federal administration weaponizing civil rights laws to target transgender students. >> the u.s. department of education now says that california violated title nine by allowing transgender athletes to compete with other girls in sports. good afternoon. thanks for being here. i'm julian glover. >> and i'm dan ashley. california now has ten days to make changes or face consequences. >> abc seven news south bay reporter dustin dorsey spoke with advocates from both sides of this intense battle, and has the new developments here. >> a major win for women's sports advocates and another hurdle for transgender rights activists. wednesday, the u.s. department of education's office for civil rights announced california's in violation of title nine laws by allowing transgender athletes to compete on girls teams, women and girls sports. advocate and former athlete sophia laurie has been fighting for this for a long time. >> everyone gets to continue to play sports. if you're a male, you have to play with the boys. if you're a female, you have to play with the girls. no one is

being banned from sports. the opportunities are still there for everyone. but right now we're working to protect the girls because at the end of the day, identities don't play. sports bodies do. >> u.s. secretary of education linda mcmahon says the california department of education and the california interscholastic federation are in violation of title nine sex discrimination laws in education, saying in a statement, our findings today make clear that california has failed to adhere to its obligations under federal law. the state must swiftly come into compliance with title nine or face the consequences that follow. jorge reyes salinas with equality california, says this is a human rights violation. >> the federal government hs been acting multiple attacks tos make sure that the transgender community, whether it's adults and youth, are erased from our society and have no access to not only play sports, but health care and just rights in general. >> federal officials are giving california's doe and the cif ten days to change their practices,

or risk legal action and a loss of federal funding. changes include requiring california schools to ban transgender athletes from girls athletic teams and athletes who lost awards, titles or records to transgender athletes would have their honors restored, among other conditions. the cif and independent nonprofit, separate from the state government declined to respond to the federal findings, telling abc seven that they do not comment on legal matters. governor gavin newsom, however, sent off a fiery statement saying it wouldn't be a day ending in y without the trump administration threatening to defund california. now, secretary mcmahon is confusing government with her wrestlemania days dramatic, fake and completely divorced from reality. this won't stick. legal experts anticipate california will claim these proposed enforcements areproposed unconstitutional and continue this battle in court in the south bay. dustin dorsey, abc seven news. >> one san francisco bookstore decided to stop carrying the harry potter series in response to author j.k. rowling's politics. the tipping point was

rowling's decision to use income from the book series to start an organization called the j.k. rowling women's fund. it was started to pay for legal representation to push for the exclusion of transgender women in gendered spaces. that bookstore, called booksmith on haight street, acknowledges the significance of the book series, and many of their staff members upbringings, but say they do not want to economically contribute to rowling's new organization in any way. >> in the east bay, the fbi is now offering a reward to help find a missing oakland woman. she was reported missing back in january, and authorities believe she is likely the victim of human trafficking. abc seven news reporter anser hassan has that story. >> here's a picture of my daughter, my only child. disappeared out of my life in january. >> for the past five months, tanisha has been searching for her 21 year old daughter, evan mcgee. evan

disappeared on january 17th. she was last seen in stockton three days later. >> she was in the stockton area. it was a commercial corridor. i can give you that level of information. so part of the reason why we're here with the ask today is we know that someone in that area saw something. >> the oakland police department is working with the fbi on this case. on wednesday, the fbi announcing that heaven is likely a victim of human trafficking. >> based on the evidence gathered in this case, we believe heaven was being trafficked in is the reason why she was in the stockton area. >> multiple searches by opd and the fbi have been conducted in the stockton area, guided by cell phone data and other investigative leads. the fbi is now offering a $10,000 reward for information leading to heaven's location. >> human trafficking is a brutal crime and preys on the most vulnerable and isolates victims from their from those who care about them the most. >> law enforcement says even small tips can lead to big breakthroughs and are asking for

community help. >> we don't know everything, so we're asking the community whatever piece you have that could be the missing piece of the puzzle that we need to bring heaven home. >> i know it's someone. that with a heart that can help me find my daughter. heaven was a genuine person who would never leave her family. >> an anonymous tip to the fbi can be made by phone or online in oakland, anser hassan abc seven news. >> well, this afternoon, ballots are still being counted in san jose special election for the district three seat on the city council. one candidate has a significant lead so far. here's a look at where things stand as of just the past few moments. anthony diaz has a significant lead over gabby chavez. lopez with nearly 65% of the vote. the next update on the vote count will be released at 5 p.m. today. >> california state lawmakers are close to reaching a budget deal, but governor gavin newsom is indicating he is not

satisfied. >> the state is facing a $12 billion deficit. that's about 5% of the $322 billion spending plan. >> abc seven news political reporter monica madden has been tracking these developments. she's joining us live now with more on this. monica. >> gillian and dan, tensions are really high in the capitol over this budget deficit, which is caused by a variety of factors. we're talking rising health care costs, state overspending, economic uncertainty from the tariffs and cuts in federal funding. and the clock is ticking, with a deadline for the budget to be finalized coming up next week. budget battle at the california capitol. >> this time is the most frustrating that i've ever experienced. >> has never easy to balance a budget with the deficit that we faced. >> a deficit state budget watchers say could worsen. >> program costs, however, have continued to outpace revenues. at the same time that we face the threat of significant reductions in federal support. >> republicans warning this spending plan will hurt

california in the future. >> it's only balance because we're borrowing money and we're using reserves that are supposed to be for dire emergencies, and we're having neither of those. >> if the deficit wasn't enough, leaders closed door negotiations late tuesday, only adding to the budget bitterness. >> my first brief on today's budget was before i received the committee's report, and it was in the newspaper. >> the process is absolutely wrong here. >> under this spending plan. university of california and california state systems are averting funding cuts. it also adds 100 million for the implementation of prop 36, an anti-crime initiative voters approved last fall on the chopping block, state funding for cities and counties to deal with homelessness, and most controversial for progressi, the deal halts new enrollment for undocumented immigrants in medi-cal starting in january.

>> savings. because people will lose coverage revenue because those who choose to and can afford it, $30 premium will bring the additional revenues, essentially. >> that's correct. >> and governor gavin newsom is giving an ultimatum about the state's environmental regulations that could threaten the deal. in a statement, his spokesperson tells us, quote, the governor's signature is contingent on finalizing legislation to cut red tape and unleash housing and infrastructure development across the state to build more, faster. and the next fiscal year officially starts next tuesday on july 1st. now, all of these budget details could be reevaluated later this year or early next year, especially depending on how much money california loses in the federal tax bill that congress is currently negotiating. that big, beautiful bill we've been talking about nonstop. >> you shall see. >> appreciate it. thank you monica. >> well, new details now, as governor newsom and president trump continue to fight over control of the california

national guard. according to the los angeles times, a federal judge has ruled the trump administration must turn over documents, photos and other evidence detailing the activities of the military in southern california. the trump administration argues that troops are, quote, merely performing a protective function, not enforcing the law. last week, a court struck down a temporary restraining order that would have returned control of the troops to california leaders, specifically the governor. >> the fbi is now planning to potentially reassign thousands of agents away from immigration enforcement to focus on cyber threats, due to possible retaliation from that u.s. attack in iran. within two days of the iranian strikes, u.s. immigration officials arrested 11 iranian citizens in the u.s, including men with alleged ties to iran's military. some fbi agents expressed concerns about the assignment change to immigration enforcement. >> and in that vein, hackers backing tehran are targeting u.s. companies, including banks, oil and defense contractors,

following the attack on iran's nuclear sites. so far, they have not caused widespread disruptions to critical infrastructure or to the economy as a whole. meanwhile, president trump says iran's nuclear program has been obliterated, while sources say it may in fact have only been set back by a few months. abc news reporter perry russom has the story. >> president trump today adamant his attack against iran obliterated their nuclear program. >> it's blown up to kingdom come. the site has been demolished. the whole thing is collapsed and a disaster. >> it comes as sources tell abc news a preliminary pentagon report indicates at least two of iran's nuclear facilities hit in the attack were probably not destroyed, and iran's nuclear program was only set back by a few months. two people briefed on the classified preliminary report from the defense intelligence agency say iran's centrifuges might still be intact. the bombing sealed off at least two of iran's nuclear facilities entrances, but they did not destroy their underground structures. one source familiar with the initial intelligence says much of the

enriched uranium was not destroyed because it was moved before the u.s. struck. trump disputes that. >> we hit him so hard and so fast they didn't get to move. >> another official says the report makes clear the findings are not conclusive, saying it would take days to weeks for answers. a key briefing tomorrow on capitol hill. the senate will get a classified briefing on iran after it had been postponed. >> i think as members of congress, the administration has an obligation to give us a very thorough and informed brief with, with the, the, the, the principals that can provide that information. >> we still have to see how much the trump administration decides to share with the senators tomorrow. after that briefing, the house gets their briefing on friday. perry russom, abc news, washington. >> still ahead here on abc seven news at four. an east bay official is calling for a brand new bridge. >> why? he says the richmond-san rafael bridge needs to be entirely replaced and how much it's estimated to cost.

betty's place, operated by restorative pathways, will welcome up to 42 men and women, either by themselves or with children, victims of human trafficking or domestic violence are eligible for the uniquely private shelter. >> this is their last option. if they had family to go to, if they had a safe place to go to, they would be there. nobody wakes up and says that they want to come to a shelter, but when that is their only option, we want to make sure that this is the best option that they have available, that they have their own space, they have their own privacy and a place to really restore and heal. >> most guests stay between 2 and 6 months until they can be placed in permanent housing. the village includes case management, a trauma recovery center, and 24 over seven community center. >> the richmond san rafael bridge could be in for a major reconstruction over the coming years. that's if one east bay politician gets his way. but with the project expected to cost in the billions of dollars, how likely is it that it will actually happen? abc seven news reporter tim johns went to find

out. >> for almost 70 years, the richmond san rafael bridge has served a vital role connecting the east and north bays. but now, with persistent traffic issues and infrastructure that's in need of repairs, some are calling for the bridge to be reconstructed. >> this is the first conversations that we're having and now more people are going to know about it. our congressman is aware of it. our state senators are aware of it. our state assembly members are aware of it. >> richmond vice mayor cesar zepeda is the person leading the latest call for a new bridge. he says while it's an economic lifeline for so many in his community, the bridge needs to be updated to reflect the current needs of the nearly 13 million people who use it annually. even though many politicians support a new bridge, actually building one would likely cost billions of dollars money that they just don't have. and getting that money is the main challenge for any bridge updates, says contra costa county supervisor john gioia. >> the metropolitan transportation commission estimates it would cost between 16 and $22 billion. that's with

a b to build a new bridge that would need sizable federal and state dollars. >> gioia says over the past few years, the cost of bridge reconstruction has at least doubled. he tells us a smaller retrofit of the bridge might be more feasible in the near future. >> that could involve a deck replacement. definitely. a lot of upgrade. doesn't add capacity, doesn't add any lanes. >> the mtc estimates that retrofit would cost around $4 billion and require both federal and state money. as for zepeda, he says he knows the entire reconstruction will take years to get done. that's why he believes it's important to start the process now. >> we're building for our future, future generations, so we have to stop thinking about what's in it for us today. we got to start thinking about what's in it for future future generations that are yet to be born. >> in richmond. tim johns, abc seven news. >> a lot of money, but that bridge, i know, makes a lot of people nervous sometimes. >> when you're going across it. yeah.

>> let's talk about the weather forecast. >> yes. finally warming up around here. we check in now with abc seven news weather anchor spencer christian with all the details. hey, spencer. >> hey, jillian and danielle. things are warming up very nicely. that pattern is going to continue for a few days. here's a look at the satellite radar composite image. we have that steady onshore flow that is very common for this time of the year. and it's getting gusty out there as the marine layer is getting deeper. welcome to summer in the bay area. we have gusts right now up to nearly 30mph at sfo and oakland, 22mph at novato. and it's pretty breezy in virtually every other location as well. despite the onshore breeze, it is warming up. certainly warmer than this time yesterday by about 13 degrees in novato and concord, ten degrees warmer in livermore. a big exception here. san carlos, which is 13 degrees cooler than it was at this time yesterday. clouds, obviously low clouds are forming in that area. currently is 59 degrees in san francisco 63, oakland, hayward 6972 and san jose redwood city 7557 at half moon bay. and here's

a marine layer developing at the golden gate. hasn't gotten very low yet, and even off in the distance we're seeing a little bit of blue sky. but it will deepen and expand during the evening hours. it's 82 degrees right now in santa rosa. petaluma 72, napa 69. we have mid to upper 80s at fairfield and concord, 81 at livermore. looking across the embarcadero from our rop camera, these are the forecast headlines. overnight, we'll see the usual pattern of fog and drizzle near the coast and bay tomorrow. mostly sunny, a little warmer than today and pride weekend. outlook calls for temperatures heating up to the mid 90s in our inland areas, and even here in the city it will be fairly mild. here's the forecast animation going into the evening hours. we'll see the marine layer beginning to really deepen after midnight and expand a bit across the bay. we'll probably see some patchy drizzle near the coastline and going into the afternoon hours tomorrow. of course. mainly sunny with a little bit of coastal fog, coastal low clouds sort of holding on along portions of the coastline. now coastal flood advisory is in effect again from tonight at 9:00 to tomorrow at 2 a.m. this

is because of nocturnal high tides producing the possibility of some minor flooding around the san pablo bay coastline and around the san francisco bay coastline. we're talking about minor flooding and roads, parks and lots, mainly in low lying areas. overnight, low temperatures will be generally in the low to mid 50s. highs tomorrow up to nearly 60 at the coast. 67 here in san francisco around the bay shoreline some mid 70s. upper 80s to about 90 or 91 degrees in the warmest inland spots. and here's the accuweather seven day forecast in the warming continues friday, saturday and sunday. we'll see mid 90s inland and low 80s around the bay shoreline. mid 60s on the coast. sunday of course pride parade here in san francisco. and the weather is looking lovely for that. it gets breezy and a little cooler on monday, but temperatures start to bounce back again on tuesday and wednesday, so we've got a week of nice warm summer weather ahead. >> that's nice. thank you. spencer. >> okay, you've outdone yourself this time. >> oh, that's what i aim for every day. we appreciate it.

said it would cut all sports plus nearly two dozen degree programs, lawmakers just reached a deal to bring some of those back. north bay elected officials and csu leadership said they've secured $45 million from the state. a decision on what sports and degree programs will be saved is still to come. the university soccer coach says this funding is vitally important to the success of sonoma state and its students. >> we need things to keep the students engaged and connected to university. you know which which leads to more involvement in school spirit in in all the clubs. >> the university declined a request from abc seven news for an interview yesterday, but praised the new money in a statement, calling it, quote, an investment in the future of the university as it develops cutting edge programs to meet health care, data science and other regional workforce needs in the coming years. >> meantime, stanford medicine says it is pausing gender related surgeries for young people as the trump

his campaign team will certainly keep in mind moving forward. in brooklyn heights, new york, i'm joe torres, abc seven news. >> thousands of state workers can remain working from home most of the week for at least another year. the union, representing about 14,000 state engineers, yesterday announcing that new deal it would push back governor newsom's order thatback they return to the office four days a week, which was supposed to begin july 1st. newsom brought public employees back to the office twice a week last year, the state says. as of may, about 108,000 state employees worked from home at least one day per week. >> for the first time since rfk jr dismissed former members of the cdc advisory panel and hand-picked his own replacements. the advisory committee met today. it is tasked with determining recommendations for vaccinations going forward. and now, abc news reporter zohreen shah has a look at the issues being discussed.

>> protests outside the cdc headquarters in atlanta, current and former staffers holding what they are calling a parade of preventable disease. the demonstration happening while inside the cdc today, the nation's leading vaccine advisory body meeting to discuss and vote on several key immunization guidelines for the fall season. among the agenda items, discussions on the safety of a well-tested ingredient found in some flu vaccines that has already been largely phased out, as well as recommendations surrounding rsv shots, particularly for children, including a program that provides shots to kids whose parents may not be able to afford them. rsv, a highly transmissible virus, can pose serious health risks, especially for young infants. the meeting, happening as childhood vaccination rates have been declining in the u.s. and globally. the makeup of the influential panel changing dramatically in recent weeks after a massive overhaul by health and human services secretary robert f kennedy jr, replacing all 17 former members

hosting the defending wnba champs, the new york liberty. >> and we've got round one of the nba draft that's coming up at 5:00. right after this broadcast, abc seven sports director larry beil has a preview of both big night. >> yeah, there's a lot going on, and we'll talk about the giants. in addition to that, what the valkyries have accomplished so far is not just a surprise. it's absolutely shocking. expansion teams generally lose an overwhelming number of games, but in just year one of their existence, the valkyries have a76 record and they were just valued at $500 million, which is already tops in the wnba. they just got here and already they're the most valuable. the valkyries, they really don't have an established superstar, but kayla thornton leads a balanced roster, averaging 15 points per game. this team has only been together as a group for less than a couple of months, but they've somehow found a way to gel incredibly quickly, led by coach natalie nakase. and they sell out every single game at home. and that's certainly going to be the case tonight. when walnut creek native and wnba star sabrina ionescu leads the new york liberty into chase center,

sabrina hit one of the biggest shots in league history last year, a 28 foot step back three, helping propel the liberty to the title in five games. game time is at 7 p.m. at chase. meanwhile, tonight, round one of the nba draft here on abc seven, cooper flagg will be the number one pick overall going to dallas. the mavericks. they had less than a 2% chance of landing the top spot in the draft, but they beat the odds in the lottery. and they'll take the duke star cooper flagg to go alongside kyrie irving and anthony davis. dylan harper will probably go second to the spurs. he's the son of former nba player ron harper, who won five nba titles. now, unless the warriors make a trade, they do not have a pick in the first round. the big question is whether they try to trade jonathan kuminga. jc is a restricted free agent. he can pursue deals on his own with other teams, but the warriors can match any offer to keep kuminga. >> and most importantly, over the first four years of his career, he's doing some things in elite level that can help our team. you know, getting to the rim, finishing, getting fouled, those types of things that help our offense, help other players
