minutes. >>. half of us wet, the other half it's coming. let's start with the wet part of the bay area. jodi hernandez joins us from marin county with the latest conditions. >> reporter: raj, it's been range off and on in the north bay since about noon. in fact, i've had to put on my full rain gear, just to try to stay dry. surprisingly, the afternoon commute is looking pretty good, despite the wet conditions. i'll tell you, people here in the north bay are gearing up for a wet week ahead. >> i love the rain. i don't have to water. >> reporter: but as the first of two rain storms forecast for this week rolls in, folks who live along this sonoma county road are holding their breath, hoping the road holds up this storm season. >> it gets to be pretty much a raging river. the water washes over, and it brings logs and debris and it breaks the road down. >> reporter: this is what the

road looked like in january, when nonstop rain left it nearly impossible to drive on. since then, the county has taken new steps to keep it from flooding. >> we wanted to protect the road so we went in and actually built a concrete wall underneath the road and then paved over it. >> reporter: sonoma county's public works director says they spent $18 million this year to repave and reseal roads, and clear out drains. with the rain, half the work could soon be put to the test. residents like chrissy boois are hopeful. >> i hope that we are able to cross it when it does rain a lot. >> reporter: again, sonoma county has spent $18 million to repave some 70 miles of roads. they hope that will help them weather this storm see in. reporting live in the north bay, i'm jodi hernandez, nbc bay area news. >> jodi, thank you. in full weather gear in the north bay. let's bring in nbc bay area's

robert handa in the santa cruz mountains. always precarious when it comes to rain there. what are you seeing right now? >> reporter: well, the santa cruz mountain county has had a lot to deal with lately. apparently this recent wet, windy weather has been too much for many drought-stricken trees. the condition has led to damage and narrow escapes. the storm was just starting to pick up when trees came crashing down. it didn't take much of the storm to cause some huge rotting oak trees to topple down in boulder creek, starting sunday. this 60-foot, 50,000-pound tree clipped this house near the local country club. >> the whole world was moving. and i hit the floor. >> reporter: how close did it come to your house? >> two feet? maybe? >> reporter: in another boulder creek neighborhood, a resident was not so lucky. a 09-foot rotting oak crashed on his home, damaging the roof, awning, water heater and fencing, but he still considers himself fortunate because a falling tree hit a redwood on the way down. >> as it slowed down its speed,

which was good and also changed its trajectory. otherwise, it may have actually just come right through the bedroom and the bathroom. >> reporter: travis tree professionals moved in to help on both incidents, using big logging machinery. travis has responded to 14 similar incidents since the rain began last week. >> well, what happens is we have a drought, and then the rain comes, and then the oak trees can't really handle the wind an the rain. >> reporter: and as you heard, it's not going to get any easier as the storm starts to pick up strength now all while repairs and cleanup are going on. live in the santa cruz mountains, robert handa, nbc bay area news. speaking of downed trees, we're going to take you to the east bay, a live look from our nbc helicopter overberkeley, where you can see this large tree came down. the tree came down at college and alcatraz avenues around 3:30 this afternoon. fortunately, no one was hurt and seems like nothing was damaged. experts are on the scene right

255. the baby does need to be returned to his legal care giver. serious accusations against the peninsula humane society coming from some of its own employees. they say animals are being mistreated and even killed inside of that shelter. the agency says these claims are simply not true. nbc bay area's michelle roberts joins us in san mateo. this is a well-known and well-funded organization. what are the details? >> reporter: today some of the union members are coming out and saying that more than a dozen animals have been killed by some of the employees in the improper treatment that's happened here. meanwhile, a spokesperson for the humane society saying that's not true. also saying this is a safe place for pets in need. here's both sides. today max the pitbull looks healthy and curious. >> dude! >> reporter: but this is how animal control officers who supplied us this video claim they found him two weeks ago. bloody and trapped, trying to escape his kennel at the

peninsula humane society. >> what i saw was a dog that had its neck cut. >> reporter: dylan requested management inspect all of the kennels weeks before this incident and another dog was injured trying to escape a broken cage. >> no, the dog did that and then we fixed it the next day. >> reporter: lisa is speaking on behalf of phs. today she responded to a handful of accusations that their facility is understaffed and unfit for animals. >> if it's a 90-degree day it's blowing hot air. >> reporter: among the claims, accusations a dog died after being transported in the animal control truck that is not air conditioned. >> there is situations we're not unhappy with, but there are reasons they occurred. >> reporter: the whistleblowers are attempting to publicly shame the phs as a political stunt, while contract negotiations are ongoing. many employees we spoke with

saying they're trying to speak for the animals. union members believe this facility is wildly understaffed. phs didn't have exact numbers about what fully satisfying is, but they do have about five positions posted on their website currently today. reporting live along the peninsula, michelle roberts, nbc bay area news. >> thank you. the search continues for the people who dragged a man behind a get-away car. police are now releasing the surveillance video tied to this scene. take a look at the spot shadow. this is a video of a robbery earlier this month in the richmond district. the suspects jumped into a silver long dacivic after they grabbed a camera from a man. the man tried holding on, and you can see it there, was dragged by the car for about ten feet. he finally let go. this video helped police locate the get-away car and led to the arrest of one of the suspects. now to decision 2016. donald trump today blamed phony polls for showing him in growing

you're watching nbc bay area news. with the bay area's biggest investigative unit holding the powerful accountable. it started as a traffic stop, then turned into a chase, and a shooting. it was all tracked by a police dash cam. this has happened near fresno in

the small city of madero. what makes this more frightening, a civilian was along for the ride. scott budman is here to show what happens next. >> reporter: the civilian ride-along is used to give people a glimpse in local police work. this one quickly turned scary. it started as a traffic stop in ma dara with a civilian ride-along. >> he has a gun! >> shots fired. >> reporter: but then the suspect shot at the officer and passenger multiple times. >> shots fired! three rounds at the vehicle, two hit the windshield and the third round struck the rear passenger tire. >> reporter: eventually, the officer pulled over. nobody was injured, but the suspects got away. >> we had an officer and a civilian ride-along. take several rounds from a suspect vehicle.

>> reporter: the suspect vehicle was found. the woman riding along is said to be fine. >> kind of worried about that ride-along program. officers say it's a way to build relationships within the community. they say they'll understand if people are now less willing to ride along. janelle? >> i can see why that would be the case. thanks so much, scott. a gas line rupture prompted evacuations today. it happened in san rafael in lincoln avenue. a construction crew broke the gas line. firefighters had to evacuate while waiting for pg&e to arrive. they say the breezy weather quickly cleared the fumes so neighbors were never in danger. we're going to go back to election news. today is the last day to register to vote in california. and if you haven't registered yet, you have a few hours. nbc bay area's mark matthews is at the elections office in san francisco, saying open until 8:00 tonight. how are numbers looking so far this election? >> reporter: well, they're

looking strong. we are outside of city hall. but come on in. they've got an elections office drop box here in the lobby of city hall, and i've got to tell you. 860,000 people live in san francisco. a little bit more than 500,000 or more than half a million, are registered to vote. what we're hearing from the director of elections here in san francisco is that more people are registering to vote in this election than in 2008. when barack obama was turning out record numbers. >> these are high. this is a lot of people coming who are engaged with the voting process. >> reporter: the difference this time looks to be young voters. in 2008, half of all the registered 18 to 29-year-olds voted. this time around, there does not seem to be that same energy. >> a lot of people don't really think about it. so it was what i heard a lot of it. >> people just indifferent. what's the difference between

donald trump and hillary clinton? >> reporter: but here at the elections office, millennial voter, elyce nontells me that is not an accurate picture. >> not in my circle of friends and colleagues. >> reporter: she sees a sharp difference between the candidates this year, and a lot of motivation to vote. >> there's two very different candidates, and i think it's really important that all millennials get out there and give their opinion. >> reporter: and while we've given you the numbers for san francisco, we've also collected all of the numbers from around the bay area in terms of people who have registered to vote, how many ballots have been issued by mail, how many have been returned. we've even broken them down by democrat and republican and you can go on our website at nbc bay area and see the numbers. they're going to be open until 8:00, taking voter registration applications at city hall. reporting from san francisco, mark matthews, nbc bay area news. >> mark, thank you. many people felt he was a game-changer. political activist turned

california lawmaker, tom haden, has died. the former state senator died yesterday in southern california down in santa monica after a long illness. he was one of the most vocal and liberal voices. haden, once married to jane fonda, rose to fame at the 1968 democratic national convention in chicago when he and a group of seven other anti-war activists were arrested while protesting outside of the convention. you might recall, he did make an unsuccessful bid for california's governor in 1994. tom haden was 76. a computer glitch kept shoppers at whole foods from checking out today. the problem popped up in several states, including here in california. shoppers texted and tweeted about the closed registers and the companies vice president confirmed there was a log-in issue. the problem has been resolved and no word on a cause but so far there are no signs it was hacked. jeff ranieri is here with us. i saw a first-hand look at the danger of the wind today, a branch flew into our power

lines. >> three explosions. >> wow. >> and the pour we went out in the whole area. >> the remarkable thing, the winds only 15 to 25 miles per hour. so the trees are soaking up any kind of moisture they can from whatever rainfall moves our way. those limbs get heavier and then, well, there you can have it, a tree limb coming down. we are expecting three different chances of rain. the first one coming in right now here in the north bay. this is our san rafael high definition camera. the roads on the left getting slickened up. anyone headed into marin, napa valleys. currently 61 in san rafael. all the way through midnight with that chance of rain continuing. so now let's bring you into the doppler radar and it is active. but it really is a case of the have and the have nots, as we mentioned earlier. you've got this rainfall here in the north bay. then nothing so far in the south bay, and little to nothing here for the east bay or the peninsula as well. it's going to be all about the north bay the next two to three hours for the commute.

if you're going to be headed out to the grocery store, waiting on someone to come home from work, it's going to be the slickest here from santa rosa to petaluma, san rafael and back through napa and sonoma valleys. as we push toward san francisco, likely a spotty area of showers over the next 30 minutes. a lot of rainfall has taken so long to get to you. eventually, we do think by tomorrow morning, we'll see the chances of rainfall increase, even down towards the south bay, as temperatures start off in the 50s. coolest spot will be the peninsula with 49 for tomorrow morning. really everyone expecting a chance here of wet weather as we head throughout tuesday morning's forecast. so i want to show you next what we're dealing with in terms of the wet weather this week. kind of set the table for what's coming our way. now we have the storm system tonight. this will linger into tuesday. we have another chance here by thursday evening and friday. and then as well by saturday evening and sunday. so three different chances of rain over the next six days. the good news is i think there's going to be enough time in

between these to mitigate any kind of major river flooding. we just have to watch out for the isolated areas of water that could come up on the roadways if the storm drains or gutters have not been cleared out. in terms of the forecast, you can see tonight, 8:00, rain bulls-eye over the north bay, starting to get some back towards the east bay and also the peninsula. by 11:30 tonight, hard time getting rainfall to san jose, may stay dry until 11:30 in the evening. rain in the east bay and peninsula. tomorrow morning, we see a scattered rain chance. trace amounts to a half inch. the higher total for the north bay, trace amounts potential here for the south bay. now as we get a look at the extended forecast, in a second, you will have a much better chance here of getting rain for the south bay eventually. so temperatures tomorrow expected in the 60s here throughout the bay area. you'll need a jacket no matter where you're headed. so as we head into the extended forecast, you'll see here that chance of rain on tuesday.

dry weather wednesday, chance of rain by thursday evening, and friday, and then we'll see some scattered rain on saturday and sunday. sund sunday's storm and friday's storm will be the best chance to pick up any kind of wet weather and you'll see in the inland valleys, we'll keep that chance of rain consistent with friday and sunday being the best bet for rainfall. halloween, make it a shower in the morning, but so far for the trick or treaters looks dry. >> that's the million-dollar forecast. >> perfect timing. right when halloween night arrives. >> you got it. still ahead here at 5:00, the halloween products pulled from the shelves at walmart. the reason critics say it just went too far. and soon you'll be able to get your girl scout cookie fix first thick in the morning. the treat they're unveiling next year.
