completely wiped away. >> where the storm is headed now, ian is expected to make landfall once again this afternoon between charleston and myrtle beach, south carolina. we have complete team coverage. we start with sam brock in hard-hit fort myers beach for us this morning. sam, good morning to you. >> reporter: good morning. many parts of florida right now reeling, but here fort myers, no doubt the epicenter. we see neighbors leveled for blocks. look over my shoulder. this used to be amari that. now it's a pile of wood. i see boats, yachts, overturned on the road. the death toll at 12 and rising. a quarter million floridians displaced. the search and rescue efforts are ongoing. nearly 48 hours an hurricane ian ripped through large swaths of
florida the scene's still surreal. >> five units burned to the ground. still smoking with water. >> reporter: the monster storm reshaping not only the landndscape, thehe lives of f ms who call southwest florida home. fort myeyers beachfrfront prope obliliterated ininto fields s o rubble. charming port charlotte now underwater. hard-hit sanibel island, approachable only by boat. and venice beach, popular with retirees, shredded by winds topping 150 miles per hour. this cluster of homes burned by a knocked down power lines. some neighbors stunned. >> it is a manufactured home but it's brand new. i don't think it's six weeks old. >> reporter: others heartbroken. >> too sad to talk about. >> reporter: the reality of a lifetime of retirement planning for this couple suddenly came crashing down. >> we were across the street. we saw the roof blowing off. we thought possibly we were one of the lucky ones. unfortunately, we weren't.
>> reporter: and the death toll now in the double digits. that figure is expected to rise substantially. >> this could be the deadliest hurricane in florida's history. >> reporter: in orlando a nursing home evacuated amid rising floodwaters. police forced to do patrols through water-filled roads. and even in communities like naples, surging floodwaters have subsided, business owners returning to stores that can't be saved. >> we talk about surges all the time. we never thought this would happen to us. we lost so much inventory. >> reporter: lives and homes battered by a relentless storm. but heroes stepping in this morning. search and rescue efforts ongoing. in charlotte and lee counties, more than 500 rescues so far, keeping the u.s. coast guard busy. florida coming together to clean up after this devastating storm. president biden says he is planning on visiting the storm ravaged area as soon as it is safe. but giving the scale of the
devastation not clear what a timeline would look like. i'm talking to grandparents in communities all over florida saying they can't get text messages to their kids and grand kids. governor desantis said portable cell phone towers are being put in place. back to you. >> thank you very much. >> joining us is dana souza, the city manager of sanibel island. it took a direct hit. it's been cut off, the causeway a chunk of it swept away. good morning. one called it biblical, another catastrophic. you had a chance to eyeball what is going on on sanibel island. would you assess the damage for us? >> thank you. good morning. the damage is catastrophic and it is biblical. so i agree with both of those terms. i never seen anything like this. i have worked a number of hurricanes and residents who
have lived on sanibel many, many years can't even understand the damage that we've experienced. obviously, our main access to the island has been cut off. there has been five breaches to the causeway. and that's significant work that has to be undertaken. we are working to get our crews, search and rescue crews and first initial cleanup crews, on the island by boat, and we have limited equipment that's on the island. so we are also waiting for barge access so we can really start to make conditions improve for people that are on the island that survived through the storm and then also those that need to come in and do the work. >> it's so overwhelming to fathom. it's hard enough to rebuild an entire community. to do it when it is cut off from land and to have to do it by barge and boat is just astonishing what you are facing. for today are there residents that rode out the storm? are you able to conduct rescues? are people okay? what is your assessment of the situation right now?
>> yes. it's a mixture. we do have people who are okay. they survived the storm on the island, and they are moving about on the island. we know that. we have a number of people over 300 households where loved ones have contacted us or people directly contacted us during the middle of the storm saying that they wanted to report their address. so we're still conducting those welfare checks and continuing on our search and rescue. we will have urban search and rescue teams on the island today with our police department and fire-rescue personnel. >> time is of the essence, dana. i know that you are kind of playing beat the clock here. is there something -- people are wondering if there is something you need. what kind of resources would help you do what you need to do? >> well, at this point we are still making that assessment. boats, we have a number of volunteers for boats that have been provided to us to help us shuttle people to and from the mainland to the island. so that's working well.
we are directing all of our resources through the emergency operations center in lee county. that's the best way to volunteer services through lee county operations center because then we can coordinate the sources. we know we are not alone. our job is to serve the residents of sanibel. we know the devastation is throughout the area. >> and i know you have -- this is your town, your people. you know them well. can you tell us any stories or anything you can relay to us from some of the residents there? >> well, i know a particular one couple who is 85-year-old gentleman, 79-year-old woman, who live very close to the coast and the bay. they had to climb to the highest point of their house in order to stay safe from the rising waters. they were taken off the island yesterday by a family member. so we're very grateful for that. and we're hearing other stories like that. so we know that people have been through a traumatic experience
here. and they just want to get off the island and be safe. and then at the same time we are also fielding the questions about how do we recover, what are the next steps. we are trying to stay focused on the immediate needs right now. our staff is also working on what are the next steps so we can start to get boat access to people so when it's safe we can get residents on the island. >> it's a long road, but a beautiful community and our hearts are with you this morning, dana. thank you. >> thank you, dana. >> thank you for covering our community. >> it's a beautiful spot. >> you have been there? >> sanibel island is one of the most amazing spots. in fact, there is a building code. you can't build any buildings over three feet. it's beautiful and pristine. it's really devastating. they are doing incredible work out there. >> and the storm, of course, is still dangerous, become a hurricane again and it's barreling towards another landfall. this time near charleston, south carolina. this is a live look at conditions there.
state of emergency in effect. nbc meteorologist bill karins in for al who is recovering from covid. what do we expect? this storm as advertised. incredibly intense. we saw what happened in florida. what do you expect? >> good morning. wednesday we were telling you what was going to happen with the landfall in southwest florida. we are using the word catastrophe and life-threatening. today is more life-threatening. we don't expect catastrophic damage. that doesn't mean we won't have trees destroying houses. things like that are of biggest concern. winds are already starting to kick up here now. we have already had 10,000 people without power. that number will jump in south carolina during the day today. winds are tropical storm strength. this afternoon they jump up to hurricane strength. 85 miles per hour. that's a serious category 1 storm. it is not a low-end category 1 anymore. it will make that landfall this afternoon. don't focus on the landfall point because it's going to have a huge wind field. gusty winds and power outages through north carolina, back down all the way into savannah.
we are concerned with the storm surge. this is the first stage of the life-threatening weather later today. that 4 to 7 feet. it's important does it hit at high tide. high tide is around noon throughout the region. it would be nice if ian could hit later on this afternoon heading towards low tide. that will take a couple feet off the water levels and makes the world of difference between where the surge and waves on top of that surge do the damage. we are concerned with georgetown up to the myrtle beach and just south of the wilmington area. charleston should be on the back side. hopefully, that wind blows out. and then the wind gusts themselves, this is the other life-threatening part of the storm, 96-mile-per-hour near the landfall and that will cause a lot of tree damage. so again stay away from trees and the water as the life-threatening part two of the storm hits today. >> thank you. of course, we will continue to have the latest on the path of ian later this morning. all right. now let's turn to breaking news overnight in ukraine. a deadly new attack there.
this morning russia's vladimir putin is making a new move that could escalate the war. nbc's chief foreign correspondent richard engel has the latest on this breaking story. good morning. >> reporter: good morning. escalated potentially significantly. while russia has been suffering heavy losses on the battlefield and was forced to call up a draft, this morning vladimir putin is announcing major gains in his war, annexing to russia 15% of the entire country of ukraine. the united states and ukraine say it's a land grab and it does increase the risk of a nuclear crisis for the west. president vladimir putin announcing today that russia already the world's biggest country is growing bigger still by annexing four parts of ukraine that russian troops have managed to occupy so far. the annexations follow controversial referendums in which voters allegedly chose to
link up with russia forever by as high as 99%. the united states and ukraine call the referendums a sham. the voting was overseen by pro-russian militias in russian military occupied areas. witnesses say sometimes at gunpoint. the fight around those russian occupied territories continues. this morning ukrainian officials saying over 20 are dead after strikes on a civilian convoy near zaporizhzhia. the ukrainians saying the convoy was made up people aiming to pick up relatives. from areas occupied by russia. russia blaming the attacks on ukraine. president putin is trying to marshall russia's new army, but the russian army is showing cracks. the kremlin was forced to replenish its ranks after the ukrainian military backed by the united states and nato allies this month broke through one of russia's main front lines. in a rare acknowledgment of a setback, president putin saying it is necessary to fix the
mistakes and avoid making them again. thousands of men have fled the country. but president putin is trying to flip the script and show that his so-called special military operation has been a triumph. the new annexation set up a potential nuclear crisis with the west. the kremlin says it will defend its newly claimed land, which it calls new russia, as if it were moscow and shield it with nuclear weapons. while putin insists he is not bluffing, washington is not backing down or slowing down on weapons shipments to ukraine. the arms heading right for a battlefield that russia says are now inside russian territory. this annexation turns what has been a largely conventional war in the eastern part of ukraine and southern ukraine into a far more risky conflict that could escalate quickly because if vladimir putin feels his forces in ukraine are losing territory, he can suddenly say that russia

>> reporter: good morning to you. hurricane ian is expected to make landfall in the next couple of hours as you can see, we are already feel the impacts of this massive storm. we are getting slammed with heavy bands of rain, intense wind gusts, and conditions are expected to deteriorate as the day progresses but let me talk to you a little about the timing here because it is critical becaus ian is expected to make landfall around noon today. that is also the same time as high tide. and then you factor in the rain, locally we could be looking at up to 12 inches of rain. if all that have comes together, we could be looking at widespread flooding. of course, power outages also a big concern. hundreds already in the dark this morning that number likely to increase the governor of south carolina already issued an emergency declaration. encouraged people to have a plan in place to get to higher ground if necessary and also worth noting that if hurricane ian does make landfall
later on today, this would be the first hurricane since 2016, hurricane matthew was 2016 and yesterday, guys, i was out and about in the downtown area this is lowcountry for a reason. they are used to hurricanes in this area and flooding so a lot of the businesses already boarded up the sandbags are out it appears this community is ready to ride out hurricane ian. >> all right kathy park right there for us. thank you. now to that frightening scene, frightening scene thursday night football. tua tagovailoa, miami star quarterback, suffering that alarming injury to his head and neck, laying motionless for seven minutes on the field before being carted off on a stretcher. >> nbc national corresponden miguel almaguer has the latest good morning. >> good morning. this was very difficult to watch. the young star's head bouncing on the field after taking just a nasty hit. thankfully, we are told he was expected to be discharged from the hospital overnight and fly home with the team but the incident is raising questions about whether he
should have been playing in the game in the first place. >> think about the back, ankle, but he is thrown to the ground. >> reporter: players, fans and viewers watching the game at home, holding their collective breath after a frightening injury on the field in a game between the miami dolphins and the cincinnati bengals the dolphins young star quarterback, tua tagovailoa, lying motionlessly, his fingers contorted in front of his helmet after a sack that left him seemingly unconscious on the field. al michaels saying this after talking to long time trainer and sports medicine analyst mike ryan >> he sees that. he is watching this, as you are as well. it's a neurological response to head trauma. >> reporter: tua remained on the turf seven minutes before he was taken to a hospital. the dolphins saying he suffered head and neck injuries, adding
he is conscious and has movement in all his extremities the dolphins head coach saying tua likely suffered a concussion. >> that was an emotional moment. that is not part of the deal that anyone signs up for. >> reporter: the injury comes just four days after tua hit his head in sunday's matchup against the buffalo bills. it appeared to leave his disoriented after getting up. >> tua, he is woozy. >> reporter: tua briefly left that game but later returned to lead his team to victory after clearing concussion protocol during halftime. >> i hit my back and kinda, you know, kind of hurt and then i got up and that's kind of like why i stumbled my back locked up on me. for the most part, you know, i'm good passed whatever concussion protocol they had. >> reporter: after tua's quick return to sunday's game, the nfl players association questioning whether the dolphins violated the nfl's concussion protocol,
saying overnight a review is ongoing, emphasizing their concern tonight is for tua and we hope for a full and speedy recovery the dolphins saying an independent doctor cleared tua to play. fans posting their outrage on social media one tweeting, the dolphins and nfl failed tua tonight in the postgame show on amazon, analyst michael smith reported that players association executive smith texted others, quote, we insisted on these rules to avoid this exact scenario we'll pursue every legal option. we are waiting to see if there will be more fallout. >> i feel like we are always asking this, but what is the nfl doing to address these concerns, head injuries, concussions? >> the league said it's working on providing safer protective for players, including a

full scope of ian's power. >> your heart sinks when you look down. as we are speaking right now there are people that want us and need us, and we can't get to them. >> reporter: people like jack and betty. an elderly couple who hasn't been heard from since the storm hit their condo. >> the worst part is the unknown and not knowing if they are okay. >> reporter: their son scott says they were unable to evacuate in time and forced to hunker down on their ground floor. but rescuers are stepping up the coast guard racing to those stranded in sanibel and across the region communities coming together to help out those in need at last check we know that power has been restored to about 1 million floridians that leaves 1 million more in the dark as for that situation on sanibel island, hoda, we asked the sheriff how long will it take to get that bridge up and rebuilt he said the governor told him it
could take years they are trying to establish some sort of ferry service, but for the lives of everyone on that island this storm has forever changed them hoda. >> a beautiful place, too. sanibel island all right. morgan chesky for us. thank you. >> ian still going the path pointing to another landfall in south carolina this time nbc meteorologist bill karins has an update when it could hit, how strong it will be. i know you just got it in the last few minutes >> the life-threatening weather is arriving on the coastline of south carolina we had the flash flood warning for the charleston area. the winds are picking up and the high tide will be arriving through the morning and peaking around the noon hour there is the wind gusts currently. the storm is 100 miles off the coast. that's the update from the hurricane center a category 1 it will dissipate in 36 hours. landfall will be this afternoon. the winds will weaken. numerous life-threatening conditions one will be the landfall with the winds, peak winds between charleston, georgetown, myrtle beach, 70 to 100 miles per hour wind significant tree and roof damage

this is pretty remarkable. >> it is very cool, you guys you know, we have heard a lot about tesla's plans to build an electric semi-truck, but up in british columbia a young trucker decided not to wait. he and his team home built a prototype that they hope outperforms traditional diesels with fuel costs up to $20,000 a month. >> reporter: in the town of hope, just north of the canadian border, with wildfires burning a few miles away, the local truck show is a celebration of diesel fuelled horsepower these veteran truckers are eying a new model. >> no way that is going to haul logs. >> reporter: why is that >> because i haul logs most lie my life. you can't tell me some electric car is going to run and down logging roads and hold together. >> reporter: this is the brain child of 32-year-old chase barber and his young team. in the trucker tiktok world chase is a star. but here he does not seem to have a lot of influence. this is a logging town and barber has hauled timber here
since he was 18. what causes the son, grandson and great-grandson of loggers to try to transform the old gas-powered logging truck? >> too much time in the wheel thinking there is a better way >> reporter: logging trucks are big, brutal, and dirty so barber and his partners built this prototype out of a 1962 kenworth in his backyard. electric batteries provide 550 horsepower a diesel generator recharges them this could use anywhere from 25% to 100% less fuel than a traditional engine. >> the harder you work this thing, the more money you are going to save. >> reporter: and it's powerful >> i have never driven a logging truck that accelerated this way. >> reporter: by design none of this technology is now but no one slapped it into a truck before the ultimate goal to haul 140,000-pound loads of timber down the roads with hardly any
pollution or noise wow, it's on i was like, oh, here comes the startup. >> no. that's all you get. >> reporter: that's amazing. the real challenge is sellin this concept to guys who love their trucks the way they are. >> you won't catch me in the middle of nowhere with an electric truck >> reporter: high fuel costs seem to be making chase's case for him. >> just the way everything is going in the world nowadays, you know, yeah, the price of diesel right now is through the roof. if i could get rid of that cost, as a company owner or driver, then why not let's do it. >> that's the nice thing about this setup it doesn't matter if your intentions you care about climate change and want reduction in remissions or high horsepower. >> reporter: the hope is that loggers will buy this truck for what it does and the planet will benefit from what it does not do >> i know you are a logger and you are selling to loggers but you sound like a climate activist. >> yeah, you've got to care
about the planet geez >> the next steps include putting in electric drive axles and test to see how it performance fully loaded with logs everyone in the trucking industry understands that electric vehicles are the future because fuel costs are so high and they need to cut back on emissions. this prototype chase hopes to be a model for others to follow. >> i love his motto. stealing tesla's idea. >> we asked him about that are you really -- he said, no, no, no, no, nikola tesla had a rival. >> sure. >> historical joke the truth is these are such diy guys they were cruising around in electric go-karts while we were driving around they are a backyard fun group, you know, but made this incredibly powerful thing. the first time they broke it they cracked the transaxle because that electric power is so incredible. if they can get it up there, get up the mountain with the logs, hit the brakes hard enough, you
