the first in its bipartisan civic innovation advisor in residence program. every year, that program will place two former mayors in a six month partnership with the aspen policy academy to advise up and coming policy leaders. the program is not a full time job, but she does get a stipend to do it. well, turning now to the trump administration, california's challenge of the administration's military deployment in los angeles returned to a federal courtroom in san francisco, u.s. district court judge charles breyer asked lawyers from both sides to submit briefs by noon on monday, telling him what he should do next. that's in light of an appeals court ruling thursday night that president trump acted within his authority when he ordered thousands of national guard troops to los angeles to protect federal buildings ando federal agents carrying out
9:05 am
immigration raids. >> the trump administration came into court and said, we don't think you have the power to review what we're doing at all. and the ninth circuit rejected that pretty, pretty soundly and said, no, we do have jurisdiction. there's some precedent for that. and we think it makes sense. >> that professor also points out that the trump administration could pull the national guard troops out at any time, because the tensions are decreasing in los angeles. but he does not think the court cases would go away as easily because of the precedent this could set for other states. the trump administration is also threatening to withhold more funding from california. this time, it's because of a sex education program. the department of health and human services says the program is not compliant with federal law, citing content about gender identity. abc seven news reporter tara campbell has reaction. >> the trump administration is taking aim at a sex education program aimed at helping transgender and non-binary kids. giving california 60 days to get rid of content. teaching

9:07 am
this is not california's k-12 sex education curriculum. the california personal responsibility education program, which receives barely 6 million in federal funding, provides comprehensive sexual health education to adolescents via an effective evidence-based program model. >> you want to have inclusive language. you want to talk about transgender binary issues because it allows people to destigmatize any kind of beliefs or thoughts around it. >> this move comes on the heels of the supreme court upholding a tennessee law banning gender affirming care for transgender children. this week, the trump administration also cut funding to a suicide prevention hotline for lgbtq plus youth. tara campbell, abc seven news. >> two san francisco business owners are fighting eviction. hundreds of people showed up to a rally last night to support castro coffee and castro nail salon, next to the castro theater. ken curry and his

transportation agency is cutting service lines along five bus lines now, consolidating two of them and ending the other three routes along market street. officials say the cuts will save about $7 million, but the agency, still facing a deficit of around $50 million this fiscal year and 322 million in the next. so more service reductions could be on the way. >> what that looks like are could be lines being suspended, huge reductions in service frequencies, meaning the bus isn't arriving as often. and when it does arrive, we could see bigger crowds leading to riders being passed up. >> in order to address that problem, state senator scott wiener is calling on voters to pass a regional sales tax measure to help fund local transit. if the measures passed, that sales tax would raise about $500 million a year. the aids memorial quilt is getting an international audience. a special exhibit of the

casey says traffic made it difficult for first responders to reach it. >> family friend of ours had to be evacuated, and so a lot went into thinking of like, we love fireworks. they're fun, they're great for everybody. but at the same time, there's a lot of recklessness going on when it puts the community in danger. safety is the number one call for us. so we're all about community here. >> this year, deputy chief james dobson with the san jose fire department, says they'll be using a drone pilot program to enhance enforcement. meantime, the city will still have a sanctioned and free fireworks show at lake cunningham. let's get a check of the weather now with meteorologist lisa argen. >> all right. good morning to you. as we look at our satellite and radar composite, you can see this deep trough that is over much of northern california that's responsible for the gusty onshore winds. it lifts out tomorrow. but we're still going to have elevated fire danger through sunday. near 60 degrees in santa cruz right now. going for a high in the mid 70s. winds up to 25 miles an
